PROPOSAL Note the key outcomes from the South Australian Government Business Mission to Shandong Province and my attendance of the Australian Government's Australia Week in China (AWIC). A copy of my program is at Attachment 1. BACKGROUND This year celebrated the 30th anniversary of South Australia’s sister state relationship with Shandong. This year, 107 individual businesses took part in the State Government’s business mission to China; the largest ever to leave the state, reflecting the importance of trade and investment opportunities to grow their businesses. The main objectives of my travel to China were to support the business mission to Shandong, lead the South Australian delegation as a part of Australia Business Week in China, promote South Australia’s credentials as a place to live, work, study and do business, and to lead discussions with potential investors. I was accompanied by Mr Matt Johnson, Executive Director – International Engagement, Trade, Immigration and Higher Education, Department of State Development (DSD) in Shandong and Mr Jing Li, Director – China, DSD and Mr Sam Mugford, Ministerial Liaison Officer, for the entirety of the program. DISCUSSION South Australian Business Mission to China, 4-10 April 2016 In Beijing, the senior SA Government representatives met with HE Jan Adams, Australian Ambassador to the People's Republic of China. The Premier and I witnessed the signing of an MoU between two mining companies, Iron Road and China Rail, and an MoU between the Department of the Premier and Cabinet and China Rail. The SA Government led a historic business delegation to Shandong, comprising 107 individual businesses with 170 business delegates. In addition to the signing of more than 30 MOUs, many of which are commercially oriented, the mission comprised a more thorough results measurement structure with the following reported by businesses as at 20 April 2016:

Number of new business connections – 372 Prospective export leads and estimated value – 129 leads valued at approximately AU$50.4

million. Export deals secured – 12 deals valued at approximately AU$524,000. New investment leads – 52 leads identified with one valued at approximately AU$20 million.

I attended the following key events:

Met with Mr She, Director-General, Department of Commerce, Shandong Provincial Government.

Opened the South Australia-Shandong Education Sub-Committee meeting, which sits under the Shandong South Australia High Level Working Group. Letters of Intent were signed between private and public education providers at the session.

Opened the first vocational education forum between TAFE SA and 20 select Shandong vocational education colleges.

Met with the Shandong Academy of Sciences regarding the potential for new collaborative research partnerships with relevant South Australian-based universities and other institutions.

Attended a number of anniversary and cultural activities including a basketball game between the Adelaide 36ers and Shandong Hi-Speed, performances by the Adelaide Symphony Orchestra in Jinan, Slava and Leonard Grigoryan in Qingdao, and a joint fashion show by the Adelaide and Qingdao Fashion Festivals in Qingdao.

Led the Yantai leg of the mission, accompanied by 30 South Australian businesses, comprising 45 delegates. During this stage, I launched the online B2B platform “SA-SD Connect”, met with Provincial Government representatives in Yantai, and supported activities involving the City of Charles Sturt Council.

AWIC 10-15 April I led the SA delegation to AWIC involving 71 delegates from 52 businesses. During this week, I attended events hosted by Austrade in Beijing, Shanghai and Hangzhou focusing on health and aged care, and food and beverage, as well as promoting the state at Immigration SA and StudyAdelaide functions. I also hosted a South Australia Club event in Shanghai. I attended key meetings with current and potential investors into South Australia, including:

COFCO; Greentown Group and Bluetown Group; Alibaba; China Development Bank; Shanghai CRED; Shanghai Yanhua; and ENN.
