OVERALL PROJECT APPROACH

The Buchart Horn Architects (BHA) team will assess the facilities to determine the program needs of a new combined facility. Our in-depth design, construction, adaptive reuse, and code requirements experience will ensure effective right-sizing.

Site access development goals to maximize safety and efficiency for pedestrians, visitors, employees, and vehicles include: multiple vehicular access points and separate parking for emergency, visitor, and staff vehicles so emergency vehicles can enter and exit quickly and safely; secure parking to protect department vehicles from vandalism, and for vehicles being stored for evidence or impounded; and private parking to protect personal and fleet vehicles, as well as officer privacy.

BHA will develop a Site Verification Plan, which will include the anticipated building footprint, parking requirements, security setbacks, and onsite stormwater management. Project cost estimates will help guide decision-making and priorities.

A Pre-Design Master Plan with schematic design drawings will be based on a final building program showing a detailed floor plan with room sizes, building circulation, and department adjacencies. We anticipate developing at least two design options that meet the space needs of the program, but will work with the Township to develop more if necessary until all requirements are met.

During the Schematic Design phase, BHA will investigate other possible uses for each existing building based on conclusions from the programming study. Concepts will be evaluated by weighing physical improvements to the buildings, operational and maintenance requirements, and long-term costs incurred or averted.

Prior to the Public Township Presentation, a final report will be prepared outlining:

 Detailed building program indicating area size, adjacencies, and 20-year needs;

 Detailed report of Perkiomen property with site features and concept studies toshow required access, setbacks, and possible cost;

 Schematic design documents based on selections including site plan, floor plans,elevations, opinion of probable cost, and rendering.
