1. Purpose

1.1 Primary functions

video. Manages the Shire’s digital assets including website builds and maintenance and social media accounts. The role requires use of SLR digital camera, associated Canon software and graphic design suite Adobe Creative Suite (Photoshop, Illustrator and InDesign).

Events – Evaluate major iconic events sponsorship proposals for funding consideration by Council. Negotiate funding agreements with each party and implement the table of benefits. This includes executing scholarship programs, running community competitions, managing associated Shire functions, coordinating executive participation, and completing marketing activities such as media, program advertising, merchandising, branding, banner bookings, etc. Role requires extensive liaison with event organisers and other key stakeholders (internal/external) including Government, emergency services, industry and co-sponsors.

Manage the Shire’s marketing and communications.

Develop and implement branding and communication strategies, marketing plans, channel plans, and advertising campaigns.

Manage production of marketing collateral and material across a range of mediums to appeal to target audiences and promote key messages in alignment with the Shire’s strategic direction and priorities.

Evaluate proposals, produce reports and provide work program. Updates and evaluations relating to tourism, branding and marketing to Council and CAPEROC .

Coordinate all Shire advertising and community notices.

Provide strategic advice relating to the Shire’s website and manage web and online content relating to Council, marketing, events, tourism, news and media.

Manage spend of the marketing budget and ensure it is not exceeded without approval of the CEO.

Manage projects, budgets and contracts for marketing initiatives Liaise with external stakeholder to manage and produce joint marketing campaigns – e.g., Red Cross, DFES, and DPaW.

Liaise with film and television industries and assist in providing talent and material to facilitate maximum exposure of the region.

Represent the Shire on external marketing committees, provide input of behalf of the Shire and report outcomes internally as required.

Manage electronic media and marketing distribution lists Identify opportunities for the use and management of social media.

Manage production of Shire’s videos and coordinate image and translation updates as required.

Media Relations – Media relations and media liaison

Manage media for the Shire including proactive and responsive media, media issues and crisis/emergency media.

Establish and maintain positive relations with journalists, media agencies, and industry, government, event and community stakeholders.

Formulate and promotion of key messaging in alignment with Shire’s objectives and facilitate for the dissemination of messaging through all mediums. This includes drafting media releases, media responses, radio announcement and online content and securing interviews for television, radio and online.

Liaise with State and Federal departments, local emergency service, Chamber of Commerce, tourism, neighbouring Local Governments, community group, community representatives and other stakeholders to formulate and disseminate joint media and multiagency media response.

Coordinate media training and provide ongoing coaching and feedback to officers and members of Council.

Provide advice relating to media law, ethics and publication conduct/standards including right of reply, copyright, defamation, etc. as required.

Drafting of speech notes, written content and talking points for Shire President and officers as required.

Produce articles and supply photographs to additional publications for example Councillor Magazine, & WALGA Western Councillor and LGMA.

Monitor media and forward articles of interest or relevance to appropriate officers.

Manage ministerial relations to achieve positive outcomes for the Shire.

Production & Design Manage and produce Shire collateral including templates for documents, publications, brochures and leaflets using Adobe Creative Suite.

Photograph Shire events and marketing images using Canon SLR digital camera and process using related Canon software and Adobe Creative Photoshop and make ongoing contributions to the Shire’s graphic and photo resource libraries.

Coordinate and resource joint professional photoshoots with tourism to meet Shire objectives. Includes identifying images required, coordinating run sheet, booking models, sourcing props and assisting onsite.

Provide strategic input into the development and of the Shire’s Website and identify and implement online marketing initiatives.

Produce and maintain a Shire Style Guide and ensure that clear guidelines are implemented throughout the organisation.

Undertake other graphic design and production projects for Directors and Business Units as approved by the CEO.

Manage the outsourcing of jobs as required.

Events Assess iconic event funding requests including preparing sponsorship proposals and associated contracts for major iconic events for Council consideration in the budget.

Negotiate sponsorship packages including branding opportunities and community participation and implement the schedule of benefits.

Liaise with stakeholders and event organisers externally and internally within the Shire to ensure that the events are well planned and successfully conducted and the economic benefit, Role includes chairing internal meetings and representing Shire at external event meetings.

Manage community event funding, and implement associated requirements.

Manage Shire-hosted community events including managing all applications, licensing requirements, budgets, chairing stakeholder meetings, facility management, risk management, human resources, marketing and promotions.

Negotiate contra and in-kind deals for maximum leverage and benefit.

Provide event management support as required to internal customers.

2. Extent of Authority

Under the limited direction of the Chief Executive Officer and as delegated from time-to-time, the incumbent has authority to act within predetermined guidelines, policies, procedures, predetermined budgetary limits and expenditure and in accordance with the statutory provisions of the Local Government Act 1995 and other relevant legislation. 4. Position Selection Criteria

4.1 Position essentials

Appropriate tertiary qualifications in journalism/marketing or equivalent and/or substantial experience in a similar role.

Demonstrated experience in developing and implementing branding framework, communications strategies, and marketing plans.

Understanding of design, photography and video principles, and technical proficiency in associated software and systems including Adobe Design Suite (InDesign, Photoshop and Illustrator), and DSLR cameras. Understanding of licensing and copyrighting.

Proven experience in managing digital assets including websites (CMS), social media, and mailing/subscribers lists. Experience with marketing management platforms such as Trello, Dropbox, Basecamp, Trybookings, Paperless Post, Spinetix Fusion, Link Tiger, & Google Analytics.

Demonstrated media management experience including proactive media, media responses, interagency media, coordinating media inductions and training, media monitoring, drafting talking points and speech notes. Ability to deal with issues of a controversial and/or politically-sensitive nature, and crisis communications (perception or emergency/safety). Understanding of media law and ethics, and publishing standards.

Demonstrated ability in building effective working relationships with internal leadership, colleagues, business, industry, community, media, professional bodies, government agencies, events coordinators and other stakeholders, in a variety of circumstances.

Event experience including coordinating large community events, managing funding and sponsorships for external events, and coordinating event stakeholder meetings.

Possess a current Western Australia “C” Class Drivers Licence.
