The Need for Property Management Audit in Indonesia

Before you or your company commits to a long term lease for a property, it is highly recommended that you arrange

for an extensive Property Audit. This will enable you to find out if there are any technical faults that need to be corrected

and most importantly will ensure that the property meets strict safety requirements to ensure that you and your family

will not be exposed to any potential harm. Our Inspection and Audit Reports are made impartially and are easy to read.

The report details all current and future potential problems that may undoubtedly become a real inconvenience or

perhaps danger if not identified and dealt with early. Furthermore this report may be used as a great bargaining tool

for companies and individuals alike in negotiating with the Landlord the rental fee and maintenance costs.

This service also extends to those that wish to continue or extend their lease without any potentially expensive surprises.

You may request for the combination or individual inspections, the choice is yours, see attached request.

The site survey normally takes 3-4hrs with the report compiled and sent to you via email on pdf format within 5 -

7 working days thereafter.

The report is compiled in English and will have an estimate of how much it will cost for the repairs and how long

it will take to complete the work, based on our cost and speed of work.

FAQ - Frequently Asked Questions

Why would you need your premise to be audited?

In appreciating most Expatriates are here on a specific work task, it would be most prudent for their employers to

treat expatriate’s home as an extension to their place of work, It is therefore imperative that Independent house

Audits are conducted to their potential place of residence prior to any Lease being signed or paid for (2 or 3 yrs)

in advance. This process will ensure the accommodation of expatriate assignees, along with the employer, being

well informed as to the property’s current condition, future maintenance costs and moreover how safe it the

property actually is.

What does property management audit services will cover

Comprehensive (Full House Audits) will report the conditions of the Building/ Structure (Waterproofing), AC,

Electrical, OH&S, Plumbing (Water Associated Equipment) and, most important, Electrical checks.

As the tenant what other benefits will gain other than health and safety

Independent Audits may also be a very useful tool as leverage during price or lease negotiation with the Landlord

and or broker. This principle is particularly handy should one wish to Audit a property which is being tenanted

and the lease is soon to be renewed, thus providing a greater leverage during Lease Extension negotiation.

Inclusion

1. Initial Site Visit - Conducted by 2 Technicians c/w all the appropriate tools and measuring equipment.

2. Comprehensive Report - provided in English and sent within 7 working days via email in PDF format.

3. Recommendations - The report will provide recommendations to comply with applied standard along with

approximate cost of repairs and how long the work will take.

4. Warranty - At least a 6mth warranty is provided should recommended repairs be conducted by ABC.

5. Final Site Visit - This applies to Audit No. 7 only – to inform and report if the Recommendation has been

attended to, partially or otherwise. Price includes one final visit only.

6. Standards - our work is primarily based on Australian Building Code (BCA).

Exclusion

1. Supervisory charges on work done by Others. Our Supervisory Fee is TBA upon request however, we will not

be responsible nor warrant their workmanship and choice of material.

2. Detailed Cost estimate to rectify work as listed in the Recommendation. Please request if needed.

3. Warranty to work done by others as listed in our Recommendation.

4. VAT/ GST/ PPN and any other applicable taxes.

5. Areas outside Jakarta - The listed prices are applicable only within South Jakarta. Premises elsewhere may

incur travel premium.

6. Areas outside Jakarta - The listed prices are applicable only within the South Jakarta precinct. Premises

elsewhere may incur a travel premium.

7. Our prices are for standard property with up to 900m2 (land area) and a maximum of 2 dwellings in the

property. Any land area being bigger than this will be chargeable at the standard rate plus, TBA (price upon

request).

8. For offices and or commercial buildings we will need to provide you with our price upon survey.

9. Additional Site Visits. If you require further site inspections, say to check the Contractors’ workmanship or to

visually check if the work have been completed satisfactorily, or provide technical consultation on site.

However, should you wish us conduct site measurements (eg., ELCB test, Electrical Grounding Test, Lightning

Protection System test, etc,) it will require 2 men to conduct such tests. These Site Visit does not include any

Formal Reporting.

10. Hardcopy Report – will be chargeable per set including delivery anywhere in Jakarta using our courier service.

Preventative Maintenance

To ensure that all the equipment attached to your property are in optimum working condition, they will need to be

regularly maintained and serviced. Just as you would do with cars, the same goes with your Air Conditioners, Pumps,

Heaters, Filters and the likes, they will need to be checked to see if they are not problematic preventing them from totally

breaking down and not doing what it is intended to do. Our Preventative Maintenance Program is focused to ensure

that firstly you are ensuring your equipment are always in working condition and secondly you are complying to the

Lease Agreement in that it is your obligation to have these equipment regularly maintained.

Routine Scheduled Maintenance, Process Time and Rates

Swimming Pool:

1.5 man-hr process / visit

- Routine Pool Cleaning (including vacuum, back-wash) 2 - 3 times a week.

- Necessary supply of chemicals (included) to maintain water quality, clarity and PH Levels.

- During the wet season and thus during excessive rain, pool water quality may decrease or may even be

contaminated. Water treatment is necessary on all pools.

- Notify tenant on issues such as leaking pool structure, blown pool lights and defective equipment.

- Initial Treatment (if pool is green and or untreated) will be takes 4-5days.

- Pool Pump and Filter assembly we also able to maintain.

Gardening:

2 man-hr process / visit

- Routine Gardening Service is scheduled at 7-8 visits per month

- Mow front and rear lawn

- Prune and or cut over hanging and or dead branches

- Clean and sweep garden areas (including public strip on road side)

- Water the garden (includes all hanging pots as required)

- Trim all edges around paths, lawns and garden beds

- Provide recommendations on fertiliser types, plant food and plant selection (if required)

- Collect all rubbish and debris and pile on to front designated rubbish area for collection by “Others”

Water Filters: 3 man-hr process

- First and foremost determine whether the system is/ isn’t adequate to service your need.

- Most Water Filter in this region requires a filter change at least once every 3-6mth pending on the location

and/ or water quality from source (ground water or PAM supplied). Back-Washing should be done weekly;

Flushing and general cleaning should be done monthly.

- Check for leaks on pipe work, valves, connections, seals, tank, gauges and pressure check.

- The above stated price is for Yamaha system & excludes Filter or Media replacement; however, this can

be done on quarterly basis.

Air Conditioners: 2 man-hr process / visit

- We fully understand that Air Conditioners are the most cause for a lot of angst Maintenance of AC units

should be performed every 1 or 2mths, with a quarterly schedule (max.).

- Stated price is for Split Type AC system (see Request Form for other AC types).

- Service intervals may increase due to age and condition of the units and pending also on air quality of

the surrounding area (e.g., Construction etc).

- Service includes high pressure cleaning of both Indoor (air filter) & Outdoor (compressor) units including:

1. Clean Air Filters and front grille, frame assembly & Mounting and Fan Orifice.

2. Clean and inspect Evaporator coil.

3. Clean Drainage pan and line.

4. Check Thermostat & Remote control.

5. Check & Test Switches.

6. Check Fan motor and Blower wheel

7. Check Relays and Capacitor.

8. Tighten all cabinet and unit hold down bolts and screws.

9. Check Ampere (current) and Voltage reading.

10. Check Expansion / Solenoid valve.

11. Check Supply Voltage.

12. Check Refrigerant/ Freon levels

13. Check air Temperature when already on for at least 10mins.

Water Tanks:

1 to 2 man-hr process / unit

- Price stated is for Tower-mounted Water Tank. See Request Form for prices for other types (above ground

and below ground).

- Cleaning the water tank is usually performed once every 3mths and is done both inside and outside the

tank. Frequency of cleaning may be more depending on location and/ or water quality and if the well or

PDAM water goes through a filtration system first before it is then stored in the tank.

- Check for any Leaks, Pipe work and Water Level Sensors, Structure the tank sits on etc.

- We reserve the right to reject the work should we deem the work as dangerous, eg., no access ladder to

top of tower, no platform at top of tower to stand on safely etc.

Water Heaters:

1 to 2man-hr process / unit

- Price stated is for each electric Hot Water System which may range from 15 – 120 lt. Price to service Solar

powered HWS (e.g., Solarhart brands).

- Water Heater Unit usually needs servicing every 1-3mths. This goes for either the standard Electric type or

the Solar Powered version (Solarhart).

- Drain, Flush & Clean internal Heating Tank.

- Check for Leaks on Non-Return Valves, Drain and both Inlet and Outlet Flexible Piping.

- Check Mounting Brackets, evidence of Rust, Electrical connections, Switch & Thermostat etc.

Water Pumps: 1man-hr process / unit

There are various types of pumps used in a normal household. They range from Well Suction Pump,

Pressure Pump and Distribution or Booster Pumps. Additional pumps may be required when using both

well water and Council water (PDAM). Pumps usually need servicing and cleaning every 2mths. Servicing

includes:

- Cleaning and general usage checks (adequate pressure).

- Check Bearings for noise and heat.

- Check Electrical connections.

- Check Seals and Auto Switch Functions.

- Check Inlet/ Outlet pipe work (inc. Valves and connections).

- Check for Leaks.

- Check rubber dampers

Electrical Maintenance: 5man-hr process / unit

- Price is based on per visit and we recommend a visit every 2mths.

- This is probably, if not the most important check when it comes to Electrical and Safety.

- We conduct a complete maintenance of your household electrical equipment and appliances.

- Including: Connections to Fridges, Dispensers, Stove, Oven, Lights, Audio/Video, and PC etc.

- Conduct checks and measure readings on Electrical Grounding, Voltage, Current and Power

Balance to all 3 phases (R/S/T).

- Check and Test MCB, ELCB and RCD.

- Check if Power Supply is adequate and Safe Connections of Electrical Installation.

- Check to see if the Lightning Protection System is working adequately, most cases it is not.

- Check Power Supply and determine any “leakage” from the property.

- We also conduct GenSet Maintenance for an additional fee.

NOTE: All prices Exc. Tax, Replacements, Spare Parts & or Repairs. Recommendation of such shall

be submitted for approval.

Emergency and Non-Emergency Call-out Service: 24 hour-7days-a-Week

- Mundane or complicated we can deliver the right personnel to ensure the work gets done.

- Install Paintings, Mirrors, Curtains, Hi-Fi & Internet Systems to more complicated work such as repairing

Doors, Windows, Electrical Installations, Plumbing Leaks and attend to any household Emergencies, our

Technicians are experienced and qualified to attend to them all.

- Normal working times are Mon-Fri: 8am-5pm. Any other times will be classified as Overtime.

- Pursuant to our OH&S policy, any jobs from 6pm - 6am will require 2 men to attend to the work.

Electrical Rewiring: This work entails the whole of your electrical wiring in the property totally re done by installing new cables and have

them protected inside PVC conduits, using appropriate junction boxes, Install new ELCB, Install new MCB’s, Install

new Electrical Panel (if so required as most are small and installing new safety devices will require a larger panel. All

external garden cables are buried 20cm below ground and protected with conduits and all joins sealed so water

won’t penetrate and cause trips. All outdoor Power Points and Switches are the Weather-proof. Once the work is

done we would conduct an Electrical balancing procedure so that each phase will have equal share and not have

one more loaded than the other causing trips. The work will most likely require a new Electrical Grounding System.

Work will take between 3-5weeks pending on the size of the property and cost will require our survey.

Water-proofing: This is probably the most important work to be conducted properly in any property. Bad waterproofing would

contribute not only damages to Walls and Ceilings etc but also to Electrical Installation. Moreover, damp walls and

ceilings will most likely contribute to respiratory illness and thus a health hazard for all living in the Property.

We would ensure that all waterproofing membrane are adequate, Roof Tiles are repaired or replaced and ensure

that the Property is totally waterproof. We provide 12mths Warranty to our Waterproofing process and takes 4-

7days to complete (in dry weather).

Pest Control (Fumigation) Service: We provide routine Pest Control Service to cover insect such as Mosquitoes, Flies, Cockroaches and Ants. We also

provide Rodent control included in our basic Pest Control package. Should you have issues with the aforementioned

insects after we have provided the treatment then we will come back to treat the matter again and again till you are

satisfied, free of charge. This will only apply to clients that have taken up an agreement with us over a minimum of

12mths and a minimum of 2 treatment visits per month.

At the start of any scheduled service agreement, we would require your premise to have an Initial Treatment by

us, even if you already had a previous Pest Control company conduct routine fogging at your property previously.

We can either Fog or Spray the external areas (your choice), however we only Spray internal areas. We suggest that

the place is unoccupied for about 2hrs when we conduct the treatment.

Our basic Pest Control Service does NOT cover Termites, Fleas, Ticks, Dogs, Cats, Bees, Hornets, Musangs, Snakes,

Bats, Spiders and or infestation of Slugs and or Snails, hence these will require survey.

As for Rats, we can provide Cage Traps, Glue Traps and or Poison Baiting. Poison baits are housed in a custom

designed trap boxes or cylinder so that only rats are able to get to them and not your pets. Our scheduled service

price includes 3 of any of the items in any combination. Should you require us to take the trapped rats (for Cage

and or Glue type) we will pick them up at maximum of 2x per week.

Timber Furniture Fumigation Service: Should you wish to have your timber furniture fumigated against termites and or borers, then simply call us and let

us know which furniture you require us to fumigate. Our fumigation is guaranteed for 12mths and cost as follows:

1. Small items (eg., Ornaments) : TBA (Upon Request) + Tax each (min. 10pieces) + TBA (Upon Request)

Transport each way.

2. Medium Items (eg., Chairs) : TBA (Upon Request) + Tax each (min. of 6pieces) + TBA (Upon Request)

Transport each way.

3. Large Items (Buffet, Cupboards) : TBA (Upon Request) + Tax each (min. of 4pieces) + TBA (Upon Request)

Transport each way.

This work usually takes a week to finish and returned back to you.

Timber Furniture Repairs: Fortunately, Indonesia is a place where one is able to conduct repairs to one’s furniture without getting billed a

hefty sum. Unlike in Western countries where it is cheaper to purchase a new item then it is to repair it. As such,

with our skilled craftsmen, we are very confident that we are able to repair any timber furniture to your satisfaction.

We re do the repairs twice thereafter (3times total) and if you are still not satisfied then you will not be charged for

any work.

We would need to conduct a survey on the furniture before we can provide you with any cost proposal.

As such we can also repair the following:

1. Broken picture frame (including broken glass),

2. Broken Table tops (bevelled glass of any thickness),

3. Damaged / Broken ornaments.

4. Lamp Shades,

5. TV, HiFi, Expensive Amplifiers (eg., Valve Amplifiers), Expensive Speakers etc.

Silver Bullet Service – Audit Reporting As our detailed report do take time to compile, we do require 7 working days to complete and sent to you via pdf.

However, should you have the need to have the Report a lot faster than the standard 7days, then we do provide a

Silver Bullet Service which speeds up the time it takes to provide the Report.

This would speed up reporting timeline should the following factors play an important role:

Audit Payment Terms - Unless otherwise noted and or agreed, payment must be received prior to any work being

conducted. Should speed be an issue we can conduct the site inspection but the Report shall be provided upon payment

being received.

Portable Appliance Testing – PAT : Commonly known as "PAT", "PAT Inspection" or (redundantly) as "PAT Testing", is the name of a process in the

United Kingdom, the Republic of Ireland, New Zealand and Australia by which electrical appliances are routinely

checked for safety. The formal term for the process is "in-service inspection & testing of electrical equipment".

Testing involves a visual inspection of the equipment and any flexible cables for good condition, and also where

required, verification of grounding (earthing) continuity, and a test of the soundness of insulation between the

current carrying parts, and any exposed metal that may be touched. The formal limits for pass/fail of these electrical

tests vary somewhat depending on the category of equipment being tested.

Purpose of PAT Health and safety regulations require that electrical appliances are safe and maintained to prevent harm to workers.

Many equipment manufacturers recommend testing at regular intervals to ensure continual safety; the interval

between tests depending on both the type of appliance and the environment in which it is to be used. The European

Low Voltage Directive governs the manufacture or importation of electrical appliances. Compliance to this has to

be declared and indicated by the display of the CE mark on the product. The responsibility for this lies with the

manufacturer or the importer and is policed by Trading Standards.

Testing equipment has been specifically developed for PAT inspections, based on the testing equipment used by

manufacturers to ensure compliance with the British Standard Code of Practice and European product standards

relevant to that type of appliance. This in turn allows testing and the interpretation of results to be de-skilled to a

large extent. The inspection of the appliances can largely be carried out in-house in many organisations. This can

result in cost savings and more flexibility as to exactly when a PAT is carried out.

NB: cost schedule does not include any repairs, however should devices and or equipment failing the PAT Tests then we can

definitely provide cost of repair (pending on the quantity).

Warranty As we do continuously train our staff, we have no problems in providing our Clients with the appropriate warranties

to commensurate our work. As such we have a number of warranties that would provide our clients some

confidence should you wish to engage ABC in providing you this customised and dedicated Service, hence you will

have the security of having the Guaranteed Quality Service.

1. We provide a Guarantee that we will arrive at your premise within 1 (one) hour of your emergency call ...

or the first hour will be free (rain, hail, shine or traffic jam will not be our excuse).

2. If you chose to have your Routine/ Scheduled Service with ABC will guarantee that if any of the items we

service have any problem between the scheduled service intervals, we will gladly repair the problem FREE

of any labour charges. This Warranty is based on the following:

a. That the recommended work (repairs etc) be strictly followed and conducted by ABC

b. You have a minimum of 12mth agreement on the Scheduled Service.

c. We provide a 12mths Warranty on all Major Works costing more than TBA (Upon Request) + Tax.d.\

d. We provide a 6mth Warranty on all other Minor Works costing TBA (Upon Request) + Tax.

Payment Terms

a. Clients having no credit agreement with ABC is strictly COD.

b. Clients signing one or more of the attached Agreements shall be provided with a minimum Payment Terms of

7 calendar days to a maximum of 30 calendar days from date of invoice. Services may cease should payments

not received within the due date and moreover attract penalties as per our payment policy which is also clearly

mentioned on the invoice.

c. All invoices shall be sent in PDF format via email to which the date it is sent shall be deemed to be the date of

invoice and date of receipt.

d. Major Works, as previously described above, we would require a minimum deposit of 75% of the full contract

value. Progress payment will be required thereafter pending on how long it takes to complete the work.

repairs and or maintenance services to large projects such extension and or that additional room you wish to have.
