I've attached a copy of their disbursement report. According to pg. 10 of the NC BOE State Campaign Finance Manual, a contribution "refers to any advance, conveyance, deposit, distribution, transfer of funds, loan, payment, gift, pledge, or subscription of money or anything of value whatsoever to a candidate, political committee, political party committee, or referendum committee. This also refers to any contract, agreement, or other obligation to make a contribution. An expenditure forgiven by a person or entity to whom it is owed is also considered a “contribution.” The term “contribution” does not include an “independent expenditure”." Furthermore, page 14 of the same campaign finance manual also states that "However, referendum committees may not contribute to any other political committee." I would appreciate your investigation into this matter as well. For the record, the Iredell Republican Party has not received a contribution from the Our Schools First referendum committee.
