POSITION REPORT: 2013 describes our progress toward the vi- sion of the future Navy charted in CNO’s SAILING DIRECTIONS. These SAILING DIRECTIONS remain the foundation for our vi- sion, planning, and goals. Just as we rely on a position report to aid navigation at sea, POSITION REPORT: 2013 allows us to “take a fix” on where we are today. It identifies the “course and speed” changes necessary to stay on track while countering the “set and drift” caused by emerging challenges or institu- tional issues that tend to take us off our intended track. CNO’s NAVIGATION PLAN 2014-2018 clearly details our intend- ed track, as aligned to the FY 2014 budget. Last year’s posi- tion report set a course to move us down this track, though “set and drift” precluded progress in some areas. POSITION REPORT: 2013 highlights both achievements and areas where we fell short, and it provides a recommended course to regain track. Through the hard work of our incredible team of Sailors, Civil- ians, and Families, our Navy will continue to excel as we focus on our three tenets – Warfighting First, Operating Forward, and Be Ready. These shall remain the framework through which we define our progress – and the actions required to ensure we stay on track. We continued to implement the Air-Sea Battle (ASB) concept to enhance and expand U.S. advantages to assure Joint access and exploit our adversaries’ vulnerabilities. We demonstrated ASB in numerous Navy-Air Force exercises including “VALIANT SHIELD” and “IRON CRUCIBLE.” Further, we evaluated its application dur- ing our “GLOBAL 13” wargame, which included joint partners, as well as allies such as the United Kingdom, Canada, Japan, and Australia. • Wecompletedthe“UnderseaDomainOperatingConcept,”andestablishedCommander,U.S.SubmarineForcesastheleadfortheunderseadomain.Wedidnotcompleteandimplementacoherentandtangiblenetworkedapproachtounderseawarfareasintended,butwewillcontinuetopursuethisinitiativetosustainourunderseawarfaredominance.

• Weacceleratedelectromagnetic(EM)spectrumandcyber-spacecapabilitiesinourFY2014budgetsubmission.Ourinvest-mentsincludedupgradedsurfaceshipelectronicwarfareandsignalexploitationsystems,theadditionofalmost1,000cyberoperators,andthedemonstrationofrapidprototypeprojectstoaddressemerg-ingthreats.

• WeachievedsignificantmilestonestowardsF-35CLight-ningIIfleetintroduction,establishedtheF-35CFleetReplacementSquadronandachievedInterimSafeforFlight(ISFF)criteria.

• Wepromulgatedreviseddoctrineandtacticsforemissionscontrol(EMCON),intelligence,surveillance,andreconnaissance(ISR),andelectronicwarfare(EW),andincorporatedadditionalFleettrainingandexerciseeventsfocusedonISR,EW,andinfor-mationdominance.

• WelaidthefoundationwithaconceptofoperationsforNavalIntegratedFireControl-CounterAir(NIFC-CA)toguidethetrainingandcommandandcontrolnecessarytoimplementthiskillchaincapabilityforourcarrierstrikegroups.

• Wecompletedtheinitialdraftofourmaritimestrategy,“ACo-operativeStrategyfor21stCenturySeapower,”butdidnotpublishit.Wedidnotcompletethewritingandpublicationofthebook“HowWeFight,”butdidcompletethefirstdraft.

• Wefundednewcommandandcontrolequipmentfordisag-gregatedAmphibiousReadyGroupoperations,andwealsocon-ductedmulti-nationalamphibiousexercises“DAWNBLITZ,”“BOLDALLIGATOR,”andotherexperiments,totestnewideasapprovedbythe“NavalBoard”forNavy-MarineCorpsoperations.Wedidnotdraft,staff,andexercisenewconceptstoguidefutureamphibiousoperations,asintended.

• Ledbyan“LCSCouncil,”chairedbya3-StarAdmiral,weimplementedacomprehensiveplanofactiontointegratetheLittoralCombatShip(LCS)intotheFleet.Thecounciladdressedmanningincreases,reliability,andwarfaresystemupgradestobetterenableLCStooperateindependentlyandcontributetofleetoperations.

• TofurtherthevisionofCNO’sSAILINGDIRECTIONStowarddesigningandconstructingprovenplatformsandapayload-centricapproachtomodernization,weestablishedcost andscheduleasrequirementsonparwithtraditionalwarfightingcapabilities.WemandatednewNavyshipandaircraftdesignstoidentifyavailablespace,weight,powerandcoolingmarginstoaccommodateevolvingweaponsandsensorsovertheirservicelives.

• Wecontinuedconstructionofthefirst-in-classCVN,USSGERALDR.FORD,andlaunchedtheshipinNovember2013.Wealsolaunchedthefirst-in-classUSSZUMWALT.Bothareontrackfordeliveryin2016and2014,respectively.

• TheX-47BunmannedaircraftsuccessfullycompletedinitialflighttestsontheUSSGEORGEH.W.BUSH,andbegantacticsandproceduredevelopmentonUSSTHEODOREROOSEVELT.Weawardedcontractsforpreliminarydesignofthefollow-onUn-mannedCarrier-LaunchedSurveillanceandStrike(UCLASS)ve-hicle.

• Weimprovedtheabilityofourforcestosustainablyoperateforwardatthemaritimecrossroadswithrelevantwarfightingcapabil-ity,supportedbymorerobust“places.”

• WecontinuetoprovideflexibleoptionstoCombatantCom-manders;aswecontinuetorebalanceourforces,wehaveover50shipsprovidingpresenceintheAsia-Pacificregion,andover30shipsintheMiddleEast.

• WedevelopedtheOptimizedFleetResponsePlan(O-FRP)toestablishamoremanning-balancedandsustainablecyclethatmakesdeploymentsmorepredictable,andincorporatessufficienttimeformaintenanceandtraining.

• USSFREEDOMdeployedtoSingaporeinearly2013,andwecompletedpreparationstohomeportthefirsttwo(offour)de-stroyersinRota,Spain,in2014.

• WemovedthreeadditionalpatrolcrafttoBahrainforato-talofeight,beganupgradingthemwithanti-surfacemissiles,andpermanentlyhomeportedtheircrewsthere.WeoverhauledourminecountermeasuresshipsinBahrain,whichnowcarryarangeofnewsystemsthatreducenotionalmineclearancetimesbyabouthalf.

• Weimprovedtheproficiencyandconfidenceoftoday’sfleetwithtoday’ssystemsandweapons,whileaddressingfactorsthatdetractfromsafetyandreadiness.

• Tocombatsexualassault,weimplementedastrategyfo-cusedonprevention,victimadvocacy,investigationandaccount-ability.

• Werigorouslymonitoredandevaluated“HealthoftheForce”andimplementednewprocessestomanageOPTEMPOofunitsandPERSTEMPOofSailors.94%ofNavyunitsnowreporteachSailor’sPERSTEMPO;thisfacilitatesdetailingandschedulingdeci-sionsbasedonimpactstoindividualSailors

• WetookactiontoimproveSailorresilienceandreducetheimpactofidentifiedfactorswhichcontributetosuicide,suchaslackofsupportduringtransitions.

• Weestablishedthe21stCenturySailorofficetoconsolidatetheexpertise,programsandresourcesneededtoimproveSailorreadinessandmanagethe“HealthoftheForce.”

• WeestablishedtheReadinessKillChaintoidentifyandeliminateFleetreadinessbarriersanddrivedowncostinreadinessproduction.

• WeimprovedFleetmanningbyfillingapproximately5,000gappedbilletslastyear;theFleet’sseagoingbilletsarenow93.5%manned(fill),andweareontracktomeetourgoalof95%bytheendof2013.

• ThefirstwomencompletedSubmarineOfficerwarfarequalifi-cations.Weareontracktoincludeenlistedwomenonballistic-andguidedmissilesubmarines,aswellaswomenofficersonattacksubmarines.

I will direct and closely manage the following projects to move us toward the track we described in CNO’s NAVIGATION PLAN 2014-2018.

We will continue to focus on the primacy of warfighting – being able to fight and win today. To do this, we will maintain our fo-cus on bringing exceptional capabilities to the Fleet and devel-oping the supporting concepts of operation. We will:

• MaketheEMspectrumaprimarywarfightingdomain.Com-pleteandimplementaclearPlanofActionandMilestonestoinsti-tutionalizeFleetResponsePlan(FRP)changes.IncreasestrikegrouptraininginappropriateEMspectrumoperations.

• DevelopandimplementnewapproachestoNavy-MarineCorpsoperationsthroughExercise“BOLDALLIGATOR”14andsmallerexperiments.DeveloptheCONOPstodeployMarinesonplatformssuchasDDG,MLP,LCS,andJHSV.

• ContinueintegrationoftheF-35CintotheCarrierAirWingduringitsinitialseatrialsinAugust,2014.Thismilestonewillmarkthefirst-everfifthgenerationstrike-fighterlandingaboardanaircraftcarrier.

• ContinueestablishmentoftheNavy’sCyberMissionForce;achieveinitialoperatingcapabilityfor25cyberteamsinFY14.• DeploythefirstsurfaceshiptorpedodefensesystemonUSSGEORGEH.W.BUSHin2014.

• DeploythefirstLaserWeaponsSystem(LaWS)onUSSPONCEintheArabianGulfin2014.

• TransitionthefirstsquadrontothenewE-2DAdvancedHawkeye,pavingthewayfordeploymentoftheNIFC-CAin2015.Beginthetransitionofthesecondsquadronmid-2014.

• DevelopUCLASSCONOPSandfurthermaturecontroltech-nologywithX-47BtestingaboardUSSTHEODOREROOSEVELT.

Continue rebalancing toward the Asia-Pacific and maintain relevant forward presence around the world. We will:

• ReviseandpublishanupdatedArcticRoadmaptodescribeourprojectionoficecoverageandactivityintheregionandplannedactionstosupportsecurityandsafetyinaglobalforcedeploymentscheme.

• EstablishroutineoperationalandinstitutionalengagementswiththePeople’sLiberationArmyNavy(PLAN),includingtheRimofthePacific(RIMPAC)2014,andexercisesincounter-piracy,search&rescueandmedicalandflightoperations.

• ConductthefirstP-8AdeploymenttotheAsia-PacificinFY2014,andcompletepreparationstohomeportanadditionalattacksubmarineinGuaminFY2015.

• EstablishcontinuousdeploymentofLittoralCombatShipstoSingaporebyforwarddeployingUSSFORTWORTHandUSSFREEDOMthereduringFY2014.

• EvolveourpostureintheMiddleEastbypermanentlyhome-portingtwoadditionalpatrolcraft,bringingthenumberofPCsinBahraintoten.

Center our efforts on providing the best training for our Sailors and continue to combat those factors which are harmful to safety and readiness. We will:

• Establishametrics-basedapproachtoevaluatingourprog-ressandimprovingoureffortstodetersexualassault.

• Continuetoimproveat-seamanning,furtherreducinggappedbillets,andmeeting“fit”and“fill”goalsof90%and95%respectively.

• InstitutionalizeaquarterlyassessmentofHealthoftheForceandIntegratedFleetReadinessReportasauthoritativestatementsofNavy’sabilitytosustainready,forwarddeployedwarfightingop-erations.
