Guanyin in Taiwan
PROJECT OVERVIEW
SCOPE OF SERVICES AND RESULTS
The respective offshore wind farm area Guanyin is located off the Taiwanese coast in
the Taiwan Strait on the north-west coast in Taiwan
Planned total capacity of 363 MWel.
Verification of the design basis with respect to compliance with DNVGL standards
such as DNVGL-ST-126 and compliance with the specific legal requirements for
offshore wind turbine structures in Taiwan
Assessment of the site conditions for plausibility, quality and completeness
Basis for Design / Site Assessment: Wind Conditions, Metocean Conditions, Splash
Zone, Marine Growth, Soil Conditions and Morphology, Earthquakes and UXO Hazard
Risk
Boat impact (operational and accidental boat impact), Material Data (mechanical
properties, max. permissible values of element thickness, through thickness properties,
tolerances)

SCOPE OF SERVICES AND RESULTS
In order to follow up with the national renewable energy policy, one of the primary tasks is to
foster talents for the offshore wind power and maritime engineering. To support the
development and manufacturing of steel structures for the underwater foundations and
towers used in offshore wind farms, TÜV Rheinland Taiwan has been working closely with
the local manufacturers for activities such as quality requirements for welded products acc.
to EN ISO 3834, steel structure certification EN 1090, welding training on the international
specifications, welding approval in accordance with EN ISO 15614, welders/welding
operator performance qualifications in compliance with EN ISO 9606/EN ISO 14732, etc.
Certification of ISO 3834 and EN1090 for nearly 20 local underwater foundation
manufacturers in Taiwan.
Welding Procedure Qualification (WPQR) and Welder/Welding Operator approval
according to ISO 15614 and ISO 9606 / ISO 14732 for offshore wind projects.
