McDonnell announced several new components of his $4 billion, three-year plan to significantly improve Virginia's transportation system. Chief among the new initiatives is a proposal to dedicate 0.25 percent of the "discretionary" sales tax revenues generated within Hampton Roads and Northern Virginia to transportation improvements in those regions. This "rededication" of sales tax revenues, according to the governor, will generate a combined $140 million each year for projects in those two areas of the state. At a news conference held this lastFriday, Gov. Robert F. McDonnellannounced several new components ofhis $4 billion, three-year plan to significantly improve Virginia's transportation system.

Chief among the new initiatives isa proposal to dedicate 0.25 percent ofthe "discretionary" sales tax revenuesgenerated within Hampton Roads andNorthern Virginia to transportationimprovements in those regions. This"rededication" of sales tax revenues,according to the governor, will generatea combined $140 million each year forprojects in those two areas of the state.

Fairfax County continues to be agreat place to live, work, and play,despite the challenges we all face. In2011, I will be working toward achieving several goals that will make agreat Fairfax County better.

I outlined these goals on Jan. 13 inmy State of the County address. I wasjoined by my colleagues on the Boardof Supervisors and I discussed theissues we will face this year. It is as acohesive Board that we are able toeffect positive change and best serve ourconstituents.

My goals for 2011 include continuing to encourage the right kindof growth in the right areas, promotingclean and sustainable energy, identify-ing economic development opportuni-ties, and investing in transportation.

As Fairfax County continues togrow, it is important that we get it rightby encouraging growth where it can besupported by mass transit in compact,walkable mixed use developments. Thiswill allow growth to happen in a waythat protects the environment, our olderstable neighborhoods and offers anotherlifestyle choice that is desirable for allour residents.

Our vision for transforming Tysonswill be the model for future smartgrowth in Fairfax County. Residentswill see development advance duringthe next year as a result ofComprehensive Plan changes in Tysons,Merrifield, Springfield and other redeveloping parts of the county.

In 2011, I will make encouraginginnovation and collaboration for energythat is clean, sustainable and secure apriority. Energy efficiency is critical forindustry to remain competitive inFairfax County; it is also the right thingto do.

In November, I announced myintent to form a Private Sector EnergyTask Force that will work with ourcounty staff and my office to identifystrategies to realize progress towardmeeting our energy goals.

In addition to clean energy, I willbe working with our corporate neighbors in identifying and fosteringthe emergence of new industry sectors,such as personalized medicine andtourism. Together with our businesscommunity we can build a new econo-my in Fairfax County, and emerge fromthe Great Recession stronger than ever.

And lastly, improving mobility inFairfax County that incorporates multi-modal options for our workersand residents will be a top priority for

2011. We must continue to plan for andinvest in pedestrian and bike routes,light rail, Metro, and the VRE, andensure they connect to offer efficientmobility options.

Fairfax County offers a great quality of life. The most importantingredient in making that happen is thepositive engagement of our community.I extend my warmest wishes for theyear ahead as we work together to realize its promise.

Henrico County Chief of PoliceCol. Henry W. Stanley, Jr., a fixture ofHenrico County's Division of Police fornearly a half-century, has announcedhis retirement from the division effective April 8.

Stanley joined Henrico Police as apatrol officer on Dec. 1, 1962, risingthrough the ranks to become chief onAug. 1, 1995.

"Chief Stanley has demonstratedtireless commitment to public safety inHenrico, and his effective leadership hasbeen a hallmark of this county formany years," said County ManagerVirgil R. Hazelett, P.E. "We will sorelymiss him and the level of excellence hehas demonstrated in commanding ournationally accredited Division ofPolice."

Stanley, whose service withHenrico Police predates the use offlashing lights on the force's vehicles -they first were installed in 1964 - hasseen the division become a nationallyacclaimed force with some 800 personnel, including more than 580sworn officers, and a total annual budget of more than $65 million.

employment as a patrol officer, I knewlaw enforcement would be my lifetimecareer," Stanley said. "I am especiallyproud of the opportunity to leadHenrico Police as its chief. "I will greatly miss those withwhom I have served over the years," hesaid. "I am confident that the membersof Henrico Police will continue our tradition of providing exemplary serviceto all."

Under Stanley's leadership,Henrico received the Certified CrimePrevention Community designationfrom the Virginia Department ofCriminal Justice Services in 2002.

The division has received multipleaccreditations from the internationalCommission on Accreditation for LawEnforcement Agencies and the VirginiaLaw Enforcement ProfessionalStandards Commission.

An emphasis on community policing has seen the development of

initiatives such as the Citizens PoliceAcademy and the Henrico PoliceAthletic League.

"The leadership of CountyManager Virgil Hazelett and each member of the Board of Supervisorscontributed to the success of HenricoPolice," Stanley said. "They are committed to providing outstandingpublic safety to our citizens."

Stanley earned a bachelor's degreefrom Virginia CommonwealthUniversity. He is a graduate of the FBINational Academy, the FBI NationalExecutive Institute, the SeniorManagement Institute for Police andthe Police Executive Leadership School.

Will General Assembly adopt mandate relief this year?

The 2011 General Assembly holdsthe promise of some relief to local governments from the burden of statemandates.

Of major significance is HJ 604(Surovell), a constitutional amendmentthat allows counties and cities containing at least two-thirds of thestate's population to adopt resolutionsto repeal any state law or regulation.

If the resolution passes this session,it would have to be adopted again bythe 2012 General Assembly beforebeing submitted to the voters forapproval.

HJ 604 is modeled on the so-calledRepeal Amendment to the U. S.Constitution that is the legislative priority of Speaker of the HouseWilliam Howell and was highlighted in

his speech at VACo's annual conference.Legislation calling for a

constitutional convention to add thespeaker's amendment to theConstitution has also been introducedin the current session.

Responding to a recommendationof Gov. Robert McDonnell'sCommission on Government Reformand Restructuring, HB 2319 (Byron)and SB 1382 (Stanley) expands the current process by which state agenciesassess the impact on local governmentsof the mandates they administer.

The bill requires the assessmentprocess to include a determination ofthe value of the mandate in relation tothe required or intended output ordesired result using a cost-benefit analysis and "other performance-basedmetrics."

Another bill, HB 1854 (Dance),requires that a fiscal impact statement

to each affectedlocality accompanyall mandatesimposed after July 1,2011.

Such a statementmust also identify thefunding source forthe mandate.

HB 2376(Habeeb) requires theVirginia Department of Social Servicesto eliminate any of its mandates relatedto office space and facility requirementsimposed on local departments of socialservices.

HJ 687 (Habeeb) is also a constitutional amendment that allowsthe General Assembly to suspend ornullify any or all portions of anyadministrative rule or regulation byjoint resolution agreed to by a majorityof the members elected to each house.

Virginia Tech's Accelerate Virginiacampaign is working to assess the current availability of high-speedInternet in our state by asking citizensto contribute data about their Internetconnections through a simple onlinespeed test.

This data will be used in combination with other sources todevelop a map of available Internetservices in Virginia that will identifyareas that are well served, underserved,and unserved by broadband providers.

The FCC's National BroadbandPlan states that regardless of income orlocation, every American, every school,and every business needs to have accessto affordable broadband services.Broadband has become the foundationof the American economy and the platform required for innovation andopportunity.

Broadband is the essential infra-structure which supports the promotionof economic development, educationaland occupational opportunity, advancedhealthcare, increased safety, securityand quality of life. Unfortunately, manycounties in Virginia have limited accessto broadband services.

Without access to affordable broadband telecommunications communities are at a competitive disadvantage. Identifying areas that arein need of broadband is the first steptowards maximizing investment inbroadband infrastructure.

In order to collect a statistically significant sample size, the Accelerate

County participation needed for statewide broadband initiative

Virginia campaign is seeking participation from a variety of commu-nity anchor organizations and local government agencies across the state.

Franklin County was the first toengage in a partnership for a localizedspeed test campaign and AccelerateVirginia is offering guidance to anyother county organizers who also wishto run a campaign to encourage theirresidents to take speed tests.

VACo seeks county supervisors and executive staffinterested in serving on steering and operational committees.The steering committees consider proposals from membercounties for inclusion in VACo’s legislative program. Theyalso provide direction to the VACo staff on policy issues arising from legislative and state agency studies. Steeringcommittee members are selected from each of VACo’s 13regions. Committees also include several members appointed at-large. The operational and ad hoc committeesare responsible for helping direct the staff in the activities,programs and functions of VACo.

to provide a tax credit to shippers thatuse barge and rail for the transport ofcargo as an alternative to trucking onhighways.

He also would like for the state toissue tax incentives to encourageemployers to allow teleworking foremployees. Under this plan, an employ-er would be eligible for a credit of up to$1,200 per teleworking employeedepending on the number of days permonth the employee will telework.

Gov. McDonnell also plans to pressahead with the privatization of ABCretail operations, which, he says, willgenerate an additional $300 for theTransportation Infrastructure Bank.

Nearly 900 projects that will befunded though the Governor's transportation initiative. The completelist of projects can be found at this site.As an example, the list includes projectsthat will:• Widen I-66 from Gainesville toHaymarket as well as the installation ofan active traffic management system onI-66 to dynamically control lanes toreduce congestion.• Make major interchange improvements along I-64, I-81 and I-95,in Frederick, Augusta, Stafford, andLouisa Counties.• Invest in Washington Metro,Hampton Roads Light rail, and othertransit providers, including VirginiaRailway Express (VRE) to extend toSpotsylvania County.

The governor also intends toreform VDOT and other transportationagencies in ways that will improve efficiency and save money. Some ofthese reforms will require legislation.

Other initiatives announced for thefirst time by the Governor on Fridayincluded:• Allocations from the RailEnhancement Fund for use as matchingfunds for federal grants to support railprojects.• Transfer administration of the motorvehicle rental tax from the Departmentof Motor Vehicles (DMV) to theDepartment of Taxation.• Providing a tax credit to employers

for expenses incurred in allowingemployees to telework in accordancewith a signed telework agreement. Anemployer would be eligible for a creditof up to $1,200 per teleworking employ-ee depending on the number of days permonth the employee will telework.• Amend the powers and duties of theCommonwealth Transportation Board(CTB) by clarifying that local roads incounties outside the state secondaryhighway system are local roads, and notpart of the state system, increasing thelimitation on contract values that theCommissioner and Director of theVirginia Department of Rail and PublicTransportation (VDRPT) may let, elimi-nating the duty of CTB to regulate out-door theatres, providing for the updat-ing of the Statewide TransportationPlan every four years instead of five,and repealing the section of the Code ofVirginia that allows CTB to designateits employees as special police officers.• Amend the powers of VDOT'sCommissioner that will provide moreflexibility with respect to managementof agency personnel, reduce projectcompletion times, and streamlinereporting requirements.

All major funding proposals willrequire the General Assembly'sapproval. Continual updates about thestatus of the multiple bills containingthese proposals will be providedthroughout the 2011 session in CapitolContact.

Last December in Roanoke at the

Governor's Transportation Conference,Governor McDonnell has alreadyannounced the following major components of this transportation funding plan:• Create a Virginia TransportationInfrastructure Bank and capitalize itwith a total of $400 million, $150 million of this sum would come from aprojected budget surplus, and the other$250 million would be derived fromunspent cash reserves that were discovered during an audit of VDOTthat was completed last September.The Governor's goal is for the $400 million in initial deposits to grow to $1billion within three years throughinvestment earnings.• Amend the Code of Virginia for theauthorization of Direct GARVEE*bonds. This would allow Virginia toissue at least $1.1 billion in directGARVEE bonds and utilize "toll credits" for a state match.• Accelerate the sale of bonds from the2007 legislation (HB 3202, Howell) to amaximum of $600 million per year fora total of $1.8 billion for the remainderof the McDonnell Administration.• Propose a constitutional amendmentto permanently prohibit money in theCommonwealth Transportation Fundfrom being transferred to the GeneralFund.
