It was one year ago during a welcome home reception for the Clarke’s runner-up state softball team that Coach Lindsay Diehl said, “We’re going to go back next year and we’re going to win the whole thing.” She was right. The 3A softball title game was a championship rematch between Clarke and Bondurant-Farrar. Unlike last year, the odds turned in Clarke’s favor with the Lady Indians winning 7-6 after a walkoff home run by senior Carley Robins. Back in town After winning the title game Friday afternoon, the soft- ball team was escorted into Osceola by a fleet of law en- forcement vehicles. If you want something badly enough, you can make it happen.

It was one year ago during a welcome home reception for the Clarke’s runner-up state softball team that Coach Lindsay Diehl said, “We’re going to go back next year and we’re going to win the whole thing.”

She was right.The 3A softball title game was a championship rematch

between Clarke and Bondurant-Farrar.Unlike last year, the odds turned in Clarke’s favor with

the Lady Indians winning 7-6 after a walkoff home run by senior Carley Robins.

Back in townAfter winning the title game Friday afternoon, the soft-

ball team was escorted into Osceola by a fleet of law en-forcement vehicles.

The last time Clarke won a softball championship title was in 1995.

A homecoming reception pep rally was held Friday eve-ning as dusk began to fall and the lights were turned on around the courthouse square.

As the vehicles pulled in, “We Are The Champions,” by Queen was blared over the sound speakers that were set up.

Once the team and coaches made their way to the band-stand, the crowd erupted with cheers of “Coach, coach, coach, coach!”

FORT DODGE — When Carley Robins stepped to the plate here Friday af-ternoon in the bottom of the seventh inning in the Class 3A state champion-ship game, at least one per-son believed she would hit a walkoff home run to give Clarke its second state soft-ball championship.

Senior first baseman Dev-on Carson called the home run from the dugout. Car-son’s prophetic words had right fielder McKenzi Otto convinced.

“When Carley got up to bat, I just knew it in my stomach,” Otto said. “Even Devon Carson, she was standing next to me, she was like, ‘It’s time for one of Carley Robins’ home runs.’ I knew we were going to score in that inning. Our lineup is solid all the way through.”

Carson believed in her teammate.

after an accident 3:45 p.m. July 19 at the intersection of 110th Avenue and Clarke/Decatur Street.

According to a Clarke County Sheriff’s report, Randell Lee Osborn, 47, of Des Moines, driving a1997 Oldsmobile west on Clarke/Decatur Street, swerved to miss a deer and lost control of the vehicle.

The vehicle rolled and came to a stop in the west ditch. Damage was reported to a county conservation sign.

Osborn was transported to the hospital in Creston.

Damage estimate is $3,000——————

No citations were issued after an accident 1:10 p.m. July 21 on 130th Avenue.

According to a Clarke County Sheriff’s report, Pearl Mae Tyler, 34, of Osceola, driving a 2011 Mer-cury north on 130th Avenue, crossed the center line and went onto the west shoulder of the road.

Tyler overcorrected the vehicle, went back across the road and entered the east ditch. The vehicle continued north in the ditch and hit a driveway, which caused it to overturn. The vehicle came to a stop on its tires.

Tyler was transported to Clarke County Hospital for observation.

Damage estimate is $6,000.——————

No citations were reported after an accident 1:45 p.m. July 17 in the 1700 block of Clarke/Union Avenue.

According to a Clarke County Sheriff’s report, An-

drew Shawn Gordon, 17, of Creston, driving a 1996 Ford south on Clarke/Union Ave-nue, heard the vehicle’s front tire blow out. Gordon lost control of the vehicle and entered the east ditch.

There were no injuries re-ported. Damage estimate is $1,500.

after an accident 10:45 a.m. July 12 on Kansas Street.

According to a Clarke County Sheriff’s report, Drew Marcus Wishon, 19, of Osceola, driving a 1997 Mit-subishi east on Kansas Street without driving in the wash-out on the north side of the road.

Wishon skidded and slowed the vehicle, but struck the tires of a John Deere sprayer owned by Farmers Cooperative Com-pany and driven by Michael Burnison Stuck, 57, of Grand River.

No injuries were reported. Damage estimate is $2,000 to Wishon’s vehicle and no damage reported to the sprayer.

ed after an accident 1 a.m. July 12 at the intersection of Garden Street and 220th Avenue.

According to a Clarke County Sheriff’s report, Al-len James Ruth, 27, of Mur-ray, driving a 1995 Mercury, approached the intersection of Garden Street and 220th Avenue. Apparently, the vehicle’s brakes failed. The vehicle entered the ditch, rolled several times and came to a stop on its wheels.

Ruth had left the scene of the accident by the time law enforcement arrived. After making contact with Ruth, it was determined no injuries occurred.

Damage estimates are $2,000 to the vehicle and $400 to the fence owned by Marlin Eddy.

Osceola Softball/Baseball ComplexWe are having a kickball tournament to raise awareness for heart disease

and support the Osceola Parks and Recreation.

Two tournaments (depending on interest) with a maximum of 10 teams per tournament. One will be an adult (high school and over) tournament that is coed with teams of 10 being made of equal numbers or males & females. This will be double elimination. Cost is $100 per team ($10 per person)

The other will be a family tournament with children in middle school and below and their parents. Teams will need to be made up of equal numbers

of children and adults. Rules will be modified in this tournament and will not be as competitive as the other league. This will be a round robin tournament.

Cost is $50 per team ($5 per person)

Team Captains will need to go to Solutions, Osceola Parks and Recreation, or contact Amy Hughes at 641-223-3439 to pick up a team registration form.

*There will also be food, music & other activities available for everyone to do.

*Half of all proceeds will go to the Osceola Parks and Recreation Department & the other half will be donated to the American Heart Association.

Farmers, ranchers and other agricultural produc-ers began to nominate eli-gible candidates to serve on local Farm Service Agency county committees on June 2, announced Joyce Frost, County Executive Director the Clarke-Decatur Coun-ty Farm Service Agency (FSA) Office.

“County committees play a vital role in the ad-ministration of federal farm programs and the positive effect they have on rural communities,” Frost said.

FSA county committees make decisions on com-modity price support loans, conservation programs, disaster programs, employ-ing county executive direc-tors and other significant agricultural issues. This year, Local Administrative Area1 located in Clarke County will be selecting a representative for the county committee.

To hold office as a coun-ty committee member, a person must participate or cooperate in a program administered by FSA, be eligible to vote in a county committee election and reside in the local admin-istrative area in which the person is a candidate, among other requirements.

Individuals may nomi-nate themselves or others as candidates. Additional-ly, organizations represent-

ing minorities and women may nominate candidates.

All nominees must sign nomination form FSA-669A, which includes a statement that the nomi-nee agrees to serve if elected. Form FSA-669A is available at USDA Ser-vice Centers and online at: http://www.fsa.usda.gov/elections. All nomination forms for the 2014 election must be postmarked or re-ceived in the local USDA Service Center by close of business on Aug. 1.

The county committee nomination period began June 2. Voting takes place in the fall. Ballots will be mailed to eligible voters by Nov. 3. The final day to return voted ballots to the local USDA Service Center is Dec. 1. Newly-elected county committee members take office Jan. 1, 2015.

Harkin to boost Mayor Diehl’s bid for state legislature

Sen. Tom Harkin, D-Io-wa, joined by former Con-gressman Leonard Boswell and Secretary of Agricul-ture Patty Judge, will be the featured guest at a fun-draising event for Mayor Fred Diehl, candidate for House District 27. HD 27 includes all of Clarke, De-catur and Wayne Counties, as well as part of Lucas County.

Harkin has announced

his retirement from office after serving the people of Iowa for 30 years in the United States Senate, as well as 10 years in the U.S. House of Representatives, where he held the seat in the old Fifth Congressio-nal District of southwest Iowa.

Mayor Diehl has served the people of Osceola as its mayor for the last 19 years. Born in Leon and raised

on a family farm in Clarke County, Diehl graduated from Osceola High School and Iowa State University. He served eight years in the U.S. Army Reserves, attaining the rank of First Lieutenant. He is the own-er/operator of an indepen-dent insurance agency in Osceola and is a substitute teacher in the local public schools.

“I have known and

worked with Fred since my first political race,” Harkin said. “His sound advice and deep commitment to southern Iowa have always been an inspiration to me. He will be a strong voice for south central Iowa in the state legislature.”

The event will be held at The Loft, formerly South-ern Hills Winery, on Mon-day, Aug. 4, from 5:30 to 7:30 p.m.

Bemis recognized in Sports Spotlight Sports Spotlight acknowl-

edges these noteworthy high school athletes for their ac-complishments in the sports of softball and baseball. These athletes have reached a high level of athleticism, while maintaining sports-manship to its utmost de-gree.

Libby Bemis, senior, Clarke (Osceola) – Bemis has helped lead Clarke to the state softball tourna-ment with a 23-3 record in the circle this season. In 165 innings, the senior al-lowed just 84 hits and 27

earned runs and an ERA of 1.15 while striking out 218. She also opened up the 2014 state tournament with a 3-inning perfect game in a 13-0 victory against Spirit Lake.

Nicky Nelson, senior, West Des Moines Val-ley – Nelson has been solid all season on the mound for West Des Moines Val-ley. His 6-2 record and 0.83 ERA in nearly 60 innings of work are among the best in Class 4A and has held op-ponents to a .198 batting

average this season. In eight starts and four relief appear-ances, Nelson has allowed just seven earned runs.

imagine what that feeling was like, and I finally get to say that I took a bunch of kids up to Fort Dodge and we know what that feeling is like to bring home a championship!”

CelebrationLater on in the rally, the softball

team danced to Miley Cyrus’ song, “We Can’t Stop.” It was their unof-ficial anthem from the 2013 season.

A special cake that had been baked and decorated only a few hours be-fore the rally was presented to the team.

At first, the cake was cut into even pieces and the girls ate it with good manners.

However, the situation turned into

a good-natured recipe for disaster because cake and frosting soon ended up getting smashed into people’s faces.

Diehl said she wanted to thank the crowd for supporting the team and celebrating the win.

Throughout the entire rally, Diehl had to pause in her speech for cheers, whistles and applause.

She joked that it seemed like the evening’s crowd was made up of the entire population of Osceola.

“This group of kids is so spe-cial,” Diehl said. “They have made a tradition that I plan on going back to Fort Dodge over and over, so I hope that you’ll do it with us again next year. Thank you so much.”

PEP RALLY:BACK IN TIME

According to an Illustrated Historical Atlas of the State of Iowa circa 1875, the first C B and Q depot was located about four blocks west of the square on Jefferson Street.

The depot was moved some-time later to the Main Street location. The depot later was moved again by cable far enough west to clear the loca-tion for the new (present) de-pot that was to be built in 1907.

In February 1907, a travel-ing man had the solution for the future of the old depot, stating it would only take a small amount of space in the valuable paper to discuss it.

He went on to say that traveling men have many friends among the fair ladies of Osceola who meet them at the trains.

In stormy weather, it is hard upon both the men and the young ladies to walk to their homes after the trains come in, especially if it is a night train.

It struck him that the old de-pot could be repaired and fitted up in a cozy manner so the lady friends could entertain the men there and avoid the difficulties mentioned above.

Some of the good matrons of the city could chaperon the fair girls which would make the in-cident all that conventionality calls for.

This idea was somewhat of a departure from the present cus-tom in Osceola, but he could

see nothing against it and that he would furnish $5.00 to a fund to put it through.

He had no doubt the other traveling men who came to Osceola regularly would also contribute their share.

He sent his name as an evi-dence of good faith, but not necessarily for publication. The letter was signed “Yours Re-spectfully, a Traveling Man.”

It had been a settled fact the old depot would be quickly moved from its present site.

In May 1907, the old depot was purchased by J. V. Banta and Sons and was torn down and the lumber hauled to a lot owned by a McNeal family in the south part of town to be used in building of a residence at a future date.

CEDAR FALLS — The 42nd annual Iowa Shrine Bowl here Saturday at the UNI Dome featured five area athletes, all of whom made his mark on the game.

Playing on the South squad in the game were Trevor Frain of Creston/Orient-Macksburg, Jacob Sobotka of Mount Ayr, Keegan Longabaugh of Southwest Valley, Andrew Rider of Murray and Briar Vogel of Interstate 35.

For four of the five, it was their first opportunity to play at the UNI Dome. Only Rider had played in the UNI Dome, having played there twice for the Murray Mustangs.

“It was the greatest ex-perience of my life,” Long-abaugh said. “I’ve never

played on this field before. First step in here, it was like a baby seeing brand new candy here. It was perfect.”Defensive stalwarts

All five area play-ers played on the defen-sive side of the ball in Saturday’s game, while Creston/O-M head coach Brian Morrison, an assis-tant on the South team, coached offense.

The South held the North team to just one touchdown in the game, rolling to a 23-7 victory.

The defensive effort was led by Sobotka, who will be continuing his playing career at the University of Iowa.

Sobotka neared double digits in tackles and also recovered a fumble in the win, earning defensive MVP honors for the South squad.

Vogel saw time at inside

linebacker, while Rider played cornerback. Vogel made several tackles in the game.

“It was awesome, es-pecially to compete with some of these kids with the level they’re going at,” Vogel said. “Great kids, big kids, a t h l e t i c kids that are going places. It was awe-some to see what they could do.”

Vogel said it was an ex-perience he’ll never forget.

“What they’re doing with these kids and what they provide for us, I couldn’t be more apprecia-tive of what they’re doing,” he said. “They informed us a lot of what the Shriners are for, and I’m just glad to be a part of it.”

Rider, who made a ca-reer out of returning punts for touchdowns, did not get an opportunity to re-turn any punts, as the North punted away from his side of the field.

“It would have been in-teresting to see him get his hands on the ball one time up there on the UNI Dome field, since he’s had great success for us up there in the past,” former Murray head football coach Keith Shields said.

Rider did, however, make a big open field tack-le to prevent a big gain by the North.

“I think it was a situa-tion where the North team had just gotten its touch-down and gotten the ball back,” Shields said. “It was a third and long play, and he stopped the quar-terback after about 7 or 8 yards, and shut down their

momentum they had there, as well.”

In playing in the Shrine B o w l , R i d e r b e c a m e the first M u r r a y player to ever be s e l e c t e d to com-pete in the game.

“It was exciting to see him get out and on the field,” Shields said. “I know it was exciting for him to interact with some of the kids. I thought that South group really worked well together. They re-ally played a pretty good game.”

Morrison said being in-volved in the game gave him a greater appreciation of what it’s all about.

“A full week with the

South squad, getting to know those guys and what the Shriners do with the kids and have an oppor-tunity to understand what this game means, not only to the state of Iowa as far as football is concerned, but just the kids playing and raising awareness and funds for the Shriner’s Hospitals,” he said.

“I have an appreciation for this game, a better ap-preciation for this game than ever before. One of those experiences you’ll never forget.”

Other MVPs of the game included Marshall Clark on offense for the South after catching a 79 yard touchdown from Eli Dunne in the first quar-ter, and Ronald Nash on offense for the North and Kyler Case on defense for the North.

WAUKEE — Creston head softball coach Mike Mc-Cabe proudly represented Creston High School here Monday evening as one of the coaches for the White All-Star team at the Iowa Girls Coaches Association Senior All-Star Game.

McCabe, along with Ak-ron-Westfield head coach Todd Colt, combined to lead the White team to a 1-1 re-cord for the day.

It was an enjoyable experi-ence for McCabe.

“Well, it was easy!” Mc-Cabe said. “They made it look pretty easy. It was a blast. I said I’m going to get to do this one time, and I couldn’t have asked for a bet-ter group of kids. They had a

lot of fun with each other and played hard. Very talented kids and the nicest kids, too. A tribute to their coaches and their parents. It was a lot of fun.”

One of the players on Mc-Cabe’s White team was Jen-na Sandquist of the Pride of Iowa Conference champion Interstate 35 Roadrunners.

Sandquist played shortstop and pitched for the Roadrun-ners, but played third base in the All-Star Game.

“Good player,” McCabe said. “Great kid. I comment-ed earlier, might be one of the nicest kids I’ve ever met. Please and thank you, was eager to help with equipment — as were all of them. Just good kids.”

McCabe and Colt drafted six shortstops to play on their team, so some athletes had to

play different positions than they were used to.

Sandquist filled a void at third base.

“Yeah, it was a change. I haven’t played third for about a year, when I played it for travel ball. We had six of our 13 girls were shortstops, so they were just kind of looking for people who had played third before.”

McCabe said the transition into different positions for his players went smoothly, with the only major concern be-ing responsibilities on bunt coverage.

Despite not getting many opportunities to make plays in the field, Sandquist said she was pleased with how she performed, especially when she got a hit in the first game.

“I got a hit off of Paige Lowary, so that kind of made my day,” she said.

Lowary, of Dallas Center-Grimes, will continue her playing career next year at University of Missouri.

“I kind of just wanted to make contact, and I was pret-ty excited, because obviously I’ve heard of her and all my teammates had been able to go up and hit against her,” Sandquist said. “So I wanted to have a chance and just see what it was like for myself.”

Sandquist laced a single into right field, right on the foul line.

Playing in the final game of her softball career, Sandquist went out a winner as the White team defeated a Blue team that included Clarke’s Libby Bemis, 3-1.

“I was really glad when I found out I was going to be on this team, because no mat-ter what happened in tourna-ment play, I was still going to get to have two more games, because I’m not playing col-lege ball,” Sandquist said.

“So it was nice that I still had these games to look for-ward to. When I realized it was the last time I’d put on my school jersey and a soft-ball uniform in general, I cried a little bit.”

Bemis, on the other hand, will be continuing her playing career next year at Minnesota State.

Clarke head coach Lindsay Diehl said it was a new expe-rience for her to watch Bemis play from the other side of the fence.

“I texted her when she was getting to come up here yes-terday that I was really excit-ed to get to see her represent Clarke one more time,” Diehl said. “It feels weird to be on the other side of the fence to watch her play and not be out there calling pitches. It’s great for her to be up here.”

Bemis pitched for the Blue team, which lost both of its games.

“I thought she did a nice job,” Diehl said. “It’s always tough to come into a situa-tion where you’re playing with kids that you don’t know and you don’t anticipate what they’re going to do.

“I think that’s what’s so great about that group of

kids she played with in high school, is they had played to-gether so long and knew what the other one was thinking. Sometimes when you throw a bunch of all-star kids to-gether, that doesn’t happen. But I’m pleased with the way she threw.”

happens, happens and it hap-pens for a reason.”

One key difference in the game came on defense.

Clarke committed just one

error in the game, compared to five by Bondurant-Farrar.

“That’s why we work on fundamentals so much,” Diehl said. “I talk to the kids all the

time. It matters in big games like this to be able to field the ball clean and make plays. Vanessa Bakley, wow. I stood out there a couple of times

and compli-mented her on the way she played the ball. I can’t wait to see what she is when she’s a se-nior.”

But perhaps the biggest er-ror of the game for Bondu-rant-Farrar was the pitch to Robins in the seventh inning.

“She just threw me that pitch,” Robins said. “She probably shouldn’t have thrown me that. I just wanted to get bat on ball.”

“As soon as she made con-tact, you knew it was gone,” Bemis said. “She just crushed that ball. We went crazy and it was an amazing feeling.”

Robins and Bemis were named to the Class 3A All-Tournament Team for the sec-

ond consec-utive year, and were joined by teammates B a k l e y and Ally D e u t s c h . Bemis was named the captain of the all-tournament team.

Clarke ends its state cham-pionship season with a record of 27-8.

Seniors on the team were Bemis, Robins, Devon Car-son, Mackenzi Otto, Kennedy Crees and Brenna Paul.Coming home

Diehl was a seventh-grader in 1995 when the Lady Indians made their first appearance at the state tournament and won the state championship.

“I’ll never forget being up here and seeing them win,” an

emotional Diehl said. “I wish I could have done it myself as a player. But to do it as a coach is a really spe-cial experience. And to do it in my hometown is even more. I’m so proud of these kids and I’m proud to be a Clarke In-dian.”

REDEMPTIONRobins’ walkoff homer lifts Clarke to 3A state title

FORT DODGE — All week long, Clarke senior pitcher Libby Bemis said “sec-ond place isn’t an option.”

After losing last year’s Class 3A state title game to Bondu-rant-Farrar by a score of 6-3, the Lady Indians were hungry for a state championship this year.

Clarke took control early with a 6-1 lead over the Lady Jays in a rematch of last year’s title game, but saw Bondurant-Farrar chip away at that lead until eventually tying the score at 6-6 in the top of the seventh inning.

But it took only one swing of the bat from senior Carley Robins in the bottom of the seventh inning to give Clarke its second state softball cham-pionship, and first since 1995.

Facing a 2-2 count, Robins smoked a Keely By-croft pitch over the left field fence, c l e a r i n g the bleach-ers, sending the Clarke dugout and c h e e r i n g section into a frenzy.

The dugout quickly rushed onto the field and awaited a grinning Robins at home plate, as the Lady Indians pre-vailed 7-6.

“I always say to the kids, they talk about hitting a home run now,” Clarke head coach Lindsay Diehl said. “I always say, ‘No. Get a base hit. If you get a base hit, every now and then, it’s going to go over the fence.’

“I did picture Carley hitting that ball over the fence and said a little prayer,” she con-tinued. “I thought if anybody’s going to do it, she’s going to do it. The way she’s performed in the times we’ve been up here at the state tournament, that’s just what she does. She hits the long ball when it matters.”Home run hitter

The big fly was the fifth home run Robins has hit at

the state softball tournament in six games over the past two seasons.

Robins broke the Class 3A record last year with three home runs in a single tourna-ment.

But, she says, she wasn’t looking for a home run when

she stepped to the plate in the seventh inning.

“I wasn’t trying to hit it, I just wanted to get at least a base hit,” Robins said. “I hit one Monday, so I was like, ‘I’m probably not going to hit another one.’”

But her teammates believed

in her. Senior first baseman Devon Carson even called the home run from the dugout.

Then, Bycroft grooved a pitch over the inside half of the plate and Robins took ad-vantage.

“I’ve never ran around the bases that fast in my entire

life!” Robins said. “I didn’t cry. I didn’t know what to do. I was just running.”

Add the Robins home run to the list of noteworthy events in Clarke softball the past two years.

There’s the walkoff base hits in regional finals two years

in a row to send the Lady In-dians to the state tournament, last year’s slugfest against New Hampton in the semi-finals, Libby Bemis’ perfect game against Spirit Lake in this year’s state tournament opener.

And now there’s the Robins home run that brings Clarke a Class 3A state championship.

“I definitely did not think it was going to be a walkoff home run,” Robins said. “I thought we were going to get out of it in the top of that in-ning. But that’s probably the best way to go out, I guess, on a walkoff.”Seventh-inning scare

Bondurant-Farrar had cut Clarke’s lead to 6-4 after the fifth inning. Still, the Lady In-dians cruised along.

Until the seventh inning.Bemis induced a pair of

groundouts to start the inning, putting Clarke just one out away from the state champi-onship.

But Emily Wilson put a 3-2 pitch into center field for a single. Then Bycroft laced a double to right field, scoring Wilson.

Bycroft was down to her last strike in the at-bat, and then popped a foul down the third base line. Catcher Lexy Carson and third baseman Sara Andrew both went for the ball. Carson had it in her glove, but the two collided and the ball popped loose, giving Bondurant-Farrar new life.

“I want kids to go 100 per-cent and both of them were going 100 percent for that ball, so you can’t fault a kid for go-ing hard,” Diehl said. “That’s why communication is such an important part of this game.”

Bemis once again found herself one strike away from ending the game, but this time Annika Ekstam hit a single into right field, tying the game. The Lady Indians finally got out of the inning on a come-backer to the mound.

“I knew to just stay calm and throw my pitches,” Bemis said. “They’re good hitters and it was right in the middle of their lineup. I threw my pitches and they hit the ball, so I can’t re-ally do anything about it. What

Loebsack encourages students to apply for fall internships

Congressman Dave Loeb-sack, D-Iowa, announced his office is now accepting ap-plications from Iowa college students to participate in a Congressional internship program in his Washington, D.C., office.

The internship program is open to undergraduate stu-dents and recent graduates, regardless of major. Fall internships typically begin around Labor Day and run through the end of the year, though some positions are available immediately and specific dates can be set for each individual.

“As a former educator, I have seen the benefits that

internships can provide by giving students a firsthand look into the government process,” Loebsack said. “I encourage all hardworking, motivated students and re-cent graduates to apply.”

Interns will have the op-portunity to learn about the legislative process and the federal government by working closely with the legislative, communications and constituent services staff members. CLARKE WINS! Congratulations to Coach Lindsay Diehl and the Lady Indians, 2014 Class 3-A State Cham-pions!

But wait, you already knew that, didn’t you. It’s old news, but it’s news that never gets old!

The thing is, there was much more to the season than a game played at 2:30 p.m. last Friday.

There were preseason games, then conference games, then playoff games, then state tournament games, and all of those happened prior to, “The Big Game.”

And, while the team didn’t win every single game they played, they kept working hard, learning, training and play-ing until they reached their ultimate goal — a state champi-onship. It took faith and heart, two ingredients for all suc-cess stories. Case(s) in point:

Although it’s been more than seven decades since Babe Ruth played baseball and most of his records have been eclipsed by others, he’s still recognized as the greatest slug-ger who ever lived.

Time after time, Ruth stepped up to the plate and ham-mered one out of the park (much like Carley Robins last Friday).

Every survey and ranking lists Babe among the “greatest of the greats” — usually at the top of the heap. It’s no won-der the old Yankee Stadium is still known as “The House that Ruth Built.”

There’s another major league record holder worth not-ing. His name was Eddie “Cocky” Collins, who played as an infielder for the Athletics and White Sox.

Collins played in the early 1900s, and several seasons overlapped with Ruth. Like Babe, Collins was at the top of his game. He led the Athletics to four pennants and three World Series titles. He was selected as the league’s most valuable player in 1914 (Babe Ruth’s rookie season.) One sportswriter recently called him the greatest second base-man in history.

Cocky Collins set a record that still stands today — al-most a century after he retired from baseball. He is the all time major league BUNT leader. 512 bunts! That’s over 100 more than the guy in second place.

So, we have two baseball greats before us — one is fa-mous for home runs and other (not so famous) for bunting.

At first glance, holding the bunting record seems less than inspiring. Home runs are much more exiting. The crowd, for instance, doesn’t go bananas when a player decides to

lay down a sacrifice bunt.With a deeper look, how-

ever, a bunt is a many splen-did thing. Sacrificial acts for others are, indeed, noble and praiseworthy. We should all assume this posture as we re-late to the people around us. The most valuable players in any team, business or organi-zation are those who ask “How can I serve you?” Rather than “How can YOU serve ME?”

Those who selflessly invest their lives behind the scenes to help others advance are the greatest heroes — I think of teachers, medical workers, mothers, cooks, technicians, nurses, custodians, mentors, secretaries and other support staff. The world couldn’t exist without these unsung heroes.

This is what I saw in the 2014 Clarke Lady Indians. They adopted the position that, “It doesn’t matter who gets the credit, as long as the team is moving forward in the right direction.”

Here’s how Jesus said it, “13 There is no greater love than to lay down one’s life for one’s friends.”

(John 15:13, NLT) So there are two lessons here. The first, from Babe: Swing

for the fence. The Bambino didn’t hold back. He didn’t hes-itate. He went for it and took the necessary risk. He com-mitted himself FULLY and didn’t just play it safe. The sec-ond, from “Cocky” Collins: Give yourself away. Be willing to sacrifice for others.

And the overall lesson? Well, God put it this way in Ec-clesiastes 9:10: Whatever presents itself for you to do, do it with all your might.

Bottom line?Have a heart like “Cocky” Collins with a faith like Babe

Ruth.When it comes to serving others — make the sacrificial

bunt.When it comes to taking bold steps of faith — swing for

the fence.It takes both to win, as the Lady Indians taught all of us

this summer.Thanks, Coach Diehl and Lady Indians, for a phenom-

enal season, and CONGRATULATIONS on the state championship! You’ve worked hard and set a great exam-ple of hard work, dedication, sacrifice and determination. Lessons all of us would be wise to learn.

Sinclair boasts 100 percent job creation voting record State Sen. Amy Sinclair,

R-Allerton, received a 100 percent score to pro-tect and grow jobs in Iowa during the 85th General Assembly from the non-partisan Iowa Prosperity Project.

“I am very proud of the

legislation we passed to strengthen Iowa’s econ-omy and create private sector jobs,” Sinclair said. “Iowans trust us to make hard decisions at the State-house to create an environ-ment where high-quality jobs are plentiful for all

Iowans. Those decisions are bearing fruit as 94 out of 99 Iowa counties have experienced a decline in unemployment levels from one year ago. I am proud of my 100 percent voting record to make this vision a reality.”

The Iowa Prosperity Project is managed by the Iowa Association of Busi-ness and Industry (ABI).

The group announced last week the scores of ev-ery member in the Iowa House and Iowa Senate. ABI is an organization of a

variety of Iowa businesses, such as manufacturers, re-tailers and insurance com-panies, to promote com-merce in the state.

The score rates each leg-islator on their votes for policies impacting jobs and business in Iowa.

The issues scored by the Iowa Prosperity Proj-ect included rolling back commercial, industrial and railroad property taxes by 10 percent, making Iowa more attractive to recruit and retain veterans and education reforms.

Valerie Funk expressed a desire to see asecond road into The Meadows. KevinDorland had concerns regarding some ofthe removal of trees and the grading thattook place out at the Meadows. Bill Trick-ey presented to Council variousprojects/activities that Clarke County De-velopment Corporation is involved with.Derek Lumsden with Chamber MainStreet wanted to thank the Police depart-ment and the Street department for thehelp with the Fourth of July activities.Lumsden also informed the Council onvarious activities and project statuses thatthe Chamber Main Street is involved with.

A resolution to approve 2014 Urban Re-newal Plan Amendment for the OsceolaUrban Renewal Area WHEREAS, the CityCouncil of the City of Osceola, Iowa (the“City”) has created the Osceola UrbanRenewal Area (the “Urban RenewalArea”) and has approved an urban renewalplan for the Urban Renewal Area; andWHEREAS, Chapter 403 of the Code ofIowa requires that, before a city approvesany new urban renewal project, or addsproperty to an urban renewal area, a citymust amend the existing urban renewalplan to include that new project or newproperty; and WHEREAS, an amendmentto the urban renewal plan for the UrbanRenewal Area (the “2014 Urban RenewalPlan” Amendment”) has been preparedwhich establishes a city council policy andprogram related to the approval of eco-nomic development or tax increment re-bate agreements; and WHEREAS, noticeof a public hearing by the City Council ofthe City on the proposed 2014 Urban Re-newal Plan Amendment was heretoforegiven in strict compliance with the provi-sions of Chapter 403 of the Code of Iowa,and the Council has conducted said hear-ing; and WHEREAS, copies of the 2014Urban Renewal Plan Amendment, noticeof public hearing and notice of a consulta-tion meeting with respect to the urban re-newal plan amendment were sent toClarke County and the Clarke CommunitySchool District; the consultation meetingwas held and responses to any commentsor recommendations received followingthe consultation meeting were made as re-quired by law; and NOW, THEREFORE,It Is Resolved by the City Council of theCity of Osceola, Iowa, as follows: Section1. It is hereby determined by this CityCouncil as follows: A. The 2014 Amend-ment to the Urban Renewal Plan for theOsceola Urban Renewal Area conforms tothe general plan of the City; B. The pro-gram for approving economic develop-ment or tax increment rebate agreementsdescribed in the 2014 Amendment to theUrban Renewal Plan for the Osceola Ur-ban Renewal Area is necessary and appro-priate to facilitate the proper growth anddevelopment of the City in accordancewith sound planning standards and localcommunity objectives. Section 2. The2014 Amendment to the Urban RenewalPlan for the Osceola Urban RenewalArea, attached hereto and made a parthereof, is hereby in all respects approved.Section 3. Approving Development Agreementwith Todd Rueter, Authorizing AnnualAppropriation Tax Increment Paymentsand Pledging Certain Tax Increment Rev-enues to the Payment of the AgreementWHEREAS, the City of Osceola, Iowa(the “City”), pursuant to and in strict com-pliance with all laws applicable to theCity, and in particular the provisions ofChapter 403 of the Code of Iowa, hasadopted an Urban Renewal Plan for theOsceola Urban Renewal Area (the “UrbanRenewal Area”); and WHEREAS, thisCouncil has adopted an ordinance provid-ing for the division of taxes levied on tax-able property in the Urban Renewal Areapursuant to Section 403.19 of the Code ofIowa and establishing the fund referred toin Subsection 2 of Section 403.19 of theCode of Iowa (the “Urban Renewal TaxRevenue Fund”), which fund and the por-tion of taxes referred to in that subsectionmay be irrevocably pledged by the Cityfor the payment of the principal and inter-est on indebtedness incurred under the au-thority of Section 403.9 of the Code ofIowa to finance or refinance in whole or inpart projects in the Urban Renewal Area;and WHEREAS, the Council has amendedthe Urban Renewal Plan for the Urban Re-newal Area to establish a program underwhich property owners may receive eco-nomic development or incremental proper-ty tax rebate payments related to economicdevelopment projects (the “Rebate Agree-ment Program”); and WHEREAS, anagreement between the City and ToddRueter (the “Developer” ) has been pre-pared (the “Agreement”), pursuant towhich the Developer would construct acommercial implement dealership in theUrban Renewal Area (the “RueterProject” ) and the City would provide an-nual appropriation tax increment paymentsin a total amount not exceeding $150,000;and WHEREAS, this City Council, pur-suant to Section 403.9 of the Code ofIowa, has published notice, has held apublic hearing on the Agreement and hasotherwise complied with statutory require-ments for the approval of the Agreement;and WHEREAS, Chapter 15A of the Codeof Iowa (“Chapter 15A”) declares thateconomic development is a public purposefor which a City may provide grants,loans, tax incentives, guarantees and otherfinancial assistance to or for the benefit ofprivate persons; and WHEREAS, Chapter15A requires that before public funds areused for grants, loans, tax incentives orother financial assistance, a City Councilmust determine that a public purpose willreasonably be accomplished by the spend-ing or use of those funds; and WHEREAS,Chapter 15A requires that in determiningwhether funds should be spent, a CityCouncil must consider any or all of a se-ries of factors; NOW, THEREFORE, It IsResolved by the City Council of the Cityof Osceola, Iowa, as follows: Section1.Pursuant to the factors listed in Chapter15A, the Council hereby finds that: (a)TheRueter Project will add diversity and gen-erate new opportunities for the Osceolaand Iowa economies; (b)The RueterProject will generate public gains and ben-efits, particularly in the creation of newjobs, which are warranted in comparisonto the amount of the proposed property taxincentives. Section 2.The Council furtherfinds that the Agreement is in substantialcompliance with the Rebate AgreementProgram, and a public purpose will rea-sonably be accomplished by entering intothe Agreement and providing the propertytax payments to the Developer. Section 3.The Agreement is hereby approved andthe Mayor and City Clerk are hereby au-thorized and directed to execute and deliv-er the Agreement on behalf of the City, insubstantially the form and content inwhich the Agreement has been presentedto this City Council, and such officers arealso authorized to make such changes,modifications, additions or deletions asthey, with the advice of bond counsel, maybelieve to be necessary, and to take suchactions as may be necessary to carry outthe provisions of the Agreement. Section4. All payments by the City under theAgreement shall be subject to annual ap-propriation by the City Council, in themanner set out in the Agreement. As pro-vided and required by Chapter 403 of theCode of Iowa, the City's obligations underthe Agreement shall be payable solelyfrom a subfund which is hereby estab-lished, into which shall be paid that por-tion of the income and proceeds of the Ur-ban Renewal Tax Revenue Fund at-tributable to property taxes derived fromthe property described as follows: MISCSEC 24 WARD PARCEL “H” S ½ NE,City of Osceola, Clarke County, Iowa,(the “Rueter Subfund” ). Section 5. TheCity hereby pledges to the payment of theAgreement the Rueter Subfund and thetaxes referred to in Subsection 2 of Sec-tion 403.19 of the Code of Iowa to be paidinto such Subfund, provided, however,that no payment will be made under theAgreement unless and until monies fromthe Rueter Subfund are appropriated forsuch purpose by the City Council. Section6. After its adoption, a copy of this resolu-tion shall be filed in the office of theCounty Auditor of Clarke County to evi-dence the continuing pledging of theRueter Subfund and the portion of taxes tobe paid into such Subfund and, pursuant tothe direction of Section 403.19 of theCode of Iowa, the Auditor shall allocatethe taxes in accordance therewith and inaccordance with the tax allocation ordi-nance referred to in the preamble hereof.Section 7. RESOLUTION ORDERING THE DE-MOLITION OF 215 S LAKE STREETPURSUANT TO CODE OF ORDI-NANCE CHAPTER 145 TITLED “DAN-GEROUS BUILDINGS” WHEREAS,Chapter 145 of the City of Osceola Codeof Ordinances establishes a procedure toremedy Dangerous Buildings in the Cityof Osceola; and, WHEREAS, the propertyat 215 S Lake in the City of Osceola meetsthe definition of a Dangerous Buildingpursuant to Chapter 145 of the Code ofOrdinances; and, WHEREAS, the ownerof the property at 215 S Lake was served anotice on April 10, 2014 identifying thestructure(s) on the property as Dangerousand requesting the dangerous buildingnuisance demolished within 90 days fromreceipt of the notice; and, WHEREAS, theowner has been afforded to opportunity torequest a hearing before the City Councilto show cause why the alleged dangerousbuilding nuisance shall not be abated pur-suant to Chapter 145 of the Code of Ordi-nances; and, WHEREAS, the owner hasfailed to comply with the notice served onApril 10, 2014; and, WHEREAS, theowner was sent notice on 7/11/14 statingthe time had expired to remedy the nui-sance and advising the issue would be ele-vated to the City Council for action;NOW, THEREFORE, BE IT RESOLVEDthe City Council of the City of Osceolahereby declares the property at 215 S Lakein the City of Osceola a violator of theprovisions of Chapter 145 of the Code ofOrdinance; and, FURTHERMORE, BE ITRESOLVED the enforcement officer pro-ceed with demolition of the structure(s) lo-cated on the property at 215 S Lake. Valerie Funk expressed a desire to see asecond road into The Meadows. KevinDorland had concerns regarding some ofthe removal of trees and the grading thattook place out at the Meadows. Bill Trick-ey presented to Council variousprojects/activities that Clarke County De-velopment Corporation is involved with.Derek Lumsden with Chamber MainStreet wanted to thank the Police depart-ment and the Street department for thehelp with the Fourth of July activities.Lumsden also informed the Council onvarious activities and project statuses thatthe Chamber Main Street is involved with.

A resolution to approve 2014 Urban Re-newal Plan Amendment for the OsceolaUrban Renewal Area WHEREAS, the CityCouncil of the City of Osceola, Iowa (the“City”) has created the Osceola UrbanRenewal Area (the “Urban RenewalArea”) and has approved an urban renewalplan for the Urban Renewal Area; andWHEREAS, Chapter 403 of the Code ofIowa requires that, before a city approvesany new urban renewal project, or addsproperty to an urban renewal area, a citymust amend the existing urban renewalplan to include that new project or newproperty; and WHEREAS, an amendmentto the urban renewal plan for the UrbanRenewal Area (the “2014 Urban RenewalPlan” Amendment”) has been preparedwhich establishes a city council policy andprogram related to the approval of eco-nomic development or tax increment re-bate agreements; and WHEREAS, noticeof a public hearing by the City Council ofthe City on the proposed 2014 Urban Re-newal Plan Amendment was heretoforegiven in strict compliance with the provi-sions of Chapter 403 of the Code of Iowa,and the Council has conducted said hear-ing; and WHEREAS, copies of the 2014Urban Renewal Plan Amendment, noticeof public hearing and notice of a consulta-tion meeting with respect to the urban re-newal plan amendment were sent toClarke County and the Clarke CommunitySchool District; the consultation meetingwas held and responses to any commentsor recommendations received followingthe consultation meeting were made as re-quired by law; and NOW, THEREFORE,It Is Resolved by the City Council of theCity of Osceola, Iowa, as follows: Section1. It is hereby determined by this CityCouncil as follows: A. The 2014 Amend-ment to the Urban Renewal Plan for theOsceola Urban Renewal Area conforms tothe general plan of the City; B. A resolution to approve 2014 Urban Re-newal Plan Amendment for the OsceolaUrban Renewal Area WHEREAS, the CityCouncil of the City of Osceola, Iowa (the“City”) has created the Osceola UrbanRenewal Area (the “Urban RenewalArea”) and has approved an urban renewalplan for the Urban Renewal Area; andWHEREAS, Chapter 403 of the Code ofIowa requires that, before a city approvesany new urban renewal project, or addsproperty to an urban renewal area, a citymust amend the existing urban renewalplan to include that new project or newproperty; and WHEREAS, an amendmentto the urban renewal plan for the UrbanRenewal Area (the “2014 Urban RenewalPlan” Amendment”) has been preparedwhich establishes a city council policy andprogram related to the approval of eco-nomic development or tax increment re-bate agreements; and WHEREAS, noticeof a public hearing by the City Council ofthe City on the proposed 2014 Urban Re-newal Plan Amendment was heretoforegiven in strict compliance with the provi-sions of Chapter 403 of the Code of Iowa,and the Council has conducted said hear-ing; and WHEREAS, copies of the 2014Urban Renewal Plan Amendment, noticeof public hearing and notice of a consulta-tion meeting with respect to the urban re-newal plan amendment were sent toClarke County and the Clarke CommunitySchool District; the consultation meetingwas held and responses to any commentsor recommendations received followingthe consultation meeting were made as re-quired by law; and NOW, THEREFORE,It Is Resolved by the City Council of theCity of Osceola, Iowa, as follows: Section1. It is hereby determined by this CityCouncil as follows: A. The 2014 Amend-ment to the Urban Renewal Plan for theOsceola Urban Renewal Area conforms tothe general plan of the City; B. Approving Development Agreementwith Todd Rueter, Authorizing AnnualAppropriation Tax Increment Paymentsand Pledging Certain Tax Increment Rev-enues to the Payment of the AgreementWHEREAS, the City of Osceola, Iowa(the “City”), pursuant to and in strict com-pliance with all laws applicable to theCity, and in particular the provisions ofChapter 403 of the Code of Iowa, hasadopted an Urban Renewal Plan for theOsceola Urban Renewal Area (the “UrbanRenewal Area”); and WHEREAS, thisCouncil has adopted an ordinance provid-ing for the division of taxes levied on tax-able property in the Urban Renewal Areapursuant to Section 403.19 of the Code ofIowa and establishing the fund referred toin Subsection 2 of Section 403.19 of theCode of Iowa (the “Urban Renewal TaxRevenue Fund”), which fund and the por-tion of taxes referred to in that subsectionmay be irrevocably pledged by the Cityfor the payment of the principal and inter-est on indebtedness incurred under the au-thority of Section 403.9 of the Code ofIowa to finance or refinance in whole or inpart projects in the Urban Renewal Area;and WHEREAS, the Council has amendedthe Urban Renewal Plan for the Urban Re-newal Area to establish a program underwhich property owners may receive eco-nomic development or incremental proper-ty tax rebate payments related to economicdevelopment projects (the “Rebate Agree-ment Program”); and WHEREAS, anagreement between the City and ToddRueter (the “Developer” ) has been pre-pared (the “Agreement”), pursuant towhich the Developer would construct acommercial implement dealership in theUrban Renewal Area (the “RueterProject” ) and the City would provide an-nual appropriation tax increment paymentsin a total amount not exceeding $150,000;and WHEREAS, this City Council, pur-suant to Section 403.9 of the Code ofIowa, has published notice, has held apublic hearing on the Agreement and hasotherwise complied with statutory require-ments for the approval of the Agreement;and WHEREAS, Chapter 15A of the Codeof Iowa (“Chapter 15A”) declares thateconomic development is a public purposefor which a City may provide grants,loans, tax incentives, guarantees and otherfinancial assistance to or for the benefit ofprivate persons; and WHEREAS, Chapter15A requires that before public funds areused for grants, loans, tax incentives orother financial assistance, a City Councilmust determine that a public purpose willreasonably be accomplished by the spend-ing or use of those funds; and WHEREAS,Chapter 15A requires that in determiningwhether funds should be spent, a CityCouncil must consider any or all of a se-ries of factors; NOW, THEREFORE, It IsResolved by the City Council of the Cityof Osceola, Iowa, as follows: Section1.Pursuant to the factors listed in Chapter15A, the Council hereby finds that: (a)TheRueter Project will add diversity and gen-erate new opportunities for the Osceolaand Iowa economies; (b)The RueterProject will generate public gains and ben-efits, particularly in the creation of newjobs, which are warranted in comparisonto the amount of the proposed property taxincentives. Section 2.The Council furtherfinds that the Agreement is in substantialcompliance with the Rebate AgreementProgram, and a public purpose will rea-sonably be accomplished by entering intothe Agreement and providing the propertytax payments to the Developer. Section 3.The Agreement is hereby approved andthe Mayor and City Clerk are hereby au-thorized and directed to execute and deliv-er the Agreement on behalf of the City, insubstantially the form and content inwhich the Agreement has been presentedto this City Council, and such officers arealso authorized to make such changes,modifications, additions or deletions asthey, with the advice of bond counsel, maybelieve to be necessary, and to take suchactions as may be necessary to carry outthe provisions of the Agreement. Section4. All payments by the City under theAgreement shall be subject to annual ap-propriation by the City Council, in themanner set out in the Agreement. As pro-vided and required by Chapter 403 of theCode of Iowa, the City's obligations underthe Agreement shall be payable solelyfrom a subfund which is hereby estab-lished, into which shall be paid that por-tion of the income and proceeds of the Ur-ban Renewal Tax Revenue Fund at-tributable to property taxes derived fromthe property described as follows: MISCSEC 24 WARD PARCEL “H” S ½ NE,City of Osceola, Clarke County, Iowa,(the “Rueter Subfund” ). Section 5. TheCity hereby pledges to the payment of theAgreement the Rueter Subfund and thetaxes referred to in Subsection 2 of Sec-tion 403.19 of the Code of Iowa to be paidinto such Subfund, provided, however,that no payment will be made under theAgreement unless and until monies fromthe Rueter Subfund are appropriated forsuch purpose by the City Council. Section6. After its adoption, a copy of this resolu-tion shall be filed in the office of theCounty Auditor of Clarke County to evi-dence the continuing pledging of theRueter Subfund and the portion of taxes tobe paid into such Subfund and, pursuant tothe direction of Section 403.19 of theCode of Iowa, the Auditor shall allocatethe taxes in accordance therewith and inaccordance with the tax allocation ordi-nance referred to in the preamble hereof.Section 7. RESOLUTION ORDERING THE DE-MOLITION OF 215 S LAKE STREETPURSUANT TO CODE OF ORDI-NANCE CHAPTER 145 TITLED “DAN-GEROUS BUILDINGS” WHEREAS,Chapter 145 of the City of Osceola Codeof Ordinances establishes a procedure toremedy Dangerous Buildings in the Cityof Osceola; and, WHEREAS, the propertyat 215 S Lake in the City of Osceola meetsthe definition of a Dangerous Buildingpursuant to Chapter 145 of the Code ofOrdinances; and, WHEREAS, the ownerof the property at 215 S Lake was served anotice on April 10, 2014 identifying thestructure(s) on the property as Dangerousand requesting the dangerous buildingnuisance demolished within 90 days fromreceipt of the notice; and, WHEREAS, theowner has been afforded to opportunity torequest a hearing before the City Councilto show cause why the alleged dangerousbuilding nuisance shall not be abated pur-suant to Chapter 145 of the Code of Ordi-nances; and, WHEREAS, the owner hasfailed to comply with the notice served onApril 10, 2014; and, WHEREAS, theowner was sent notice on 7/11/14 statingthe time had expired to remedy the nui-sance and advising the issue would be ele-vated to the City Council for action;NOW, THEREFORE, BE IT RESOLVEDthe City Council of the City of Osceolahereby declares the property at 215 S Lakein the City of Osceola a violator of theprovisions of Chapter 145 of the Code ofOrdinance; and, FURTHERMORE, BE ITRESOLVED the enforcement officer pro-ceed with demolition of the structure(s) lo-cated on the property at 215 S Lake.
