Budget constraints and tighter timescales are placing greater demands and pressures on today’s engineering projects. Despite these burdens, it is more important than ever to have the confidence that the design of the work being undertaken is compliant to both regulatory and corporate governance, ensuring process and operational safety.

This can be achieved by obtaining an independent review of the design covering a wide range of topics to assess that design philosophies are compliant to Regulatory, International Standards and Owner’s Corporate Governance, but most importantly that the standards have been correctly implemented into the engineering design.

OSL offer a Third Party Technical Safety (TPTS) review, providing assurance that the project has effectively implemented the philosophies and standards into the design. Typically, the main areas for the engineering review include:• Relief Valve Calculations• Cause & Effects Diagram• Isolation Systems

Third Party Technical Safety (TPTS)

OSL is an engineering design house with a long and proven track record in successfully delivering significant projects in the oil and gas sector. We utilise our experience in design safety review governance to ensure our designs are compliant and safe. OSL provide an independent third party technical safety (TPTS) review service to the market based on our specialist engineering experience.

Engineering Creative Solutions for our Energy Future

• HIPS• SIL Targeting and Verification• Blowdown • HP/LP Interfaces

The use of OSL to conduct TPTS allows for our trained experts to review the approach to the design. OSL’s well-prepared and well-executed TPTS can make a substantial difference in the prevention of accidents and injuries. Further, it can provide added benefits to design, giving feedback to the project team and enabling them to think outside of the box to explore innovative alternative solutions where required.

OSL’s ApproachOur approach is to work closely with all relevant stakeholders from project kick-off to ensure that any potential challenges in the design are identified early and can be rectified readily, allowing the design to progress with minimal rework.

We know it is important to present and categorise both compliant and noncompliant observations in such a way that all parties understand, particularly highlighting what indicators within the design show noncompliance and its severity.

First Stage - Gap Analysis Second Stage - Engineering Review

OSL has pro-forma gap analysis recording techniques, based upon regulatory and international standards to asses if all required data is available. This creates a structured approach to the project and optimises time whilst minimising costs. An added benefit is that it collates all safety engineering topics into our Safety in Design Dossier.

OSL use our own compliance assessment based on our extensive and significant experience in design works. We review the design philosophies to assure that they are compliant with a client’s corporate governance, regulatory and internal standards. These are assessed for correct implementation within the engineering design. Finally, any observations raised are incorporated to finalise the Safety in Design Dossier.

As a design house, OSL is fully conversant with regulatory and international standards and uses these as part of the review process.

OSL’s validation of the design with objectivity is based on considerable specialised knowledge of the energy industries.
