On the Cover – Vernonia, Oregon is nestled in the beautiful Nehalem Valley, deep in the coast range, 45 minutes west of Portland. Vernonia combines the pleasures of small-town living with the convenience of urban amenities. Vernonia School District serves approximately 600 students. The district offers kindergarten through 12th grade, in two elementary schools (Vernonia Elementary and Mist Elementary Schools), one middle school (Vernonia Middle School) and one high school (Vernonia High School). Each school takes an active role in providing educational programs designed to bolster students’ self-esteem and foster a positive school environment.

President’s Message
AS I wRItE thIS message, we’re just a few days removed from our first weather “event”
of the school year. Faculty asked me the day before how I handicapped the chances that
we’d have school the next day. I told them that we’d just purchased a new snow blower
and that the media-hype value seemed pretty high, so my best estimation was that we’d
probably have school. It seemed at least as good a way to predict conditions as believing
the weather reports. Of course, virtually all Portland Metro areas ended up canceling
classes, even though the bad weather never really developed. Yes, we know how you
central and eastern folks laugh at us valley-dwellers!
I wrote earlier in the year about how each OSFMa member has a unique set of job
responsibilities in our school or district setting. not all of us are involved in school closure
decisions, but we all have long job descriptions that call for us to be an expert in many
areas. at our most recent OSFMa board meeting, we talked about how to best support
our members’ need to become such well-rounded experts. How can we best manage
our organizations resources of time and money to make a difference for all of you?
Putting on the annual conference is an enormous effort, and it’s been gratifying to see
that event grow and improve in recent years. But OSFMa also looks for other ways to
provide professional growth opportunities, to have our collective voice heard as state-
wide decisions are made that impact what we do and to find ways to reach other school
facility professionals who can benefit from what we have to offer. the board plans to
schedule a retreat later this school year to reflect on our organizational goals and to look
for ways we can better serve our members. I’m sure that part of the process will be to ask
each of you to tell us what the organization can do to be a better resource for you, so be
prepared to share your sage advice. In the meantime, I wish you an uneventful winter
and the best of luck predicting the weather! v

Who We Are...OSFMA IS AN ORgANIzAtION of School Facilities Maintenance Professionals with the common goal of promoting and developing the highest degree of professionalism in the maintenance, operations, planning, development and construction of school facilities. Our association is managed by a Board of Directors, composed of a President, Vice President, Secretary/treasurer, and immediate Past President; and elected by a majority of our voting members. the Board also includes Directors from each of the five geographic zones, who are nominated by the members of said zones and also approved by the voting membership. there are several committees, with delegated responsibilities that oversee the following areas to give advice to the Board of Directors.

MEMbERShIP…Active Members: Oregon school and community college employees actively employed in a position of program level authority and or responsibility for Maintenance Services and Operations in an educational facility. Educational Associate Members: those persons regularly employed in a position of supervisory responsibility in the field on maintenance, operations and facility programs related to an educational institution. Non-Educational Associate Members: those persons regularly employed in a position of administrative, managerial, or supervisory responsibility in the fields of maintenance, operation, and facility programs not related to an education facility. Educational Partner Membership: Supplier, vendor, contractor representative, or other agency or association who offers or provides membership, products, goods or “services for a fee” to maintenance and operations departments in educational facilities.honorary Members: Honorary membership in this association may be extended to any person whom the association approves.Retired Members: Members in good standing may retain a non-voting membership in the association upon retirement.

OSFMA OFFERS PROFESSIONAL gROwth CERtIFICAtION…the Oregon School Facilities Management association provides
professional certification to qualifying members based on education, achievement, and experience. two certificate programs are available which are designed to demonstrate a high degree of professional competence and growth. Both growth paths, either the Certified School Facilities Manager or the Certified School Facilities Specialist, have three focus areas:
1. Participation in OSFMa. 2. Other professional growth activities. 3. Knowledge and skill gained through experiences.

OSFMA PROFESSIONAL GROWTH APPLICATION GUIDE
The Oregon School Facilities Management Association provides professional certification to qualifying members based on education, achievement, and experience. Two certificate programs are available which are designed to demonstrate a high degree of professional competence and growth. Both growth paths, either the Certified School Facilities Manager or the Certified School Facilities Specialist, have three focus areas:
1. Participation in OSFMA 2. Other professional growth activities 3. Knowledge and skill gained through experiences
While the topics within the areas are different, what is needed to demonstrate proficiency in each area is similar. Some topics you may have previously completed. There may be others that you will still need to accomplish. There is no time limit to follow for completing your certification program. Part I: Participation in OSFMA To be brief, if you want to be certified by OSFMA you need to be active in the organization.
Required Elements: Provide a page describing your activities in OSFMA while you have been a member. Be as specific as you can on the conferences you have attended and the workshops in which you participated. If you received certificates of attendance you may include copies. If you have items in this area yet to complete you can contact the Conference Committee Chair to find out how you can get involved. Do the same for Zone Meetings and other OSFMA activities. Elective Elements: From the list of topics you will need to complete a minimum of two. Here again you need to give dates and describe the activity that demonstrates the completion of each topic selected.
Part II: Other Professional Growth Activities You most likely have participated in a number of formal or informal growth and training opportunities to get the position you now hold. As a professional, it is important that you continue to take advantage of growth opportunities throughout the year.
Elective Elements: This area has three elements labeled I, II, Ill. You need to complete two of the three. Where individual items are listed below the element heading you must demonstrate completion of at least One. The lists are not intended to be all inclusive. You may submit other items that you feel will meet the requirements of the element.
Part III: Knowledge and Skill Gained Through Experience Another area that provides growth is on-the-job exposure. A lot of knowledge is gained through reading books and pamphlets that includes:
A. Codes and regulations B. Operations and maintenance manuals C. Brochures from suppliers D. Standards published by trade groups
Working with people who possess more knowledge and skill on a subject than you do is another valuable way to grow. This area recognizes these important paths to improvement. Over

Operator Certification (BOC) is one. BOC
is a competency-based, professional
training and certification that provides
energy-saving operational strategies

process, with extensive reviews from third-party experts,
gives the BOC program excellent exposure to a diverse green
workforce. LEED® accredited Professionals and LEED® Green
associates need 30 and 15 continuing education hours,
respectively, every two years to maintain their LEED-aP and
LEED-Ga standing. Each of the seven BOC Level 1 classes
provide from eight to 16 hours toward this requirement.
Many additional organizations recognize BOC training
as continuing education for their professional designation
programs. these include:

available in 37 states, and over 11,500 building operation
professionals have earned the credential nationwide. the
american Council for an Energy-Efficient Economy (aCEEE)
recognizes BOC as an “exemplary program” among america’s
best energy efficiency trainings. In addition to providing a
valuable credential to hard working building operators, and a
way for employers to identify their most skilled workers, BOC is
increasingly valuable as a source of continuing education with
its ever-expanding list of industry partners.

exciting opportunity for your school.
You have many important issues to
address such as site preparation, safety,
durability, costs, age-appropriate play
events, installation, as well as long-term
maintenance and warranty. Based on
my 30 years of experience on both sides
of this process, the following is a brief
outline of important factors that will
help you ensure the success of your new
playground project.
Check Credentials and References
It’s very important to check out
certifications, licenses, industry affiliations,
reputation and experience of the provider.
Do they make available an image gallery
and testimonials of completed projects?
Who is the equipment manufacturer
and do they have a local representative
with a solid reputation? Do they have
partnerships with local contractors for
demolition and installation? Can they
provide safety surfacing and other site
amenities?
getting bids: It’s Not Always Apples to Apples Comparison
Once credentials and references have
been established, it’s time to move on to
the bidding process. Most school districts,
unless they are utilizing a purchasing
cooperative, send out for bids that require
detailed drawings, parts lists, detailed
description of costs, etc. the bidding
process can be extremely competitive but
difficult to compare when trying to arrive
at a decision. Start by making a list of pros
and cons for the services offered by the
provider and a second for the equipment
itself. Using a purchasing cooperative,
such as KCDa, can eliminate some of the
steps involved in this process. Playground
design is generally included in the cost of
the equipment and can be adjusted based
on individual play events. Site preparation
and installation are separate line items

for most. Candidates should be able to
help build a consensus between parents,
students and school administration. We
have had districts involve their students
by narrowing down the candidates and
putting their top two or three up for a
vote. this builds consensus and helps
assure the purchaser that the design has
appeal to the majority.
Nuts and bolts: think beyond Price
Price is always a top concern for any
purchase. Purchasing departments might
be looking at the bottom line only and
have a limited view of the big picture.
Some have come to me with quotes
they received from an online retailer.
that may be a baseline start for a quote;
however, there are many additional
factors to consider. What schools should
be looking for is expertise from an
experienced playground equipment
provider. Do they provide coordination
of demolition or excavation that needs
to be done? Do they represent a proven
manufacturer with detailed drawings,
creative customization, age-appropriate
play events and compliance with federal
and local standards? are they agreeable
to meeting and partnering with school
administration, maintenance personnel
and providing PtO/Pta assistance with
meetings and fundraising resources?
Especially important to the maintenance
department is equipment warranty/
parts replacement and service. those
considerations should also be factored
into the total cost of ownership.
Put It in writing
Every project should have a contract,
no matter the size of the estimated work.
Every detail about the project should
be included in this contract — from a
work timetable (start and finish dates)
to description of the work, shipping and
details of materials that will be used, the
payment schedule and everything in
between, including a time limit for fixing
defects. Contracts ensure that if a dispute
arises, it can be dealt with in a timely
manner.

playgrounds are the result of excellence

and good stewardship by facility
