I have over 18 years of professional experience in Water Supply, Integrated Water Resources Management (IWRM), Sanitation, and Irrigation Engineering, covering design, construction supervision, project management and project formulation. I have worked in donor supported projects under governments, international NGOs and international Consultants in irrigation, water supply and water resources projects. In addition, I have held several technical and managerial positions in the Southern Africa region, with responsibilities related to irrigation, water supply and sanitation, and water resources projects and programmes.

I have significant experience in overseeing water supply and sanitation projects and irrigation projects in Malawi. I managed the preparation and initial implementation phase of the National Water Development Programme (NWDP) in Malawi worth over US$300 Million received from a consortium of Development Partners (namely, the World Bank-IDA, The Government of Netherlands through UNICEF, AfDB, AusAid, OPEC, ACGF/DFID, EU, EIB, and The Government of Malawi). At the Southern African regional level, I have held the positions of Regional Project Manager/Team Leader for the SADC IWRM Pilot Project worth Euro 3.756 Million from AusAid, UKaid and Germany Cooperation/BMZ, with technical assistance provided by GIZ. At the regional level, I have provided managerial and technical inputs for projects, focusing on best approaches for integrated water resources development for multipurpose uses, covering point and piped water supply, rainwater and flood water harvesting, small scale irrigation and sanitation, which was piloted in Botswana, South Africa, Mozambique, Lesotho and Namibia. I have also worked for WaterAid as Regional Technical Advisor for the Southern Africa region countries of Malawi, Mozambique, Swaziland, Zambia and Angola; providing technical inputs in the development of water supply and sanitation systems from design through to construction, operation and maintenance.

As a native of Malawi, I speak the local languages of Chichewa, Tumbuka and Tonga. On professional level, I speak English. I also fairly speak and understand the East African language, Swahili.

RSA, Mozambique, Lesotho, Namibia); May 2013 to October 2015—(Regional Project Manager/Team Leader): The project aimed at demonstrating best practices in the implementation of IWRM from community level through the adoption of “learning by doing” and “participatory community planning” approach. The project demonstrated in practice an approach that moves beyond the implicit priorities of one single sector and use of water resources. The specific objects included increasing water storage capacity to improve climate change resilience, empowering local communities and water utilities, promoting equitable and reasonable utilization of water resources, and improving livelihood in local communities through the development of water supply, sanitation and irrigation systems, among other interventions. I served in the role of Project Manager and Team Leader, and my responsibilities included project preparation, reviewing of project proposals, infrastructure design reviews, project strategy planning and budgeting, production of implementation guidelines, capacity development, resources management, providing engineering input (water supply, irrigation and civil engineering), preparation of procurement documents and plans, contract management, and reporting to Development Partners and participating countries in the region.

o National Water Development Programme, Malawi 2007-2012—(Programme Coordinator/Manager; ACGF Project Coordinator): I undertook the role of Programme/Project Management and Coordination, including project preparation and negotiation; reviewing of project proposals; reporting to Donor Agencies and the Government of Malawi; infrastructure design reviews; infrastructure planning and construction oversight; development and implementation of water supply schemes O&M system; sector investment planning; preparation of work plans and budgets; production of implementation guidelines; review and development of policies, development of relevant institutional and legal framework bills and documents for enactment into Acts; and ensuring timely, prudent, and efficient utilization of development resources. The Project activities included institutional strengthening and capacity building in the Water Resources Board, the Ministry responsible for Water Development, the Water Departments in the District Assemblies, and the five Water Boards in Malawi. I facilitated appropriate technical assistance, training, water resource studies and detailed designs of water resources and water service infrastructure. o German Agency for Technical Cooperation – Technical support for Border Zone Development Project, Malawi 1998-2000—(Water Advisor) : Border Zone Development Project had the objective of improving the living condition of people living within the border zone areas of Nyika National Park and Vwaza Game Reserve (up to 5 km from the protected zone around the protected areas) through sustainable use of the economic and ecological potential of the border zone, and thus reducing the antagonism between the surrounding communities and the conservation measures, thereby contributing to the conservation of the protected areas. In the project, I was responsible for the Social and Physical Infrastructure Sector of the project with the responsibility of project management, monitoring & evaluation, proposal formulation, training, technical support in water supply, irrigation, and environmental sanitation.

Project/Programme Evaluation, Development, Feasibility Studies and Baseline Surveys

o Feasibility Study “Climate Smart Agriculture /Climate Change adaptation in Simiyu Region Tanzania” – KfW Green Climate Fund (GCF) Readiness Program: Assessing the need and the viability of a project, putting in place and financing of a series of structures in rural areas of Simiyu Region in Tanzania to increase the resilience against climate change. The assignment involved assessing and proposing different types of structure to increase water availability or prevent flooding, such as dams, earth bunds, irrigation water delivery and disposal structures (channels, pipelines, and intake structures), rainwater harvesting structures, erosion control and drainage structures, and climate agriculture innovations to improve the reliability of water availability for crop production, the vegetation in general and flood protection.

o Pre-Feasibility Study for the Support to Catchment based Integrated Water Resource Management in Uganda (including Rehabilitation of Dams & Valley Tanks and Efficient Use of Water through Irrigation): As a team member, reviewed and assessed the aspects of irrigation for efficient use of water through irrigation in Eastern and Northern Uganda, and provided recommendations for the feasibility of proposed project interventions for the development of a holistic and bankable project proposal with regard to Global Climate Fund’s (GCF’s) funding criteria.

o Southern African Development Community (SADC) Integrated Water Resource Management (IWRM) Pilot Projects, Southern Africa (Botswana, RSA, Mozambique, Lesotho, Namibia); May 2013 to October 2015—(Regional Project Manager/Team Leader): I served in the role of Project Manager and Team Leader, and my responsibilities included project preparation, reviewing of project proposals, and project strategy planning among other activities. To undertake these activities and to ensure monitoring of project outputs and outcomes over time, I planned and undertook baseline studies in all the pilot project countries and project activities were formulated which included water supply, irrigation, sanitation and rainwater and flood water harvesting.

o Kamenyagawaza Water Supply, Sanitation, and Irrigation Project, Malawi 2011—(WASH Expert and Team Leader) : Undertook end of project evaluation to assess the extent to which the project achieved the project objectives, in the process identified the major strengths and weaknesses in the project programming, and suggested ways in which the interventions can be improved in future projects.

o Malawi Water, Sanitation, and Hygiene (MWASH) Program, Malawi 2010-2011—(Water Supply Specialist and Team Leader) : Undertook a baseline survey in Nkhoma and Nthondo World Vision Malawi ADPs that provided data upon which a detailed intervention and monitoring programme would be based for both process and impact monitoring. Also assessed the current facilities for water supply and sanitation in the communities and recorded the current level of awareness and demonstration of hygiene practices in the project target areas.

Subsequently took the role of contract management for services, works and good contracts.

o Millennium Challenge Account Water Supply Project, Lesotho 2009—(Documentation Specialist): Cowater International was hired to manage the implementation of the MCC funded RWSS program administered by the Millennium Challenge Account in Lesotho (MCA-L). The programme comprised of 250 rural water systems and 10,000 Ventilated Improved Pit (VIP) latrines to be implemented across ten districts of Lesotho and also the associated sanitation and hygiene aspects. Cowater assignment included overseeing the designs of the systems, production of tenders documents, tendering and supervision of the works. Under the project, I undertook the roll of reviewing the designs and production tender documents according to MCA guidelines for the first 50 piped water supply systems and VIP Latrines upon which the tender documents for the rest of the works were based.

Engineering and Technical Support (Water Supply, Sanitation and Irrigation)

I participated and contributed in the review of technical designs for the planned works and provided technical inputs into the designs and the development of business and strategic plans for water supply systems.

o Capacity Building for Water Aid Southern Africa Region 2012-2013—(Regional Technical Advisor) : I provided leadership on ensuring that the technical quality of delivery of programmes is consistent with national and global best practices, and raised the standards of technical competence in country programmes, by providing independent advice and development of partnerships and collaborations with national and regional organizations in order to deepen knowledge and promote experience.

o Shire Valley Irrigation Project, Malawi 2008—(Irrigation Design Engineer): The Malawi Government hired Coda and Partners and its associate - Ninham Shand (Pty) Ltd to synthesize the outputs from previous studies and formulate a 42,000 ha irrigation project. This entailed review and preparation of preliminary layout design of the irrigation system networks including all associated structures, and related infrastructure for social support services such as domestic water supply and sanitation, access roads and marketing services, and also to minimize environmental degradation. I worked with CODA and Partners and produced preliminary system design for the proposed irrigation project.

o Irrigation and Rural Livelihoods Development Project (IRLDP)—Small Scale Irrigation Schemes Design in Chitipa and Rumphi Districts, Malawi 2008-2009—(Irrigation Design Engineer): Coda and Royal Associates were hired to undertake the design of small-scale irrigation systems in Chitipa and Rumphi districts. I undertook preliminary designs for the small scale irrigation schemes in Chitipa District.

o Smallholder Floodplains Development Programme, Malawi 2002-2006—(Irrigation Engineer) : The project focused on rehabilitation of irrigation schemes and the establishment of O&M arrangements with the aim of revolving management of irrigation schemes that were previously managed by government to be managed by the farmers themselves. I undertook the role of Irrigation System Design (civil & hydraulic), Construction Supervision, Coordination of Technical Operations, supporting the establishment of Water Users Associations (WUAs) for O&M. My input included providing the technical link between the various parties involved in technical issues for the smooth implementation of the design and construction works. I undertook the role of supervision of technical staff and contractors and advising the National Programme Coordinator on technical and managerial aspects relevant to the project. The activities also included assessment of existing irrigation schemes for rehabilitation works and expansion.

o Smallholder Floodplains Development Programme, Malawi 2000-2001—(Irrigation Design Engineer) : The project focused on rehabilitation of irrigation schemes and the establishment of O&M arrangements with the aim of revolving the management of irrigation schemes that were previously managed by government to be managed by the farmers themselves. In the initial Phase of the project, AHT International GmbH, was hired to produce the system designs and oversee the implementation of the construction works. I was hired by AHT International GmbH with the role of Irrigation System Design (civil and hydraulic). I designed new irrigation systems components (intake works, canals, water control structures and on-farm infrastructure) for rehabilitation and for new irrigation schemes development. I was also responsible for construction supervision, assessment of existing irrigation systems, assessing against rehabilitation needs for water structure, re-alignment of scheme layout, as well as determining the required action (redesign, expansion, rehabilitation) for each of the 10 irrigation schemes under the project. The engineering designs undertaken included hydraulic design, reinforced concrete structures design for head works, canals design, water control structures design, field outlet structures design, and other on-farm infrastructure design.

o Concern Universal, Malawi 1995-1998—(Water Engineer): Concern Universal is a British Charity Non-Governmental Organization, undertaking various development projects in Malawi in addition to other countries, with funding from various Development Partners. The NGOs undertakes projects in water supply and sanitation, agriculture (including small scale irrigation), and income generating projects (SMEs). I undertook the responsibilities in the Water Supply and Sanitation Sector which included project management, monitoring & evaluation, proposal formulation, training, technical support for water supply, irrigation, and environmental sanitation.

o Save the Children Refugee Program and Rural Development, Malawi 1993-1994—(Assistant Water Engineer) - UNHCR Refugee Water Supply & Sanitation programme. I undertook assignments in relation to piped water systems design and construction, ground water supply construction (boreholes, wells and springs), project formulation & planning, construction supervision, monitoring & evaluation.

Setup and Capacity Building for Water Users Associations, Cooperatives and Trusts

o National Water Development Programme, Malawi 2007-2012—(Programme Coordinator/Manager; ACGF Project Coordinator) : In addition to undertaking the role of Programme/Project Management and Coordination, I oversaw and guided the development and implementation of water supply schemes O&M system, including the capacity building for the adopted model of Water Users Association, which included the employment of Local Utility Operators. The Project activities also included institutional strengthening and capacity building in the Water Resources Board, the Ministry responsible for Water Development, the Water Departments in the District Assemblies, and the five Water Boards in Malawi. I facilitated appropriate technical assistance, and training for various stakeholder entities and specific staff.

o Smallholder Floodplains Development Programme, Malawi 2002-2006—(Irrigation Engineer) : The project focused on rehabilitation of irrigation schemes and the establishment of O&M arrangements with the aim of revolving management of irrigation schemes that were previously managed by government to be managed by the farmers themselves. In addition to the technical input in the project, I undertook the role of ensuring the sustainability and operation of the Irrigation Schemes. I supported the establishment of Water Users Associations (WUAs) for O&M, their capacity building requirements and the registration process of the users associations.
