With reference to the above subject, our project for EC proposal was considered in 7th REAC meeting on

22nd June,2016 & gth REAC meeting on22"d August, 2OL6for our Rata Talab Bauxite Mine (110.07 ha.) of

M/s. Orient Abrasives Ltd. located in village Moti Balachod, Taluka Abdasa, District Kutch, Gujarat and

additional documents was sought vide Minutes of the gth REAC meeting held on 22nd August, 2016.

Our project EC proposal for production capacity for Rata Talab Bauxite Mine is L,L},O22 TPA for utilization

in the integrated Velue ADDtrroN & Cepnvr Powrn GrrurnanoN PIANT, which is Providing Employment

opportunity to 1000 people.

Our company had faced enormous difficulty in running the PLANT due to Raw Material Shortage, Quality

Raw Materials and its consistent supply. Sustenance of Value Addition Plant on low capacity mine

production is not economically viable.

Very low Mine production capacity are economically difficult to conduct Mining Operations considering

the Compliance of environment measures like Reclamation and Rehabilitation, CSR, huge overhead cost

of Project Operations the process of obtaining Environment Clearance is normally takes 4 to 5 years

which ultimately causing huge overhead financial losses.

Our company future depends on timely clearance of EC, which is pending since 2010 onwards. Our

project clearances will Generate huge Employment Opportunitieslob Opportunities in the local villages

and directly contributing to the Micro Rural Economics.

We have submitted the Additional information for Query no. !,2 & 4 sought by the EAC during gth REAC

meeting held on 22nd August, 2016 vide our letter dated 11.07.2016 (Annexure A). We have submitted a

request letter dated 29.03.20!7 to MoEF&CC, New Delhi (Annexure B), to consider our project in Nextmonth's agenda, as our mine was inspected by The Director, MoEF&CC, Regional office, Bhopal on

03.O1.2OL7. Site inspection report has been sent to MoEF&CC, New Delhi from Regional office, Bhopal

on L1,.04.20L7. Our copy of lnspection site report is enclosed herewith as Annexure C for your ready

reference. Details of query no. 4 sought by the EAC during 9th REAC meeting is as below:

Query No. 3: lt appears that mine had been operated even after the submission of Board Resolution thatviolation of EPA will not be done in future. An inspection report from Regional Office of MoEFCC shall be

obtained to ascertain the violation.

Management infonned that they intend to eliminate blastingand alternative method (for mineral extraction such as, ripper dozer/rockbreakers etc. will be practiced wherever practicable. Controlled blastingpractice will be adopted, if required. PP also informed that Blasting will becarried out under the supervision of statutory persons as per the Mines Act.The PP is doing sizing & shorting manually and dispatch of bauxitemineral is by trucks.

5 Basis ofOperation As reported, Lease was granted on dated 14.09.1973 and executed on03.06.1974, after that mining operation was carried out. Based onapproved Mining Plan from IBM and Intimation given to IBM, CGM,DGMS from commissioning of mining operation. Monthly, Annual returnssubmitted to CGM, IBM, DGMS. Advance royalty was stated to havebeen paid to government before dispatch of material. After generatingonline royalty, the material dispatch from mine site commences.

8 Final EIA & EC presentation As reported, Final EIA submitted on 09.05.2016. EC presentation was heldduring June 22-23, 2016 and August 22-23,2016.

9 Minutes of EC meeting andadditional information

EAC sought following additional information/action:i) The species selected for green belt should be revised as per the CPCB

guidelines. Also the number of saplings for Greenbelt d'evelopment aretoo less for the area in which plantation is to be carried out. Therevised plan needs to be submitted.

ii) A detailed time bound action plan along with the budgetary provisionfor issues raised during the Public Hearing shall be submitted.

iii) It appears that mine had been operated even after the submissionof Board Resolution that violation of EPA will not be done in

future. An inspection report from Regional Office of MoEF '.shall be obtained to ascertain the violation. -~

jv) A detailed report on management of water body/seasonal river passingthrough the mine lease area.

• ToR has been granted on 15.01.2015. As per PP, due to safetymeasure the mineral production were carried out and all the low graderejects were taken into production and recorded as production therebyconserving the mineral. Since the contract labour were engaged andmanagement had to pay the labour wages on production. Lastproduction was in November 2015. Production has been suspendedsince December 2015.

• Therefore, there has been violation despite resolution letter of PPdated 10.10.2014 as mentioned at 51. 11 above till November,2015.

• PP submitted a fresh resolution that they will not repeat violation/start operation without EC.

It is to inform with "Jay Bharat"; that the Government has granted a Mining Lease for Bauxite

Mineral at Survey Number 275/p, over an area of L10.07.00 Hectares at village Balachod Moti, Taluka

Abdasa, District Kutch. This Lease was granted on 04.10.1973 for a period of 20 years, and its Lease deed

was executed on A3.O6.L974. Application dated 10.03.1993 & 29.05.2013 for its Renewal is underprocess.

As per Monthly Returns for this Mining Lease, submitted by On Line and submitted Hard Copies,

that there is no Production-Dispatches from December 2015. As per above reference No. 1 and 2 thiscertificate is being issued for obtaining "Environment Clearance Certificate" as under:

TO WHOMSOEVER IT MAY CONCERN

This Certificate is being issued that Monthly Returns by Online as well as its Hard copies

submitted to this office from December 20L5 for the above said Mining Lease. According to the records

verified with this office, fou have stopped production and dispatch of Bauxite Mineral from December

2015.

As per above reference No. 1 and 2, considering the applications for above said Mining Lease,
