General Aim

•Study what are the constraints of innovative

environment factors in the public sector and that

would characterize organizational innovation in

public institutions of the State of Minas Gerais.

• Researchers from the Minnesota Institute Research Program

(MIRP), national authors (Ferreira; Farah, Del Prá Machado;

Carvalho) and international (Mulgan and Albury; Borins;) who

developed studies on the factors influencing innovation in the

organizational environment in the public sector.

METHODOLOGY

• Descriptive research.

• Interviewed target audience was made up of managers, engineers

and technicians directly involved in driving innovation projects in

government agencies of the State of Minas Gerais, linked to SMCI.

Characterization of SMCI

• SMCI can be understood as an institutional arrangement

associated with "sectoral offices of the management of

government strategy", members of the organic structures of

Secretaries of State, the autonomous agencies, foundations and

municipalities. (RIBEIRO, 2011, p. 53).

Characterization of SMCI

•The role and functions of SMCI focus on two aspects:

first, related to strategic management with a focus on

planning, monitoring of implementation and analysis; and

the second, focusing on modernization and innovation.

Conclusions

•The perception of the studied target audience is

that respondents tend to agree with the existence of

innovation factors in your organizational

environment

Conclusions

•The perception of respondents on the conditions of the

innovative environment factors belonging to the external

environment (Effectiveness and Social Interdependence of

foreign funding) is homogeneous, with averages above 3.5

and standard deviation below 0.75.

Conclusions

•The conditions of the internal environment factors

received higher degree of agreement regarding their

presence were: Autonomy, Leadership, Information

Technology and Internal Relationship.

Conclusions

•According to the perception of the respondents the

conditions of the internal environment factors with smaller

degree of agreement regarding their presence were Metrics,

Procedures and Standard Financial Resources, Physical and

Administrative.
