2. Historical overview and current situation

Historical description of your departmenta) Baseline. Briefly describe the situation at your department before you joined the EAUMP

network.(Including postgraduate training, research activity, available facilities, book and journal access, internet connection, funding, staff capacity, conference attendance and available networks for scientific collaboration).

Just before the start of EAUMP in 2002 the situation was as follows:

2 Professors ( 1 –visiting professor), 2 Associate Professors, 1 Senior Lecturer , 4 Lecturers, 3 Assistant Lecturers (M.Sc.), 2 Technicians and 2 Secretaries 2. In total 12 academic staff members with 9 PhD holders.

By 2002 we had only one MSc. program in Mathematics with an average of enrolment 4 students per year.

Internet connection in the department was slow, unstable and unreliable.

Between 1990-1999, the department had a project named HEDCO supported by the Irish government. From 2000 to 2002 the department did not have any project or network, until EAUMP came in 2002. It was difficult to get sponsorship for postgraduate studies.

By 2002, the department had about two students doing PhD. The opportunity to attend conferences and workshops were very minimal or none.

Few were able to attend workshops by using their own initiatives to solicit for funding.

b) With the help of your librarian, provide a brief historical account of the development of the Departmental library since you joined the network.

The department has a mathematics library housed in the department. Most books have been donated to the department though this information is not well documented.

Through EAUMP various books were purchased for library. We also received donation of books from ISP and number books from Ireland. We recently got 1142 reference books PACM project.

c) What were the main challenges/difficulties facing your department since you joined the network? (Internal and external bottlenecks or hindrances for increased capacity and development).

Main Challenges:

Few staff, consequently with heavy teaching load and less time for research. Most staff have been on study leave. The situation has started changing.

Access to mathematical journals through MathSci net and Science Direct is lacking

d) Briefly describe the situation today compared to when your department joined the network. (Including postgraduate training, research activity, available facilities, book and journal access, internet connection, funding, staff capacity, conference attendance and available networks for scientific collaboration).

Current Situation One full professor ; 4 Associate professors ; 5 Senior Lecturers (PhD); 10 Lecturers

(PhD); 11 assistant lecturers (M.Sc.); 6 Tutorial Assistants ( B.Sc.) 6; 1 Technicians; 1 secretaries and 1 office attendant. Total staff 37 excluding technicians and secretaries.

There are 20 PhD holders in the department while by 2002 the department had only 9 PhD holders. Five PhD of the PhD holders were sponsored by EAUMP under a

Sandwich Mode. These are Egbert Mujuni, Nyimvua Shaban, Mwanzalima Makungu, Mashaka Mkandawile and Mohamed Rashid.

Nine members of staff are on study leave for PhD. Of those 3 are supported by EAUMP and two by SIDA , all on Sandwich program.

Three staff members were supported for Post-doc training by EAUMP. These are Egbert Mujuni, Charles Mahera and currently Mwanzalima Makungu.

Currently we have 10 students enrolled for PhD in the Department. These students are all not staff members.

Over the period 2002-2015 EAUMP has supported a total of 12 Masters students. Out of those 12, 4 were further supported to do PhD and they have already graduated . These are Herieth Rwezaura, Mwanzalima Makungu, Mashaka Mkandawile and Rashid Mohamed.

The department has reliable, fast and stable internet connection. We have access to journals through the main University main library.

The Department library has benefitted from books donation from various sources. Various research activities such as workshops, conferences , annual research week

have been hosted and organized by the department. EAUMP has been supporting some of these activities such as the research week,

conference attendance and also support of staff members with journal publication fees. One of the main outputs of research activities is publications.

Various staff members have been promoted to various levels as a results of their research output. Three staff have been promoted to associate professors, 4 to senior lecturer position and 10 to lecturer position.

Over the period 2008-2015 the Department has benefitted from two other networks namely CIMO (ended in 2015) and NOMA (2008-2013). In 2015 PACM supported the department with books and equipment.

Currently we have support mainly from EAUMP and SIDA 2015-2020) projects. The African Mathematics Millennium Science Initiative (AMMSI) partially supports postgraduate students and also supports conference organizing.

The Department has two MSc. programs, namely MSc. (Mathematics) and MSc. (Mathematical Modelling established in 2008). Between 2009-2013 the average number of enrolment in these programs was about 30. In 2014, the postgraduate tuition was increased and this resulted in a sudden decrease in enrollment to an average of 13 students per year. Enrolment in 2015 was 12 students in M.Sc. The University has decided to reduce the fees again in some of the colleges where enrollment was affected by the fees increase.

e) How well does the library meet the needs of your Department in terms of periodicals and reference texts?(Highly satisfactory, fairly satisfactory, satisfactory, lacking some mainstream periodicals, lacking some reference texts, inadequate Internet access? Briefly describe).

The departmental library at the moment is well stocked with reference books. Some books can also be accessed from the main library.

Main challenges facing the department are –

Visiong) What is the overall vision of your department? (What does your department want to

achieve in term of research and higher education?).

The vision of the Mathematics Department is to be internationally recognised and also to be a national centre of excellence in Mathematics in terms of research, quality education, public services and in knowledge and human resources capacity building in mathematics.

h) Where should your future emphasis be put to be able to realize the vision? (Which are the areas of improvements and what are your general future plans?).

3. Postgraduate training

The department has two programs for masters training that take 2 years, namely, i. MSc. in Mathematical Modeling ii. MSc. in Mathematics

Comment: Twelve students are in their first year and eleven are in the second research year. A

further nine student have joined at second year level for research from African Institute of Mathematical Sciences (AIMS-TZ).

Only one of students is supported by EAUMP this year. On average EAUMP supports two students each year but due to increase in school fees in 2014, we have been to support only one per year. The University has decided to reduced school fees for the programs in College of Natural and Applied Science (and others) where Mathematics department is housed.

c) How has the MSc program(s) developed at the department over the past 10 years?

Before EAUMP the enrolment in MSc. was very low and students would take, on average, more than two years to graduate.

The NOMA project was started in 2008 and was for five years (2008-2013). It involved five partner countries namely the host Tanzania, Uganda, Malawi, Mozambique and Zambia. Two students were sponsored from each country per year. In total 42 students that were supported under NOMA graduated with MSc

In 2006 EAUMP had allocation for support of two MSc. students per two years. Todate 12 students supported by EAUMP have graduated.

d) What improvements can be made in regards to the MSc program(s)?

The department has a good number of staff members in applied mathematics and very few in pure mathematics. This is a national problem in Tanzanian Universities. We are now targeting to increase the number staff specializing in pure mathematics in the country.

An initiative to improve the poor state of pure mathematics in Tanzania has already started under the support of SIDA project. MSc. Curriculum review in pure mathematics is going to take place in January 2016 under the support of SIDA project. The enrollment will start in October 2016. Eight MSc. in pure Mathematics students will be supported over the 2016-2020 period of the SIDA program.

We hope that EAUMP will also support a further 4 students in pure mathematics with enrolments of 2 students in 2016 and 2 students in 2018.

The department will need support with sponsorship of these students to continue with PhD after finishing their MSc.

PhD Program e) Do you have an in-house PhD program at the department? If no, what is the reason?

The department has PhD program by research only. Under the support of the SIDA project , the department is in the process of developing curriculum for a PhD program by coursework and dissertation. Enrolment will be October 2016. SIDA is supporting 3 staff members to do PhD over the period 2015-2020.

g) How has the PhD program developed at the department over the past 10 years?

PhD enrolment between 2002 and 2010 was very low. However this has changed in recent years as the demand for staff with PhD is on the increase.

At the moment the department has enough staff members to supervise, though we lack expertise in some areas.

h) What improvements can be made in regards to the PhD program?

We are now establishing a taught PhD program. We are in need of experts in some of the courses in the curriculum. Under SIDA program some funds are available to facilitate expert exchange between UDSM and Sweden to come and teach some courses. More support is however needed to be able to cover all the courses that need external experts.

PhD training depends on the capacity of the department. In order to improve and to have more competent staff members, Postdoc training is needed to build-up research capacity of the staff.

i) Is there any course work available for local PhD students? If yes, please list the courses available for PhD students. At moment the department does not have a taught PhD program but currently we in the process of development a new taught PhD program under the SIDA project.

j) What is your opinion on the sandwich model PhD training, compared to other models (full time local and full time abroad)?

The sandwich model for PhD training is less costly and provide time to for students to get international experience and interact with experts from Sweden

Gives them a chance to get to stay with their families back home for at least 6 months per year.

It gives the candidates opportunity to access to modern facilities such as books, journals etc.

Post-doc

k) Are there any Postdoc positions for incoming Postdocs available at your department?

Positions for Postdocs are available but individuals are expected to support themselves The department has no fund to support such activities, but can facilitate some of the costs such as accommodation.

l) Besides ISP/EAUMP, are there any other sources of funding available for Postdoc from your department? If yes, from where?

Under SIDA Mathematics program three Postdoc positions will be available in the period from 2015 – 2020. There is no other source of support for Postdoc training in the Department.

4. Research and Collaboration

a) How is the research activities organized at your department? Do you have research teams? If yes, in what fields? If not, what is the reason why?

Research activities include students supervision, research seminars and collaborative research between staff members. Research teams are there informally but already some groups have already started moving towards formation of research teams. An inverse problems group meets often and more groups will follow.

The main research activity is the regular research seminars presented by MSc. and PhD students.

b) Approximately how many hours/week does staff and sandwich PhD students spend on research, on average? Staff: On average 15-20 hours that can be spent doing research by the research active staff members per week.Sandwich PhD students: On average 25-30 hours can be spent on research.

c) Approximately how many hours/week does staff and sandwich PhD students spend on teaching, on average? Staff: Approximately 20 hours on teaching and preparations.

Sandwich PhD students: They spend approximately 4-6 hours per week on tutorials and preparation of tutorials

Comment: Most of PhD students are assigned one hour of tutorial session and no teaching.

d) Describe the staff exchange within the network. (To and from where, and frequency and purpose of travel).

Staff exchange in the region mainly was mainly during the period of NOMA project. During that period one staff member per year could come for a period of one month to teach MSc. courses and supervise M.Sc. and PhD students.

e) Besides the EAUMP network, what scientific collaboration and networks does you department have with researchers inside and outside the university? If not, what is the reason? (Indicate both national and international and type of collaboration).

The department has a Memorandum of understanding with AIMS-TZ on research and teaching.

The Department is the patron of the Mathematics Association of Tanzania. The department gets occasional support from African Mathematics Millennium

Science Initiative (AMMSI) with postgraduate training and conference travel. The just ended program of CIMO through the HEI-ICI project was also involved in

support in mobility of staff for research to and from Finland. The Department has recently benefited from Pan African Centre for Mathematics

(PACM) through BADEA who donated books and equipment to the department. The department has been involved in supporting local Universities with training and

teaching of mathematics.

5. The EAUMP Network and the ISP collaboration

a) How and when did your department get involved with the EAUMP network? Briefly describe. The department was included in the EAUMP program in 2002. This was right at the start of EAUMP program and three institutions were involved namely University of Dar es Salaam, University of Nairobi and Makerere University.

b) What has been the nature of the ISP/EAUMP support? What does it include for your department?

Support from ISP has been in-terms: Support of MSc training. Approximately two MScs per year before the increase in

school fees. Currently one student per year.

Contributions of ISP: Supported 13 MSc students (On average two students per year). 12 have already

graduated and one is on-going. Supported 8 PhD students, 5 have already graduated and 3 are on-going. Purchased computers and laptops for the department. Support in research, mainly in publication fees. Support staff to attend conference and workshops Established network and collaborations between the five universities under EAUMP.

d) What are your experiences of the network collaboration? What has worked well and what can be improved?

EAUMP established links between the five universities in the region and universities in Sweden.

Existence of EAUMP established sharing of information and collaboration through various activities such as meetings, workshops, conferences, training of MSc. Students etc

Other links have been established, largely through EAUMP, such as CIMPA, ICPT, TWAS, CDC etc

Sharing of resources can be done. Exchange of staff and students has been done.

To be improved

Formation of research centres of excellence in the region can be facilitated.

e) How can the ISP support be improved to benefit you more?

More support is needed for training staff members in pure mathematics upto PhD level

Support to establish research groups/teams in the department. Support to establish research teams among EAUMP members. Establishment of a regional centre of excellence.

ISP has been supporting the following:- Sponsoring at least two Msc students per year- Sponsoring three PhD students on sandwich per three years- Support of equipment such as computers and laptops - Support of research such as library books, fees for publications, inter-visits in the

region, Postdocs- Support for conferences and workshops attendance and organization.

In all the above items the support from ISP is still needed, but we can look for funds from other sources to supplement available funds.

c) Does your department have an “exit” strategy if and when ISP phases out the support? Please describe.

More support is still needed from ISP to build capacity for research. Most staff members in the department do not have PhD and those with PhD need research capacity building.

d) How would you describe the government’s attitude towards mathematics? (Highly supportive, supportive, weakly supportive, or unsupportive?Briefly describe).

The Government of the United Republic of Tanzania has a positive attitude towards mathematics. Members of the department have been invited to participate in various national activities such as curriculum review of secondary education, two staffs have been members of committee for National Basic Science, one staff is Director of undergraduate studies of the university of Dar es salaam, one member is the deputy Principal of CoNAS etc

The minister of education and the President of Tanzania were at one time members of our department of mathematics.

e) How would you describe the university administration’s attitude towards mathematics?(Highly supportive, supportive, weakly supportive, or unsupportive?Briefly describe).

The university is highly supportive. Staffing situation has greatly improved in numbers. They department has recently received 6 newly recruitment staff members at tutorial assistant level.

The University has been supporting activities such as conferences or workshops organized by the Department.

The department is the patron of the Mathematics Association of Tanzania (MAT). The department in collaborations with MAT usually organizes various outreach activities such regional and National Mathematics seminars.

The department, in collaboration with the Mathematics Association of Tanzania, has been advising the government of the best ways of assessing the primary school students in Mathematics. The discussion with the government is still ongoing.

9. Additional information and comments

a) Is there anything else you would like to add about the ISP collaboration or EAUMP in general?

Currently we have 12 young PhD staff members who graduated over the period 2008-2015. To make them more competent in research and teaching, support with Postdoc positions is highly needed.

The department is starting to recruit MSc in pure mathematics; support with PhD training is needed to enable the trained MSc. continue with PhD studies.
