Why OEBB included a weight management program in all medical plans………….

• The Board has a special workgroup that focuses on ensuring benefit plans offered to educational employees participating in the OEBB benefits program provide high-quality, evidence-based benefits – the Strategies on Evidence and Outcomes Workgroup (SEOW).

• Two of the OEBB Board’s guiding principles are to provide members with plan options that are both affordable and that improve their overall health.

• A 2009 health status survey found that 62 percent of OEBB members were either overweight or obese.

• Overweight and obesity have a significant economic burden through increased medical costs and lost productivity.

• Overweight and obesity is associated with a number of chronic diseases including diabetes, heart disease and high blood pressure.

• Overweight and obesity also have a significant impact on an individual’s mental and emotional well-being.

• OEBB wanted to find a way to help:

• Reduce the toll overweight and obesity was taking on the physical and mental health and well-being of Oregon’s school employees and their families; and

• Reduce the impact overweight and obesity was having on the OEBB medical premiums and productivity in Oregon’s schools.

Components of the OEBB Weight Management Program………….

• Health coaching – all three OEBB medical carriers provide access to health coaches specifically geared toward helping members lose weight or maintain a healthy weight.

• Educational resources – all three OEBB medical carriers have nutritional, weight loss and weight management education information available to all members free of charge.

• Provider assessment and screening – all three OEBB medical carriers cover the cost of an annual weight-related assessment and/or screening in full when using an in-network provider.

Components of the OEBB Weight Management Program………….• Weight Watchers® -- All three OEBB medical carriers (regardless of

ü Options include At Work meetings, local community meetings and online sessions

ü Sessions last 13 weeks and eligible members can have up to four 13-week sessions paid in full per year

ü Must attend at least 10 of the 13 weeks per session to have the next session covered

• Beginning October 1, 2011, Weight Watchers® benefit was expanded to include all covered dependents (spouses, domestic partners and children) age 10 and over.1

Results………..ü OEBB participates in a biannual health status survey (Behavioral

Risk Factor Surveillance System (BRFSS) Survey)

ü In 2009, 29 percent of Oregon educators surveyed self-reported their Body Mass Index (BMI) of 30 kg/m2 or higher (i.e., meeting the criteria for obese)

ü Preliminary results from the recently concluded 2011 survey indicate that the percentage of Oregon educators that are considered obese declined to 23 percent. (Yes, that’s a six percent decrease in two years!)

ü Preliminary results from the recently concluded 2011 survey also indicate that 31 percent of the sampled employees reported losing weight in the past year with a mean loss of 18 pounds.

Results………..ü 25 percent of the employees participating in the BRFFS survey

reported that they participated in Weight Watchers ®, health coaching or online resources available through the OEBB benefits program.

ü More than 90 percent of those employees reported Weight Watchers® as the resource they used.

Amazing and exciting results………!!!!!!

ü In 2011, 42 percent of the employees surveyed were found to be at a “healthy” weight, up from 37 percent in 2009 .
