ORDINANCE NO. 2016------
An ORDINANCE relating to Environmental Public Health Fees amending CCC 24.18.010 to revise and update current fees.
WHEREAS, Clark County Public Health Department is required by the State of
Washington to protect the public's health by providing regulatory oversight that ensures safe
food and drinking water for the County's residents; and
WHEREAS, these activities necessitate administrative, operational and staffing
expenditures with funding through a source or sources determined by policy directive from the
Board of Health and Board of County Councilors; and
WHEREAS, the Board of Health and Board of County Councilors have determined the
following revenue generating process is fair and equitable:
• Fees are calculated based on staff time and activity and include all associated costs (e.g., telephone, rent, mileage, overhead, benefits, time spent in trainings and meetings, etc.);
• Restaurant permit fees subsidize Temporary Event food permit fees (fees 6181 and 6182). The Food Establishment TAC supports this subsidy and the BOH approved this policy in 2012;
• Outbreaks that are traced back to specific business due to improper hygiene or business practice, the department shall charge that business with all County costs associated with investigating and controlling the outbreak; and
WHEREAS, Public Health staffing shall be responsive to significant and
sustained changes in service volumes, while ensuring that staffing levels are adequate to
ensure expertise, protect public safety and provide timely response to service requests;
now, therefore,

27 Section 1. Amendatory. Section 2 of Ordinance No. 2012-12-04, codified as CCC
28 24.18.010, are both amended to read as follows:
