GENERAL GUIDELINES SECTION A. INTRODUCTION: 1. Included herein are general guidelines, construction application, construction permit

procedures and standard details for the design and installation of new sewerage disposal systems constructed within Orange County Sewer District No. 1. (Dated 08/14/03).

2. Sewerage disposal systems shall be designed, installed, operated and maintained in

compliance with the Orange County Sewer Use Law as per Local Law No. 4 of 2008 and as amended. In addition, all new sewerage disposal systems installed within Orange County Sewer District No. 1 shall comply with the general guidelines, construction application, construction permit procedures and standard details included herein. (Dated 04/12/16).

3. All projects for new or modified building construction within Orange County Sewer

District No. 1 shall require submission of an approvable Orange County Sewer District No. 1 Application for Sewer Construction, Repair, Modification and/or Change of Use prior to commencement of plan review for sanitary sewer construction by the department (see Section C for application to file with Orange County Sewer District No. 1 and Section D & E for Sewer Use Permit Procedures that apply.) (Revision 1 Date 04-21-05).

4. All projects for new or modified building construction must be provided with

available hydraulic conveyance capacity in receiving sanitary sewer mains prior to commencement of plan review for sanitary sewer construction by the department. The applicant shall be responsible to demonstrate available hydraulic conveyance capacity in all proposed and/or receiving sanitary sewer mains, as required by the department. A determination of available hydraulic conveyance capacity in receiving sanitary sewer mains to accommodate a project shall be at the sole discretion of the department. (Revision 1 Date 04-21-05).

5. The department shall not issue a DRY Permit for the construction of DRY Building

Lateral Sewer or DRY main Line Sewer. 6. Main Line Sewer permanent easements for Orange County Sewer District No. 1 to

operate and maintain a proposed Main Line Sewer shall not be approved to file with the County Clerk until hydraulic conveyance capacity in the receiving sanitary sewer main is determined to be available by the department. (Revision 1 Date 04-21-05).

SECTION B. GUIDELINES: 1. Written approval by the department is required prior to commencing construction,

modification and/or repair on all new, modified and repaired sewerage disposal systems within Orange County Sewer District No. 1. Sewerage disposal systems consist of Building Sewers, Sewer Gravity and Force Mains, Manholes, Sewerage Pumping Stations and appurtenances. (Revision 1 Date 04-21-05).

2. Orange County Sewer District No. 1 requires jurisdiction to operate and maintain all

new Main Line Sewer constructed within the sewer district. The Owner must comply with all federal, state and local codes, rules, regulations and laws for the design, construction and use of all newly constructed sewerage disposal systems (including, but not limited to the county obtaining jurisdiction “to operate and maintain all newly constructed Main Line Sewer constructed within the sewer district”). At the county’s request, the Owner must provide the department with proof showing compliance with federal, state and local codes, rules, regulations and laws, as related to the design, construction and use of all sewerage disposal systems installed within the sewer district. (Dated 08/14/03).

3. Building Sewer Lateral, Sewer Gravity and Force Main, Manholes, Sewerage

Pumping Stations, Pretreatment Facilities and appurtenances constructed within the sewer district shall require an Orange County Sewer District No. 1 construction PERMIT issued by the department prior to commencing construction. (Dated 08/14/03).

4. All sanitary sewers shall be constructed in accordance with the current Orange

County Sewer District No. 1 Main Line Sewer and Building Sewer General Guidelines, Construction Application, Construction Permit Procedures and Standard Details. (Revision Date 04-21-05).

5. The more strict of any requirement, code, rule, regulation and law established by

Orange County Sewer District No. 1 or other governmental agency, including but not limited to the Orange County Department of Health, New York State Department of Environmental Conservation, United States Army Corp of Engineers, United States Environmental Protection Agency, United States Occupational Safety and Health Administration and New York State Department of Labor for sanitary sewer size, slope, alignment, materials of construction and appurtenances and methods for excavating, pipe placement, jointing, testing and trench backfilling shall be complied with during all phases of construction. (Dated 08/14/03).

6. All sanitary sewer construction shall be in accordance with the plans and

specifications that are approved by Orange County Sewer District No. 1. Any deviation from the approved plans and/or specifications shall require review and approval by Orange County Sewer District No. 1. The Contractor shall be

responsible to notify the Project Engineer and Orange County Sewer District No. 1 of any planned deviation(s) from the approved plans and/or specifications. (Dated 08/14/03).

7. Prior to the department’s review of an application for a sewer construction permit, six

(6) complete sets of “technically approved” plans and specifications must be submitted, reviewed and stamped approved by the department. For Main Line Sewer Installation ONLY: The six (6) sets of plans that are “technically approved” by the department must include signed approval by the Municipal Planning Board on the face of the “technically approved” plans. The endorsement by the Municipal Planning Board is required on the face of all plans, including plans that have been previously signed by a Municipal Planning Board and/ or filed with the County Clerk that are subsequently revised for department approval. (Dated 08/14/03).

8. All sanitary sewer easements must include metes and bounds descriptions shown on

the plans. All sanitary sewer easement shown on the “technically approved” plans must be recorded with the County Clerk by the Owner and a filed copy of the sanitary sewer easement submitted to the department prior to the plans receiving stamped approval by the department. (Dated 08/14/03).

9. Once the six (6) set of “technically approved” plans (specifications and engineering

report, as required) are received, reviewed and approved, the department’s stamp of approval will be placed on each of the six (6) sets of plans and specifications and the review process to approve the issuance of a sewer construction permit begins. The approval to issue a sewer construction permit will be provided by the department via written consent that will include one (1) embossed copy of a sewer construction permit submitted to the applicant. In the event an application is disapproved for the issuance of a sewer construction permit, the department will notify the applicant of such disapproval in writing. (Dated 04/12/2016).

10. Main Line and/or Building Lateral sewer construction permits will expire eighteen

(18) months and twelve (12) months, respectively, from the date that a sewer construction permit is conveyed to the applicant by the department. Main Line and Building Lateral Sewer Permits may be extended for up to two (2), ninety (90) day extensions each with good cause shown. (Dated 08/14/03).

11. The department’s technical review process of plans and specifications is entirely

separate from the sewer construction permitting review process. Plans and specifications that are “technically approved” by the department, do not guarantee that a Main Line Sewer and/or Building Lateral Sewer construction permit will be issued by the department.

12. The issuance of a Building Lateral Sewer construction permit is subject to the

availability wastewater treatment capacity that must be assigned in accordance with the current Orange County Sewer District No. 1 Priority Plan, as amended. (Dated 08/14/03).

13. The issuance of a Building Lateral Sewer construction permit is subject to the

availability Main Line Sewer hydraulic conveyance capacity in the receiving sanitary sewer main. (Dated 08/14/03).

14. All construction requiring a PERMIT shall be in compliance with engineering reports,

plans and specifications as approved by the department. (Dated 08/14/03). 15. The general guidelines, construction application, construction permit procedures and

standard details included herein are subject to change without notification. Any such change(s) shall apply to the application(s) under review once the change is finalized by the department. (Dated 04/12/2016).

16. A Main Line Sewer Permit fee of $500.00 payable to Orange County Sewer District

No. 1 is required. All Main Line Sewer Permits require a Bond amount at a rate of $15.00 per linear foot of main line sewer and inspection fee rate of $9.64 per linear foot of main line sewer. In addition, all Main Line Construction or Modification of less than One Thousand (1,000) linear feet require a Bond Amount at a rate of Ten Thousand Dollars ($10,000.00) per manhole and inspection fee rate of One Thousand Two Hundred Forty Eight Dollars ($1,248.00) per manhole, up to three (3) manholes. The following rates shall apply for inspection by Orange County Sewer District No. 1: (a) Inspector: $52.00 per hour, (b) Vacuum Rodder Flusher Truck: $93.50 per hour and (c) Closed Circuit Television Truck: $54.65 per hour. A $50.00 fee shall apply for each approved Main Line Sewer Permit extension. (Revision 4 Date April 12, 2016)

17. A Building Lateral Sewer Permit fee of $500.00 plus $25.00 for each additional ten

foot (10’) increment of lateral sewer over one hundred feet (100’) in total length shall apply. An Owner’s Bond amount of $1,000.00 is required. There shall be an additional charge of $100.00 assessed per each required Building Lateral Sewer Permit re-inspection.A $50.00 fee shall apply for each approved Building Lateral Sewer Permit extension. (Dated 08/14/03).

18. There shall be no charge assessed for the review of plans for the first and second

revision submittals. At the discretion of the department, an assessment of $50.00 per each plan sheet reviewed beyond a second revision may apply. (Dated 08/14/03).

19. Any conflict shown to exist between the Orange County Sewer Law and general

guidelines, construction application, construction permit procedures and standard details included herein shall be referred to the Administrative Head or his representative for a determination that shall be made at the sole discretion of the Administrative Head or his representative. OCSD#1 – NYSDEC Main Line Sewer Extension Review and Approval Procedure For

Projects within the Physical Bounds of OCSD#1 1. OWNER submits application to Orange County Sewer District No. 1 (OCSD#1) for issuance of a Main Line

Sewer Construction Permit by OCSD#1.

2. Application includes indemnification by OWNER and ENGINEER to protect OCSD#1 against any damages, losses and/or claims resulting from submittals for approval to OCSD#1 and New York State Department of Environmental Conservation (NYSDEC).

3. OWNER submits NYS Professional Engineer prepared plans, specifications and Engineer’s Report for review

and approval by OCSD#1.

4. Upon request by OCSD#1, the ENGINEER submits to OCSD#1 revised plans, specifications and Engineer’s Report and performs sewer system analysis, evaluations and studies for hydraulic conveyance capacity and I/I evaluation in the tributary trunk sewer system. ENGINEER submits five (5) complete sets of “approvable” plans, specifications and Engineer’s Report to OCSD#1.

5. OCSD#1 sends letter of authorization to ENGINEER for ENGINEER to make application, on behalf of

OCSD#1, to the NYSDEC for Main Line Extension plan approval. This shall only apply for a Main Line Extension within the physical bounds of OCSD#1.

6. ENGINEER submits application to NYSDEC and provides NYSDEC with four (4) complete sets of plans,

specifications and Engineer’s Report stamped “Approvable” by OCSD#1.

7. Upon request by NYSDEC, the ENGINEER submits to NYSDEC revised plans, specifications and Engineer’s Report and performs sewer system analysis, evaluations and studies for hydraulic conveyance capacity and I/I evaluation in the existing tributary trunk sewer system.

8. Upon plan approval by NYSDEC, the OWNER/ENGINEER submits to OCSD#1 five (5) complete copies of

NYSDEC Approved Plans, Specifications and Engineer’s Report for OCSD#1 Seal of Approval and subsequent issuance of a Main Line Sewer Construction Permit by OCSD#1.

9. OCSD#1 Main Line Sewer Construction Permit includes indemnification from OWNER, ENGINEER, and

CONTRACTOR to protect OCSD#1 against any damages, losses and/or claims resulting from submittals for approval to OCSD#1 and NYSDEC to issue the OCSD#1 Main Line Sewer Permit and construction under the permit.

10. The issuance of an OCSD#1 Main Line Sewer Construction permit shall not reserve treatment capacity.

Treatment capacity shall only be reserved upon issuance of a Building Lateral Sewer Construction permit by OCSD#1, which is subject to the availability of treatment capacity at the time of issuance and shall be assigned in accordance with the OCSD#1 Priority Plan (Available upon request from OCSD#1).

11. OCSD#1 Main Line and Building Lateral Sewer Construction permits shall expire eighteen (18) months and

twelve (12) months respectively, from the date that the permit is released to the OWNER by OCSD#1. OCSD#1 Main Line and Building Lateral Sewer Construction permits may be extended for up to two (2), ninety (90) day extensions each with good cause shown.

12. As a condition of Final Inspection Approval by OCSD#1 and subsequent return of the OCSD#1 Main Line

construction bond, the OWNER’S ENGINEER shall be responsible to submit all necessary certifications, test results and information directly to the NYSDEC (with copies provided to OCSD#1) as required by the NYSDEC Approval of Plans and Specifications for Sanitary Sewer Extension.

1. APPLICANT requests an Orange County Sewer District No. 1 (OCSD1) Application for Sewer Construction, Repair, Modification and/or Change of Use form for Lateral Sewer construction form (one form per each building) from the Account Clerk, at the Harriman WWTP, 72 River Road, Harriman, NY (phone: (845) 291-2033).

2. APPLICANT completes the Application for Sewer Construction, Repair, Modification and/or

Change of Use form, attaches copies of municipal building construction permit(s) and approvals issued previous to the form submittal (if any) and returns the application to the Account Clerk at the Harriman WWTP to begin the review process.

i. SPECIAL NOTE: For Sanitary sewer construction in the Village of Kiryas

Joel, the APPLICANT must submit a completed Application for Sewer Construction, Repair, Modification and/or Change of Use form to the Village of Kiryas Joel Building Department for processing. The Village of Kiryas Joel will process the application and, if approvable, the Village of Kiryas Joel will issue Preliminary Signed and Sealed Approval on the application and submit the form to the Department. In the event the Village of Kiryas Joel denies the application preliminary approval, the Village of Kiryas Joel will be responsible to notify the Applicant of it’s determination.

3. The compiled application is forwarded from the Account Clerk to Engineering for plan review

and approval. All applications will be subject to comply with OCSD1 Main Line Sewer and Building Sewer General Guidelines, Construction Application, Construction Permit Procedures, Standard Details and Sanitary Sewer Specifications. The Department requests the APPLICANT to submit a site plan with sewer plan and profile for department review and approval, obtain any and all permits, approvals and authorizations required by local, state and federal agencies for sewer construction including but not limited to New York State Department of Conservation (NYSDEC) approval for Main Line Sewer construction.

4. Engineering reviews the Application for Sewer Construction, Repair, Modification and/or

Change of Use form and determines whether or not to release an OCSD1 LATERAL PERMIT form to the APPLICANT. When a LATERAL PERMIT form is released, the LATERAL PERMIT form is forwarded to the APPLICANT, that must include a stamped OCSD1 seal, initial and date.

5. APPLICANT completes the LATERAL PERMIT form and returns the form with all necessary

fees, insurance certificates for workmen’s compensation, property damage, liability and automotive, performance bonds, plans, specifications, recorded sewer easements, et cetera, as requested and required by OCSD1, to further process the OCSD1 sewer construction LATERAL PERMIT form to the Account Clerk at the Harriman WWTP for processing.

6. OCSD1 shall approve and issue the LATERAL PERMIT if it determines that there is available

hydraulic conveyance and treatment capacity to accommodate the sewage use requested and the LATERAL PERMIT, completed by the APPLICANT, complies with OCSD1 Main Line Sewer

7. OCSD1 notifies APPLICANT when the APPLICANT is issued a LATERAL PERMIT with

final approval by OCSD1 or if denied by OCSD1, with reason(s) for denial stated.

8. Construction shall not start until one copy of this form has been returned to the APPLICANT, with approval stamped or indicated thereon, and the posting of the ORANGE CERTIFICATE OF REGISTRATION on the job site, readily visible from the street, from time of issuance to final inspection by an OCSD1 Inspector, has been accomplished.

9. APPLICANT constructs the sanitary sewer and OCSD1 must sign off on the permit to release

bond monies.

10. The OCSD1 Inspector performs a Parcel Review and forwards the review to the Account Clerk to process.

SEWER CONNECTION PRIORITY PROCEDURE

Background. On June 15, 2000 the County of Orange and Orange County Sewer District No. 1

(“OCSD”) entered into an agreement with the Village of Kiryas Joel (“Village”) by

which OCSD agreed to operate and maintain a wastewater treatment plant owned by the

Village. As a result of this agreement additional wastewater treatment capacity is being

made available by OCSD for properties within OCSD. Because this capacity is limited, it

is necessary to prioritize allocation of this capacity

In addition, Orange County currently is proceeding with an enhancement of the Harriman

Wastewater Treatment Plant, which will increase the plant’s capacity to 6.0 million

gallons per day (mgd) from its present limit of 4.5 mgd. It is anticipated that the

enhancement will be completed within the next two to three years. While this additional

capacity will satisfy significant treatment capacity demand within the service area of the

Harriman plant, this capacity is, of course, finite. Therefore, this priority procedure will

apply to the new capacity generated by the enhanced Harriman plant as well.

Priority Procedure.

I. Revocation of existing permits

All persons covered by this procedure are required to apply for sewer permits in

accordance with the permit procedure in effect as of the effective date of this priority

procedure. Copies of the permit procedure are available from the Administrative Head of

Orange County Sewer District No. 1. All applicants for sewer permits who are covered

by this procedure and who are holding permits previously issued for connection or

construction of sewer laterals or sewer mains shall surrender all such permits with their

application for sewer permits. All such previously issued permits are revoked and are null

and void. Any permit and administrative fees paid in connection with previously issued

permits will be applied as a credit to the administrative fee for new permits:

II “A” Priorities. The following classifications of properties have been identified as

having first priority for connections to the Orange County Sewer District:

Classification: Description A-1 Septic failures. These are existing buildings with access to an

existing sewer main connected to private, on-site septic systems in

failure, posing an immediate threat to health and the environment

Applications for such connections shall comply with existing

procedures and requirements applicable to septic systems in

failure.

A-2 Existing buildings upon which operation and maintenance charges

(“O&M”) are being paid, and property owners who were made

exempt front paying O&M or penalties by the enactment of Local

Law No. 8 of 1999. Applications for connections shall be in

compliance with the procedure set forth below.

A-3 A) Owners of vacant lots paying O&M for such tots, or B)vacant

building lots located within, and part of a developed subdivision,

within with developed lots are connected to public sewer. Permits

for such lots are limited to two units per lot for residential use and

four units per lot for commercial use, but in no event more than

four units.

Permits will be issued only for lots described in A and B above,

and that are approved lots as of the effective date of this procedure.

A-4 Economic or other hardship (limited to six living units or less per

applicant for residential; twelve living units or less per applicant

for commercial/retail) and in no event more than a total of twelve

units.

Priority “A-1” properties will be determined in accordance with existing

procedures.

For priority “A-2” properties (developed and paying 08cM) completed

applications for connections must be submitted within 30 days of the receipt of a notice

of available capacity. An additional period of time, not to exceed 12 months may be

allowed in which time the above connections must be completed The permit will state -

that it expires after the end of such period and that the connection priority will be

extinguished and all rights to connect will be waived unless capacity remains available, in

which case the owner may reapply. Up to two (2) 90-day extensions of the permit may be

granted for good cause shown.

For “A-3” properties (vacant lots paying O&M and vacant building lots within

developed subdivisions with a 2 unit limit for residential and a 4 unit limit for

commercial/retail) completed applications for connections must be submitted within 60

days from the effective date of this procedure and connections made within twelve

months after an application is approved. Up to two (2) ninety-day extensions to the

twelve-month deadline may be requested and granted for good cause shown.

For “A-4” (hardship) priorities, the following criteria will apply:

a. the amount of capacity requested;

b. whether the hardship was self-imposed or self- created

c. whether the hardship can be mitigated

d. the extent to which the hardship was caused by circumstances wholly beyond the

control of the applicant

e. the nature of the hardship and the financial impact on the applicant

f. whether wastewater disposal can be achieved by some method feasible for the

applicant to pursue, other than a connection to the sewer system;

g. the extent to which there is available capacity and existing demand for capacity

h. whether the hardship is substantiated by documentation or other verifiable means.

Whether to grant a hardship permit shall be within the sole discretion of the

Commissioner of the Department of Environmental Facilities, as Administrative Head of

of OCSD, or his Deputy Commissioner. The Commissioner or his Deputy, in granting a

hardship permit. may permit the minimum capacity that it shall deem necessary and

adequate.

A. General policies. Capacity for all other development that does not have an “A” priority or that does

not exercise that priority will be considered on a first-come, first-connect basis. No

application will be accepted without a building permit in the Case of single-lot

development, or final planning board site plan or subdivision approval where applicable,

or conditional approval where final approval is contingent only upon approved sewer. In

cases where a building permit cannot be obtained without a sewer permit, and all other

prerequisites to obtaining a building permit have been satisfied, a letter from the

municipal building inspector to that effect is to be provided to with the application for a

sewer permit.

Except as may otherwise be provided herein, no applicant may apply for more

than 20,000 gpd or 50 living units in any 12-month period.

Except as otherwise may be provided herein. for all applicants, main line.

construction must be commenced within six months after the main line is issued,

and completed within eighteen months after the permit is issued or the permit will expire.

Documentation of commencement and completion must be submitted to OCSD within

the applicable deadlines or the permit will expire. Up to two (2) three-month extensions

may be ranted for good cause shown. Lateral connections must be completed within six

months after a lateral connection permit is issued and permits will expire at the end of

that time. Up to two (2) three-month extensions may be granted for good cause shown.

The applicant and the owner, if different than the applicant, will release and hold

harmless the County from any liability arising out an inability to make a connection

because of an expired permit.

B. Priority criteria. In determining priorities among those properties that quality under the general

policies, above, the following factors are to be considered:

a. whether the owner will install sewer mains at its expense;

b. whether the developer is willing to construct lines that will serve other properties;

c. whether the owner has reasonable available alternatives to public sewer connection;

d. whether the owner is paying Type I and I capital;

e. the size of the project;

f. whether the developer willing to modify, reduce or phase development until capacity

from the Harriman enhancement comes on line;

g. public service projects providing a necessary service or unique utility or benefit to

community or county; (ie. senior housing, medical care facilities/clinics). Generally no

more than 50 units (20,000 gallons).

h. the projection for additional development sharing the main line used to service the

project.

i. whether a formal, pre-existing written contract or agreement exists between an owner

and OCSD No.1 to provide sewer service to a property.

The Commissioner or Deputy Commissioner shall give such weight to these

factors as he, in his discretion, deems appropriate in individual cases. Nothing in this

procedure shall limit or impair the County Attorney’s authority to resolve litigation

arising out of any alleged failure or refusal to provide sewer service, or to limit or impair

the authority of the County and OCSD No. 1 to enter into contracts for the provision of

sewer capacity or to meet contractual or other legal obligations, if any, to provide sewer

capacity.

IV. Priority as related to extension of the service area. There are significant areas within the Sewer District that cannot be serviced

because sewer mains have not been extended to these areas.

Except for the “Priority A” properties, properties within the current service area

will have priority over other properties. The next priority will be extended to properties

within an extended service area in accordance with a capital plan for the extension of the

service area, as set forth in Schedule “A”. Additional extensions of the service area will

be developed by OCSD No. 1 on an annual basis and connection priority will be based on

the proposed service area extensions. Properties not located within an existing or planned

service area will be considered for connection, in accordance with the factors “a” through

“g” above, and in addition upon the condition that the owner install, at its expense, sewer

main lines meeting the requirements of OCSD No.1 including such standards for

downstream hydraulic performance carrying capacity sufficient to serve any existing and

planned development to be serviced by that line.

Imposition of conditions. The sewer district may impose such reasonable

conditions and restrictions as are directly related and incidental to the proposed sewer

use. Such conditions shall be consistent with the spirit and intent of the sewer law, and

shall be imposed for the purpose of minimizing any adverse impact such permit may

otherwise have.

Appeal of determinations. An adverse determination from an application for a sewer

permit on the basis that the applicant does not fall within any of the priority categories

may be appealed to the Commissioner of the Department of Environmental Facilities by

requesting a meeting in writing within 14 calendar days after a final determination is

received by the applicant. A meeting will be scheduled within a reasonable time after the

request for one is received. At the meeting the applicant may present such documentation

or other evidence as the applicant may deem relevant. The only issue to be heard is

whether the applicant falls within one of the priority classifications. A written

determination shall be issued within 21 days after the meeting. In lieu of a meeting, the

applicant may submit with the request for an appeal such documentation as the applicant

deems relevant to the issues raised on appeal.

GENERAL CONDITIONS AND RESTRICTIONS

1. The Owner, Applicant, Project Engineer and Contractor shall be responsible to adhere to all conditions of this Permit and the current Orange County Sewer Use Law as written and amended.

2. No construction work under this Permit shall commence until an Orange County Sewer District No. 1 (OCSD1) representative issues

this Permit and a copy of the Issued Permit is returned to the Owner and/or Applicant. 3. Main Line and/or Building Lateral Sanitary Sewer Construction Permits will expire eighteen (18) months and twelve (12) months

respectively, from the date that the sewer permit is conveyed to the applicant by OCSD1. Main Line and Building Lateral Sanitary Sewer Construction Permits may be extended for up to two (2), ninety (90) day extensions each with good cause shown.

4. The issuance of a Building Lateral Sanitary Sewer Construction Permit is subject to the availability of wastewater treatment capacity

at the time of issuance by OCSD1. Treatment capacity for a Building Lateral Sanitary Sewer Construction Permits shall be assigned in accordance with the current OCSD1 Priority Plan. Treatment capacity for Building Lateral Sanitary Sewer Construction Permit shall only be reserved and remain available for the period issued in an actively maintained Building Lateral Sanitary Sewer Construction Permits. Only the issuance of a Building Lateral Sanitary Sewer Construction Permits shall reserve treatment capacity.

5. The issuance of a Main Line sewer construction permit shall not reserve treatment capacity. The Owner shall waive any claim to right

or entitlement of treatment capacity based on the issuance of a Main Line Sanitary Sewer Construction Permit.

6. The issuance of a Main Line and/or Building Lateral Sanitary Sewer Construction Permit is subject to the availability of main line sewer hydraulic conveyance capacity in the receiving sanitary sewer main.

7. The following shall not be discharged into the OCSD1 sanitary system: water softener backwash water, water from cellar drains, roof

leaders, areaway drains, sump pumps, garage drains, swimming pools, cooling of refrigeration equipment, blow-off, drip or steam exhaust and cesspool and septic holding tank wastes.

8. Sanitary waste shall not be discharged into the sewage conveyance system constructed under this Permit (this applies to both Main

Line Sewer and Building Lateral Sewer construction) until an OCSD1 representative signs the Initial Inspection Approval section of this Permit; at which time a property issued a Building Lateral Sanitary Sewer Construction Permits shall become immediately billable for sewer rent service.

9. This Permit shall not relieve the Owner, Applicant, Project Engineer and/or Contractor from obtaining any additional permit(s) or

approval(s) that may be required by Rules, Regulations or Laws of the State of New York, County of Orange, Local Town(s) and/or Village(s), the New York State Department of Conservation, Orange County Department of Health, United States Army Corp of Engineers, public or private utilities or any other agency having jurisdiction for such construction issued under this Permit.

10. The Owner, Applicant, Project Engineer and Contractor agree to do all work issued under this Permit in compliance with the current

Orange County Sewer Use Law as written and amended, the OCSD1 approved plans, specifications and any special conditions that may apply. The Owner, Applicant and Contractor further agree not to alter such approvals by OCSD1, unless such alterations are submitted to and approved by OCSD1.

11. The undersigned Owner, Applicant, Project Engineer and Contractor agree to perform all work specified herein in compliance with

current United States Department of Labor - Occupational Safety and Health Administration and New York State Department of Labor Codes, Rules, Regulations and Laws and all other Federal, State and Local Codes, Rules, Regulations and Laws as they apply. Copies of all Confined Space Entry Permits must be submitted to an OCSD1 Inspector upon his request.

12. By issuance of this Permit, the Owner, Applicant, Project Engineer and Contractor agree to hold the County of Orange and OCSD1

harmless for any and all liability for any and all work performed under this Permit or otherwise arising from the issuance of this Permit and construction, attempted construction or connection of sewage conveyance system(s) and appurtenances constructed under this Permit and as such the Owner, Applicant and Contractor shall defend County of Orange and OCSD1 from any action, suits or claims brought against them and to pay any judgments or recoveries against the County of Orange and OCSD1.

13. The Owner shall be responsible to keep this Permit active by submitting a renewal application request, including any forms, fees or

supplemental information that may be required by OCSD1, no later than 30 days prior to an expiration date included on this Permit.

14. All sanitary sewer conveyance systems and appurtenances shall be constructed in accordance with the current Orange County Sewer District No. 1 Main Line Sewer and Building Sewer General Guidelines, Construction Application, Construction Permit Procedures, Standard Details and Sanitary Sewer Specifications as written and amended.

15. The Owner, Applicant and/or Contractor shall properly notify OCSD1 prior to commencing construction.

16. The approved facilities shall be constructed in accordance with this Permit, including the plans, specifications and Engineer’s Report

(if any) that was stamped approved by OCSD1.

17. Any deviation from the OCSD1 approved plans and specifications shall require re-approval from the OCSD1 prior to commencing any such change(s). Such re-approval may require written approval by OCSD1 and may also include, but is not limited to, revisions to plans and specifications as may be required by OCSD1.

18. OCSD1 shall assume the operation and maintenance of all Main Line (only) sanitary sewage conveyance system constructed under

this Permit upon an OCSD1 representative signing the INITIAL Inspection Approval.

19. The Owner, Applicant, Project Engineer and/or Contractor shall be responsible to comply with all Underground Facilities Protection

Organization (UFPO) rules, regulations and laws and to contact the UFPO (www. UFPO.org) at 800-962-7962 to request an underground utility mark-out at least two (2) days prior to performing any and all excavation work covered under this Permit.

20. The current and future Owner of the property shall be responsible to operate and maintain a Building Lateral Sewer constructed under

this Permit from the building sewer pipe to the point of connection with the OCSD1 main line sewer pipe.

21. OCSD1 makes no warranty of the existence and/or exact location of a Building Lateral Sewer spur that has or may have been installed to service a property at a future date.

22. The Owner, Applicant, Project Engineer and Contractor shall not cover the installation of a newly constructed Building Lateral Sewer

issued under this Permit until an OCSD1 representative signs INITIAL Inspection Approval. 23. The Owner or his Agent shall arrange for an OCSD1 Inspector to conduct a FINAL Inspection of the internal plumbing leading to a

Building Lateral Sewer covered under this Permit. The FINAL Inspection shall be made after the final stage of building construction is complete. Bonds required for the issuance of this Permit shall not be returned until after an OCSD1 representative signs a FINAL Inspection Approval.

24. The Owner shall arrange for an OCSD1 Inspector to conduct a FINAL inspection of the Main Line Sewer covered under this Permit.

The FINAL Inspection Approval shall be made after the final stage of construction is complete and all punch list items are complete to the satisfaction of the OCSD1 representative. As a condition of Final Inspection Approval by OCSD#$1 and subsequent return of the OCSD#1 Main Line construction bond, the OWNER’S ENGINEER shall be responsible to submit all necessary certifications, test results and information directly to the NYSDEC (with copies provided to OCSD#1) as required by the NYSDEC Approval of Plans and Specifications for Sanitary Sewer Extension.

25. A Main Line Sewer accepted for operation and maintenance by OCSD1 shall be guaranteed against defects and workmanship by the

Owner, Applicant and/or Contractor for one (1) year from the date of FINAL Inspection Approval signed by an OCSD1 representative, as secured by the Bond received for the issuance of the Main Line Sewer Permit.

26. For the issuance of this permit, the actual principal that provided the bond payment must complete, sign and date the enclosed

“Orange County Division of Purchase-Supplier Application Packet”.

27. The OCSD1 Permit is only valid for the real property as described by the Tax Map reference Section, Block and Lot listed on the face of the permit, and as revised by Orange Real Property Tax Service Agency. This Permit shall not be transferable, except in the event the property listed under this Permit is sold and in such case, this Permit shall be transferable to the new Owner of same property.

28. The following fee schedule shall apply and are subject to change without notice:

29. This Permit is subject to revocation, modification or change upon written notification by OCSD1 pursuant to the “Orange County

Sewer Law” as written and amended. 30. The CONTRACTOR must provide the following Insurance Certificates for the issuance of a sewer construction permit:

1.) The ACORD 25 Certificate of Liability Insurance. This form must name the County of Orange as additionally insured, 2). Certificate of NYS Worker’s Compensation Insurance Coverage (Form C-105.2 or U-26.3), 3). Certificate of Insurance Coverage Under the NYS Disability Benefits Law (Form BD-120.1).

NOTE: Use: 1) Form BP-1 Affidavit of Exemption to Show Specific Proof of Worker’s Compensation Insurance for a 1,2, 3 or 4 Family, Owner Occupied Residence for making such claim OR 2) Form WC/DB 100 (9-07) {Replaces Form C-105.21} Affidavit For New York Entities With No Employees And Certain Out Of State Entities, That New York State Workers’ Compensation And/Or Disability Benefits Insurance Coverage Is Not Required.

GENERAL REQUIREMENTS 1.01 Summary of Work

The work to be performed in this contract consists of the construction of a sanitary sewer facility - sanitary sewer collection system. Type of pipe approved for this project shall be either Acrylonitrile Butadiene Styrene (A.B.S.), Class 52 Ductile Iron and PVC SDR 26, 23.5 and/or 21, unless otherwise directed. All pipe materials shall be installed in accordance with the specifications provided herein and the manufacturers recommend methods and practices whereas the more strict requirement shall govern. 1.02 Construction Procedure

The Contractors, subcontractors and other prime contractors, if any, shall at all times confer and verify the locations and extent of their work, to the end result that all interferences and deletions between trades are prevented and that all embedded or required items are installed in conjunction with the erection of all structures. Interconnections between work of other contracts or subcontracts shall be made by the contractor whose work is erected last, unless otherwise specifically stated in the contract documents, required by the Project Engineer or necessitated by the nature of extent of the work.

All sanitary sewers shall be constructed in accordance with current Orange County Sewer District No. 1 Main Line Sewer and Building Sewer General Guidelines Construction Application, Construction Permit Procedures and Standard Details, as maintained on file with Orange County Sewer District No. 1.

All sanitary sewer construction shall be in accordance with the plans and specifications that are approved by Orange County Sewer District No. 1 (OCSD 1). Any deviation from the approved plans and/or specifications shall require review and approval by OCSD1. The contractor shall be responsible to notify the Project Engineer and OCSD 1 of any planned deviation(s) from the approved plans and/or specifications.

The more strict of any requirement, code, rule, regulation and law established by Orange County Sewer District No. 1 or other governmental agency, including but not limited to the Orange County Department Of Health, New York State Department of Environmental Conservation, United States Army Corp of Engineers, United States Environmental Protection Agency, United States Occupational Safety and Health Administration and New York State Department of Labor for sanitary sewer size, slope, alignment, materials of construction and appurtenances and methods for excavating pipe placement, jointing, testing, and trench backfilling shall be complied with during all phases of construction. 1.03 Workmanship

All work and execution of same shall be completed in a first-class

workmanlike manner, and shall conform to the best practice of the trade. The Project Engineer shall, if he deems necessary, reject and cause to be redone or replaced any work or manufactured item, regardless of any prior approval of data or method, and such reconstruction or replacement shall be completed at the sole expense of the contractor. 1.04 Initial Operation

The Contractor shall be responsible to place the completed system into initial operation.

The schedule and sequence of the initial operation procedures shall be submitted to the Project Engineer in advance for approval and included in the project schedule. The Contractor shall coordinate all initial operation procedures with other contractors and the personnel of the owner at all times. 1.05 Environmental Protection and Restoration

A) Prohibited Construction Procedures The following construction procedures shall be prohibited,

and the contractor should be aware that he must not plan on using any method or methods of construction that will cause temporary or permanent damage to the environment.

1. Dumping of spoil material into any stream corridor,

any wetlands, any surface water, or at locations not approved by the Project Engineer.

2. Indiscriminate, arbitrary or capricious operation of

equipment in any stream corridors, or any wetlands. 3. Dumping of silt-laden water from trenches or other

excavations into any surface waters, any stream corridors, or any wetlands.

4. Damaging vegetation adjacent to or outside of access

roads, right-of-ways, or property owned by the Owner. ALL CONSTRUCTION OPERATIONS MUST BE CONFINED TO WITHIN SPECIFIED EASEMENT WIDTHS OR PROPERTY OWNED BY THE OWNER.

5. Disposal of trees, brush, and other debris in any

stream corridors, any wetlands, any surface waters, or at locations not approved by the Project Engineer.

6. Permanent or unspecified alteration of the flow line or

alignment of streams or any water courses.

7. Open burning of sewer project debris.

8. Disposal of tree trunks and roots, vegetation and

sewer project debris in trenches. B) Erosion and Sediment Control

1. Erosion Control

The Contractor shall use any necessary method as dictated by the situation to control erosion caused by or resulting from construction directly attributable to or incidental to the prosecution of the Contract. The methods shall be in strict accord with the most recent environmentally rigorous practices and shall include, but not be limited to, construction of berms, dikes, temporary and permanent structures, soil stabilization compounds and rip-rap or gabions as necessary to prevent erosion. Erosion control methods shall be employed from initial site preparation, during construction and at the time of final restoration. Methods and materials used for erosion control shall be subject to approval by the New York State Department of Environmental Conservation and the United States Department of Agriculture Soil Conservation Service.

Earth Berms, dikes, dams, etc., will be installed in such a manner and location as to prevent any erosion from excavating material to enter into any adjacent water course or the open or newly restored trench. No exceptions or deviations from this procedure will be permitted unless written approval is obtained from the Project Engineer in each separate instance or otherwise specified in the Construction Specifications.

2. Sediment Control

The Contractor will not be allowed to pump any sediment-laden water directly into or indirectly (via surface routes) into nearby water courses or storm drainage facilities. He will employ proven, environmentally sound methods to allow sediment to settle out of the water or prevent sediment from entering the water which interferes with prosecution of this contract before it is discharged to any nearby water course or storm drainage facility. Discharge of sediment-laden water from de-watering operations shall be a minimum of forty (40) lineal feet from any water course and storm drainage facility. Only clear water (no turbidity) will be allowed to discharge into a water course and the point of discharge will be diffused sufficient that no turbulence will be created by its introduction. No erosion caused by discharge from de-watering will be permitted.

If sedimentation ponds are constructed, they will be constructed so as to produce the least detrimental environmental damage during their operation. Accumulated sediment will be removed as directed by the Project Engineer. No sedimentation pond will be constructed unless prior written authorization is obtained from the Project Engineer. Upon removal of said ponds, the environment will be restored to original condition. Color pictures must be taken of each prospective pond site and will be used as the standard for restoration. In the event of loss of or damage to the color pictures of the original site, restoration will be as required to the written satisfaction of the owners of the properties involved and the Project Engineer.

3. Time of Restoration

Environmental restoration of disturbed areas must begin seven (7) days after finish grading and will be completed within thirty (30) calender days from the time of finish grading completion unless approval to the contrary is obtained from the Project Engineer.

4. Standards

Unless otherwise specified herein, the procedure for controlling erosion and sedimentation shall conform as near as practicable to the New York State Department of Environmental Conservation, and the United States Department or Agriculture Soil Conservation Service.

The Contractor shall use the utmost care in the use of explosives necessary for the

prosecution of the work so as not to endanger life or property. All blasting operations shall be conducted by experienced men only. The handling and use of explosives shall be done strictly in accordance with the latest methods and rulings to insure safety in accordance with the specifications issued by the United States Bureau of Mines; and in compliance with all local and State laws. Failure to observe necessary precautions will be sufficient grounds for temporary suspension of the work. All explosives shall be transported and stored in a secure manner, and in accordance with local and State laws; all vehicles and such storage places shall be marked clearly "DANGEROUS - EXPLOSIVES," and shall be in the care of competent watchman at all times. In no case shall caps or other detonators be stored or transported with dynamite or other explosives. The location of magazines for the storage of explosives and for the separate storage of detonators shall be subject to the approval of the Project Engineer.

Blasting shall be made only during daylight hours as designated by the Project Engineer, and all blasts shall be carefully confined and adequately covered, to prevent injury to persons and to protect adjacent structures and pipes against damage. Rock within five (5) feet of existing structures and pipes shall be removed by means of other than blasting, if directed by the Project Engineer. Before exploding each blast, ample warning shall be given to permit all persons to reach positions of safety.

COLLECTION SYSTEM - GRAVITY SEWERS

2.01 General

The work to be performed includes, but is not limited to, the furnishing and installing complete all work items shown on the drawings, and as listed in the specifications.

The Contractor(s) shall perform the necessary excavation, backfilling, clearing, grubbing, sheeting, shoring, do all shaping of trenches, pumping and bailing, laying and jointing of all pipes, protect and support existing structures and repair them if damaged, manholes, drop manholes, wyes, frames, covers, concrete encasements, sleeves, etc. and do all else necessary and as specified in the Specifications, and all as shown on the drawings.

The Contractor(s) shall furnish all materials, equipment, labor, and tools necessary to complete the work in a neat and workmanship manner. 2.02 Environmental Protection and Restoration 2.021 Site and Access Clearing

A) Clearing - The Contractor shall confine all clearing operations to within the immediate areas that are essential for construction of the work. All clearing schedules should be formulated to provide minimum practical exposure of soils in order to prevent erosion.

B) Topsoil - Before any excavation for pipe installation is begun, the topsoil shall be stripped to the depth of 6 inches and shall be stockpiled to the satisfaction of the Project Engineer. The topsoil shall be kept clean and free of clay, lumps, stones, stumps, or other foreign objectionable foreign matter. Upon completion of the pipe installation, clean-up and grading of the area, the topsoil shall be replaced to a minimum depth of 2 inches.

C) Silt Retention - In order that silt generated by construction is not washed downstream, the drainage plans show retention areas located at or near the outfalls of each of the storm drains. These areas are to consist of semicircular arrangement of hay bales anchored by stakes to insure stability. Cleaning and removal of spoil, together with inspection and replacement bales, is to be done every six (6) months. The bales will be removed only after all paving is established in a particular drainage basin.

D) Channel Stabilization - A combination of perennial rye grass and reed canary grass, each at the rate of 10 pounds / acre, is to be used in seeding drainage channels.

E) Temporary Vegetation Cover - Lime is to be applied to all disturbed, grades at the

rate of 2 tons per acre or 90 pounds per 100 square feet. Fertilizer is to be applied at the rate of 600 pounds per acre or 14 pounds per 1,000 square feet of 10-20-10 or equivalent. Lime and fertilizer to be worked into the soil, as nearly as practical, to a depth of 4" with a disc or harrow. Seeding is to consist of rye grass (annual) applied at the rate of 40 pounds per acre or 2.6 pounds per 1,000 square feet, with optimum seeding before May 20 and between August 15 and October 15.

2.022 Trees and Shrubs The Contractor shall make himself aware of all laws and

ordinances with respect to trees. Where trees are encountered adjacent to or in the path of the construction operations, the Contractor will be required to consult with the Project Engineer as to procedure before proceeding with the work. All marking of trees to be preserved, trimming, or removal must be under the direction of the Project Engineer or his representative.

The Contractor shall make every effort to avoid the destruction of common native trees and shrubs so as not to unduly disturb the ecological and environmental quality of the project area. Where tunneling operations are adopted or as required to construct the sewer line under trees, the opening shall be sheeted on top and sides and the sheeting shall be left in place.

Immediately after the installation of the sewer line, the Contractor shall prune all exposed straggling roots. 2.03 Stockpiling of Suitable Backfill Material

The Contractor shall be prepared when excavating the trench to separate suitable backfill material from unsuitable material for use as backfill adjacent to the pipe. The Project Engineer will have the authority to have the contractor stockpile the selected excavated material up to fifteen hundred (1,500) feet from the excavation. 2.04 Protection of Existing Structures and Utilities

Special precautions shall be taken by the contractor to protect overhead power lines, water mains, gas mains, electric and telephone conduits, storm and sanitary sewers, culvert, buildings and other existing structures in and near the excavation. In all cases, whether underground structures have or have not been delineated, the Project Engineer accepts no responsibility for their location and such locations as shown are to be considered approximate only.

Gutters, sewers, drains, and ditches shall be kept open at all times for surface drainage. No damming or ponding of water in gutters or other waterways will be permitted except where stream crossings are necessary and then only to an extent which the Project Engineer shall consider necessary. The Contractor shall not direct any flow of water across or over pavement except through approved pipes or properly constructed troughs, and he shall, when so required, provide pipes and troughs of such sizes and lengths as may be required, and place the same as directed. The grading in the vicinity of trenches shall be controlled so that the ground surface is properly pitched to prevent water running in the trenches.

The Contractor shall not commence operations, involving any public utility before having given written notice to the Company or Owner, or its agents, and shall cooperate with the Company's or Owner's forces in protecting and preventing damage to the property.

The Contractor will, at his own expense, be responsible for direct or indirect damage that may be done to any utility or structure in the prosecution of his work. The liability of the Contractor is absolute and is not dependent upon any question of negligence on his part or on the part of his agent, or employees, and the neglect of the Project Engineer to direct the Contractor to take any particular precaution or to refrain from doing such damage.

Should the position of any pipe, conduit, pole or other structures, above or below the ground, be such as, in the opinion of the Project Engineer, to require its removal, realignment or change; and the Contractor shall not be entitled to any claim for damage or extra compensation on account of the presence of said structure, or on account of any delay in the removal or realignment of the same.

The Contractor shall not interfere with any persons, or with the Owner in protecting, removing, changing or replacing their pipes, conduits, poles or other structures; but he shall allow said persons or the Owner to take all such measures as they deem necessary or advisable for the purpose aforesaid, and the Contractor shall thereby be in no way relieved of any of his responsibilities.

The Contractor shall make all necessary arrangements with the Owner of the respective utility prior to relocation or interruption of service. All work necessary for the relocation shall be performed by the Contractor, or by the Owner at the Owner's option, and to the satisfaction of the Owner. Where service is interrupted, the Contractor shall cooperate in restoring service promptly. All Charges for damages done to utilities shall be paid by the Contractor. 2.05 Protection of Property Through Rights-of-Way When Applicable

The Contractor shall consult the Project Engineer or his representative prior to removing or disturbing any tree, shrub, bush, fence, sidewalk, building, structure or improvement that may be encountered in the line of the sewer or in the path of any easement or right-of-way.

The Contractor shall be responsible for maintaining proper enclosures, barricades, warning signs and for the proper installation of lights which are to be kept burning during darkness.

Immediately upon the completion of laying of the necessary pipe, fittings and appurtenances through each piece of private or public property, the Contractor shall backfill the trench, tamping the same in a careful and workmanlike manner, replacing the sod, lawns, bushes, topsoil, shrubs, or whatever else may have been removed, disturbed or altered during the progress of work.

The Contractor will be held responsible for all damage that may occur after the sewer is constructed that may be directly or indirectly attributed to the operations as they were carried on. The Contractor shall not operate his equipment or store materials outside the easement on private property without first having obtained written consent of the Owner thereof.

Any excess road bed constructed by the Contractor through or over any site which has been obtained for construction purposes shall upon completion of the work be left in a condition similar to that which existed prior to the start of the work and all evidence of the Contractor's operations shall be removed. 2.06 Construction in Road Right-of-Way

Construction in the road right-of-way shall at all times be performed with the minimum disturbance to traffic with sufficient barricades and direction. Detours can be instituted with approval of the Project Engineer, county or local authorities. Manholes shall be constructed immediately after laying of the pipe. Holes and settlements in the trenches shall be immediately filled to the original grade elevation with the specified materials. 2.07 Excavation and Preparation of Trench

The Contractor shall proceed with caution in the excavation and preparation of the trench so that the exact location of underground structures, both known and unknown, may be determined. The trench shall be dug so that the pipe can be laid to the alignment and depth required. Minimum depth of cover from surface of ground to top of pipe barrel shall be as shown on the drawings. No trench shall be excavated more than five hundred lineal feet in advance of pipe laying unless authorized by the Project Engineer. The trench shall be so braced and drained that the workmen may work therein safely and efficiently. It is essential that the discharge of the trench de-watering pumps be conducted to natural drainage channels or drains.

The width of the trench shall be ample to permit the pipe to be laid and jointed properly and the backfill to be placed and compacted as specified.

Bell and coupling holes, where applicable, shall be provided for each joint to permit the jointing to be made properly.

Ledge rock, boulders and large stones shall be removed to provide a clearance of at least 12" below and on each side of all pipes and fittings. (See OCSD1 Standard Details Figure 1, Note 7)

The trench shall be excavated to the depth required so as to provide a uniform and continuous bearing and support for the pipe on solid and undisturbed ground at every point. Where the bottom of trench at a sub-grade is found to be unstable, or to include ashes, cinders, all types of refuse, vegetable or other organic material or large pieces of fragments of inorganic material which in the judgement of the Project Engineer and/or OCSD#1 should be removed, the Contractor shall excavate and remove such unsuitable material to the width and depth ordered by the Project Engineer.

Any part of the bottom of the trench excavated below the specified grade shall be corrected with approved bedding material such as thoroughly compacted crushed stone, gravel or concrete as directed by the Project Engineer. The finished subgrade shall be prepared accurately by means of hand tools. The subgrade beneath the centerline of the pipe shall be finished to within 0.03 feet of a straight line between pipe joints or batter boards and all tolerances shall be above the specified grades.

Hand methods of excavation shall be employed in locations shown on the drawings or as directed by the Project Engineer. In other locations, the Contractor may use trench digging machinery or employ hand methods. The Contractor shall be responsible for the protection of adjacent piping or other utilities and any damage shall be repaired at his expense. 2.08 Sheeting and Lumber in Place

Open cut trenches shall be sheeted and braced as required by governing State or County laws and regulations and Municipal Ordinances, and as may be necessary to protect life, property or the work. When close sheeting is required, it shall be so driven as to prevent adjacent soil from entering the trench either below or through such sheeting. Where sheeting and bracing are used, the trench width shall be increased accordingly. The Project Engineer reserves the right to order the sheeting driven to the full depth of the trench or to such additional depths as may be required for the protection of the work. Where soil in the lower limits of a trench has the necessary stability, the Project Engineer at his discretion may permit the Contractor to stop driving the sheeting at some designated elevation above the trench bottom. The granting of this permission by the Project Engineer, however, shall not relieve the Contractor in any degree from his full responsibility under the contract. Sheeting and bracing which have been ordered left in place must be removed for a depth of 2 feet below the established grade or the existing surface of the ground whichever is lower. Trench bracing, except that which must be left in place, may be removed when the backfilling has reached the respective levels of such bracing. Sheeting, except that which has been ordered left in place, may be removed after the backfilling has been completed or has been brought up to such an elevation as to permit its safe removal. Sheeting and bracing may be removed before puddling the trench, but only in such manner as will insure the adequate protection of the completed water structures and adjacent underground or surface structure and prevent the disturbance of adjacent ground. 2.09 De-watering

The Contractor shall at all times provide ample means and equipment with which to promptly remove and dispose of all water and drainage entering the excavations or other parts of the work, and to keep such excavations dry until the structures to be built therein are completed. In no case, will the laying of pipe or the placing of masonry be permitted with water in the excavations. De-watering methods and equipment shall be subject to the approval of the Project Engineer, and all water removed from the work shall be disposed of in an approved manner without damage to adjacent property or other work.

2.10 Excavation of Rock

Material shall be considered rock which, in the opinion of the Project Engineer, cannot be excavated except by drilling and wedging. Boulders will also be classified as rock if the volume required removal at a single location exceeds l/2 cubic yard. Pavements and concrete and masonry structures of any character will not be classified as rock. Soft or disintegrated rock, hardpan and other materials which can be broken down with picks, sledge hammers or similar power actuated mechanical excavation equipment of machinery will not be allowed as rock even though the Contractor, for reasons of his own economy, may elect to remove such materials by drilling and blasting or drilling and wedging.

When rock is to be excavated, it shall be taken out sufficiently below grade to leave a space of at least twelve inches (12") to the outside of the pipe when laid. The trench shall then be filled up to the proper grade with sand, gravel, crushed stone or other suitable material approved by the Project Engineer, and rammed solid. In blasting, all necessary precautions shall be taken to protect persons and property. No blasting shall be done within fifty feet (50') of the pipe as laid. The end of the pipe as laid shall be tightly plugged and covered during any blast nearer than one hundred feet (l00'). The Contractor shall be liable for all damages done to persons and property caused by blasts or explosive or from neglect in properly guarding the trenches. No compensation will be allowed said Contractor for loss so incurred. The unit of measurement shall be one (l) cubic yard. When rock is encountered, it shall be stripped of all earth and left with a clean surface until the height of this surface is measured by the Project Engineer. If so-called "wagon drills" be used, the Project Engineer may waive the requirements for stripping rock surfaces. However, after blasting and removal of the rock, the Contractor shall so clean the faces of the excavation that the upper surface of the rock can easily determined for measurement. Boulders removed should be laid at the side of the trench and the Project Engineer notified and given time to measure the same.

The amount of rock allowed in the estimate will be for a depth equal to a distance from the original surface of the rock to a point twelve inches (12") below the outside of the barrel of the pipe when laid. In trenches, a batter of two inches (2") to the vertical foot on both sides will be allowed; the bottom width to be six inches (6") on each side plus the outside of the diameter of the barrel of the pipe laid. If any underdrain is required in a rock cut, payment shall be made to the depth of twelve inches (12") below the barrel of the underdrain pipe and twelve inches (12") width to each side of the barrel of the underdrain pipe. 2.11 Alignment and Grade

All pipe shall be laid and maintained to the required lines and grades with the end of pipe evenly aligned.

Wherever obstructions not shown on the plans are encountered during the progress of the work and interfere to such an extent that an alteration in the plan is required, the Project Engineer shall have the authority to change the plans and order a deviation from the line and grade.

The Contractor shall proceed with caution in the excavation and preparation of the trench so that the exact location of the underground structures, both known and unknown, may be determined, and he shall be held responsible for the repair of such structures when broken or otherwise damaged.

Whenever, in the opinion of the Project Engineer, it is necessary to explore and excavate to determine the location of existing underground structures, the Contractor shall make such explorations and excavations for such purposes.

The extent of excavation opened or the area unrestored at any one time will be controlled by existing conditions, but shall always be confined to the limits prescribed by the Project Engineer with regard to expeditious construction and to the safety and convenience of the public. In certain instances, it may be required to erect fencing surrounding the open excavation. At no time, however, shall it exceed five hundred (500) feet.

The Project Engineer shall have the power to order the removal or relaying of any pipe laid contrary to his instructions. At the option of the Contractor, laser beams may be used for laying pipe on line and grade, provided the Contractor has reliable equipment and personnel trained in the proper use of this equipment.

The gravity flow pipe lines and manholes shall be inspected daily by the Project Engineer or his representative, as well as by OCSD1. No pipe line trench or manhole excavation shall be backfilled unless inspection has been completed and authorization has been granted by the Project Engineer. The sewer lines will be inspected by natural or artificial light from manhole to manhole, to insure proper alignment. Sewer lines shall be laid straight between manholes. 2.12 Type of Pipe

The ASTM specifications listed for the following materials shall be interpreted to mean the latest revision thereof.

A) Acrylonitrile Butadiene Styrene (A.B.S.)

Truss and Solid Wall Sewer Pipe

Materials - All acrylonitrile butadiene styrene (A.B.S.) truss sewer pipe shall conform to the requirements of A.S.T.M. Specifications D2680-70, or latest revision there of. l A.B.S. truss (composite) sewer pipe shall be of two concentric thermoplastic tubes integrally braced across the annulus, and with the resultant annular space filled to provide continuous support between inner and outer tubes. Filling material shall be Portland Cement Mearlcrete concrete. The thermoplastic material shall be a virgin rigid A.B.S. plastic conforming to the requirements of A.S.T.M. Specification Dl788 for rigid A.B.S. plastics. All A.B.S. solid wall material pipe shall be a virgin rigid A.B.S. plastic conforming to the requirements of A.S.T.M. D275l-75. the pipe shall be extruded from virgin A.B.S. meeting the minimum cell classification as defined in A.S.T.M. D0l788. Pipe shall be class SDR 23.5 (Extra Strength).

All A.B.S. sewer pipe of 8, 10, l2 and l5 inch diameter shall be truss pipe. Six (6) inch diameter A.B.S. sewer pipe shall be solid wall pipe having a wall thickness of 0.265" minimum. Truss pipe and solid wall pipe shall be furnished in standard l2'-6" length or 6'-3" half lengths.

All pipe and fittings shall be clearly marked on the outside indicating the name of the manufacturer and the nominal diameter. The pipe manufacturer shall be required to meet all the pipe requirements for A.B.S. truss sewer pipe as stated in A.S.T.M. D 2680 and A.B.S. solid wall pipe as stated in A.S.T.M. D 275l. Specifically, the manufacturer shall perform stiffness, deflection, acid resistance, and joint and fitting tightness tests on A.B.S. sewer pipe and will be required to show certification for such tests, and at the option of the Project Engineer, will be required to perform such tests in the presence of the Project Engineer's representative.

During construction each piece of pipe, prior to being lowered into the trench, shall be examined by the Project Engineer and any pipe not meeting the requirements of these specifications shall be marked and rejected, and either destroyed or removed from the site.

Pipe shall be tested by plug device permitting no greater than a maximum 5% deflection. At least l0% of the pipe shall be tested with selection of time and location to be made by the Project Engineer. At the discretion of the Project Engineer, should deflections be noted and considered excessive, l00% of the pipe installed may be tested.

B) Polyvinyl Chloride (PVC) Solid Wall Sewer Pipe

Materials- All PVC sewer pipe shall conform to ASTM and schedule class specifications as indicated on the site plans. SDR PVC 23.5 and SDR PVC 26 Heavy Wall Sewer Pipe shall conform to ASTM 3034 or latest revision thereof. PVC SDR 26 IPS and PVC SDR 21 IPS Pressure Pipe shall conform to ASTM 2241 or latest revision thereof.

The pipe fittings shall be made of PVC plastic having a cell classification of 12454-B, 12454-C or 13343-C as defined in Specification ASTM D 1784. Compounds that have different cell classifications because one or more properties are superior to those of the specified compounds are also acceptable.

Joints shall be solvent cement joints or of the integral wall bell and spigot types using Elastometric Gasket joints in accordance with ASTM D3212. Fittings shall be of the same class and joint as pipes, unless otherwise approved

by OCSD1.

All PVC solid wall sewer pipe shall be a virgin rigid polyvinyl chloride. Sewer main, 8’’ diameter and greater, shall be PVC SDR 26 IPS Pressure pipe conforming to the requirements of ASTM 2241. Sanitary sewer laterals, 6’’ diameter shall be SDR 21 IPS Pressure pipe in accordance with ASTM 2241. Fittings for 6’’ diameter PVC SDR 21 IPS Pressure Pipe shall be rated and marked Schedule 40. Fittings for 8’’ diameter and greater PVC SDR 26 IPS shall be rated and marked Schedule 80. All pipe shall be furnished in standard 12’-6’ lengths or 6’-3’’ half-lengths. All pipe and fittings shall be clearly marked on the outside indicating the name of the manufacture, nominal diameter, ASTM and/ or schedule class designation. The pipe manufacture shall be required to meet all the requirements for PVC solid wall pipe as stated in ASTM 3034 and for PVC pressure pipe as stated in ASTM 2241. Specifically the manufacture shall perform stiffness, deflection, acid resistances and joint and fitting tightness tests on PVC sewer pipe and will be required to show certification for such test and at the option of the Project Engineer, will be required to perform such test in the presence of the Project Engineer’s representative. During construction each piece of pipe, prior to be lowered into the trench, shall be examined by the Project Engineer and any pipe not meeting the requirements of these specifications shall be marked rejected, and either destroyed or removed from the site. Pipe shall be tested by plug device permitting no greater than a maximum 5% deflection. At least 10% of the pipe shall be tested with selection of time and location to be made by the Project Engineer. At the discretion of the Project Engineer, should deflections be noted and considered excessive, 100% of the pipe installed may be tested.

2.13 Handling of Materials

All materials furnished shall be delivered and distributed at the site by the Contractor and shall be loaded and unloaded by lifting with hoists and skidding so as to avoid shock or damage. Under no circumstances shall such materials be dropped. Pipe and fittings handled on skidways shall not be skidded or rolled against materials already on the ground. In distributing the material at the site of the work, each piece shall be unloaded opposite or near the place where it is to be laid in the trench. 2.14 Inspection of Materials

All pipe shall be carefully examined for dents, cracks and other defects, and no pipe

known to be defective shall be laid. Those pipes not meeting the specifications shall be rejected and immediately removed from the work. If any pipe is found to be broken or defective after being laid, it shall be removed and replaced by sound pipe without any further payment (See also #1.03 Workmanship). Pipe shall be thoroughly cleaned, and ample precautions shall be taken to prevent entrance of dirt and debris into the pipe after laying. Exposed ends of the sewer shall be provided with temporary plugs or covers. 2.15 Pipe Laying

Proper implements, tools and facilities satisfactory to the Project Engineer shall be provided and used by the Contractor for the safe and convenient prosecution of the work. All pipe and fittings shall be carefully lowered into the trench piece by piece by means of a derrick, ropes or other suitable tools or equipment, in such a manner as to prevent damage to the materials and protective coatings or linings. Under no circumstances shall materials be dropped or dumped into the trench. Pipe and fittings shall be carefully cleaned with a dry cloth to remove all sand, mud, clay, oil or ice so as to be left clean and dry. Every precaution shall be taken to prevent foreign material from entering the pipe while it is being placed in the trench. At times when pipe laying is not in progress, the open ends of pipe shall be closed by a watertight plug or other means approved by the Project Engineer. If water is in the trench, the seal shall remain in place until the trench is pumped dry. No pipe shall be laid in water or when, in the opinion of the Project Engineer, trench conditions are unsuitable. 2.16 Jointing

Pipe shall be carefully jointed in conformity with the best practice and the detailed instructions of manufacturers. All pipe ends shall be thoroughly cleaned prior to and during the jointing operation.

Actual details of required jointing practice will depend upon the particular type adopted, but shall, in all cases involve approved practice and shall be such as to produce the required results, particularly as regards flexibility and water tightness under pressure.

All A.B.S. truss and solid wall sewer pipe and fittings shall be furnished with type "SC" joints (solvent-cemented joints) in which pipe solvent cements into a coupling socket to form the joint closure.

Primer for solvent welding shall be methyl ethyl detone (MEK) and the cement shall be MEK containing a minimum of 20% by weight of dissolved A.B.S. 2.17 Building Connections

2.171 General

Pipe for house and building connections shall conform to all the requirements specified above for collecting sewers. Fittings for connecting the house or building connections to the main sewer shall be made from the same designated class as to the main sewer. They shall be neatly made and so constructed as to develop a strength equal to that specified for the pipe from which it is made. Joints in fittings shall be the same as for straight pipe. 2.172 Risers

Where the sewer main in the road easement or right-of-way is at an excessive depth, same to be determined by the Project Engineer, the Contractor shall construct a riser as directed by the Project Engineer. The riser shall be encased in concrete similar as shown on the drawings for an outside drop connection for a manhole. 2.173 Capping or Plugging

The ends of all house connections shall be sealed with an approved cap or other method. The cap shall be capable of withstanding exfiltration/infiltration tests. 2.174 Location of House Laterals

The contractor shall locate the connection so that the lateral will come off the street main ninety degrees (90o) to the curb line at the location marked by a stake placed by the Project Engineer. If the location of the lateral was not marked, the Contractor shall notify the Project Engineer before placing the lateral. Orange County Sewer District No. 1 shall, upon inspection & approval, supply as-builts of the building sewer laterals for future reference that shall be kept on file with OCSD 1. 2.18 Bedding Material

This item shall include the furnishing, excavating for, placing, grading, and compacting of crushed stone or washed gravel for a bedding to support the pipe structures, risers, or manholes. The depth and extent of the bedding material shall be as shown on the drawings or as directed by the Project Engineer under field conditions. 2.19 Leakage and Testing 2.191 General

During the progress of construction and upon completion of the same, the Contractor will

test the sewers and appurtenances. Testing of leakage will be either by air testing or water testing as outlined within these specifications and as directed by the Project Engineer. In addition, deflection testing will also be conducted as outlined within these specifications if deemed necessary by the Project Engineer.

For water testing, allowable infiltration or exfiltration shall not exceed 100 gallons per

inch diameter per mile per day, including manhole leakage. The localized or spurting leaks of any volume detected in sewers shall be repaired. In the case of air testing, the allowable leakage will be as set forth in the air testing table as outlined in Section 2.193 of these specifications.

Sewers will be tested prior to any service connections. Repair sewers which fail to meet tests until the necessary requirements of these specifications are complied with as evidenced by subsequent tests. Ground water leakage into manholes will be sufficient reason for requiring the Contractor to uncover or expose any portion of the manhole for a thorough examination by the Project Engineer, after which the manhole will be repaired and again tested by the Contractor. Final acceptance of the entire length of sewer will not be issued until leakage and deflection has been reduced to rates not exceeding the rates specified. 2.192 Water Testing

The duration of the tests will be a minimum of 24 hours, and the procedure to be used for these tests are as follows:

A) Infiltration Tests

Furnish all labor, equipment, tools, and materials including weirs necessary for such tests. Install the weir in such manholes as directed by the Project Engineer. Where weir measurements are not suitable in the Project Engineer's opinion, other methods of measurement, as he will determined, may be adopted. In making infiltration tests, the Project Engineer may flood the trench with water if, in his opinion, such procedure is necessary to fairly represent actual service conditions as they may vary throughout the year. The rate of infiltration will be measured every four hours, or at other intervals of time as may be directed by the Project Engineer. B) Exfiltration Test

laying additional sewer pipe. Other intermediate leakage tests during construction shall be made as required by the Project Engineer. Prior to final acceptance, it shall be tested for water tightness and shall meet the requirements set forth below. Tests shall be made by filling the sewer with water furnished by the Contractor and the quantity of leakage from the sewer measured. The head of water during the test shall be maintained at least at two feet (2') above the highest section of the sewer being tested. Where the sewer being tested has been constructed in water bearing soil, leakage tests may, at the discretion of the Project Engineer as approved by OCSD 1, be made by measuring the quantity of infiltration into the sewer or structure. Plugs required for sealing the ends of the pipe shall be supplied by the Contractor at his expense.

The completed sewers shall be tested for smoothness of invert, freedom from obstructions and straightness of line. The invert shall reveal no sags in which pools or water may develop. A visual inspection of each section of the sewer shall show no substantial curves or bulges. The pipe line shall be sufficiently free and clear to pass a ball one inch (1") less in diameter than the size of the pipe through the finished sewer line. Should any leaks, defective joints or defective construction be found, they shall be promptly made good, and should any defective pipe or spurs be discovered, they shall be removed and replaced with sound pipes or spurs in a satisfactory manner and without additional compensation.

The Contractor shall furnish and convey all water required for testing.

2.193 Air Testing

Where air testing is specified, test methods and acceptability criteria shall be in accordance with the appropriate ASTM specifications. Air testing shall generally be acceptable for all types of pipe materials. If air testing is employed, the manholes shall be tested by exhilaration. Inflatable stoppers shall be used to plug all lines into and out of the manhole being tested. The stoppers shall be positioned in the lines far enough from the manhole to insure testing to those portions of the lines not air tested. The manhole shall then be filled with water to a level four feet (4') above the top of the pipe. A 24-hour soak shall be allowed. Leakage shall not exceed ½ gallon per hour. Manholes determined to be suspected of poor quality, jointing of construction practices by the Project Engineer and/or OCSD 1 shall be tested to the top of the manhole. See Attachment A: Air Test Table for minimum allowances.

The Contractor will furnish weirs, stand pipes, pipe plugs, water, pressure gauges, stop watches, air compressor, hose and all such materials and assistance as required to perform these tests. All tests shall be conducted by the Contractor. Testing and procedures to be done as directed by the Project Engineer and witnessed by the Project Engineer (as directed) and OCSD

1 as required.

The contractor shall be responsible to provide all testing results to the Project Engineer for review and approval as directed by the Project Engineer. Testing results shall also be provided to OCSD1 by the Contractor and/or Project Engineer as requested by OCSD 1.

Tests shall not be made until the sanitary sewer, manholes and required building spurs, as shown on approved street plans, have been installed, the sewer trenches backfilled to a minimum of 6 feet or finished grade and compacted.

All sanitary sewers, including manholes, shall be inspected prior to testing, and any water leakage into the system sufficient to constitute any noticeable trickle or dribble, first shall be corrected and eliminated prior to undertaking the test.

Wherever it has been necessary to construct under drains or place gravel under pipe lines in order to de-water the trench during construction of the sewers, the test will not be made until any pumps (which have been used in the de-watering process) have been disconnected.

Each section of completed sewer shall be tested. Generally, the sewers will be tested from manhole to manhole. No sewers or building spur connections are to be excluded from this testing procedure.

The test procedure shall be conducted in the following manner:

1. The Contractor shall thoroughly clean and remove all debris, silt, earth, or other material from the sewer prior to testing. The pipe may be flushed or sprayed with water. None of this water or debris shall be allowed to enter the existing sewer.

2. Test plugs shall be supplied and installed by the Contractor within the pipe at each manhole or at suitable locations to test a section of the pipe. Each plug shall be securely braced as necessary.

3. If the pipe to be tested is expected to be below the ground water table, the - Contractor shall either:

- install a small diameter perforated vertical pipe from the invert elevation

of the sewer to the surface prior to backfilling, or

- insert a pipe probe by boring or driving into the backfill material adjacent to the invert elevation of the pipe, and determine the depth of the ground water level above the pipe invert immediately prior to testing the sewer.4.

4. The Contractor shall add air slowly to the portion of the pipe under test

until the internal air pressure is raised to 4.0 PSI greater than the average back pressure of any ground water above the invert of the pipe.

5. As a safety precaution, no one shall be allowed in a manhole after the air pressure is increased in the sewer line. If the Project Engineer suspects that the test plug may be leaking, the pressure first shall be relieved before any adjustments are made to eliminate air leakage at the plug. The Contractor may precoat the plug with a soap solution to check the plugs for leakage.

6. The Contractor shall allow the air temperature to stabilize for at least two minutes with the pipe subjected to an internal pressure of 4.0 PSI (greater than the average ground water back pressure) by adding only the amount of air required to maintain this pressure.

7. If the internal air pressure decreases, the time required for the pressure drop from 3.5 to 3.0 PSI (greater than the average ground water back pressure) will be observed and recorded. This time interval shall be compared with the established standards in accordance with the approved table of time and length for various diameters of sewer.

8. Pipe which fails to maintain the stipulated pressure for a period equal to or greater than the holding time shown in the approved tables, shall be deemed to have failed to pass the low pressure air test and will be unsatisfactory for acceptance. Any sewer or house connection that fails to pass this test shall be repaired by the Contractor. Following corrections, the sanitary sewer shall be tested again in accordance with the enumerated procedures.

9. For accuracy and safety precautions, air tests shall be limited to the diameters of pipe and lengths of pipe indicated in the air test table of time. (Table Located at end of these Specifications)

10. Pressure gauges used in the air test procedure shall have a minimum 4 inch diameter face, a range of 0-10 PSI, shall be calibrated in divisions of 0.10 PSI, and have an accuracy of plus or minus 1 percent.

2.194 Deflection Testing (Go-No-Go Testing)

When deflection testing is necessary, the following steps shall be followed:

1. Make sure line is clean and free of debris that might cause the device to jam. It is recommended that the line be cleaned with a hydro-cleaner washing in

the direction of the flow (none of this water or debris shall be allowed to enter the existing sewer).

2. The next step is to pull a line through the pipe with which to pull the Go-No-Go device. This can be done in several ways.

a) If a hydro-cleaner is being used, attach the pull line to the nozzle end before actual cleaning cycle starts. As the hose is pulled through the line, it will carry the pull line with it. When the hose nozzle reaches the manhole, disconnect the pull line and tie it off.

b) A parachute device can be blown through the line with a lightweight string attached. Detach the string, and attach the pull line. annually drag the pull line through the pipe. Tie off at each manhole.

c) If a sewer line is in service, a string can be floated through the manhole run. When the string reaches the next manhole, attach it to the pull line and drag through. Tie the pull line at each manhole.

3. The Go-No-Go testing gauge shall be as defined in the Green-Tite (TradeMark) PVC Gravity Sewer Pipe Installation Guide as published by J-M Pipe.

Pulling of the gauge shall be done by hand. The pulling motion should be

smooth and easy to avoid jamming the gauge if an obstruction is encountered in the line. The gauge should have a line on each end to facilitate removal should the gauge become obstructed in the direction of the pull. If the gauge stops lightly, pull on it to see if it will clear the obstruction. When it appears that the gauge will not go forward, record the distance from the manhole at which the gauge is stuck and then pull the gauge back out.

DO NOT USE mechanical equipment to force the gauge through. This may result in a broken pull line.

When using a "Go-No-Go" device, it is recommended that the design be

such that it will allow small obstructions, such as gravel, to pass through.

All labor, equipment, tools, and materials needed shall be supplied by the Contractor. All testing and procedures shall be as directed by the Project Engineer and witnessed by the Project Engineer (as directed) and OCSD 1 as required.

The contractor shall be responsible to provide all testing results to the Project Engineer for review and approval as directed by the Project Engineer. Testing results shall also be provided to OCSD1 by the Contractor and/or Project Engineer as requested by OCSD 1. All manholes shall be required to pass an approved vacuum test (see Attachment B: Vacuum Testing of Manholes).

2.201 General

Where manholes are called for on the drawings, they shall be of either precast concrete block or precast reinforced concrete and shall be fitted with cast iron frames and covers, and shall be constructed in accordance with the details shown on the plans immediately after pipe has been laid.

Excavation for manholes shall be of ample dimensions to permit easy construction, and shall be kept free of water.

Manhole bases shall be of plain or reinforced concrete, Class B with the invert channels smooth, accurately shaped, and in accordance with the plans. Where there is no junction or change in line, grade or size, the invert shall consist of half pipe sections laid in concrete base, or shall be constructed by laying full section sewer pipe straight through the manhole and cutting off the top half after the concrete base is constructed and sufficiently set.

The top of the wall of all manholes shall be leveled off with mortar so as to form a flat surface upon which the manhole frame is to rest, and manholes shall be carried to such height above the sewer as shown or as ordered. The top of all precast manholes may be brought to proper grade for receiving manhole frames by using not more than four (4) courses of brick. The frame shall be properly set in place in a full bed of mortar and so adjusted as to conform to such elevations as are indicated on the contract drawings or as required. Where shown on the drawings, watertight manhole frames and covers will be provided.

Ground water leakage into manholes shall be sufficient reason for requiring the Contractor to uncover or expose any portion of the manhole for a thorough examination by the Project Engineer, after which the manhole shall be repaired and again tested by the Contractor.

On those manholes located where a sewer extension may be made in the future, and as directed by the Project Engineer, the Contractor shall install stubs of the material, length and diameter indicated on the plans.

Care shall be taken to have all pipes laid to correct lines and grade before backfilling,

pumping or bailing, and all other incidental work required for completion as shown on the drawings. When the differential between the invert elevation "in" and the invert elevation "out" is less than two feet (2'), the transition shall be made by shaping the channel to the satisfaction of the Project Engineer and as approved by OCSD 1.

In all junction manholes where the invert elevation of one sewer is more than two feet

(2') higher than the floor of the manhole, or where directed by the Project Engineer, the connection shall be made by means of an outside drop connection, as shown on the drawings.

2.202 Concrete Block Manholes

Walls shall be constructed of properly formed precast concrete block. Manholes 48 inches in diameter and twelve feet and less in depth shall have walls not less than six inches in thickness. Manholes greater than twelve feet in depth shall have walls with a minimum thickness of twelve inches below the 12 foot depth. The 12 inch thickness shall consist of one 6 inch thick outer ring and one 6 inch inner ring laid with staggered joints. Block shall be laid on a full bed of cement and two parts clean, coarse, screened sand, thoroughly mixed dry with a sufficient amount of water slowly added afterward to give proper consistency. No broken or damaged block shall be used. The entire outer surface of all manholes shall be plastered with a smooth coating of Portland cement mortar, at least one-half inch thick in two applications. In addition, where shown on the plans, a membrane shall be wrapped around the outside of the manhole. 2.203 Precast Reinforced Concrete Manholes

All precast reinforced concrete manholes shall be monolithically poured, except for the base riser section, which is to be integrally poured with key and stirrups.

The reinforced concrete shall conform to ASTM Standards C 478-68 and the steel reinforcement to ASTM Standards A 02, A 496, A 185, A 497, or A 15.

The minimum compressive strength of the concrete shall be 4000 PSI in the manhole riser and top sections and the minimum shell thickness shall be one-twelfth of the internal diameter of the riser or largest cone diameter.

The circumferential reinforcement in the riser and conical top sections shall consist of one line of steel and shall be not less than 0.12 square inch per lineal foot for sizes up to and including 54 inch in diameter, and 0.17 square inch per lineal foot in larger sizes. 2.21 Backfilling Structures

As manholes and the various structures or parts of structures are completed, the Contractor shall refill the space outside and around the walls with material excavated from the site, free of stones, rocks, rubbish and other debris and stored for the purpose. Between the structure and the adjacent unexcavated material, the backfill shall be placed in twelve inch layers and compacted with approved flat-faced mechanical tampors to avoid future settlement. This

filling shall be brought up evenly to such a height as will bring the finished grade up to the required elevations.

All backfilling and additional fill (See Select Fill Material) required to provide the

finished grades shown on the plans shall be left with smooth, even surfaces, properly graded, free from stones, rocks, rubbish and other debris. 2.22 Backfilling Trenches

Upon the completion of the laying of the pipe, backfilling will be started immediately and shall be continued so that at the end of the working day all pipe is completely backfilled, and where shown on the plans or required by governmental agencies, all trenches will be completely backfilled and in a passable condition at the end of each work day.

A) Bottom of Trench:

Select backfill shall be placed continuously by hand in layers not exceeding six inches in thickness and carefully and thoroughly consolidated by tamping simultaneously on both sides of the pipe to a height of twenty-four inches (24") above the top of the pipe with select backfill material. This selected material shall be free from stones larger than one inch in diameter, frozen material, lumber or rubbish. (See #2.23). This backfilling must be done promptly and before any filling is deposited directly from a machine, bucket, truck or other vehicle. In no case will dumping from a bucket be allowed to fall directly upon a pipe and in all cases the bucket must be lowered so that the shock of the falling earth will not injure the pipe or structure.

B) Upper Trench:

Backfill placed more than two feet (2') above the top of the pipe shall be free of stones eight inches in diameter or larger.

1. Under Roadways, Sidewalks and Driveways:

All backfill more than one foot above the top of pipe in roadways, or where sidewalks, driveways, utilities, fences or curbing exist or will be constructed over the area to be backfilled, shall be compacted as follows: 1) By approved vibratory soil compactors if the backfill

material be preponderantly sand, or sand and gravel, but contain more than 12 percent, by weight, of material that will pass a 200 mesh sieve.

2) By approved vibratory soil compactors or by puddling, if

the material be preponderantly sand or sand and gravel and contain not more than 12 percent by weight, of material

that will pass a 220 mesh sieve, excepting that puddling will not be permitted in trenches for pipes or culverts with open joints.

3) By approved flat-faced mechanical tampers, if the backfill

material be not preponderantly sand or sand and gravel.

In (a) and (b) above, approved flat-faced mechanical tampers may be substituted for the vibratory soil compactors where the sheeting and bracing of trenches or other special conditions make the use of vibratory compactors impracticable.

Where trenches are puddled in accordance with the foregoing provisions,

the backfill shall be placed in successive lifts not more than four feet (4') thick and each lift shall be thoroughly puddled before the next lift is placed. The application of water shall be continuous until thorough puddling of each lift is evidenced by a constant head without further addition of water. In unpaved areas, if more than a six inch (6") depth of trench remains unfilled after the final puddling, the remaining backfill shall be mechanically compacted. In paved areas, the puddled material shall not extend above a line eighteen inches (18") below the base of the pavement after settlement. The trench shall be brought to grade with mechanically compacted material. The surface of the trench backfill shall be rounded to allow for compression and shall be finally compacted by a roller, with a load of not less than 330 pounds per inch of width of rear wheels.

2. In Open Areas:

Backfilling trenches more than one foot (1') above the top of pipe in areas where

roadways, sidewalks, driveways, utilities, fences or curbing do not exist or will not be constructed may be done with bulldozer or power shovel except as otherwise noted on the plans. Where backfilling is permitted with bulldozer or power shovel, the Contractor shall provide supervision in addition to the machine operator at the point of backfilling to carefully supervise this operation.

Backfill material must not be dropped directly in the open trench, but the trench

shall be backfilled by sliding the backfill down the inclined face of the material in the trench.

2.23 Select Fill Material

If, in the opinion of the Project Engineer, the excavated material is judged to be unfit for select backfill, the pipe will be backfilled to a depth to be determined by the Project Engineer above the crown with select fill. The select fill under this item shall consist of dirty 3/4 inch road stone, bank run, sand and gravel or other permitted materials. The fill shall contain no stone larger than one inch (1") in its largest diameter.

2.24 Concrete

All concrete to be used for manhole bases, drop connection bases, building connection

riser bases and anchor blocks where shown on the plans, shall be air-entrained Class "B" concrete. The cement shall be Portland Cement, Type 2, not hardened by moisture; fine aggregates to meet the New York State Department of Transportation Standard Specifications Section 703.07 for Concrete Sand; and the coarse aggregate the Standard Specifications Section 703.02.

All concrete to be placed on and backed by solid undisturbed ground for anchor blocks at the locations shown on the plans.

Anchor blocks shall be so constructed and placed that pipe joints will be accessible for repair if necessary, and rust-proof metal harness or strap of adequate strength embedded in the concrete to prevent movement.

Manhole bases, drop section and building connection riser based shall be constructed on a twelve inch (12") minimum depth of hereinbefore specified foundation material (See #2.18). 2.25 Sewers Near Water Mains

All sanitary sewer mains, laterals and appurtances (including manholes) shall be laid at least ten feet (10'), horizontally from any existing or proposed drain or water main. Should local conditions prevent a lateral separation of ten feet (10'), a sanitary sewer may be laid closer than ten feet (10') to a storm or water main, provided that the main is laid in a separate trench, or on an undisturbed earth shelf located on one side of the water main at such an elevation that the bottom of the water main is at least eighteen inches (18") above the top of the sanitary sewer as approved by the Local Dept. of Health and OCSD 1. When it is impossible to obtain proper horizontal and/or vertical separation as stipulated above, both the water main and sanitary sewer must be constructed of push-on (Ductile Iron Tyton Pipe and Fittings with Field Lok 35 Gaskets (as MFG by Us Pipe and Foundation Company, or approved equal by OCSD 1) or mechanical joint cast iron pipe, class 52 ductile iron pipe (as approved by OCSD 1), and must be hydrostatically pressure-tested to assure water tightness before backfilling. The sewer main and lateral pipe must be hydrostatically tested to a minimum of 50 psi in accordance with an acceptable testing procedure adopted for the pipe material as approved by OCSD 1.

Whenever water mains must cross house sewers, storm drains, or sanitary sewers, the

water main should be laid at such an elevation that the bottom of the water main is eighteen inches (18") above the top of the sewer. This vertical separation should be maintained for the portion of the water main located within ten feet (10') horizontally of any sewer or drain it crosses, said ten feet (10') to be measured horizontally from the opposing outside diameter faces of the water main to the drain or sewer.

Where conditions prevent the minimum vertical separation set forth above from being

maintained, or when it is necessary for the water main to pass under a sewer or drain, the water main must be laid with slip-on or mechanical joint class 52 dip (as approved by OCSD 1) and the

pipe must be extend on each side of the crossing until the horizontal distance from the opposing outside diameter faces of the water main to the sewer or drain line is at least ten feet (10').

In making such crossing, it is required to center a length of water main pipe under the sewer to be crossed so that the joints will be equi-distant from the sewer and as remote therefrom as possible.

Where a water main must cross under a sewer, a vertical separation of eighteen inches (18") between the bottom of the sewer and the top of the water main must be maintained, with adequate support for the larger-sized sewer lines to prevent them from settling on and breaking the water main. Under the above conditions, the sewer main shall be constructed of push-on (Ductile Iron Tyton Pipe and Fittings with Field Lok 35 Gaskets (as manufactured by US Pipe and Foundry Company, or approved equal by OCSD 1) or mechanical joint class 52 cement lined tar coated inside and out ductile iron pipe as approved equal by OCSD 1). The sanitary sewer main shall be constructed of the special material from manhole to manhole over or under the water main at the point of crossing. After the sewer pipe has been installed and prior to backfilling, the special section shall be subjected to a hydrostatic pressure test of at least 50 PSI for a period of not less than two hours in accordance with AWWA C600-99 (or other referenced standard as approved by OCSD 1). Each special section shall be slowly filled with water to the test pressure of 50 PSI. The required pressure shall be applied by means of a pump. The pump, gauges and all necessary apparatus shall be furnished by the Contractor. Before applying the specified test pressure, all air shall be expelled from the line by opening an air release valve. All joints shall be carefully examined and observed during the hydrostatic test. Any defective joint or pipe discovered as a consequence of this pressure test shall be removed or repaired by the Contractor and the test shall be repeated until satisfactory to the Project Engineer and OCSD 1. No water pipe shall pass through, or come into contact with, any part of a sewer manhole. A minimum horizontal separation of ten feet (10') between the exterior walls of the sewer manhole and water main is required. In addition, minimum cover for any water main shall be 4 feet. Mechanical Joint Pipe The mechanical joint for ductile iron pipe shall meet all the requirements of the American Standards Specifications for Mechanical Joints, A21.11 - 1964 and AWWA (C111-64) and their revisions and shall have the same pressure rating as the pipe of which housing is a part.

All mechanical joint pipes and fittings shall be in accordance with the manufacturer's standard specifications of the R.D. Wood company or the United States Pipe and Foundry Company for class 52 ductile iron pipe and fittings cement lined and tar coated inside and out )or approved equal by OCSD 1). 2.26 Sewers Near Public Water Supply Wells

All sanitary sewer mains, laterals and appurtances (including manholes) shall be laid at least 200 feet), horizontally from any existing or proposed community well. Should local conditions prevent a lateral separation of two hundred feet (200’), a sanitary sewer may be laid no closer than fifty feet (50') from a community well, as required below by OCSD1 and as required by the Orange County Department of Health whereas the more strict requirement(s) shall govern.

When it is impossible to obtain proper horizontal separation as stipulated above, the

sanitary sewer system, including building lateral sewers and all fittings, must be constructed of push-on (Ductile Iron Tyton Pipe and Fittings with Field Lok 35 Gaskets (as MFG by Us Pipe and Foundation Company, or approved equal by OCSD 1) or mechanical joint cast iron pipe, class 52 ductile iron pipe (as approved by OCSD 1), and must be hydrostatically pressure-tested to assure water tightness before backfilling. The sewer main and lateral pipe and fittings must be hydrostatically tested to a minimum of 50 psi in accordance with an acceptable testing procedure adopted for the pipe material as approved by OCSD 1.

As an alternative to the above stated hydrostatic test, when it is impossible to obtain

proper horizontal separation as stipulated above, the sanitary sewer system, including building lateral sewers and all fittings, must be constructed of the pipe material specified for the amount of cover required (as approved by OCSD1), and must be pressure-tested to assure water tightness before backfilling. The sewer main and lateral pipe and fittings must be pressure tested at 4.0 psi for the duration shown in Attachment A: Air Test Table with a required Pressure Drop of zero psi (0.0 psi) recorded.

All sanitary sewer manholes constructed within two hundred feet (200’) of a public water

supply well must be tested in strict adherence to Attachment B: Vacuum Testing of Manholes (or other approved vacuum testing of manholes by OCSD1). 2.27 Final Inspection Preceding Acceptance Final inspection of the work will include a visual inspection of each section of sewer by looking from manhole to manhole with the aid of reflected sunlight or an electric torch. The pipe shall be true to both line and grade, shall show no leaks; shall be free from cracks and from protruding joint materials and contain no deposits of sand, dirt or other materials which will reduce the full cross-sectional area. Ground water infiltration shall not exceed the rates hereinbefore stipulated and shall be distributed uniformly throughout the collecting system and not occur through a few joints. Wall joints shall be tight. All finished work shall be neat in appearance and of first-class workmanship. Contractor shall furnish two laborers to assist the Project Engineer in this inspection.

ATTACHMENT B

Vacuum Testing of Manholes

The following method of vacuum testing manholes is approved with the following test criteria required: 1. This test method is only applicable to precast concrete manholes. 2. All lifting holes and exterior joints shall be filled and pointed with an approved non-

shrinking mortar. 3. Manholes are to be tested immediately after assembly and before backfilling. No

standing water shall be allowed in the manhole excavation which may affect the accuracy of the test.

4. All pipes and other openings into the manhole shall be suitably plugged in such a manner

as to prevent displacement of the plugs while the vacuum is drawn. 5. Installation and operation of vacuum equipment and indicating devices shall be in

accordance with equipment specifications and instructions provided by the manufacture. 6. The test head may be placed in the cone section of the manhole. The rim-cone joint is

not usually tested. 7. A vacuum of 10 inches of mercury shall be drawn. The time for a vacuum to drop 9

inches of mercury shall be recorded. 8. Acceptance for 4 ft. diameter manholes shall be defined as when the time to drop 9

inches of mercury meets or exceeds the following:

Manhole Depth Diameter Time to Drop 1= Hg 10 ft. or less 4 ft. 60 Seconds 10 ft. to 15 ft. 4 ft. 75 Seconds 15 ft. to 25 ft. 4 ft. 90 Seconds

9. For manholes 5 ft. in diameter, add an additional 15 seconds and for manholes 6 ft. in diameter add an additional 30 seconds to the time requirements for four foot diameter manholes.

10. If the manhole fails the test, necessary repairs shall be made and the vacuum test repeated

until the manhole passes the test. As an alternate method of acceptance, and only with the approval of the engineer, the failed manhole may be tested in accordance with the standard infiltration / exfiltration test and rated accordingly.

11. If the manhole joint mastic or gasket is displaced during the vacuum test, the manhole

shall be disassembled and the seal replaced.

ADDENDUM No. 1 TO OCSD No. 1 SANITARY SEWER SPECIFICATIONS

Revised Sanitary Sewer Pipe Specifications for ASTM D3034 PVC SDR 35 & ASTM D3034 PVC SDR 26 Heavy Wall Sewer Pipe.

A1.00 Summary of Work

… Section 1.01, Para 1 is hereby revised to include PVC SDR 35 as an

additionally approved Sanitary Sewer Pipe. All other specifications and details provided in OCSD No. 1 Sanitary Sewer Specifications, dated August 14, 2004 version 2003.01, shall remain in full force and effect unless revised herein.

A2.00 Type of Pipe … Section 2.12 is hereby revised to include the following:

The ASTM specifications listed for the following materials shall be interpreted to mean the latest revision thereof. In addition to the pipe currently provided for in Section 2.12, the following Sanitary Sewer Pipe may be used in Main Line and/or Building Lateral Sewer applications.

A) ASTM D3034 PVC SDR 35 & ASTM D3034 PVC SDR 26 Heavy Wall

Sewer Pipe A2.01 Materials

The pipe and fittings shall be made of PVC plastic having a cell

classification of 12454-B or 12454-C as defined in Specification ASTM D 1784. Compounds that have different cell classifications because one or more properties are superior to those of the specified compounds are also acceptable.

PVC pipe and fittings shall meet the sewer pipe specifications, listed

below, depending on the depth of sewer installed. All PVC Solid Wall Sewer Pipes shall be a virgin, rigid, polyvinyl chloride. Pipe and Fittings for PVC SDR 35 and PVC SDR 26 Heavy Wall Sewer Pipe shall conform to ASTM D3034 or latest revision thereof.

All pipe shall be furnished in either 13’ or 20’ lengths. All pipe and

fittings shall be clearly marked on the outside indicating the name, manufacture, nominal diameter, ASTM and/or schedule class designation.

a) Main Line Gravity Sewers Less than 4 feet Deep: The main line gravity sanitary sewer pipe shall be Class 52 Ductile Iron Pipe, Tar Coated inside and out or Extra Heavy Cast Iron Pipe, or approved equal.

b) Main Line Gravity Sewers Deeper than 4 feet, but Less Than 15

Feet Deep: The main line gravity sanitary sewer pipe shall be PVC SDR 35 minimum, with a minimum pipe stiffness of 46 psi. Pipe up to 15 inches in diameter shall conform to ASTM D3034 and pipe 18 inches in diameter, or larger, shall conform to ASTM F679. Joints shall comply with the specifications below.

c) Main Line Gravity Sewers Deeper than 15 Feet but Less Than 30

Feet: The main line gravity sanitary sewer pipe shall be PVC SDR 26 Heavy Wall Gravity Sewer Pipe minimum, with a minimum pipe stiffness of 115 psi. Pipe up to 15 inches shall conform to ASTM Specification D3034 and pipe 18 inches in diameter, or larger, shall conform to ASTM Specification F679.

d) Main Line Gravity Sewers Installed Deeper Than 30 Feet:

For main line gravity sanitary sewers installed deeper than 30 feet deep, approval must be obtained by OCSD1, prior to installation.

A2.02 Manufacture

The pipe manufacturer shall be required to meet all the requirements for

PVC Solid Wall Pipe as stated in ASTM D3034. Specifically, the manufacturer shall perform stiffness, deflection, acid resistances and joint and fitting tightness tests on PVC sanitary sewer pipe and will be required to show certification for such test(s) and at the option of the Project Engineer and/or OCSD1, will be required to perform such test(s) in the presence of the Project Engineer’s and/or OCSD1’s representative.

A2.03 Jointing

Pipe shall be carefully jointed in conformity with the best practice and the

detailed instructions of manufacturers. All pipe ends shall be thoroughly cleaned prior to and during the jointing operation.

Actual details of required jointing practice will depend upon the particular

type adopted, but shall, in all cases involve approved practice and shall be such as to produce the required results, particularly as regards flexibility and water tightness under pressure.

All PVC Sewer Pipe and Fittings shall be furnished with type “SC” joints (solvent-cemented joints) in which pipe solvent cements into a coupling socket to form the joint closure, or of the integral wall bell and spigot types using Elastomeric Gasket Joints in accordance with ASTM D3212. Fittings shall be of the same class and joint as pipes, unless otherwise approved by OCSD1.

A2.04 Handling of Materials

All materials furnished shall be delivered and distributed at the site by the

Contractor and shall be loaded and unloaded by lifting with hoists and skidding, so as to avoid shock or damage. Under no circumstances shall such materials be dropped. Pipe and fittings handled on skidways shall not be skidded or rolled against materials already on the ground. In distributing the material at the site of the work, each piece shall be unloaded opposite or near the place where it is to be laid in the trench.

PVC Pipe is not intended to be continuously stored in direct sunlight. The

Contractor shall be responsible for providing an area, close to the area of work, to protect the PVC Pipe from damage due to direct sunlight exposure.

A2.05 Pipe Laying

Proper implements, tools and facilities satisfactory to the Project Engineer

shall be provided and used by the Contractor for the safe and convenient prosecution of the work. All pipe and fittings shall be carefully lowered into the trench piece by piece by means of a derrick, ropes or other suitable tools or equipment, in such a manner as to prevent damage to the materials and protective coatings or linings. Under no circumstances shall materials be dropped or dumped into the trench. Pipe and fittings shall be carefully cleaned with a dry cloth to remove all sand, mud, clay, oil or ice so as to be left clean and dry. Every precaution shall be taken to prevent all foreign material from entering the pipe while it is being placed in the trench. At times, when pipe laying is not in progress, the open ends of pipe shall be closed by a watertight plug or other means approved by the Project Engineer. If water is in the trench, the seal shall remain in place until the trench is pumped dry. No pipe shall be laid in water or when, in the opinion of the Project Engineer and/or OCSD1, trench conditions are unsuitable. Pipe embedment and backfill shall be in accordance with Section F: Standard Details, Figure 1: Typical Trench Detail (Sanitary Sewer).

2.051 Compaction

Pipe Bedding Material shall be a Class I ASTM D2321 embedment

material that shall be either crushed stone or washed gravel passing a ¾” sieve and retained on a 3/8” sieve. The embedment material shall be hand tamped and compacted to 90% of the Maximum Density of the embedment material, as determined by the Standard Proctor Test in

accordance with AASHTO Designation T-99. Backfill from 12” to 24” above the pipe embedment materials shall be fine Earth, free from cinders and shall be mechanically compacted. Remaining backfill shall be free from large clods, rocks and cinders.

Pipe Embedment material shall be placed by hand and hand

compacted around sides of pipe. Place embedment material in 6” layers above top of pipe and hand compact to a point 12”, minimum, above the top of pipe.

A Fill Section Area must be graded with the placement of suitable

soil material, as determined by the Project Site Engineer, in 12” (maximum) layers compacted to 95% of the maximum density of the soil as determined by the Standard Proctor Test, AASHTO Designation T-99, to 2’-0” (minimum) above top of pipe at a minimum width of O.D. plus 4’-0” before trench excavating. (Any Fill Section Area that does not conform to this Fill Section Area Compaction Standard shall require the installation of Class 52 DIP, Tar Coated inside and out from manhole to manhole for sewer mains and along the entire service line run for Building Lateral Sewers.) All Fill Section Areas shall require review and approval by OCSD1 prior to pipe installation.

A2.06 Laterals Building Lateral Sewers shall be made by the use of “Tee-Wyes”, or with

prior OCSD1 approval, Saddle Wyes may be used. Saddle Wyes shall be manufactured specifically for the class of pipe the saddle wye connects to and shall require review and approval by OCSD1.

A2.07 Inspection of Materials

All pipes shall be carefully examined for dents, cracks and other defects

and no pipe known to be defective shall be laid. Those pipes not meeting the specifications shall be rejected and immediately removed from the work. If any pipe is found to be broken or defective after being laid, it shall be removed and replaced by sound pipe without any further payment (See also Section 1.03). Pipe shall be thoroughly cleaned and ample precautions shall be taken to prevent entrance of dirt and debris into the pipe after being laid. Exposed ends of the sewer shall be provided with temporary plugs or covers.

A2.08 Leakage and Testing

Testing of Leakage will be either by Air Testing or Water Testing as

outlined in Section 2.19 Leakage and Testing and as modified herein.

2.081 Water Testing

Infiltration and Exfiltration Testing shall be performed in accordance with Section 2.192. The Contractor shall furnish all equipment, labor and convey all water for testing.

2.082 Air Testing

Where Air Testing is specified, PVC Sanitary Sewer Pipe shall be

Air Tested in accordance with Section 2.193. The Contractor shall be responsible for performing the test and also for providing all required testing equipment. Air Test results must be in conformance with the Air Test Table referenced in the OCSD No. 1 Sanitary Sewer Specifications dated August 14, 2003, version 2003.01.

A2.09 Deflection Testing (Mandrel Testing)

All ASTM D3034 SDR 35 PVC and ASTM D3034 SDR 26 PVC Heavy

Wall Sewer Pipe Main Line Sewers shall have Deflection Testing (Go/No-Go) performed by the Contractor in accordance with Section 2.194, with all appropriate equipment and labor for the testing to be provided by the Contractor. This testing shall take place no sooner than 30 days after final backfill has been placed over the Sanitary Sewer Pipe. Deflection Testing shall be performed using the Go/No-Go Method. Alternate Methods for Deflection Testing may be used, but will require prior OCSD1 approval. Pipe shall be tested by plug device permitting no greater than a maximum 5% deflection of the undeflected inside pipe diameter. 100% of the pipe shall be tested with selection of time and location to be made by the Project Engineer. The Contractor at his c mechanical equipment to force the gauge through. This may result in a broken pull line.

A2.10 Closed Circuit Video Inspection (CCTV)

All ASTM D3034 SDR 35 PVC and ASTM D3034 SDR 26 PVC Heavy

Wall Sewer Pipe shall be inspected visually via CCTV Push Camera Inspection by OCSD1, in compliance with Section 2.27. Any Defects discovered during this inspection, shall be corrected at the Contractor’s expense for Main Line Sewers and the Owner’s expense for Building Lateral Sewers, prior to Final Inspection Approval by OCSD1. Upon completion of any required repair work, the sanitary sewer shall be retested and further inspection made as deemed necessary by OCSD1.

2.101 Building Lateral Sewers

OCSD1 will perform one (1) CCTV Push Camera Inspection as part of its Building Lateral Inspection Process. All fees and costs associated with re-inspecting, including CCTV Push Camera Inspections, shall be at the Owner’s expense and shall be charged to the Owner’s account at the current established OCSD1 Inspection Rate.

2.102 Main Line Sewers

CCTV Push Camera Inspection will be performed

by OCSD1 and is included as part of the Main Line Inspection Fees paid for by the Contractor. Inspection Fees and Services provided by OCSD1 shall be charged to the Contractor at the current established OCSD1 rates.

Infiltration and Exfiltration Testing shall be performed in accordance with

Section 2.192 Water Testing, Paragraphs A and B and as modified herein. The Contractor shall furnish all equipment, labor and convey all water for testing. For the Segment of Sanitary Sewer Pipe being tested, the Contractor shall install standpipe groundwater monitoring wells in close proximity (within 5’) of the upstream and downstream manholes, in order to monitor the groundwater levels during Infiltration and Exfiltration Testing for each Segment of Sanitary Sewer Pipe.
