INTRODUCTION It is the goal of the City of Coronado to design, install and maintain improvements within public rights-of-way in a manner that facilitates, and does not adversely impact the primary purpose of public rights-of-way, which is the safe and effective travel of vehicles, bicycles, and pedestrians on public streets and sidewalks. Consistent with this goal, when using public rights-of-way to communicate a City message on a sign, the City’s primary purpose is to ensure that drivers, cyclists, and pedestrians are provided clear directional guidance. Supplemental to these fundamental purposes of City rights-of-way, the City of Coronado finds that limited spaces within rights-of-way on the Orange Avenue Area (Attachment C) may be used by the City to communicate important City messages to the public, without adversely impacting the primary purposes identified above, as long as the guidelines set forth in this document are followed. In order to implement the use of banners within the City rights of way in the Orange Avenue Corridor to communicate a City message, the City of Coronado has established the Orange Avenue Corridor Light Pole Banner Policy. The Orange Avenue Banner Program is administered by the Coronado Cultural Arts Commission (CAC). A Banner Committee consisting of representatives from the organizations listed below was established to develop the banner program and guidelines, make recommendations to the CAC regarding the program and, if necessary, convene to review any additional issues that may arise regarding this program in the future.

The City of Coronado Contract Arts Administrator shall serve on this committee as a non-voting member. The CAC shall review and recommend all banner designs and banner display schedules to the Coronado City Council who will have final approval before banners are displayed. Purpose The purpose of the Orange Avenue Banner Program in the City of Coronado is to promote the following:

• To use well-designed banners on designated City light poles within the Orange Avenue Banner Program area as an effective tool to accentuate city streetscapes as well as convey important messages and/or longstanding City traditions to the public;

• To welcome citizens and visitors to Coronado’s main street;

• To celebrate Coronado traditions that are open to the public;

• To celebrate holidays or annual seasons;

• To celebrate other events and activities that may arise from time to time and are pre-approved by the Coronado City Council for banner display;

• To limit and regulate the use of banners pursuant to these guidelines in order to not adversely impact the primary purposes of the use of City rights-of-way, which is the safe and effective travel of vehicles, bicycles, and pedestrians on public streets and sidewalks.

Banners will not be used to advertise individual businesses, sell merchandise, products or services. The City of Coronado will not allow banners to be used to promote any activity that is not open to the public, any activity for which the City is precluded from spending public funds (such as political campaigns or religious messages), any activity that is not in compliance with any Local, State, or Federal law, or any image or message that is inconsistent with the Orange Avenue Banner Program.

Goals

The banner program will have the following goals:

• Add color, excitement and a festive look to the main street in the community. • Brighten the streets by introducing colorful and appealing graphic art impressions attached

to light poles. • Celebrate cultural and civic events. • Promote Coronado traditions. • Compliment Coronado’s downtown beautification efforts. • Lend a unified appearance to Coronado’s main corridor. • To control costs, maximize efficiency and improve the value of the banner program.

GUIDELINES FOR PARTICIPATION Eligibility

The Orange Avenue Banner Program currently displays approximately five banner series in a calendar year. The current five series schedule is:

2. April – June – Celebrating Coronado Artists Series (City produced) 3. July – September 15 – Patriotic Series (City produced) 4. September 15 –Thanksgiving – Seasonal Series (City produced) or open to applications 5. Thanksgiving – January – Holiday Series (City produced)

Currently, the City maintains the right to display a Patriotic Series from July through September 15, a Holiday Series from Thanksgiving through January, and a Celebrating Coronado Artists Series April through June.

For two series, January–March and September 15 through Thanksgiving, the City may open these opportunities to locally based non-profit organizations who serve the local community. Banner Graphics and Message Content

The content of banner design must be artistic in nature, graphically or symbolically representing or depicting the subject of the event. In consideration of the public benefit, an organization that is the prime sponsor of a cultural or civic event or activity of general public interest may be given acknowledgement but no logos may be used in the graphic design.

The total graphic space allocation for acknowledgment will not exceed 20 percent of the lower portion of the banner. No commercial messages, slogans, telephone numbers, or similar forms of advertising will be permitted.

Design Approval

The graphic design for banners shall be submitted to the Banner Committee for review and recommendation to the CAC. The graphic design of the banners created by the City or an applicant shall be designs approved by the Banner Committee and referred to the Coronado Cultural Arts Commission as outlined in this document. The Banner Committee will review the graphic design for compliance with the design guidelines and make suggestions and recommendations, if any, for changes. If the graphic design complies with the guidelines and requires no changes, the design recommendation shall be sent to the Cultural Arts Commission. The CAC, during a public meeting, will review and make final recommendation to the Coronado City Council for its approval. All banners that are installed on Orange Avenue must receive final design approval from the Coronado City Council.

Banner Construction

Banners must be produced with suppliers with demonstrated ability to produce banners of high quality under these guidelines. Banners shall be constructed pursuant to specifications in Attachment B.

Also provided in this packet is a resource list of banner production companies.

Brackets shall be provided by the City of Coronado and all banner installation and maintenance will be the responsibility of the City of Coronado Public Services and Engineering Department.

Artwork specifications: In order to produce the banner, artwork must be high resolution camera-ready artwork. The artwork must be a minimum of 25% of the actual size or 7.5” wide by 24” of the height measurement. In developing the artwork, design must include bottom and top pockets of 3” as well as grommets for the installation. Prior to preparing the final camera-ready artwork, the preliminary design concept should be submitted to the Banner Committee for review. When possible, a 25% scaled mock-up of the design should be produced in order to review the design. Artwork should be high-resolution format.

Organization Acknowledgement Area Size: If used, the total graphic space allocated for participating organizations acknowledgement may not exceed the lower 20% (approximately 20”) of the finished banner and may not include any logos.

Banner Placement and Reservation

For local non-profit organizations seeking to display banners on Orange Avenue the applicant must submit an application to the City and made to the attention of the Contract Arts Administrator. An application must be submitted with each banner permit request. Banner placement is subject to priority of the activity/event and light pole availability. Every effort will be made to review specific requests. Complete applications from local non-profits must be submitted by the following dates for consideration:

May 15 for the September 15 – Fall Series

September 15 for the January – March Series

Banner Locations

Banners on Orange Avenue locations are designated on the map included in this package. (Attachment C) The program has identified approximately 30 poles with 2-double-sided banners available for a total of 60 banners for display. Banners are displayed on the median light-poles and begin at First Street and run through Avenida de las Arenas.

Banner Installation

A banner activity calendar will be maintained by the CAC to coordinate placements/scheduling of all banners on Orange Avenue. In the event of scheduling conflicts, the length of time for banner exposure and/or the quantity of banners displayed will be reviewed and a recommendation made by the CAC. In no case shall the display of the same set of banners be allowed for more than three months.

Order Size

The total number of banners any local non-profit organization may display is 30 poles. (The City or sponsoring organization/applicant may want to order extra banners to keep in reserve for replacement of any damaged/missing banners.) Only one local non-profit organization may display during an open series.

Storage

The City of Coronado shall own, store and maintain banners that are produced and paid for by the City for the Banners on Orange Avenue Program. Storage of approved banners paid for by non-profit organizations is the responsibility of the sponsoring organization/applicant and they own the banners they pay for through the program.

Hold Harmless and indemnification/Insurance Requirements

Sponsoring organizations/applicants other than the City of Coronado must sign a street banner permittee agreement to hold harmless and indemnify the City of Coronado for claims arising out of or resulting from the permission granted by the City of Coronado for this permit. The City of Coronado will not be responsible for any damage or theft occurring to the banners.

Areas of Responsibility

All banners for FY 18/19 will be covered by the Discover Coronado Community Grant. Future funding to be determined. Organizations/applicants requesting banners may be responsible for all activity and costs relating to the design, production, printing, and maintenance of the banners.

Banner Permit Required

If a local non-profit organization (applicant) desires to assist the City in communicating an approved message on a banner that is consistent with these Program Guidelines, the applicant must submit a completed application to the City in compliance with these Program Guidelines. No banner may be installed by any person within City property or a City right-of-way without receiving City approval prior to installation.

The City, through the City Manager, retains complete discretion to determine whether a particular application to communicate a particular message on behalf of the City is consistent with this Program. If the City Manager determines that a particular message does not comply, the City Manager may deny the application. The City Manager may revise or suspend the program described in this document at any time to protect the City’s interests.

Banner Specifications

All banners shall comply with the following requirements:

Banner fabric shall be durable and weather resistant, impervious to rotting or damage by mildew, and guaranteed against shrinkage. This includes substantial material such as canvas or heavy-weight vinyl (16 ounces minimum).

Banners must be double-stitched and fade resistant with UV coating.

Banners shall be two-sided with information contained on both sides without bleeding through. Grommets must be included.

Banner Design Requirements

CONTENT

• The banner must be artistic in nature, graphically or symbolically representing or depicting the subject.

• No logos are allowed. • A sponsor may be named, but is restricted to the lower 20” of the banner. • No advertising or selling may be included. • If an activity is involved, it must be open to the general public.

Banners may not promote any activity for which the City is precluded from spending public funds (such as political campaigns or religious messages), any activity that is not in compliance with any Local, State, or Federal law, or any image or message that is inconsistent with the Orange Avenue Banner Program.

LAYOUT – to determine design space

• Banners must be 2-sided with identical information contained on both sides • Each 30” x 96” banner panel may present different but complementary content • Two panels may be combined to present a larger design with a split down the middle

- Any text must be fully contained on each panel for readability - No split words or letters will be approved

• Each banner series is limited to a maximum of three separate designs COLORS – to enliven our business district streetscape

• Vibrant colors with bold contrast among elements are required. • Muted or drab color schemes, or pastels that don’t provide clear separation, are not

allowed.

FONT – to make text easily readable for moving traffic

• Fonts must be simple and easy to read. • Script-type fonts and serif-type fonts are discouraged. • Minimum font size is 6” for capital letters and 4” for lower case letters.

PRODUCTION SPECS

• Artwork must be in a high resolution camera-ready format. • The Artwork presented for approval must be a minimum of 25% of the actual size. (7.5”

x 24”) • The design must include top and bottom pockets of 3” and allow for grommet placement. • If possible, a 25% scaled mock-up of the design should be submitted for review. • See Attachment B for material, size, stitching, and other construction requirements.

Hardware Requirements

Standard banner hardware has been installed on banner designated light poles on Orange Avenue. The City of Coronado is responsible for the installation and maintenance of banner hardware on Orange Avenue.

Banner Delivery

Banners must be produced and delivered to the City no later than one week prior to the approved installation date. Banner delivery due date will be confirmed once banners are approved.

Installation and Removal Requirements

The City of Coronado shall be responsible for the installation and removal of banners as well as any required hardware, to perform any necessary maintenance while the banners are installed, and to remove the banners as scheduled. The City will either perform the work or oversee a qualified installer. City staff will coordinate the installation process so that when an existing set of banners is being removed, a new set of banners may be installed with no lapse in display time.

Maintenance Requirements

The City of Coronado is responsible for maintaining the City-sponsored Orange Avenue banners in good condition. If banners become torn, dirty or weathered, the City is responsible for cleaning, replacing, or removing the banners in a timely fashion. If the banners are not City banners, the applicant is responsible for the maintenance of the banners and must work with the City Public Services and Engineering Department to provide the required maintenance. This may include that the applicant shall provide replacement banners and shall pay any costs incurred by the City, based on actual staff time and cost to perform additional maintenance activity. Public Services will maintain the banners as work load prioritization and schedule allows.

Design Tips • Keep the design simple and graphically oriented. Large, bold symbols/ lettering work

best. • Simple fonts convey your message the most clearly. • Medium to dark backgrounds make the artwork ‘pop’ the best. • Use color inks on a colored fabric, rather than starting with white fabric. • Avoid anything close to sky blue or tree green as the background, or your banner will be

lost in the landscape. • Keep your message simple for more impact – most people who are attracted by your

banner will look for details on the internet. • Minimize wording – date, time, location, etc. are better left to other forms of publicity. • If the activity occurs annually, design a banner without a date/time for annual use.
