PROJECT FOUNDATION

Oracle Fusion Project Foundation includes common components that are shared across products within Oracle Project Portfolio Management cloud. It includes the basic project plan structure and components such as resource breakdown structures, rate schedules, pricing, burdening, and cross-charge processing.

COLLABORATE SOCIALLY ON PROJECTS USING ORACLE SOCIAL NETWORK

Share information and updates about project activity with project team members, assignees, and other interested parties throughout the project lifecycle, using Oracle Social network. Team members can start conversations, collaboratively upload and review documents, highlight critical information, and communicate in real time to resolve open items.

Use the Social link to start a conversation with the project team members using Oracle Social Network integration

STEPS TO ENABLE

This feature is enabled by default. You can choose which project attributes to display in Oracle Social Network in the following manner.

1. Navigate to the Setup and Maintenance work area.

2. Search for the Manage Oracle Social Network Objects for Project Foundation task in the All Tasks tab and click Go To Task.

3. Expand the Project Foundation hierarchy under Oracle Social Network Objects in Business Objects table.

4. Select Project under Project Foundation.

5. Add new project attributes you want to display in Oracle Social Network by clicking Add in the Project: Attributes table. You can also remove project attributes that you don’t want to be displayed in Oracle Social Network by selecting them and clicking Remove.

TIPS AND CONSIDERATIONS

Add project team members to a conversation and start conversations to discuss project budgets, resource requirements, or other financial requirements.

Include other parties in project-related conversations without granting them access to the project in the Projects work area.

QUICKLY CREATE MULTIPLE PROJECT TASKS

Project managers can save time and quickly build a project plan by creating multiple tasks using a simplified user interface.

Use the action to Create Multiple Tasks on the Manage Project Plan page to quickly create multiple tasks in the Create Multiple Tasks window and submit the new tasks to enter them in the project plan

REPLACE MULTIPLE RESOURCES ON A PROJECT PLAN

Project managers can efficiently replace resources assigned to multiple tasks on a project plan. They can select the time period and replacement resource for each assignment.

USABILITY ENHANCEMENTS FOR MANAGING PROJECTS

Project managers benefit from the following usability enhancements that allow them to:

Access information quickly in the reorganized Project Definition page. Quickly find and select tasks from the Tasks pane that is reordered to reflect the project life

cycle. Navigate from the Projects work area to the Project Overview and Manage Project

Definition pages.

ACCESS SUMMARIZED AND DETAILED COSTS USING THE PROJECT PRICING SERVICE

Retrieve resource rates and cost amounts from Oracle Project Portfolio Management cloud using the Project Pricing Service. The service returns the actual cost rate, raw cost, total burdened cost, and burden cost by cost code for a resource and project or task.

The service has the following operations:

getProjectPlanDetailedCostAmounts - Calculates the raw cost, burdened cost, and detailed burden cost by cost code for resources in the context of a project or task.

getProjectPlanSummarizedCostAmounts - Calculates the summarized raw and burdened costs for resources in the context of a project or task.

Review information regarding the service in the Oracle Enterprise Repository to learn more about how to use the service:

1. Access the Oracle Enterprise Repository.

2. Enter Project Pricing Service as the search term.

3. Select ADF Service as the type.

4. Select the Search button.

5. Select the row with the service.

6. Review the service details.

TIPS AND CONSIDERATIONS

The service is secured with the Derive Project Cost Rates privilege (PJF_DERIVE_PROJECT_COST_RATES_PRIV). The privilege rolls up into the Project Financial Application Administration Duty (PJF_PROJECT_FINANCIAL_APPLICATION_ADMINISTRATION_DUTY and the Project Foundation Integration Gateway Administration Duty (PJF_INTEGRATION_GATEWAY_ADMINISTRATION_DUTY).

PROJECT LIST DASHBOARD

View project details for multiple business units, organizations, and project statuses and drill down to view project tasks.

You can view project information such as current project manager and project status that are included in the Project dimension of the Project Control - Budgets Real Time subject area.

PROJECT CONTROL

Oracle Fusion Project Control provides full-function project planning, progress management, budgeting and forecasting, as well as delivered integration to Microsoft Project and Oracle Primavera P6 Enterprise Project Portfolio Management.

AUTOMATICALLY CREATE CONTROL BUDGETS FOR A PROJECT

Control spending of project budgets at the project level as well as the individual spending category level. Enable the budgetary control feature on a project budget to automatically create a control budget and spending controls when creating a baseline version of a project budget.

Enable budgetary control for a financial plan type to control spending for all budget versions that use the financial plan type

Select the control budget type, control level, and tolerance percentage for budgets exceeding the threshold

STEPS TO ENABLE

This feature is enabled by default. However, the following conditions must exist for you to create a control budget from a project budget version:

Budgetary control is enabled for the ledger of the project. Manage this option in the Manage Budgetary Control task of the Setup and Maintenance work area.

A financial plan type is enabled for budgetary control.

TIPS AND CONSIDERATIONS

You can create project and top resource control budgets using this feature. Creating a baseline version of your project budget creates the control budgets. For controlling budget amounts at the top resource level, Oracle Fusion Project Control uses

the planning resource breakdown structure that is defined in the Plan Settings tab to identify the top resources.

Compare budget costs and actual costs for projects, and analyze budget and actual cost variances. Select to view projects for a project manager, or for single or multiple business units.

You can view project information such as project business unit and project currency included in the Project dimension of the Project Costing - Actual Costs Real Time subject area.

PROJECT COSTING

Oracle Fusion Project Costing captures commitments and costs from across the Fusion applications as well as supporting third-party integrations. The unique cost collection and processing needs of different sources are streamlined to provide timely insight into validated project costs.

CREATE ASSETS USING MICROSOFT EXCEL

Use Microsoft Excel to quickly create large volumes of assets for capital projects, and then assign the assets to projects and tasks.

ENTER PROJECT AND PAYROLL TIME IN A SINGLE TIME ENTRY

Improve employee productivity by combining project and payroll time in the same entry. Employees can enter project and payroll time on the same timecard layout, ensuring a unified experience for all time entry needs.

Use the same time card to report time on your projects and for payroll purposes

STEPS TO ENABLE

This feature is enabled by default. The feature is available when you use Oracle Fusion Workforce Management to track project and payroll time. You can leverage the seeded layout sets that combine the Project and Task time card fields with multiple-attribute time card fields called Time Type. The field contains Project Costing and Global Payroll time attributes. Workers can submit time entries that

contain Project Costing and Global Payroll time attributes using a single time card that is based on this combined layout. However, you can choose which project attributes to display in the following manner.

1. Navigate to the Setup and Maintenance work area.

2. Search for the Manage Time Card Fields task in the All Tasks tab and click Go To Task.

3. Search for Time Type in the Name field and click the link on the time type in the Search Results region.

4. Configure the Time Type field by adding multiple attribute definitions in the Display Value and Multiple Attribute Definition table.

5. Click Next twice and then click Save and Close. 6. Click Done. 7. Search for Manage Worker Time Entry Profiles task in the All Tasks tab and click Go To Task.

8. Click Troubleshoot.

9. In the Troubleshoot Worker Time Entry Profile page, search for the person who will use the combined Projects and Payroll time entry feature on the time card.

10. Select the person row in the Search Results and click Assign Profile to Person.

11. In the Assign Profile to Person window select Projects and Payroll Time Entry Profile in the Profile Name list, and click OK.

13. Click Done.

14. Search for Manage Worker Time Processing Profiles task in the All Tasks tab and click Go To Task.

15. Click Troubleshoot.

16. In the Troubleshoot Worker Time Processing Profile page, search for the person who will use the combined Projects and Payroll time entry feature on the time card.

17. Select the person row in the Search Results and click Assign Profile to Person.

18. In the Assign Profile to Person window select Projects and Payroll Time Processing Profile in the Profile Name list, and click OK.

19. Click Save and Close.

ALLOW CONTINGENT WORKERS TO ENTER PROJECT TIME

Contingent workers use Oracle Fusion Workforce Management to record time spent on projects and tasks. Approved time cards are then made available for costing, billing, and capitalization purposes.

When performing administrative roles, they can set up Time and Labor, approve time, and perform all other time entry management tasks.

This feature is enabled by default. All the existing time card features for employees are also available to contingent workers.

1. Perform steps 1 to 6 from the Enter Project and Payroll Time in a Single Time Entry feature to set up the Time Types.

2. In the Setup and Maintenance work area, search for Manage Worker Time Entry Profiles task in the All Tasks tab and click Go To Task.

3. Click Troubleshoot.

4. In the Troubleshoot Worker Time Entry Profile page, search for the person who will use the combined Projects and Payroll time entry feature on the time card.

5. Select the person row in the Search Results and click Assign Profile to Person.

6. In the Assign Profile to Person window select Projects Time Entry Profile in the Profile Name list, and click OK.

7. Click Save and Close.

8. Click Done.

9. Search for Manage Worker Time Processing Profiles task in the All Tasks tab and click Go To Task.

ENABLE TEAM MEMBERS TO ENTER TIME ONLY ON ASSIGNED PROJECTS

Improve billing accuracy by allowing team members to enter time only on projects they are assigned. Newly delivered time entry layouts and time card fields display only projects and related tasks for which a worker is a team member. If a project doesn’t use team membership, then workers can still enter time quickly using a short list of valid project numbers or names for that project business unit.

REQUEST AND ASSIGN RESOURCES USING ORACLE FUSION PROJECT RESOURCE MANAGEMENT

Create project resource requests to staff a project after allocating resources to the project. Track the life cycle of the request, including cancellations, adjustments, and withdrawals. Approve or reject resources proposed by resource managers.

For example, the project manager can plan a project using a set of place-holder resources and when ready, create project resource requests for those resources. The project manager has the option of adding information and requesting a specific resource. The resource manager can then either choose to assign and approve each resource, or propose an alternative resource for the project. When the project manager approves the resource, the application automatically updates all task assignments for that resource.

The project manager receives a notification when a resource is no longer eligible for project assignments, and evaluates current and future task assignments to determine if resource replacements are required. The project application administrator creates project enterprise resources from employees and contingent workers, and provisions project roles for the resource in a single step.

STEPS TO ENABLE

This feature is enabled by default. You can set up your enterprise project structure in the following manner:

1. Navigate to the Setup and Maintenance work area.

2. Search for the Manage Enterprise Projects Structure task in the All Tasks tab, and click Go To task.

3. In the Enterprise Project Structure section on the left, create the folders for your enterprise project structure.

4. To create a folder, select the All Projects level and click Create to create a folder at that level.

5. In the Add Child Node window, enter a folder name and description.

6. Click Save and Create Another to add another folder. When you’re done, click Save and Close.

7. You can create subfolders by selecting the folder level and clicking Create. You can create up to 10 folder levels.

8. Now include the unassigned projects in your enterprise to the Unassigned Projects level. Projects that have not been created through the application may not be present in the Enterprise Project Structure. From the Actions menu, select Include Unassigned Projects.

9. To move projects to a folder, select the Unassigned Projects folder to see the projects listed in the Enterprise Projects section on the right.

10. Select single or multiple projects by dragging over the row header or using CTRL+click, and from the Actions menu, click Move Projects. You can move projects to different folders at any time.

11. In the Move Projects window, select a folder and click Save and Close. Continue until you are done assigning all projects to the respective folder.

12. Once you’re done, the Enterprise Project Structure will look as shown in the screen capture below.

VIEW ENTERPRISE PROJECT STRUCTURE USING THE PROJECT HIERARCHY VIEWER

Enables project executives to view the project hierarchy of the enterprise and brings value by displaying summarized information about projects at a particular level of the project hierarchy. The project structure shows the labor demand in full-time equivalents and gives a full picture of the resource requirements by project role in projects.

The project labor demand is calculated by first spreading the allocation hours evenly over the duration that the resources are assigned to the project. It then calculates the hours per quarterly time period by project and project role and divides by the quarterly FTE to get the project and project role quarterly FTE. Next, it rolls the quarterly and annual labor hours by project and project role up the hierarchy. And finally, it calculates the quarterly and annual FTE hours based on the default FTE hours.

ENHANCED PROGRESS ENTRY FOR PROJECT TASKS

Enter progress on a project task by updating percent complete, actual hours, or remaining hours. Propose the total hours needed to finish the project task if there is a change to the current planned hours assigned to the task.

The enhanced progress entry methods for project tasks empower team members to keep track of progress of project tasks in a more flexible way depending on the need. Team members can collaborate with project managers on work estimates by proposing the total hours needed to finish the tasks. This supports planning accuracy and significantly improves the team's productivity.

Team members can change the total planned hours only by proposing a value for the total hours to the project manager. If the proposed value is within the threshold, then value for the Total Planned Hours field is accepted immediately. If the proposed value is outside of the threshold, the project manager needs to approve the new value.

If you update either the actual hours worked, remaining hours, or percent complete, then the application automatically updates the values for the two remaining fields.

Fields in the Progress region are in view-only mode for followed tasks.

CREATE, UPDATE, AND VIEW TASKS USING PPM MOBILE

Use the mobile application of Oracle Fusion Task Management to create, view, and update tasks from a mobile device. Enter a task name to quickly create a task, or enter a multiple task names to create more than one task simultaneously. View both active and completed tasks in the task list. Update task attributes including the start date, finish date, priority, and description and assign tasks to other team members. Mark to-do tasks as completed and enter progress on project tasks by marking them as started or completed, or by entering the percent complete. Review exception messages on tasks, such as a task that is past its due date.

The PPM Mobile application takes collaboration to a new level. Team members can manage their tasks conveniently anywhere and anytime. They no longer have the obligation to turn on their computer to look at what they need to do next. They can find out what to do next, make updates, report progress, and create new tasks between meetings, or while waiting for a subway using their iPhone. The application is simple and intuitive, and it improves work efficiency.

Run the Update Resource Utilization Data process periodically to account for new resources and assignments, and changes in resource calendars.

The Update Resource Utilization Data process defines a week as Sunday through Saturday. The current week includes all 7 days from Sunday through Saturday, regardless of the day that you run the process.

o If you run the Update Resource Utilization Data process after Sunday, the first day of the current week is the preceding Sunday.

o If you run the process on Sunday, the current week begins that day

ASSIGN RESOURCE DIRECTLY TO PROJECT

Assign a resource to a project without creating a project resource request. Enable the resource manager to streamline the assignment process and quickly staff a resource on a project.

A resource manager can address the immediate staffing needs of a project without requiring a project manager to submit a project resource request. If the resource manager already knows a qualified resource for the assignment, the resource manager can assign the resource to the project with no further action required by the project manager.

CAPTURE RESOURCE COST AND BILL RATES

Capture resource cost and bill rates on project resource requests. View the rates during the search and evaluation of resources to fulfill a request. When a resource is assigned to a project, the default assignment cost rate is from the cost rate on the project enterprise labor resource definition, and the default assignment bill rate is the target bill rate that is specified on the project resource request.

On the project, the application uses the rates to calculate cost and bill amounts for planning purposes for both the project allocation for the resource and for individual task assignments.

ANALYZE ACTUAL RESOURCE UTILIZATION AND COMPARE TO TARGET UTILIZATION

Analyze resource actual utilization for the current quarter, previous quarter, or previous four quarters and view actual hours for an individual resource by project. Actual utilization for the current quarter includes both actual hours that have been recorded to-date and project assignment hours from the current date to the end of the quarter.

The actual utilization details include the ability to:

• Review actual hours, by project and event, submitted by individual resources for a selected display period.

• Review the actual and projected hours for the current display range.

USABILITY ENHANCEMENTS FOR RESOURCE MANAGER DASHBOARD

View the last date and time that transactional data was updated for the Resource Manager Dashboard to determine the freshness of the information. In addition, view all open project resource requests on the Resource Manager Dashboard.

CREATE AND UPDATE PROJECT RESOURCE REQUESTS FROM EXTERNAL APPLICATIONS

Create project resource requests from an external application using services that create, update, and read the requests.

An organization can use these services to leverage the capabilities of resource management and gain maximum flexibility in supporting a full business flow across multiple applications. For example, if you have another application that captures the details of project resource demand while tracking project sales opportunities, then you can use the services to transfer that information to Oracle Fusion Project Resource Management and create or update project resource requests. You can also provide information back to the source application if you need to track the status of the requests.

The service has the following operations:

createResourceRequest - Use this operation to create project resource requests.

findRequestByProject - Use this operation to read project resource request information.

findRequestByName - Use this operation to read project resource request information.

updateProjectResourceRequestDetails - Use this operation to update project resource requests.

ADJUST ASSIGNMENT DATES FOR MULTIPLE RESOURCES

Adjust the assignment dates for single or multiple project resource assignments simultaneously with no project manager approval required.

The resource manager can select one or more resource assignments and adjust the assignment dates simultaneously without requiring approval by the project manager. The resource schedules immediately reflect the most accurate assignment dates. This enables the resource manager to efficiently handle sudden shifts in the scheduling of project work for an entire project team at one time.

For example, if the start of a project is delayed a week, then you can select the resources for that project, enter the new start and finish dates, note the reason for the adjustment, and immediately submit and approve the change.

To cancel multiple assignments, enter the adjustment reason in the Cancel Assignments window, and then submit and approve the adjustments.

The application creates a project resource request for each adjusted assignment to communicate and track the adjustment approval.

Important: When selecting multiple project resource assignments for adjustment, if one or more of the rows is ineligible for adjustment, then the application does not adjust any assignments. You can then review the exception reasons for each assignment with an issue and choose to either remove that assignment from the adjustment or cancel the adjustment for all selected assignments.

For example, if a project is canceled then the resource manager can quickly cancel the assignments for all of the resources assigned to the project. This immediately frees up the resources to work on other projects.

MANAGE AVAILABILITY AND STAFFING FOR RESOURCES MAINTAINED OUTSIDE OF ORACLE FUSION HUMAN CAPITAL MANAGEMENT

Search for and assign managed project enterprise labor resources that are maintained outside of Oracle Fusion Human Capital Management. Track resource availability for resources who are not HCM employees or contingent workers. In addition, attach resumes to a resource's profile. The application compares the resume text to the keywords entered on a project resource request when searching for qualified resources.

For example, if your organization does not use Oracle Fusion Human Capital Management, then you can still leverage Oracle Fusion Project Resource management to manage the availability and staffing for your people. You define the resources without the need to reference an existing employee or contingent worker, choose whether to create a user for the resource, and then manage the resource like any other resource. Managing resource availability is exactly the same for all resources. Although these resources do not have a talent profile in Oracle Fusion Human Capital Management, you can upload resumes and perform keyword searches as part of the project resource request search process.

STEPS TO ENABLE

You can create resources without a reference to employees or contingent workers on the Manage Project Enterprise Resources page:

1. Select action to create a new resource.

2. Select Labor as the type.

3. Do not select the Create from HCM person option.

4. Enter the resource’s name and e-mail.

5. Select the calendar. The calendar is essential for determining the resource’s availability.

6. Enter other personal details as needed.

7. Upload a resume as a Microsoft Word or PDF attachment. The resume is needed if you want to search for qualified resources using keywords.

8. Enable the option to Manage resource availability and staffing.

9. Select the resource pool for the resource.

10. Enter cost and bill rates if you want to compare the resource’s rates with the target rates on project resource requests.

TIPS AND CONSIDERATIONS

You can also create this type of project enterprise resource automatically from the Manage Project User Provisioning setup page. When you create the user account for a person, the provisioning process also automatically creates a project enterprise resource. After you create the user account, you can navigate to the Manage Project Enterprise Resources page to enable the resource for availability and staffing.
