towards the Western front are reported, and it is stated that the Kaiser will visit Flanders this week to elaborate plans for a new offensive. If the latter news is true the Allies will welcome it. In the House of Commons yesterday, Mr Asquith said the Army vote would be postponed until next week, owing to the impossibility of getting complete details of L,ord Derby's scheme.
