1st reading ­ Language Policy ­ in packet, this is a policy that is required by the IB. Proclamation ­Unanticipated Enrollment Increase ­ Very good news, Sue Becker and Corky to

item as Corky needs to be sworn in by the county superintendent of schools and that will happen as part of our regularly scheduled meeting in November at which time this will be back on the agenda.

Forming of School District Wellness committee ­ As per state law, we need to have this committee and it has existed in the past. We want to resurrect it to begin looking at wellness in the school. Trustee Jennings has interested community members.

Call to Order: Chair Bough called the meeting to order at 3:33 p.m. Pledge of Allegiance Revision(s) to Agenda – None. Public Comment – Non-Agenda Items – None. Trustee Bough introduced Corky Miller, Business Manager candidate. Corky Miller gave a short description of his experience/history.

Approval of Minutes – Business Manager Becker reported an attendee’s name was listed as Nettie Quackenbush in the August 18, 2016 draft minutes. It needs to be corrected to Nettie Breuner. Trustee Gunderson made a motion to approve the August 18, 2016 minutes as corrected. Trustee Jennings 2nd – Discussion: None. Motion passed unanimously.

Financial Reports-included in Board packet. · Superintendent’s report

Enrollment - Currently 358; there are a few classes that are near the top of the state enrollment maximum class size-3rd grade at 28 students, 6th at 27 students and 5th at 29 students. There will be a future FTE discussion to discuss FTE for those classes nearing the maximum enrollment class sizes. A full time paraprofessional was hired for the kindergarten class as they are nearing the 20 student maximum class size. The District is anticipating applying for an unanticipated enrollment increase.

Superintendent Report – Ophir Elementary building construction is almost complete. The District can take possession October 3, 2016 per Bryan Tate, Owner Construction Representative. There will be some punch list items that will need to be addressed. Bleachers will arrive at the end of the month. Trustees Littman and Luchini along with Superintendent Shipman and Owner Construction Representative Tate will complete the final walk through. The

Middle School/High School library is also the Friends of the Big Sky Community Library (FOL) facility so Librarian House has had to divide up library books for the new elementary library. FOL has been generous in letting Librarian House move books over and in buying new books. Superintendent Shipman will invite the press to the Learning Commons opening. 2) Skip was here for 1 ½ days to work with the Strategic Implementation Committee in developing the Vision and Mission document. Trustee Littman said the Committee worked hard to come up with words/actions everyone could strongly embrace (cultivate, engage, empower). Superintendent Shipman said this document captures what the District was and what the District will be and will be a living and breathing document. Trustee Littman commented that Curriculum Director Mitchem is good at dissecting how IB will fit into these concepts. Superintendent Shipman will continue to report back to the Board as the committee develops supporting documents and plans to take it out to the community via support groups. He will bring solid mission vision core values to the Board at the November meeting (guiding statement documents). Superintendent Shipman will work on long term website presentation development. He said operations will adjust to vision, not vision to operations. IB will be included on website when the District becomes an IB school. Trustee Littman said the committee members had a good perspective on the District website and its role in marketing the District.

· Principal’s report

1) Principal Ide reported successful expeditions at each grade level. He received great comments on how nice it was to start the school year with the expedition. The MS ropes course/Grizzly Bear center developed character and cohesive groups. 2) Back to school night-Principal Ide presented a % parent attendance spreadsheet to look at future attendance improvement. A ManageBac tutorial went out at parent night and was also emailed. A brochure was distributed introducing activities offered at the school. 3) Professional development/staff plan for staff meetings on Wednesdays was discussed. 4) News went out to seniors regarding college counseling. Senior parents have been notified of the college application process. 5) Homecoming parade and bonfire will be on Wednesday evening during Homecoming week. Patty Hamblin and the Booster Club will be in charge of inviting community members to participate in the parade and to communicate float parameters. Five trailer/beds will be available for use from the Booster Club. Volleyball is scheduled Thursday with football on Friday. The homecoming dance (at Buck’s) will be on Saturday night. 6) MAP testing going on this week, PSAT on 10/19. 7) School newsletter- news items will be included every other week: Principal/Curriculum coordinator one week, counselors the next. The school website will be updated with the current happenings. 8) LPHS students did well on the ACT. Principal Ide went over last year’s test data. Grades 9 and 10 will take for practice. Principal Ide is tracking data to show improvements over time. Principal Ide appreciates the hiring of a curriculum coordinator and a 6-12 guidance counselor. This allows time for him to provide student data information to the Board.

1) IT Director Blessing said the staff is up and running with classroom technology and devices have been checked out to the students. 2) The Technology Committee has worked hard on the technology summit conference; marketing has been getting out to potential attendees; full conference schedule is available; community is participating with discounted rooms; other fun swag will be given out. 3) K-1-2 are using android tablets. Typing will be taught at year end as the time-frame is slower for the lower grade students in getting devices out and for training students in the use. 3rd – 8th are using Chromebooks; 9th – 12th are using Surfaces. 4) Trustee Gunderson said she heard ManageBac questioned at the parent open house and teachers were not sure how to answer the questions. IT Director Blessing said procedures are still being developed on the ManageBac transition.

Athletic/Student Activities Report

1) The High School volleyball team won the 3rd annual invitational. 2) There was a great turnout at the High School football Friday night game. There were no complaints about the lights and other coaches asked about lights to do something similar on Friday nights in their communities. 3) Drug testing for football and volleyball athletes was done as were random drug tests in keeping up with board policy testing. 4) There are two Middle school volleyball teams with equal number of games. The hybrid middle school volleyball tournament went well and was complemented by officials. AD Bakken commended Event Coordinator Westblade. 5) The Middle School football team is working hard. AD Bakken is promoting Lions Club football for experience. 6) New lights were installed in the MS/HS gym. 7) The Elementary school gym floors were refinished. 8) MHSA proposals included in board packet for what class (C or B) is played per number of high school students enrolled. The final decision will be made at the MHSA November meeting. Board comments need to get to MHSA in next two weeks. Superintendent Shipman and Chair Bough wrote a letter encouraging MHSA to examine the Class B threshold. Our District is the fastest growing school district in the state. In looking at next year, it is estimated the District will have 106 high school students. It is anticipated there will be four more years as Class C. Half of our students are not from Montana or active in traditional Montana sports which MHSA does not take into consideration. The District will continue to contest but will probably lose. AD Bakken said this will affect 3-4 schools that will be forced to move up in the Western C division. Chair Bough would like an accurate date as to the first years of competing at Class B so the community is aware of when this will happen.

Special Reports: Strategic Implementation Committee Report - will be presented in October.

Personnel Committee Report – Trustee Gunderson said the personnel committee will be meeting with Corky Miller regarding the Business Manager position.

Curriculum Coordinator Report – Superintendent Shipman said the IB

application for the diploma program is ready to be submitted. He is working with the elementary staff for the PYP program. The IB consultant feels everything is in good shape. Principal Ide discussed the grade 9 and 10 parent meeting which will be held Wednesday, September 28th. He will go over the IB transition. Curriculum Director

Mitchem will be working on a community information implementation schedule. Trustee Littman said information has been sent to parents with key words to train parents in IB terminology. Normally it is a three year implementation-our District will implement in two years. Chair Bough received an email about this important meeting. He would like administration to send a personal message to parents to let them know how important it is. Discussion and Action:

Committee appointment - Non enrolled student participation – Trustee Jennings made a motion to include Matt Jennings, Dustin Shipman, Erica Frounfelker, Karen Maybee, Stephen Schramke and Kim Gunderson on this committee. Trustee Gunderson 2nd. Discussion: This committee will discuss the parameters on non-enrolled student participation. The Board would like something in writing from Big Sky Discovery Academy as to their expectations. Motion passed unanimously.

MOU - Ennis School District – Trustee Gunderson made a motion to accept the Transportation Agreement between Big Sky K-12 School District & Ennis K-12 School District. Trustee Littman 2nd. Discussion: Superintendent Shipman will search for a route driver. Motion passed unanimously.

2nd reading Academic Honesty policy – Trustee Jennings made a motion to approve the Academic Honesty policy 2nd reading. Trustee Gunderson 2nd. Discussion: The suggested changes/adjustments from the last Board meeting were included by Curriculum Coordinator Mitchem. Trustee Littman would like the Superintendent in addition to the Principal to be included in the Parent/student meeting on the 4th violation. Trustee Jennings amended his motion to approve the Academic Honesty policy as amended to include the Superintendent in the 4th violation Parent/student meeting. Trustee Gunderson 2nd. Motion passed unanimously.

Committee form - Explore outsourcing options (Transportation, Custodial) – Trustee Gunderson made a motion to form a committee to explore District outsourcing options. Trustee Jennings 2nd. Discussion: Superintendent Shipman said a number of districts are going to outsourcing services. He is recommending forming this committee to discuss needs and outsourcing options. Trustee Littman and Trustee Jennings will be on the committee. Motion passed unanimously.

Report from IB Curriculum Coordinator Language Policy To support our DP and PYP authorization, the language policy committee (which consists of a cross-section of k-12 teachers) would like to propose a BSSD language policy. It was written with IB expectations and our community in mind. We look forward to your feedback!

Update on DP and PYP Authorization Process We submitted our DP authorization application on September 30th. I would like to extend a thank you to our DP teachers, Jackie, Dani, Alex, Dustin and Loren for their efforts with this endeavor. Our LPHS Academic Policy has been implemented, and we have posters of the policy in each classroom. Dustin and I continue to work on the PYP candidacy application and the subsequent PYP action plan. We hope to submit the application by the end of November/early December. PYP teachers have begun to roll out their first Units of Inquiry! Key upcoming dates and initiatives DP teachers are developing unit plans for next school year on ManageBac. This is a large focus of our PD time over the next month. Tony Coppola and I are working together to develop a 2,000-word research paper for the grade 10 American Government class to help prepare students for the IB Diploma Program assessments such as the Extended Essay (4,000-word essay), the Theory of Knowledge Essay, the Historical Investigation, and so forth. We will introduce this to the students after winter break. I am meeting with grade 9 and 10 students twice a week during PACE to prepare them for the IB DP. PYP subject leaders will begin working with me and Dustin on the scope and sequence documents next month in preparation for authorization. Dustin and I will begin revising the PYP reporting system next month in preparation for PYP authorization. PD update Alex Ide, Kate Eisle, James Miranda, Sydney Garmer and I will be attending DP workshops in preparation for our classes next school year at the end of November. These workshops will also help us meet the training requirement for our DP authorization. We are currently signing up our TOSA PYP teachers for workshops to support their scope and sequence documents and their role as subject leaders.

SCHOOL LANGUAGE PHILOSOPHY

At Big Sky School District, we believe that multilingualism contributes to intercultural understanding, cooperation, and friendship. Multilingualism prepares students for a globalized world while contributing to the development of our student IB Learner attributes such as being open-minded, communicative, and reflective. As a result, Big Sky School District is committed to exposing native English speakers to Spanish from kindergarten to grade 12 through classroom instruction as well as experiential learning. In recognizing that our linguistic backgrounds may vary, we are equally committed to supporting students whose mother tongue is not English with our ELL program.

We believe that ALL teachers are language teachers, and therefore, language development is a key aspect of our pedagogical approach. To support this belief, we dedicate professional development time towards enhancing our best practices in language instruction. This professional development approach is informed by the most relevant, up-to-date, and academically sound research on language development.

SCHOOL LANGUAGE PROFILE

As a public school district in the state of Montana, English is the language of instruction. As noted, students begin to study Spanish in kindergarten and continue through grade 12. We also support students in their quest to master other languages by offering online courses that are recognized by the Montana Department of Education.

SUPPORT FOR MOTHER TONGUE

We know that when a student is well-spoken and literate in his or her mother tongue, the student is more likely to master another language, be successful in school across all subjects, and have a deeper understanding and appreciation for his or her own culture.

Big Sky School District’s community library carries a variety of Spanish books, across the reading spectrum, to support mother tongue development. As the need arises, additional language books will be purchased.

IB DP LANGUAGE COURSE OFFERINGS

In order to support mother tongue development and multilingualism, we currently offer the following courses in the IB Diploma Program at Lone Peak High School:

For students best suited for the Language A: Literature SSST course, Lone Peak High School will support such students by providing the resources, facilities, technology, and time to support the student. The cost of a tutor will be passed on to the family.

ENGLISH LANGUAGE LEARNER (ELL)

To support ELL students, we employ a variety of strategies. To begin with, we utilize multiple assessments in order to measure student mastery levels in core subjects. We use assessments provided by WIDA to provide feedback on English language acquisition and Logramos to measure student mastery levels in core subjects in Spanish. As the need arises for additional language measures, we will include them. We provide Sheltered English Instruction (SIOP) and Language Development as outlined in Montana’s English Language Learners: Guidance for School Districts. Additionally, we provide online language instruction for ELL students in grades 2-12 using Rosetta Stone. We also provide a modified curriculum for elementary aged ELL students. As the need arises, we will provide a modified curriculum in the middle and high schools.

Additionally, the Big Sky community provides an adult language program for our ELL parents. Volunteers from the community, including our parents and staff, provide English classes to build the parents’ confidence to be able to advocate for their children. This also provides an avenue for community members to get to know the ELL parents.

POLICY COMMUNICATION

The administration is responsible for communicating this policy to students, parents and teachers at school events and via media sources, including but not limited to, staff meetings, parent evenings, student tutorials, and school websites.

BUDGET AMENDMENT PROCLAMATION BIG SKY SCHOOL DISTRICT NO. 72

GALLATIN COUNTY, MONTANA At a regular meeting of the Board of Trustees of Big Sky School District No. 72, Gallatin County, Montana, held October 26, 2016 at 3:30 pm in the Ophir Elementary School Conference Room, the following resolution was introduced: WHEREAS, the Trustees of Big Sky School District No. 72, Gallatin County, Montana, have made a determination that as a result of an unanticipated enrollment increase, the District’s General Fund budget does not provide sufficient financing to properly maintain and support the District for the entire current school fiscal year; and WHEREAS, the Trustees have determined that an amendment to the General Fund budget in the amount of $43,366.37 is necessary under the provisions of Section 20-9-161(1), MCA for the purpose of operating and maintaining the District, and WHEREAS, the anticipated source of financing the budget amendment expenditures shall be additional state assistance, THEREFORE BE IT RESOLVED that the Board of Trustees of Big Sky School District No. 72, Gallatin County, Montana, proclaims a need for an amendment to the General Fund budget for fiscal year 2016-17 in the amount of $43,366.37 for the purpose identified above, and BE IT FURTHER RESOLVED that the Board of Trustees of Big Sky School District No. 72, Gallatin County, Montana, will meet at 3:30 pm in the Ophir Elementary School Conference Room on November , 2016 for the purpose of considering and adopting the budget amendment.

Big Sky School District #72

Students

Non enrolled student participation in extra and co – curricular activities.

The board of trustees believe that extra and co-curricular activities are key components of a public education and strive to offer as many as possible to students who reside in the district. The board of trustees understands the rights of students living within the district attendance area and their participation in district sponsored extra and co-curricular activities.

The board understands that Big Sky School District is not obligated to service home school students, in-district students who attend private school within the district, or public / private schools outside the district.

Therefore, the board has adopted the following restrictions regarding home school and in district students who attend a school other than the Big Sky School District school, and students residing in the Big Sky School District attendance area:

1. Students of appropriate age will be able to participate in any elementary and middle school athletic activities.

2. Students of appropriate age will be allowed to participate in any elementary and middle school extra-curricular activities as are offered by the district.

3. For all students of appropriate age who are unenrolled members of a Big Sky School District school, participating in activities will be subject to the same rules and regulations as for regularly enrolled district students.
