The Charge:On 13 April 2015, General Vazquez tasked a Rapid
Improvement Team (RIT) to study CAPR 60-1 plus associated manuals and pamphlets and recommend ways to:
• Reduce or simplify requirements on members
• Reduce or eliminate overlap with 14 CFR• Strive for a more comprehensive aircraft
flying management program with only essential elements for success.

The Methodology:Interviews with key players:• Region DOVs & their teams
• Wing and Region CCs & their teams

The Approach:Based on your experience in CAP, please provide information on up to
five CAPR 60-1 “most needed improvement” issues that the RIT should address.
Please emphasize to your team that this effort it not a gripe session. While it is necessary to identify what’s “wrong” with what we have now, the key to real improvement is to make solid, practical suggestions for how to fix each of the problems we identify.
Emerging Trends:• Inappropriate mixture of regulations and procedures
• Embedded procedures are overly prescriptive (detailed “how to” rather than performance based outcomes)
• No need for CAP-specific checklists
• Difficult to understand pilot qualification requirements in CAPR 60-1
• Difficult to find / assemble all necessary information (e.g., CAP cadet vs AFROTC cadet)
• Too many supplements & dispersed documents
• Various inconsistencies

Next Steps:• Complete analysis of inputs
• Formulate recommendations to address key findings• Could include proposals to edit, reorganize for
greater clarity
• Considering ways to delineate – but link – regulations to operating procedures
• Will include proposals for both execution and change management of implementation
