ORGANIZATION OF HARVESTER:
Ocean Harvester has been specifically mandated and provisioned to provide qualified ship crews in the conduct of Company operationseither in the Humanitarian or Environmental areas of operations. The division is headed by the Director of Ocean Harvester whoassumes full responsibility of all ship and logistical operations worldwide, and serves as the final authority in the conduct of suchoperations. The (DOH) reports to the Director (SPD) for company control, budget and project oversight.
The Director of Ocean Harvester Division (DOH) shall carry out such duties and responsibilities with the assignment in the commissionof command officers and crew fully qualified as merchant marines, who meet all applicable requirements under the regulations andprincipals of the USCG and Maritime Regulations and serve as operational command authorities under sailing conditions. We haveemployed the “time honored ranking and command structure” made traditional by the maritime service, and shall designate andrequire the same military structure aboard all company vessels.
The Director of Ocean Harvester (DOH) shall hold responsibility for all sailing vessel assets assigned .
OPERATIONAL SCOPE AND MISSION:
The Ocean Harvester Division shall serve the missions and goals as specified in the company operational mandates to provide shipoperational service, assistance and aid where directed, which shall only include those duties and responsibilities in a non-hostile ornon-military conflict situation. The Company shall NOT carry arms, ammunition , military combat troops, HazMat or nuclear materialsunless mandated by the US Government assumption of Operations.
Our mission as a company is to provide relief and environmental assistance to manmade and natures disaster events, and it is underthis mandate that the crews and personnel serving aboard our vessels shall be trained and serve the missions of the company.
COMPANY REQUIRED TRAINING:
All personnel hired and serving on company vessels are required to receive essential training and periodic refresher qualification intheir specific qualifications. It shall be the assigned vessel Captain’s responsibility to assure each vessel crewmember is fully qualifiedand operational for company missions. All training and shipboard activities shall be approved by the Director of Ocean Harvester.
EXERCISE TRAINING REQUIREMENT:
Each ship Captain shall provide for training exercises and readiness exercises for their respective ship crew members. Such trainingshall consist of “Dockside Exercises” and “Sea Exercises” during each sixty (60) day standby period once ship is listed as operational. Itshall additionally require a minimum of 14 days in that period at sea for exercise training which may include joint operational exercisesbetween company operations, or with local or other organizations.
SHIP DEPLOYMENT MISSIONS:
During crew standby periods the ship may be dispatched for a full sixty (60) day deployment up to fifty (50) days into watch standby.Once deployed, the sister relief crew shall serve equal time on next rotation. Over fifty (50) days standby call up shall require the nextrotational crew early call up.
DIVISIONAL AUTHORIZATION:
Project Archimedes has authorized and requires the establishment of the Ocean Harvester Division under the operational supervision and assigned control by Special Projects Director (SPD) for vessel operations and port support, as mandated by the company. Assignment of the Director Ocean Harvester (DOH) for all operations shall be authorized.

PROPOSED SHIP MODEL:
Principle to funding approvals the ship build schedule and allocations should support a (2) ship delivery schedule every 24 months
from new construction start. The build schedules are anticipated to span a (10) ten year period which should allow for deliveries of the
first vessels at month 36 from startup operations, and thereafter every 18 months thereafter.
The ships are intended to be pair built for each division mission, however this may be modified based on the clientele demand
anticipated, which would necessitate the first 5 vessels to be under the Frontline humanitarian requirement followed by the Ocean
Harvester vessels after.
Under immediate allocation is the first (pre-operated) vessel for use in research, modifications, design changes and training of all
crews in the operation of a “Fast Cat” vessel. Should the first vessel as stated be acquired along with immediate modifications per our
current needs it is expected that it’s delivery could be effected within 6-9 months of acquisition.
First ships new construction could be scheduled for keel lay not later than month 24 of operations, subject to engineering and ship
yard availability. Currently that does not appear to be an issue.
SHIP CREWING AND TRAINING:
Consistent with the operational planning ship crew recruitment of essential key ship officers would be undertaken immediately so as to
allow each officer sufficient time to undergo any special officer training with the assigned captain and supervision of their vessel under
construction . Officers may be obtained from either maritime employment agencies or more preferred for junior officers fresh from a
recognized maritime academy.
Senior officers can be obtained from the industry, with major preference of those retiring from the NOAA, Navy, USCG, or Marines.
Early coordination with our contracted employment agency will aid it efforts to locate rapidly the qualified senior officers and crews in
addition with those hired with personal contacts that can be related to HR for follow up.
Based on consistent crewing requirements, the next table addresses the crew essentials but is subject to modification as dictated by
vessel requirements.
All Company operated ships will maintain certified and licensed USCG rated personnel.

THE DIRECTOR OF OCEAN HARVESTER
THE Director of Ocean Harvester Division shall assign and assure ship compliments are meet in accordance with all USMaritime laws, and screening and certifying all crew members assigned company vessels meeting the operationalstandards which support all acquisition of vessels current or newly commissioned for construction.
The Director shall assign a minimum of two (2) Captains (2) Engineers and (2) Master Chief a minimum of six (6)months prior to anticipated operational ready vessel for familiarization, oversight at ship yard facility or seaboardoperational training and compliance for receipt of vessel into company operational hands.

PORT REQUIREMENTS:
Project Archimedes has envisioned the suitable permanent base port facilities to provide the company with direct access for resupply, docking, storage of goods and personnel report center. The facilities have been tentatively selected on close proximity to geographic distance overlaps and sailing times of our vessels within a seven (7) day period at 20 kts.
Key to the port selection will be nearby port yards for loading/offloading, available longshoremen, vessel fueling, shipyard maintenance, craftsman and dry dock. Wherever possible the Company will acquire long term lease docking, and pier facilities. The ultimate objective is to undertake our own docking and support facility at a central port location.
In the planning for foreign port locations, we are anticipating hiring local manpower, with all associated support functions.The singular element which will be imported for ship operations are those owned by the company for humanitarian resupply or environmental support operations.
ADMINISTRATIVE STAFFING:
All port facilities shall support administrative staff sufficient to dock manage ships in port, receive goods, schedule workloads and assemble crew compliments for deployment. Such activities shall be mandated by the administrator’s office (COO) at corporate level. Depicted here are those minimum personnel required.

COMPANY PERSONNEL ASSIGNMENTS:
Because of the special requirements for ship and support teams worldwide, all foreign assignments shall be
programmed for a (3) three year period with all relocation expenses paid for by the company. Employees of the
company may request or be directed to any port facility assignment at the sole discretion of the company.

OUR FIRST INTENDED PORT IN MOBILE ALABAMA
A major access point via the Gulf of Mexico from Mobile, Alabama. The port is located at the inlet to Mobile for rapid deployment via the Panama Canal or Atlantic Ocean and Caribbean sea lanes. It has adequate major road access, ship facilities, and skilled labor to support a world class operation.

The base shall serve as a permanent assigned facility of crew and non-crew personnel for assignment dispatch. Vessels shall be outfitted for a maximum of (60) days away periods and have two vessels assigned to each base for logistical & maintenance activities.
