• Mobile operator which offers end-to-end telecom services to their own customers using, totally or partially, other operator’s network• An MVNO will have its own branding and marketing policies, as well as its own sales and customer care departments• Depending on the telco functionalities that cannot be provided by itself, we divide MVNOs into two groups:

A THICK MVNO will own: SIM Card management Network Infrastructure (HLR, nodes, service platforms…) Own ranges in the Public Numbering Plan Interconnection agreement with other operators Portability interface with other national operators Mediation and billing systems
A THICK MVNO will need: Access network infrastructure (BTS/Node B, BSC/RNC, MSS/SGSN access node) Short Code geographical translation International roaming agreements & service Clearing House service (mediation interface for international scenarios)

• The object is to isolate MVNO’s tech and developments as much as possible from VF customers.• Although commercial contracts are signed directly between VF and MVNOs, from the O&M point of view, THIN MVNO’s customers are equivalent to THICK MVNO’s • Network, Service Platforms and IT
systems owned by MVNE and independent from Vodafone’s • Standarize MVNO model• Easier to handle O&M processes
