STATE STATUTE

36.01(1) (1) The legislature finds it in the public interest to provide a system of higher education which enables students of all ages, backgrounds and levels of income to participate in the search for knowledge and individual development; which stresses undergraduate teaching as its main priority; which offers selected professional graduate and research programs with emphasis on state and national needs; which fosters diversity of educational opportunity; which promotes service to the public; which makes effective and efficient use of human and physical resources; which functions cooperatively with other educational institutions and systems; and which promotes internal coordination and the wisest possible use of resources. 36.01(2) (2) The mission of the system is to develop human resources, to discover and disseminate knowledge, to extend knowledge and its application beyond the boundaries of its campuses and to serve and stimulate society by developing in students heightened intellectual, cultural and humane sensitivities, scientific, professional and technological expertise and a sense of purpose. Greetings Attorney General Van Hollen!

MPA Statement: There can be no misunderstanding about what the People expect from WI Board of Regents, President Kevin Reilly, the NEW Chancellor, staff and students of UW-Milwaukee as an URBAN University that is being called to honor both the name sake (Milwaukee) and the adjective (urban).

We expect our state statute 36.01(1) (2), UW-M Mission and UW-M 1956 founding reason to be honored.

We seek inclusiveness of the assets of education and technology attainment from our highest public education system to stimulate quality of life and economic development and to “un-trap” hidden talent and emerging markets from Enduring Concentrated Poverty.

We seek to connect ALL Milwaukeeans, especially those who have FOR DECADES been “consistently” and “by design” left out of strategic decision making - African American, other People of Color and Work-Challenged taxpayers, voters, stakeholders.

We see the behavior of the 18-member Board of Regents, 5-member Board of Regent Committee and the 25-member UW-Milwaukee committee reprehensible and in violation of law(s). Their “by design” and “lock-step” behavior has caused “discrimination” for Milwaukeeans and for the outside 4 candidates. They include:

• failed to honor the state statutes, 36.01(1)(2). • ignored and failed to respond reasonably and timely to public info inquiries. • failed to honor Code of Ethics of UW-M committee. • failed to include “neighborhood-level business stakeholders on UW-M committee. • failed to have additional neighborhood-level listening session. • failed to allow additional time when Dr. David Belcher withdrew as a finalist. • created a racially segregated “schedule” for the finalists visit. • misrepresented city and UWM in the advertisement – ignored “urban” view. • sent message of “segregation” - Milwaukeeans do not matter to Board of Regents. • unprecedented advantage-bias given to the “Interim Chancellor”. • failed to honor 1956 founding belief listed in UW-Milwaukee Institutional Profile. • failed to conduct an honorable search; therefore, damaging public confidence.

This is a Formal Complaint, a Call for an Investigation and a Call for Recommendations that will see if the “spirit” and “letter” of the law was violated in the 2010-2011 search and selection of the 8th Chancellor of the University of Wisconsin-Milwaukee with appropriate remedies that include intervention and prevention from WI Department of Justice. * ONLY ATTENDED TWO (2) MEETINGS out of SIX (6) Negative Response In view of the many contacts from my office to get answers – process and procedures - apprise the “FULL Board of Regents”, the “Board of Regents Chancellor Search Committee” and the “UW-Milwaukee Search Committee” of the importance of INCLUSION, the reprehensible disregard has left us with no choice but to seek our local, state and federal government offices for accountability. We would like a FULL investigation of the violations listed as well as any others found regarding the selection process of the 8th Chancellor of the University of Wisconsin – Milwaukee. We ask that your office make recommendations for intervention and prevention to deter/prevent this from ever happening again.

Viewing the “media spin” – UW System site, Business Journal, UW website and Storbeck Pimentel, on April 14, 2011, it tells how oblivious the public can be of what is taking place behind the scenes.

My office has been able to gather some information that we would like thoroughly viewed in conjunction with your decision. We cannot knowingly allow the kinds of missteps presented to go unaddressed and go uncorrected.

Background - Our findings MPA has conducted a 5-year Smart Growth Signature Plan (2005-2010) observation of well-known public, private and philanthropic organizations involved in partnerships that acquire government funding and spending on behalf of the City of Milwaukee. It includes those that are elected, hired, appointed, volunteered, partnered and goodwill. We wanted to get a feel of how patterns of leadership, policy and day-to-day practices create a trend that perpetuates “poverty” for neighborhoods in Milwaukee. The initial findings were somewhat surprising, mixed and telling. Common strands were: 1). lack of to “NO transparency” – heavy bureaucratic, 2). known wrong by in-house staff but no will of change (powerless), 3). a controlled environment of fear of dismissal, 4). external power players with contracts-procurement of goods and services, 5). widespread cronyism, 6). Heavy government funding with waste, 7). arrogance, 8). lack of customer care, 9). lack of accountability and best practices, 10). Supported by elected-hired-volunteered-appointed, partners and donors. Widespread “discrimination” that is “racial” and “class” based – often with people of color as “gate keepers” – doing as told.

This is also seen at the University of Wisconsin – Milwaukee. Documentation Attached are copied-from email and electronic communications sent to the each of the named bodies of participants. The 2010-2011 questionable search for the 8th Chancellor of the University of Wisconsin follows over two years of off-and-on contact with some of the same players on the Board of Regents that have refused to provide response (s) to inquiries of my office to gain insight – policy - reason and rationale of why our educational system was so hostile to inquires, to NEW ideas for outreach to those they were to serve and those they said they served; and, to REFORM. Why information was not forwarded specific to inquiries of funding and/or curriculum, such as the Race to the Top – Tony Evers or Jim Davis and Brent Smith. Notably, WI State Education Superintendent Tony Evers; WI Technical College System Presidents Stan Davis and Brent Smith; Board of Regents members: Tony Evers, Stan Davis, Brent Smith and Jose Vasquez. We have requested information during the 5-Year Signature Plan (2005-2010) observation, before this incident; and, we did not received information from Board of Regents members: Charles Pruitt, Thomas Loftus, Michael Spector and David Walsh, We received on April 18, 2011, day of the press release for your office involvement, a promise to seek responses to an email NEXT PAGE Sample One is the April 18, 2011 response from the Office of President Kevin Reilly and the Board of Regents. Attendance It is important that individuals that are selected to participate on these committees are present for completing the process as outlined. for those four representing the "public" it was crucial that they not only attended the meetings and represented the public with discussion and vote. If one is too busy, they should not be on the committee - Period. There were four (4) individuals that represented the "public", two of them missed 2 out of 6 meetings - 1/3 of the meetings. They were: Fred Lubar and Arthur Smith. Unacceptable. Conflict of Interest You should have a cc sent to you regarding the recent actions of two members of the UW-Milwaukee Search Committee endorsing personally and as an unanimous group, Dr. Michael Lovell - prior to all finalists visit; more importantly, violating the Code of Ethics rule (UW-Milwaukee Chancellor Search & Screen Committee - Coe of Ethics). They are: Travis Romero-Boeck and Angela Lang. Go to: http://www.wispolitics.com/index.iml?Article=231519 Their leadership and the no doubt assistance of Chief of Staff - Anthony DeWees and Public Relations Director - Alex Kostal speaks to behavior that did not allow the Student Association to engage the entire body OR their executive committee. This is not democracy. Unacceptable. Uninclusive and segregated There is a BIG question mark as to whether African American candidates were in the pool and/or given an opportunity. Especially since the candidates are typically asked by the search agency for activation. The mumbo jumbo answer to my question to Storbeck Pimentel came from your legal department. The Finalists schedule did not include the "neighborhood-level" leaders, voters, stakeholders. The schedule spoke of community but failed to include same. I know those of us who attended "daily" were not invited. What type of "ethical" signal did You send to the visiting candidate? Go to: http://www4.uwm.edu/secu/Chancellor/Muyskens_sched.pdf Africology, African America, other People of Color, nationalities and ethnicities were not referenced in a section to promote inclusiveness in the schedule. These are the folk that make up the majority of the City of Milwaukee, yet others from outside were invited and they were not. Unacceptable. Conflict of Interest Bias - Staff The attendance during the 1:30pm - 2:30pm should have shown more staff of this campus. In fact, the room should of been expanded to include the other half of the Wisconsin Room, if those with leadership had provided outreach that was not bias. At a time when the terrean is so volatile and uncertain, it would follow that there would be concern about who the next leader of the University "might" be. However, if Dr. Lovell was pre-selected; how was this "fair" to the other candidates? How was this "fair" to the process. And, what was the reason for having other candidates, if the selection is pre-set? It is called: vote dilution. Unacceptable.

There is a climate of "discrimination" and lack of transparency that continues to pop-up. I have submitted questions to this committee, Professor Schwartz and the WI Board of Regents for clarity. However, the response has been delayed and I have received either mumbo jumbo or no response. Unacceptable. Request Taping This is a Request for a "link" for the "taping" that took place of the candidates and those of us present. Hecker What information was gathered regarding the "heckler" at Dr. Michael Lovell's speech? We have been told that he was a "plant" to diffuse my comments and/or questions to Dr. Lovell. Again, what actions were taken? It is important to note, the campus police actions for behavior such as that would have been different if it was an African American "heckler" - interrupting, using profanity, standing up for intimidation and advancing toward Professor Schwartz. Double standards. Unacceptable. Urgent Upon receipt, I would like to know when I can expect an answer.

Documentation – Dr. Michael Lovell, Interim Chancellor We have noted some very troubling course of events that have taken place during the search for chancellor that includes the appearance of conflict of interest and a “stacked deck” for Dr. Lovell.

• Looking at our information and following media, it is believed that Dr. Michael Lovell was pre-selected for the position of UW-Milwaukee Chancellor – maybe not by all – but by a selective group that garnered strength during the course of and by executing the process.

• An inordinate amount of leverage was given counter to the other candidates that pre-dated and solidified a constituency of voters.

o 7-month lobbying of key voters – campus chancellor’s cabinet, faculty, other staff, students and downtown/regional power brokers and Board of Regents.

o Lobbying and demonstrating on behalf of the university and in/with confidence of the Board of Regents, especially budget and potential funding for upcoming NEW schools and projects.

o Unique “interim position” received an “uptick” with the budget changes by the NEW Governor, Scott Walker – cuts and UW-Madison pitch.

o Prior work to bring forth the Freshwater School – supporters and potential staff.

To respond to Nov. 1, 2010 contact from Mary Glass citing concerns. Brown Bag sessions did not include “neighborhood-level” – African

Americans, other People of Color and the Work-Challenged; even though these folk garner major millions by their population count.

Brown Bag sessions were with constituents, power brokers and real estate barons.

Deal makers donate funds and get access to procurement, positions on committees, awarded, etc. We believe Uihlein Electric is such an example (see pp: 31-32 – Lynde Uihlein donation).

To give concrete evidence of steps and outreach for meeting the Mission with an inclusion of the neighborhoods of Milwaukeeans – the majority being African American, other People of Color and the Work-Challenged.

No evidence of integration and outreach with the Freshwater School he has been credit for. In fact, evidence from one of the facilitators show bias, stereotypical and discriminatory remarks.

New projects, Master Plan, Innovation Plan, Neeskay, Columbia Hospital – North Quadrant, health care building (downtown), Kenwood project and the Freshwater School have the fingerprints already of the real estate barons, consultants and high roller donors. They are swarming like bees to honey – with expected access. There were no outreach to the neighborhood-level business, entrepreneurs and resident. They were completely left out of the strategic planning, design, decision making, hearing sessions, committees and general updates. Yet, the Senate Bill 514 and the millions it is to bring is on the backs of the people – that includes the 605,000 Milwaukee population.

Interim Chancellor asked Mary Glass for names of her executive during “finalists” speech – it was not given because of felt conflict interest – sends the wrong message.

No MEDIA statements since selection that speaks to outreach to neighborhood-level stakeholders that he talked about in the “powerpoint” presentation when he was presenting for vote.

Judging from the information shared in this packet and others you can find through your thorough investigation, Dr. Lovell was given the “green light” and he has lobbied all the players – his cabinet, deans, other staff, and students. Since MPA has called attention to the “lack of inclusion”, there are rumors that a nearby-the campus neighborhood is getting some ear time.

BOARD OF REGENTS Responsibility The UW Regents have a responsibility to protect the “public interest” here. The things being brought out are due to our spotlight on some unacceptable behavior. It is my view that the actions by the Interim Chancellor has been with the blessings of the Board of Regents if not at the behest, especially since the Founding Dean position of the Freshwater School will be someone else. Given the recent turmoil with UW-Madison and the massive cuts, it is also believed that some individuals have put together the backdoor strategy. We are counting on your level to see if this is true. FOUNDED 1956 This includes the disregard and abandonment of the City of Milwaukee when it was the “reason for being” – the bedrock. Below is the “BACKGROUND” seen in the UW-M Institutional Profile that was given to the 8th Chancellor candidates and authorized by the UW Regents. The message is clear why it was founded. WHEN did it change? WHY?

• Background: One of two doctoral-granting institutions in the University of Wisconsin System, UWM was founded in 1956 based on the belief that Milwaukee would need a great public university to become a great and thriving city. Quality education, excellence in research, and community service are all central to the University’s mission.

Due Diligence – Ethics and Due Process Our country is in crisis. Our government is increasingly being “distrusted” because of complicity and disregard for the public.

Milwaukeeans, especially African American, People of Color and the Work-Challenged are “trapped” in enduring concentrated poverty “by design”. And, they are consistently “left-out” of planning, decision making and administration of quality of life and economic development at a “critical mass”. According to our 5-year Smart Growth Signature Plan (2005-2010) observation, this is a classic example of the institutional discrimination that is in a “default” position created by those elected, appointed, hired, volunteered and of power. Members of the public are “struggling” to survive. We have identified the University of Wisconsin – Milwaukee as one of the major government agency that has engaged in discriminatory practices while enjoying the local, state and federal resources.

The search and selection process of the 8th Chancellor along with recent-present real estate ventures, NEW schools, selection of deans and recruitment hiring of staff, profiling of law enforcement and on and on. We are seeking your office, Governor Scott Walker’s office, federal-state-local legislators, Wisconsin Accountability Board and the U.S. Department of Equal Employment Opportunity Commission for investigations and recommended intervention and prevention under the law.

Enduring Concentrated Poverty Milwaukee is the largest and only world-class city in Wisconsin. It is considered the window to Wisconsin; however; we have report-after-report of deficits due to a lack of education and technological attainment that will drive quality of life and economic development for the City of Milwaukee. We seek to change the Enduring Concentrated Poverty status given by the Brookings Institution and Federal Reserve in 2008, pp. 159-165. Lovell named interim chancellor University of Wisconsin System President Kevin P. Reilly announced Sept. 10 that Michael R. Lovell has agreed to serve as UW–Milwaukee’s interim chancellor. Lovell, dean of UWM’s College of Engineering and Applied Science since 2008, steps into the new role following the departure of Chancellor Carlos Santiago on Oct. 1. After consulting with leaders of the UW System Board of Regents and members of the UWM campus community, Reilly identified Lovell as someone who could provide strong leadership for the System’s second-largest campus at a critical point in time. “Dean Lovell has a broad perspective on higher education and a clear vision for the whole UW–Milwaukee campus,” said Reilly. “He has an impressive academic record of his own, and he’s recruited other talented faculty members to UWM at a time when the institution is working to ramp up its research capacity.” Reilly praised Lovell’s efforts to engage community leaders and private businesses in support of UWM’s central role as an economic engine for Southeastern Wisconsin. “This is someone with great energy, who has engendered broad support among his faculty and staff colleagues, as well as others in the Milwaukee region,” said Reilly. In addition to providing daily leadership for the 30,000-student campus, Lovell will be responsible for important academic initiatives and major building projects. He will also serve as UWM’s chief advocate during the upcoming state budget-making process. “There’s a growing consensus that the economic vitality of this region is inextricably tied to UW–Milwaukee’s success. Prior to joining UWM, Lovell served as associate dean for research at the University of Pittsburgh’s School of Engineering for five years. He previously directed two multi-university research centers, working with hundreds of faculty members, graduate students and private companies. He was a faculty member at the University of Pittsburgh and the University of Kentucky, after starting his career at a private firm that develops engineering simulation software. Santiago announced on Aug. 16 that he would leave UW–Milwaukee to become CEO of the Hispanic College Fund in Washington, D.C. Santiago has served as UWM’s leader since July 2004. Reilly is now working with the Board of Regents and the UWM campus community to begin a national search for the next chancellor, aiming to have a permanent leader in place next summer. Reilly will appoint a search and screen committee comprised of UWM faculty, academic staff, classified staff and students, as well as community representatives. That group will commence the national search and recommend finalists for consideration by Reilly and a special committee of Regents, to be appointed by Pruitt. FROM THE INTERIM CHANCELLOR

Working together during our transition year

Even so, I thought it would be helpful to tell you a bit more about my background and what I envision happening during this year of transition as the process for selecting a permanent chancellor unfolds.

I came to UWM from the University of Pittsburgh in 2008 to serve as the dean for the College of Engineering & Applied Science (CEAS). At that time, I welcomed the challenge of leading and expanding this college. I believed that it held immense potential for this university and for Milwaukee, particularly by focusing on strategic partners and creating unique opportunities for our faculty and students.

Since my arrival, the CEAS faculty, staff and students have acted on that

potential. They have demonstrated their commitment toward furthering the college through several important initiatives.

Among the most significant are new summer bridge programs and a focus on

developing an integrated freshman curriculum that resulted in a significant increase in retention and a dramatic reduction of students on academic probation. They have partnered with both the Peck School of the Arts and the English Department to improve the design and communication aspects of the engineering curriculum. There has been a recommitment to securing research dollars, resulting in a 250 percent increase in CEAS research expenditures over the past two years.

In addition to work internal to the university, I have also been fortunate to lead

or be part of the formation of several successful partnerships with other

universities and the public and private sectors. Among these are the Wisconsin Energy Research Consortium, a historic partnership between UWM, Marquette, MSOE, UW–Madison and regional power and energy industries; the ANSYS Institute for Industrial Innovation (AI3), an educational and outreach facility to foster innovative educational, outreach and economic development activities between UWM students, faculty and regional industry; and the National Science Foundation Industry-University Collaborative Research Center on Water Equipment and Policy formed by UWM, Marquette and six regional companies. MOVING FORWARD The State of Wisconsin and the University of Wisconsin System showed immense belief in UWM when they approved the UW–Milwaukee Initiative and committed to investing $240 million in our future. The initiative, including the Kenwood Integrated Research Building construction, Great Lakes WATER Institute expansion, Columbia St. Mary’s Hospital acquisition and more – is a one-time opportunity for UWM. It is imperative that we keep these projects moving forward through continued dialogue within our campus community and the UW System, and with our external partners. We must maintain momentum and demonstrate that committing to UWM is a sound investment. We also must continue to expand positive campus programs. These will include finding ways to expand the Research Growth Initiative to be more inclusive of all of campus. We will be working with the Center for 21st Century Studies to roll out a new multi-disciplined (sciences, social sciences, humanities and arts) research program that addresses “Grand Challenges of the 21st Century.” The Chancellor and Provost’s offices will initiate a research scholars program that will allow faculty to have more time for scholarly research through course buyouts and travel. Finally, working with faculty, staff and students from across campus, we will be developing a Strategic Plan for Research that will help us to establish more formal goals and a roadmap for research and scholarship. The goal of all of these initiatives is to enhance the ability of all faculty across the campus to participate in the growth agenda and to foster increased collaborations;

Being our own best advocates DECEMBER, 2010 http://www4.uwm.edu/news/publications/report/upload/UWM-R-Dec10.pdf Serving as interim chancellor at UWM is allowing me to speak to a wide variety of audiences in and around Milwaukee – much wider than when I was dean of our College of Engineering & Applied Science. What I am finding out is that the typical person in Metropolitan Milwaukee does not know our university as well as I thought they did.

Despite our concerted efforts in recent years, nearly everyone I meet is surprised when I tell them that UWM enrolls more Wisconsin residents than any other university. We’ve enrolled the most Wisconsin residents since fall 2004, and I’ve been assured that the information has been communicated widely for the six intervening years. But I must tell you that the word is not out there to all corners of our community.

And that’s not all.

• We have a $240 million UW-Milwaukee Initiative under way with unmatched capital projects in the works.

• We have two outstanding new academic schools for public health and freshwater sciences.

• We have record enrollment of more than 30,500 students this semester. The total puts us among the 75

largest universities in the country.

• We employ more than 3,500 people, putting us among the region’s largest employers and ahead of well-

known firms such as those that make world-famous motorcycles, small engines and control systems for

buildings. Yet just about any time I mention these or other distinguishing qualities about our university, the statements are met with genuine surprise. As well as we think people know UWM, it turns out (at least in my typical experience) that they do not. To me, this is not a problem. It is an opportunity – for all of us. We need to be our own best advocates. Please consider it my challenge to you. During the holiday season, we all see family and friends at a variety of social gatherings. Many of us also stretch out the holidays by using vacation days that may have us relaxing with acquaintances over a meal or a cup of coffee. These are excellent opportunities to talk up UWM. The need to advocate on the university’s behalf will not go away soon. I appreciate that you will need not only the standard information, like that I have previously mentioned in this column, but also the latest information about developments like the Columbia St. Mary’s Hospital Campus and Innovation Park acquisitions, and the Kenwood Integrated Research Complex and School of Freshwater Sciences Building construction. As you have no doubt noticed, I have been sending periodic campus updates via email. I hope you will use the latest information provided in them to augment the basic information about our university that you already know. This new campus tradition marks the beginning of the UWM basketball season. During the week, the UWM

Panther Spirit Patrol handed out coupons for free T-shirts from the UWM Bookstore to students spotted in their UWM apparel. Pounce the Panther, basketball coaches Rob Jeter and Sandy Botham, and basketball team members patrolled campus randomly throughout the week. Special events included a pep rally in the Union Concourse, men’s and women’s basketball games at the Klotsche Center, and men’s soccer games at the newly resurfaced Engelmann Field. Students also were encouraged to post photos of themselves in Panther gear on the UWM Facebook page. The Northwest Quadrant is Open for business

The Columbia Hospital complex represents the largest acquisition of land and buildings since the university purchased the Milwaukee-Downer College campus in 1964 University employees could be working at the former Columbia Hospital site as early as August 2011, after UWM assumed ownership of the 11-acre property during the winter break. University administrators now refer to the site as the “Northwest Quadrant,” a name that could change in 2012. Interim Chancellor Michael R. Lovell and Vice Chancellor for Finance and Administrative Affairs Christy Brown applauded the move, which they say is critical to advancing the UW-Milwaukee Initiative – and has been in the planning and preparation stages for more than a decade.

“An agreement such as this one only happens when the involved organizations place the highest priority on the collective future of the community,” says UWM Interim Chancellor Michael Lovell. “It is a credit to everyone involved over many years from Columbia St. Mary’s and the University of Wisconsin-Milwaukee that we are here to acknowledge and celebrate the distinguished history and exciting future of this campus.” “It took a number of individuals and committees a number of years to make this once-in-a-generation acquisition,” Brown says. “The opportunity to expand our campus by 20 percent comes at a time when our need for instructional space is greater than ever. “Student-life programming and operations have been key to our recruitment and retention successes. This purchase also makes it possible for us to bring such vital programming together for the sake of convenience and greater collaboration for our students.” Lovell and Columbia St. Mary’s Chairman of the Board R. Bruce McDonald presided over an informal ceremony Dec. 29 to transfer ownership of the former hospital site and its seven buildings and 962 parking spaces (788 in the structure; 174 on the surface lot). The $20,155,000 purchase price was funded through state bonding. Four priorities; one location Brown and Interim Provost Johannes Britz directed the 13-member Northwest Quadrant Coordinating Committee to develop recommendations to use the site to resolve the “urgent” space needs of four campus priorities: • Parking for faculty, staff and students. • Permanent relocation of the UWM Children’s Center, which now sits on a parcel of land destined to be the site of the future Kenwood Integrated Research Complex. • Space for faculty, staff and students who will be displaced from Bolton Hall, and subsequently Johnston, Holton, Merrill and Greene halls, when the buildings undergo HVAC renovations as part of the “Energy Matters” initiative. • Permanent relocation of the Honors College teaching and administrative operations, plus the creation of an Honors House university residence.

The coordinating committee has been meeting on Tuesdays of the academic year since November 2010. It will continue this schedule as Chair LeRoy Stoner, Co-Chair Claude Schuttey and the full committee work to determine “appropriate and best uses of the buildings.” The university opened the parking structure to UWM students and the surface lot to faculty and staff Jan. 24. Students pay a $4/day flat rate. Established faculty/staff rates apply to the 174 surface lot spaces; In-Car Meters are accepted. The Northwest Quadrant will be used as “surge space” for the next several years, including a possible late-summer relocation for Bolton Hall occupants. Brown says permanent occupants, like the Honors College, could begin making the move to the Northwest Quadrant as early as fall 2011. An inspection by UWM Master Plan consultants Hammel, Green and Abrahamson Inc. indicated that some system and structural maintenance will be required in the near future to make wider occupancy possible in the Northwest Quadrant. The report states that the full property has been well maintained since the first building was erected in 1919. “The buildings are in good shape and the condition report went well,” confirms Brown. “But we’re already looking at the necessary upgrades for telephone and information technology systems to make the buildings fully ready for future occupants. Major gift from Lynde Uihlein will support a new Center for Water Policy

A $2.6 million gift from Lynde Uihlein will support a new Center for Water Policy at UWM. The gift will fund an endowed chair and director for the planned center, which will be part of the new graduate-level School of Freshwater Sciences.

Recruitment for the endowed chair and center director will begin this spring, concurrent with the review and approval of the new center. It will engage a broad range of individuals from water law and policy, economics, science and engineering, along with outside institutions and scholars. The Dean of the School of Freshwater Sciences and the center director will appoint an external advisory board with broad, expert representation. Uihlein shares UWM’s ambitious goals and high hopes for the center. “ I cannot think of a more important issue in our community, in our state and around the world than the sustainable use and management of water,” she said. “My hope is that the Center for Water Policy will contribute substantially to that mission, and with the assistance of the University of Wisconsin-Milwaukee and its partners, will advance an important agenda by working together and thinking sustainably.”

Background: One of two doctoral-granting institutions in the University of Wisconsin System, UWM was founded in 1956 based on the belief that Milwaukee would need a great public university to become a great and thriving city. Quality education, excellence in research, and community service are all central to the University’s mission. UWM’s $680 million 2010-11 operating budget includes $246 million in federal aid, grants, and contracts. Research comprises $62 million ($23.5 million state funded) of the total budget.
