The best open data projects use open data as a tool to effect change: get more people to cycle or stop government from having to pay for access to legislation.Just as a pen knife can be used to remove stones from horses hooves or to inflict serious injury, using open data can have good and bad consequences.We should be trying to wield open data for specific, good purposes.

We are really near the beginning of the journey with open data.We don't know all the ways we might use it.Like the web, we can't predict all the changes that it will bring.So we have to use it for good purpose, but also be open to experimentation.

The Open Data Institute is a new organisation, part funded by government and part by private enterprise. It's led by Tim Berners-Lee and Nigel Shadbolt. Pictured here is CEO Gavin Starks, known for his work on open environmental data within AMEE.Our broad aim is to collaborate with businesses, government and academia to maximise the social, environmental and economic benefits of open data.

We want to help data owners meet their goals through open data.Publishing open data can be complicated, especially if you want it to be easy to reuse.If it gives a data owner some benefit too, they will be motivated to do it well.We can help publishers work out whether open data might help with any of their problems, help with the technical issues of publishing the data, and provide training in producing and using data.

People can build amazing things with open data.They need to look good of course - we need to use visualisations in ways that help people make the right conclusions.They also need to be built on solid foundations - on reliable data and statistically accurate analyses.And they need to be built responsibly so that they aren't dangerous for anyone, taking into account data protection and privacy concerns.
