MINOR AMENDMENT MACGREGOR POINT PROVINCIAL PARK MANAGEMENT PLAN

ISSUE: A minor amendment to the MacGregor Point Provincial Park Management Plan (1978, reviewed 1986) is necessary to accommodate the installation of additional electrical hookups for existing campsites. This would constitute a change to the park development policies, consistent with the park's classification, zoning, goal and objectives.

PURPOSE: The purpose of the minor amendment is to increase the number of 93 electrical carnpsites that exist at present, to a maximum of fifty percent (500/0) of total can1psites (360). With the heavy use that existing electrical campsites experience during July and August and over the weekends of the spring and fall, a waiting list is often employed to deal with requests exceeding the present number of electrical campsites.

LOCATION: The proposed installation of electrical hookups to existing campsites would occur in the development zone of the park. The majority of associated electrical service lines would be installed under roadways to reduce environmental impacts and to maintain visual aesthetics.

BACKGROUND: During the public consultation phase of the park master plan review in 1986, the provision of more sites electricity was one of the issues raised. The response was as follows:

"At this time the existing sites with electrical outlets are well utilized but not fully occupied during the peak or off-season. Therefore, additional sites are not warranted. However, the situation will be monitored and an extension of electrical service may be considered in the future."

CONDITIONS: In accordance with Exemption Order MNR-59/2, the Ministry of Environment will be notified at least 45 days in advance of the installation of any new electrical hookups. A copy of all plans or additional information prepared for such projects shall be available to the public upon request for examination at the MacGregor Point Provincial Park office at least 45 days before implementation occurs.

Public notification in the form of a local paid advertisement and posting of on-site notices should occur prior to the installation of any new electrical hookups.

APPROVAL STATEMENT

This minor amendment to the MacGregor Point Provincial Park Management Plan is approved in order to expand the number of electrical hookups for existing campsites (up to a maximum of 50% of total campsites), subject to demonstrated public demand and as supported by an approved business case(s).

ISSUE: A minor amendment to the MacGregor Point Provincial Park Management Plan (1978, reviewed 1986) is necessary to accommodate the road realignment to the park woodyard store. This would constitute the construction of 100 meters of one way roadway.

PURPOSE: The purpose of the minor amendment is to permit the construction of a roadway that separates the entrance and exit ways to the park store/woodyard_ Presently the roadway consists of a narrow curved entranceway that is very hazardous to the number of cyclists that use the roadway_

LOCATION: The proposed construction of the roadway would occur in the development zone of the park and immediately adjacent to the existing woodyard (see attached map).

BACKGROUND: The existing roadway was adequate given the lower traffic volume. However park use has increased substantial over the last five to six years. This increased use has also increased the vehicle traffic as well as the bicycling traffic. The footprint of the proposed development was assessed for impact and RTE. The vegetation was found to be typical of the park (see attachment).

CONDIT10NS: In accordance with Exemption Order MNR-59/2, at least 45 days in advance of the construction:

July 9,2000 Assessment of the proposed entrance roadway at the Park Store

On Sunday, July 9 I reviewed the area proposed for the entrance roadway. The vegetation in th is area appears to be typical of the park. I was not able to discern any species that could be considered uncommon.

Of particular note would be the potential for impact on the small itinerant pond located to the right of the entrance to this roadway. Although spotted turtles have not been reported in this area, this is the type of pond they would use. Impact should be kept to a minimum. Any overburden that is removed should not fill in this pond.

The area of the roadway also has good evidence of the former virgin forest. Although not on the proposed roadway, within 10 feet of the left of where the road would be surfaced (and further to the right) are huge stumps with historic value and interpretive potential. The stu mp located closest to the proposed roadway may bean active den site. Every effort should be made not to disturb these stumps.

Near the entrance to the roadway is a large cedar with many woodpecker holes. They did not appear to be actively used. We should ensure that they are not active or that the birds have fledged prior to removal of this tree. The log of this tree would have good interpretive potential and we should make su re that the Visitor Centre has the opportunity to decide whether they would like this for that purpose.

I do not have any concerns about any of the species noted on the roadway itself. Much of the roadway appears to be a somewhat disturbed habitat. As mentioned above, it appears to be typical of the park. There are sections that are bracken fern, heal-all, jewelweed (touch me not), a variety of asters and grasses; a small section that is wet woodland containing bunchberry, baneberry, wild lily of the vaHey, and other plants typical of a wet cedar woodland area; and a final habitat, with limited representation, of the areas typical of areas surround1ng an itinerant pond habitat.
