CURRENT POLITICAL SITUATION IN PORTUGUESE SPEAKING AFRICA All Portuguese speaking countries in Africa have a – more or less sui generis – form of semi-presidentialism, the political regime adopted in Portugal. Scholars do not define a “lusophone model of semi-presidencialism”, but there is the claim that some “family resemblance” does exist. => diffusion of the Portuguese political regime. Learning process in which Portugal was the reference:a) the cultural ties from the colonial periodb) maintaining of Portuguese as the official languagec) Portuguese jurist played an important role in offering legal consultancy to these governments
PRESIDENT VS. PARLIAMENT ANGOLA – the president had great or total autonomy to dissolve parliament. For example, if parliament approved a motion of censure, the president could respond by dissolving it. This made parliament totally dependent on the president’s power. GUINEA-BISSAU AND SÃO TOMÉ AND PRÍNCIPE – the president can also dissolve parliament, but with some time limits on this prerogative. CAPE VERDE AND MOZAMBIQUE – the restrictions are both temporal and political. In other words, the constitution specifies both the time limits and political circumstances under which the president can dissolve parliament.
THE DIRECTION OF CONSTITUTIONAL CHANGE, 1990–2010 ANGOLA effected constitutional changes in 2010 in order to make room for a “multiparty democracy” (preamble of the Angolan constitution). Now the president is no longer directly elected. Instead, he is the leader of the most voted party in the legislative elections. The figure of the prime minister is eliminated, with the president becoming the sole head of government. The president can only be removed by impeachment. The constitution created an all-powerful president facing a relatively powerless parliament.
THE DIRECTION OF CONSTITUTIONAL CHANGE, 1990–2010
In CAPE VERDE, a constitutional amendment designed to curtail presidential powers was approved in 1992. GUINEA-BISSAU – the transition to multipartism that took place from 1991–1995 witnessed the promulgation of no less than four constitutional revisions. Despite the attempts to revise it so as to curtail presidential power, the constitution has been essentially unchanged since the 1990s. In the case of MOZAMBIQUE, a new constitution was promulgated in 2004. The new rules effected no substantive changes to the powers of the president, who retained the prerogative to dissolve parliament if the latter does not approve the government programme SÃO TOMÉ AND PRÍNCIPE parliament enacted a constitutional revision designed to curtail presidential powers. The main changes were effected in 2002.

deputados, funcionários e agentes parlamentares, possamos, no decorrer deste mandato, dizer que todos nós somos amigos uns dos outros.
NÓS – O PARTIDO1. Para nós, CASA CE, o trabalhador angolano está e estará sempre
nas nossas prioridades em todos os actos da ação Parlamentar e Executiva.
2. No reconhecimento que nós, CASA CE, temos dos entes privados, como parceiros sociais e cooperantes na realização do bem comum, conferimos um papel de actores de garantia da distribuição equitativa da renda nacional...
3. É por esta e outras razões que nós, UNITA, tempos vindo a aconselhar que V. Exas. dialoguem primeiro com os parceiros sociais, em vez de correrem para os “copy-paste” de orçamentos antigos, mudando-lhes apenas algumas datas e outras coisinhas.
4. E mais uma vez, teremos razão, nós da UNITA, quando exortamos os nossos irmãos do MPLA e o Executivo por si apoiado, a partir rapidamente para as autarquias, única forma de resolução desses problemas.
NÓS – O PÚBLICO
1. As nossas diferenças doutrinárias são enormes e a nossa concepção da sociedade Angolana talvez não coincida necessariamente, mas para a edificação de uma Angola próspera temos aqui de empregar o espírito da doutrina do justo meio onde todos nós nos possamos reencontrar e partilharmos os mesmos valores. Construir na diferença a grande obra que há de congregar gerações vindouras inteiras.
2. Reitero os meus agradecimentos a todos os presentes que partilham connosco este momento tão importante para todos nós.
NÓS – PLURAL DE MAJESTADE1. As últimas sessões neste Parlamento, sobretudo a do dia 4 deste
mês de Novembro, revelaram comportamentos que criam em nós sérios temores de que esta Assembleia Nacional está cada vez mais a fechar as portas para o debate plural e igual.
2. Dizer, como homem comprometido com a Paz - e nós acreditamos piamente nisso - o que pensa fazer de concreto para, por via pacífica e só por ela, trazer a paz para Cabinda, em vez da insistência no recurso teimoso das armas contra os cabindas.
3. Começo por agradecer, as palavras que me foram endereçadas em vosso nome, pela Deputada Carolina Cerqueira. Nós agradecemos, mas temos consciência, que estas palavras aumentam a nossa responsabilidade.

Conclusions The most accessed site anmong the studied ones is the site of the Parliament of Angola The fastest site (with a good content) is the site of the Parliament of Moçambique E-media create the image of a good communication in all PALOP countries, though only in a few cases this is practically implemented Therefore, detailed and integrated indicators have to be taken into account and analyzed in order to evaluate the extent and effectiveness of the electronic content The content is to be carefully analyzed and additional topic analyses have to be performed so that results may synergically be integrated
