CGA Best PracticesTR 2010-03 Tolerance Zone (definition) i. Bruce Bevers (Chair – Gas Trans) Louis Panzer (One Call) Richard Krauss (Locator), Don Heyer (One Call), Dave Erwin (One Call), Tammy Wilfong (Telecom), Tim Vaughn (Gas Trans), Allen Bell (Electric), Warren Graves (Excavator), Mike Lewzader, Sandy Holmes and Walt Pegram (One Call). Add John Spinks and Bill Kiger (07/19/12)

Wording Posted Status: The task team held six separate calls to discuss all glossary items. The wording was posted for review. Allen provided comments from the Road Builder stakeholder group. Road builders feel that the existing definition is the prevailing definition and should be used over the proposed definition – in its simplicity, it can be easily understood and is accurate based on use in BP document.

The team will continue to discuss further. Some feel that the current definition is not clear enough particularly with respect to the role of the locate in the current definition. ONGOING: The task team will continue to work through this definition – involving all stakeholders who provided feedback on the proposed definition. Review of diagram in Marking Guidelines – task team to take this marking guidelines diagram into consideration when discussing the definition. This may/or may not result in a modification to the diagram or to any wording used with the diagram. The team agreed to consider the accuracy of the tolerance zone ‘figure’ reference in the Best Practices

Page 12: One Call, Common Ground Alliance, PHMSA and One Calls of America: Overview and Update.

• TR 2009-13 Review of 5-13 One Call Reference at Site i. Walt Kelly (Chair – Excavator), Mike Lewzader (Railroad), Walt Kelly (Excavator), Richard Krauss (Locator) and Warren Graves (Excavator). New 11/2: Andrew Lu, Bill Palmer and Allen Gray. New 07/19/12 Don Heyer.

Wording Posted Status/Discussion: Don Heyer (one call primary) provided feedback on the wording as posted. The proposed modifications have been sent to Walt and were posted on the screen for members to use during the meeting. Don suggests deleting all wording after “by the locator(s)” in the statement as well as the second sentence. Don’s comments include “the excavator notes are no longer reliable once he has agreed to the location description. If there is any discrepancy with the information he agreed to, it will be found on the recording of the ticket.” Tammy summarized opposition – “excavator should have copy of ticket rather than their own notes/information.”

Status: This will go back to the committee for further consideration based on comments/feedback. ONGOING – Updated language to be provided prior to November for view at next meeting. Don Heyer will join teams next teleconference.

CGA Best PracticesTR 2011-03 Downtime i. Bruce Bevers (Chair – Gas Trans) Louis Panzer (One Call) Richard Krauss (Locator), Don Heyer (One Call), Dave Erwin (One Call), Tammy Wilfong (Telecom), Tim Vaughn (Gas Trans), Isaace Weathers (One Call), Donna Williams (One Call) and Walt Pegram (One Call).

Wording Posted Status: The team suggests we use the same definition as posted within the DIRT User’s Guide. The DIRT team as well as the locators have also suggested we modify term “excavator” to be more generic to all parties – so change “excavator” to “stakeholders.” Remove “excavation” when referring to “excavation project.” Add Donna Williams and Isaac Weathers (07/19/12). The committee discussed “downtime” – is it for an excavator only. Recommended change - Downtime: Time that a stakeholder must delay a project due to failure of one or more stakeholders to comply with applicable damage prevention regulations or CGA best practices. There may or may not be a damage associated with the downtime. All agreed that to change the word excavator to stakeholder – this needs to go back to the task team for further review (because this change would be more than “editorial”). ONGOING

Wording Posted Joint Trench: Two or more buried facilities owned by separate persons sharing a common trench. Status: Allen Gray (Road Builders) had one comment (to add “by design” to the end of the definition). APPROVED: The wording will be reviewed by editorial and proposed to the Board for final approval on August 10th. <Board sent back for clarification>
