ABOUT THE UNIVERSITY OF TOLEDO

The University of Toledo is one of 14 state universities in Ohio. We were established in 1872 and became a member of the state university system in 1967. The University of Toledo and the Medical University of Ohio merged July 2006 to form the third-largest public university operating budget in the state. The University is accredited by The Higher Learning Commission.

Main Campus features nine modern residence halls, a gothic bell tower, a Student Recreation Center, a state-of-the-art classroom center in one of our original buildings, Memorial Field House, opened fall 2008, and a football stadium and new Savage Hall basketball and athletic complex, which opened fall 2008.

Health Science Campus is home to graduate health programs and the UT Medical Center, a Level III trauma center, offering innovative treatments for strokes and cancer found nowhere else in the state. The UT Medical Center, also features the new $5.8-million Orthopedics Center.

Public Sector Employment

Public Sector Private Sector The public sector is usually composed of organizations that are owned and operated by the government. Ohio Public Records Act The Sunshine Law protects the rights of citizens “Any document, device, or item, regardless of physical form or characteristic, including an electronic record as defined in section 1306.01 of the Revised Code . . .” UT Public Records Policy 3364-10-02

All requests must go thru the office of legal affairs in order to ensure compliance with the Ohio Public Records Act

The private sector is usually composed of organizations that are privately owned and not part of the government. These usually includes corporations (both profit and non-profit), partnerships, and charities. An easier way to think of the private sector is by thinking of organizations that are not owned or operated by the government.

Public Universities Private Universities The major difference between public universities and private colleges lies in how they are funded. This affects students because funding is tied to tuition prices. Most public universities and colleges were founded by state governments, some as early as the 1800s, to give residents the opportunity to receive public college education. Today, state governments pay for most of the cost of operating public universities. They also oversee these institutions through appointed boards and trustees.

Private colleges don't receive funds from state legislatures. They rely heavily on tuition and private contributions. This means tuition rates are generally higher

Public Hospital Private Hospital A public hospital is completely and entirely run by the government’s funding and money. Everything from the construction to the fees of the doctors to the equipment, medicines are based on the government budget. Hence, each and every single thing is being taken care of by the local government body. Governments operate public hospitals for the health of their people, and not to earn a profit.

A private hospital is one which is owned and governed by a person or many people who are managing the whole finances on their own. Not just finances, even the whole funds process and the administration, staff, all the doctors, everything is under control of that private body.

Classification Make-up

FLSA STATE BARGAINING UNIT

The Fair Labor Standards Act (FLSA) establishes minimum wage, overtime pay, recordkeeping, and youth employment standards affecting full-time and part-time workers in the private sector and in Federal, State, and local governments All staff positions are identified as either non-exempt (hourly – eligible for overtime) or exempt (salaried – not eligible for overtime) according to the Fair Labor Standards Act (FLSA). The law outlines a set of criteria relating to primary job responsibilities that are used to determine if a job is non-exempt or exempt. An exempt employee has virtually "no rights at all" under the FLSA overtime rules. Nothing in the FLSA prohibits an employer from requiring exempt employees to "punch a clock," or work a particular schedule, or "make up" time lost due to absences. Nor does the FLSA limit the amount of work time an employer may require or expect from any employee, on any schedule.

The civil service is divided into two categories: classified and unclassified Classified: Classified employees hold positions that are awarded based on objective merit and fitness, which is typically determined by a competitive selection process such as competitive examination. If you are a classified employee, you have employment protections under the terms of the Ohio civil service laws Unclassified: Unclassified employees serve at the pleasure of the appointing authority, who is generally the director of your agency. Unclassified employees are not subject to the competitive selection process that may be associated with classified positions. If you are an unclassified employee, you are not entitled to the employment protections under the terms of the Ohio civil service laws. “Employee” means any person holding a position subject to appointment, removal, promotion, or reduction by an appointing officer. “Classification series” means any group of classification titles that have the identical name but different numerical designations, or identical titles except for designated levels of supervision, except for those classification series established by the director of administrative services in accordance with division (A) of section 124.14 of the Revised Code. “Appointing authority” means the officer, commission, board, or body having the power of appointment to, or removal from, positions in any office, department, commission, board, or institution.

The term "bargaining unit members" defines University employees who are represented by a union that negotiates wages, hours and other terms and conditions of their employment.

Eligible OPERS members have 180 days from the date their employment begins to select one of the

OPERS retirement plans. Your retirement plan selection is effective retroactive to the first day of the

enrollment period.

What education and resources will be provided to assist me in making my retirement

plan selection?

A combination of educational tools and resources, including OPERS counselors, are available to

help eligible members decide which of the OPERS retirement plans is best for their situation. In

addition to the Selection Kit, you will have a number of other educational tools and resources,

including a “How to Select” webinar, informational seminars conducted throughout Ohio, a

Retirement Plan Comparison Calculator on the OPERS Web site, and individual counseling

available over-the-phone or at OPERS offices in Columbus.

How do I inform OPERS of my retirement plan selection?

Once you have selected the OPERS retirement plan that is right for you, you can inform OPERS of

your retirement plan selection in three different ways:

Complete and return the Retirement Plan Selection Form found in the Selection Kit.

Call the OPERS Help Line at 1-866-OPERS-4-U (1-866-673-7748) with PIN.

Log in to the My Benefits System and make your selection online with PIN.

Important: If you enroll over the telephone or on the OPERS Web site, you will need an OPERS

Personal Identification Number (PIN) for security reasons. Your PIN can be requested through the

Web site or by phone at 1-866-OPERS-4-U (1-866-673-7748). It takes five to seven business days

to receive a PIN. After you notify OPERS of your retirement plan selection, you will receive a

confirmation of your selection in the mail.

5. What happens if I do not select a plan?

If you do not select a retirement plan on or before the last day of your one hundred eighty (180)-day

enrollment period, you will automatically become a participant in the Traditional Pension Plan.
