2. PROJECT OVERVIEW (See bid item description for additional details). The work generally consists

4. BIDDING INFORMATION

• Contractor shall be registered with California Department of Industrial Relations (DIR) and shall have a valid California contractor’s license

• California Prevailing wage rates apply • The bidding documents are posted on District’s website at www.olivenhain.com

o Select the “About Us” Tab and scroll down to “Bids and Planning” to access the document links

5. BID SCHEDULE

• There are two (2) Bid Schedules. Both bid schedules must be completely filled out. The low bidder will be based on the total the bid schedules selected by the owner to be completed.

• Completely fill in the lump sum and/or unit price amount for all items in the Bid Schedule • Acknowledgement of Addendum is mandatory, if used

6. ADDITIONAL ITEMS

• Hours of Work (810-1.21) o Monday night through Thursday night (4 days) - 8:00 PM to 6:00 AM o Work at any other time requires prior written approval by OMWD o No work on District recognized holidays

• Permits o City of Encinitas requires separate permits for potholing and pipe installation.

• OMWD Standard Specifications o Contractors are encouraged to review the OWMD Standard Specifications and

Drawings, all of which apply to this project. o Contractors are encouraged to review the section 9952-Cold Wax Tape.

• Sequence of Work (1043-1.4) o Each phase must be complete and connected before moving to next phase. o Phase 1, Phase 2-3 together, Phase 4, Phase 5 o Potholing for each phase must be completed a minimum of 2 weeks PRIOR to

beginning trench excavation to allow time for adjustments due to conflicts. • Potholing (2222-3.05 OMWD Std Specifications)

o Utilize form included in this section o Survey must be completed as elevations are required as part of pothole

information. o Backfill potholes with ¾” rock to facilitate location during construction. o Sewer & SD elevations may NOT be verified by measuring depth of nearest MH on

each side of crossing and calculating depth. • Paving

o Rubberized asphalt o All trenches to be HMA paved (“base paved”) each Thursday day regardless of the

footage of open trench (2743-3.12). This paving must be flush with existing asphalt and not left low for the final cap pavement. A recessed trench plate at the end of the pipe installation may be allowed with written permission from the City of Encinitas.

o Recycled base and crushed miscellaneous base materials are NOT allowed (2743-2.1)

o Reinforcement membrane shall be placed underneath the final asphalt surface course per City of Encinitas Standards (2743-3.9.G)

• Traffic Control Plans (1550-1.2) o Contractor to apply for traffic control permit with the City of Encinitas. o The plans included with the project suggested and have been approved by the City

of Encinitas, but still need to be approved through the permit application process. o Changeable message boards required to be installed a minimum of 14-days prior to

night work. (1550-1.2.D) o The City of Encinitas requires striping to take place a short time after slurry seal.

Temporary tabs are only allowed for a short period of time (1-2 days) • Notice of Completion

o Bid Schedule 1 (Pipeline Portion): 300 Calendar Days o Bid Schedule 2 (Striping Portion): 60 Calendar Days from Substantial Notice of

Completion for Schedule 1 • Staging and laydown area (810-1.26)

o Public ROW: City of Encinitas written approval required o Private Property: Written permission from the property owners and any required

permits submitted to OMWD at least 14 days prior to planned site move in. OMWD’s GM will provide written permission but may deny use for any reason.

o The City of Encinitas will not allow any storage of materials on El Camino Real • Dust Control (810-1.27)

o The site shall be swept each day by a motorized, self-loaded sweeper with water spray nozzles

• Dewatering o Geotechnical report shows water at the Garden View connection, ECR & Mountain

Vista and near Via Molena o Permits required. Review section 2140-Dewatering for requirements included

groundwater sampling and testing prior to application for permits. No additional time will be granted for failure to obtain permit in a timely manner.

• Earthwork o Compaction of pipe base is required (90%) per 2223-3.01 (OMWD Std.

Specifications) • Fusible PVC

o The fusible PVC specification was included as an option for the contractor. There is no fusible PVC pipe called out on this project.

• Surveying o Surveying will be required to take place at night.

• Addendum o An addendum will be issued that contain the following items:

Allowance for Unsuitable material in the trench or pipe zone. This does not apply to unsuitable subgrade which is covered under 2223-3.10 (OMWD Std. Specifications). Unsuitable material is expect in the Mountain View area.
