This catalog covers courses available from January 1, 2016 through March 31,

Call Oklahoma State University – Fire Service Training (OSU-FST) at 1-800-304-5727 to register for a class. Preregistration is required for all Fire Service Training classes. Registration will begin 90 days prior to the class start date. You may preregister earlier than 90 days for all NFA classes. All registration fee amounts quoted throughout this brochure are for Oklahoma emergency responders. If you need information on out-of-state, industrial, or government costs, please call the OSU-FST office at 1-800-304-5727 or visit the FST website at www.osufst.org.
Cancellation Policy All OSU-FST classes have a minimum number of students required to hold the class. These numbers vary with the individual classes due to safety considerations, activities, and efficient and economical use of resources.
The student or organization representative that has registered a student for an OSU-FST course must notify OSU-FST at least five (5) business days prior to the start of the course, that the student will not attend the course, to avoid being billed.
The student or organization representative who registered the student will be issued a “cancellation” number when canceling the student out of the course.
Classes that do not have a registration fee – The student or organization representative who placed the registration will be billed a $15.00 administrative fee if the student fails to attend the class he/she is registered for, and has not obtained a cancellation number at least five (5) business days prior to the start of the course.
Classes that have a registration fee – The student or organization representative who registered the student will be billed the full registration fee if the student fails to attend the class he/she is registered for, and has not obtained a cancellation number at least five (5) business days prior to the start of the course.
Grant-Funded Classes This training brochure does not include all the grant-funded classes scheduled for October through December 2015. Advertisements for grant-funded classes will be sent separately. Watch for grant course flyers!

Oklahoma Executive Fire Officer Leadership Program Length: 120 hours
Outline: The Oklahoma Executive Fire Officer Leadership Program is a partnership between
Oklahoma State University – Fire Service Training, Oklahoma State University Fire and Emergency Management Administration, Oklahoma Fire Chiefs Association, Oklahoma State Firefighters Association, and the Council on Firefighter Training. The 160 hour program utilizes the curriculum from the International Public Safety Leadership and Ethics Institute and has been developed to bring the concepts of leadership and ethics to the forefront of an individual’s career. Topics include: Developing a Personal Philosophy of Leadership and Ethics, Leading Others Ethically, Ethical Leadership in Organizations, Ethics and the Challenge of Leadership.
Prerequisites:
10 years in the fire service
3 years as an officer

Length: 8 hours
Outline: This is the train-the-trainer for CPR for Healthcare Providers working in the Emergency
Service Field. This course meets the American Heart Association Standards and Standards set by The Oklahoma State Department of Health for EMS personnel and the National Registry for Emergency Medical Technicians. Must complete the online BLS Instructor Essentials Course License 90-1429 before attending the class. Contact course Instructor for information.

AHIMT – Supply Unit Leaders L-970
Length: 32 hours
Outline: The purpose of this professional development course, E-970 Supply Unit Leader (SPUL), is
to provide local and State-level emergency responders with an overview of key duties and responsibilities of a Supply Unit Leader Type III in a Type III All Hazards Incident Management Team (AHIMT). By requiring participants to bring jurisdiction-specific information to the instruction, the course provides a realistic, hands-on approach to mastering the skills of an SPUL organized by the fundamental steps of the ordering process. Participants identify information required for ordering, as well as complete required forms and documentation related to ordering, and anticipate ordering and supply needs for the incident. In addition to the ordering process, the course discusses mobilization, setting up and managing the Supply Unit, and demobilization. The intended audiences are local- or state-level emergency responders who may be designated as Supply Unit Leader on their local or state Incident Management Team (IMT). The materials were developed with the assumption that audience members may have little or no actual experience as a member of an All Hazards Incident Management Team (AHIMT). The audience may include participants from a variety of agencies and functional disciplines, including fire service, law enforcement, emergency management, public works departments, as well as public health organizations, medical emergency teams, and hospitals.

AHIMT – Finance/Administration Section Chief (FSC) L-973
Length: 24 hours
Outline: This course is designed to provide local and state-level emergency responders with a robust
understanding of the duties, responsibilities, and capabilities of an effective FSC on an All-Hazards Incident Management Team. These responsibilities fall into two categories: FSC duties 1) managing the Finance/Administration Section personnel and 2) managing the finances and administrative responsibilities during an incident. Exercises, simulations, discussions, and a final exam enable students to process and apply their new knowledge.

Calling the MAYDAY
Length: 8 hours
Outline: This course was developed from the N.F.A. “Calling the Mayday.” There is an approximately
five (5) hour classroom presentation. The objectives of the classroom presentation are to: Define a Mayday situation, identify why firefighters fail to or delay calling a Mayday, Identify Mayday decision making parameters and calling procedures, identify Mayday training and drill needs for the fire service. The hands-on portion of the class requires the student to move through a course of six stations with full PPE including SCBA on air, obscured vision, pass device and radio. The stations simulate Mayday parameters including a fall, downed fighter, entangled, collapse, trapped and lost or disoriented. At each simulated parameter the student will be require giving a verbal Mayday alert on the radio, giving L.U.N.A.R report and activate pass device.

Confined Space Rescue Technician Level I&II
Length: 16 hours
Outline: Participants will learn how to properly size up a confined space incident, site control, scene
management, identification of command hazards, and safety considerations. Hands-on exercises will cover air monitoring, ventilation, patient packaging and rescue techniques.

Exterior Offensive Fire Attack/ Structural Fire Scene Size-up
Length: 8 hours
Outline: This course addresses the exterior offensive fire attack strategy. Students will consider the
advantages and limitations of this strategy; the impact of exterior fire attacks on fire behavior; and ventilation methods and fire streams which are used with exterior offensive attacks; the course uses small group activities where students evaluate a fire scenario, determine if an exterior offensive fire attack is feasible, and then develop a strategy for making that attack.

Outline: In this 40 hour class, 36 hours of instruction and 4 hours of testing and evaluation, Fire
Officer I provides the student with the basic skills and knowledge to effectively perform the duties of a company officer, or an acting company officer, in most municipal fire departments.

could be the first on the scene of an emergency involving a hazardous substance. NFPA 472 compliant.

Hazardous Materials Operations Refresher: Oilfield Emergencies
Length: 8 hours
Outline: Hazardous Materials First Responders at the Operation Level are required to retrain or
demonstrate competency in their assigned job duties at least annually. This course is designed to meet or exceed the minimum annual refresher requirements while providing specific focus on oifield emergencies. The content focuses on the hazards that may be encountered at an oilfield incident and the actions appropriate for first responders trained to the operation level. Incident involving exploration, production, and transportation of petroleum and hydrocarbon products can pose great risk to the public and emergency responders if they aren’t managed appropriately. Through simulated oilfield emergencies, students will learn to analyze the incident, plan a response for the conditions present, implement their planned response, and evaluate the effectiveness of their plan within the limitations of their training and resources.

Leadership for Small Departments: Administration
Length: 8 hours
Outline: This course covers basic administration information required for the chief personnel in small
fire departments. It is intended to supply basic information to these new chief personnel to keep themselves and their personnel safe until, and when, they can attend other tactical and leadership courses to expand this knowledge base. It is also intended to supply needed administrative information to these chief personnel to insure they meet all the basic legal and administrative requirements of heading up a small fire department.

Leadership for Small Departments: Tactics
Length: 8 hours
Outline: This course is designed to provide information to the new small department chief that will
allow him or her to make sound tactical decisions during an incident. These concepts are basic in nature and are offered in an effort to keep all members of the fire department safe under the direction of the small department chief. Outline: This 10-day course, based on NFPA 921 - Guide for Fire and Explosion Investigations,
addresses the technical and scientific knowledge and skills needed to conduct successful fire/arson investigations. Using a combination of classroom and practical exercises, successful methods are demonstrated for conducting science-based fire investigations that culminate, when appropriate, in prosecution for arson. Upon completion of the course, the students will be equipped to identify the origin and cause of a fire, conduct a technically and legally sound investigation, and pursue the case through the judicial system.

Outline: This 2-day course is the first of two courses on midlevel management covering the skills and
techniques midlevel managers will need to provide leadership and direction for their departments. The first module focuses on identifying opportunities and/or problems. Topics include environmental scanning, paradigm shifts, and methods for reframing problems accurately. The second module deals with group problem-solving techniques. The third module explains the need to quantify, justify, and communicate decisions so they will be implemented effectively. Managing change will be discussed in the final module. Length: 8 hours
Outline: This course, G-131, Wildland Training for Structural Firefighters, contains training for
structural firefighters to close gaps in their knowledge and skill that exist between their current structural skills and the NWCG wildland skills. It is the second of the four gap courses. The target audience is personnel in the position equivalent to Firefighter (FFT1) under the Wildland Fire Qualification System Guide, PMS 310-1. The purpose of this course is to train structural firefighters who have the ability and desire to become a first level fire line supervisor, either as a lead firefighter or as a squad boss.
