Historic oil and gas fields affect over 60% of
Oklahoma townships.
Many old pre-1980 oilfields are just open fields today, so
pollution risks are not immediately obvious to developers.

Who can the OCC help?
Individuals, businesses, agencies, nonprofit
organizations, and towns who are
buying, taking for taxes, or otherwise acquiring any
former oil and gas exploration or production site,
gas station, storage tank site, or land affected by an
old pipeline.
Who else can the OCC help?
Current oil and gas operators who are
taking over an orphan well (bankrupt or shut down
operator) or
drilling a new oil or gas prospect in what once was
an old oilfield area.
OCC Brownfields Process
NOTIFICATION
Applicant notifies OCC of possible Brownfields site.
SITE INSPECTION
OCC Brownfields staff and/or a field inspector check the site.
They take photos, document site conditions prior to site development
ASSESS SITE HISTORY (limited AAI)
OCC checks the prior drilling & production history or PST history to document who polluted the site and when.
• Well and PST databases
• Aerial photos back to 1937
If, during investigation, a Responsible
Party is found, OCC will pursue them to
cover costs of assessment and cleanup.

ASSESSMENT BY:
• EPA (Targeted Brownfields Assessment), or
• OERB (oil and gas E&P only), or
• Applicant
(Optional) LIMITED SITE ASSESSMENT
OCC or Applicant can take a few samples
OCC can run an EM survey to detect and map existing saline pollution.
APPLY TO PROGRAM
Applicant fills out Brownfields program forms ; if accepted,
SITE ADDED TO BF LIST

Determine site status
• Is it polluted? With what?
• Is not polluted? No Further Action certificate
CLEANUP
• If gasoline/diesel found request OCC PST cleanup
• If oil and gas E&P found request OERB cleanup
• If applicant will oversee cleanup themselves…
AFTER CLEANUP COMPLETE
Certificate of No Further Action issued
1. Letter of concurrence from state agency (OCC)
2. Petroleum Eligibility Determination letter
3. Statement of enrollment in or intent to join state Brownfields program
To Apply for an EPA Grant, Attach these three:
1. Letter of Concurrence
Statement and
explanation of the
Oklahoma Corporation
Commission’s support of
the site receiving EPA
Brownfields funds.

site meets federal petroleum

have joined OR will join the
