Merger talks between the Oil Workers International Union (OWIU) and the smaller United Gas, Coke, and Chemical Workers International Union (UGCCW) began during the spring of 1954. The Congress of Industrial Organizations (CIO) had chartered the UGCCW in 1942 after a group of local unions, opposing the decision of the United Mine Workers of America (UMWA) to leave the CIO, withdrew from UMWA District 50. An undisciplined and loosely organized union, the UGCCW, which was composed predominantly of low-wage workers living in the eastern states, experienced constant financial stringencies and probably would not have survived without CIO assistance. Like other unions in the petroleum and chemical industries, leaders of the UGCCW encountered great resistance in the effort to organize workers within their jurisdiction. Organizing failures resulted primarily from the effective anti-union tactics of the huge corporations that dominated the industry, but the trade unions themselves further exacerbated the problem through expensive and distracting rivalries that disrupted organizing drives and weakened the union position during collective bargaining negotiations. Consequently most UGCCW leaders were pleased to hear OWIU president O.A. Knight tell the delegates to the 1950 OWIU national convention: I think at this time...it behooves us to extend an invitation...to the Gas, Coke, and Chemical Union, which is so closely related to ours that you can't tell where their stops and our starts,.l..to sit down with us and plan for a united movement in the oil and chemical industry in America. The first step toward greater unity came in 1951 with the organization of the National Coalition of Oil Unions, a collective bargaining unit that included many independents as well as the OWIU and the UGCCW. Finally, in the late winter of 1955 the two organizations agreed to a merger, creating the Oil, Chemical and Atomic Workers International Union. Clearly the OWIU was the senior partner in the merger, and its president, O.A. Knight headed the new union. The UGCCW, which held annual conventions, maintained its international headquarters in Washington, D.C. Full-time officers included a president, vice- president, and secretary-treasurer. The executive council was composed of the full-time officers and members elected from eleven geographical districts. At the time of the OCAW merger, the UGCCW paid per-capita taxes to the CIO on 72,000 members. During the remaining years of the 1950s, leaders of the OCAW devoted much of their attention to problems emanating from the merger. Both unions had long traditions of rank-and-file participation in decision making, and while the OWIU had gone further toward centralizing authority, advocates of local autonomy in both unions jealously guarded their prerogatives. While a healthy and desirable condition, this state of affairs complicated the resolution of the inevitable administrative problems following the merger. Disagreements erupted over dues

payments, the degree of power to be exercised by the president, collective bargainingpolicies, procedures for authorizing strikes, representation at conventions, and the election ofofficers. Although compromises were arranged on most issues, in general terms the positionsof the larger OWIU usually predominated. The merger eliminated existing or potentialjurisdictional problems between the OWIU and the UGCCW, but it did not provide theexpected organizing gains or improve the collective bargaining positions anticipated by itssponsors. The OCAW steadily added new members but lost almost as many to technologicalchanges, new production methods, craft reclassification, and rival unions. As a resultmembership fluctuated by has remained fairly constant since 1957. Moreover, the mergermovement initiated by the OWIU in 1950 stalled after the formation of the OCAW in 1955.Merger talks with the International Chemical Workers Union collapsed,. and although a fewunaffiliated unions joined, most remained independent or merged with other unions. TheOCAW, which holds biennial conventions, maintains its international headquarters inDenver, Colorado. Principal officers include a president, two vice-presidents, and a secretary-treasurer. The executive board consist of sixteen rank-and-file members. In 1973 the OCAWreported a membership of 172,000 in 596 locals.

SCOPE AND CONTENT

The Oil, Chemical, and Atomic Workers Union Papers document many of the union'sactivities from 1928 to 1982. The collection contains information of many of the union's dayto day business and special activities. Most information, however, concerns activities in the1950's and early 1960's. Topics include contracts, convention material, correspondence,departmental matters, financial records, grievances filed, job descriptions, information on theKing-Thompson Act, copies of the Laclede News, information on various St. Louis OCAWlocals, meeting minutes, membership information, negotiations, pamphlets, publications,reports, information on St. Louis County Gas Company, subject files, and photographs.

Two series comprise the largest part of the collection--contracts and negotiations. Contractscan be found for several locals, but most information concerns local number 6. Becauseseveral different locals are represented, the information available is somewhat sketchy. Thecontracts found under that specific heading are final drafts. Preliminary drafts can be found inthe negotiations series. The information found in negotiations complements the contractualinformation. Union proposals, company proposals, counter proposals, wage disputes, debatesover specific clauses, and comparable contracts can all be found in this series. Again,however, several union locals are represented. Often, two or more locals negotiated jointly.This information is perhaps more helpful, but more difficult if one is searching forinformation concerning a specific local.

The final labor agreements can also be found in the pamphlet series. These agreements werepublished for each member of the union. The information contained in the negotiations,contracts, and pamphlets provide a complete view of the union's dealings with the gascompany.

The pamphlet series also includes various pamphlets concerning Laclede Gas Company.There are also several By-Laws and Constitutions for several years in this collection. Theinformation is very incomplete because some locals are not represented at all, while othershave only a few pamphlets for widely spaced years.

Besides information in negotiations and contracts, the local series has information on specificlocals. Much of this information concerns individuals and concerns of specific locals. Theinformation is most helpful if used in conjunction with other series.

The financial records, St. Louis County, membership, and meeting minutes series all containinformation concerning all St. Louis local involved with Laclede Gas Company. Lists ofmembers for various years can be found in these series. Court litigation involving OCAWcan also be found here. Dues, fees, and fine information for certain years are in the financialrecords. The financial records are not only relatively complete, but the death benefit fund alsoprovides a record of deaths of union members. In addition to these records, the financialledgers yield listings of financial matters and members for specific years in the 1950s.

The grievance and department series are both divided up according to department. Both ofthese series contain material primarily from the 1950s. There is no way of gauging just howcomplete the grievance records are because no list is available. The department information issketchy and pertains to specific problems or issues within a specific department.

Three series have very little information to offer. There are only three folders in the jobdescriptions series, and only the SAID and meter reading departments are represented. Thepublications series consists of The Daily Strike Bulletin and a few newspaper articlesconcerning the 1948 strike. The subject files cover an extensive array of topics, but each filecontains only a small amount of information. These three series are of very limited help tothe researcher. For more information on strikes, it is necessary to also look in the scrapbookseries which consists of newspaper clippings concerning strikes and negotiations betweenOCAW and Laclede Gas Company.

The King-Thompson material is fairly complete and wide-ranging. This series contains mosteverything pertaining to the OCAW attempt to repeal the act. Also included within thecollection is soundscriber phonograph discs of the debates in the Missouri legislature.

Laclede Gas Company published a monthly newsletter called Laclede News. Some issues aremissing. The copies which are missing, however, can be found in the microfilm series whichis a complete copy of the Laclede News from 1935 to 1973.

The correspondence in this collection is filed according to department and individual. Theinformation contained here is not very complete, but it does help the researcher to follow theactivities of the individual or department. To gain a more complete picture, this series shouldbe used in conjunction with others.

The reports series is a good record of daily union activities. The information can becomplemented by cross-referencing with other series. Unfortunately, only a few years arecomplete--1951, 1952, and 1954. This series also contains reports given by William LaVellewho was financial secretary in the 1950's.

The convention series contains information on OCAW national conventions held on thefollowing years--1947, 1948, 1950, 1954, and 1955. Obviously, there are gaps in theinformation available. The years which are covered, however, contain fairly completeinformation.

1. Contracts: This series consists of contracts from the following locals: No. 12006, No. 6,No. 194, No. 8-6, and No. 8-109. The dates include 1937 through 1960.

2. Conventions: This series includes attendance records, programs, resolutions,correspondence, proceedings, and constitutions for 1947 through 1955.

3. Correspondence: Includes correspondence of the following persons: Howard Carson;Ralph Dement; Alfred Hirsch; William Hoffelder; William Klenk; William LaVelle; MorrisLevin; E.L. Ramsey; and James Storll. Also included are letters concerning Laclede GasCompany; membership in the union; the service and installation department; the streetdepartment; and the transportation department.

4. Departments: The donor originally created this series. It includes information concerningthe fitting shop, garage, the manufacturing department, the meter reading department, themeter repair shop, the service and installation department, the storeroom, the streetcarworkers union, and the street department.

5. Financial Records: This series includes bank books, treasurer's records, and ledgers from1942 through 1959.

6. Grievances: This series includes grievances of the following departments: buildingservices; manufacturing; meter repair; service and installation; stores; street; andtransportation. The dates include 1948 through 1960.

7. Job Descriptions: Only two departments are represented here-meter reading and the serviceand installation department. Neither job description is dated.

8. King-Thompson Law: This series includes communications, meeting minutes, House bills,House journals, Senate bills, Missouri Utility Workers Legislative Conference information,mailing lists, repeal programs and strategies, press releases, information on state legislators,and Supreme Court Briefs.

9. Laclede News: This series contains copies of the Laclede Gas Company Bulletin for theyears 1937 to 1971.

10. Locals: This series includes information pertaining to specific locals which include no. 6,no. 5-6, no. 8-6, and no. 8-109.

11. Meeting Minutes: This series contains business reports (1941- 1948), minutes ofexecutive meetings (1937-1953), regular meeting minutes (1937-1953), and reports tomembers (1939-1941).

12. Membership: This series consists of lists of members enrolled in the city and county, listsof officers, and permit records from 1937-1955.

18. Subject Files: This series consists of subject files designated by the donor. The subjectscover a variety of topics. Most documents are from the 1950's.

20. Soundscribers: This series includes phonograph discs which are recordings of the statelegislature's debate on the King-Thompson Act.

21. Microfilm: This series consists of three microfilm rolls which are copies of the LacledeNews from 1935 to 1973.
