The literary and Oratorical exerciies did honorto the students and institution.
The declamations were one and all rendered aclear and forcible manner.
The compositions showed thought and an appre-ciation of the subjects chosen.
A composition on "Insect Life" was of peculiarmerit, considering the age of the writer and thelimited opportunity he has had to study thisparticular branch of natural science.
The editorial articles in the " Centennial Icbo,"elicited general commendation. There was a pleas-ing variety of style and the subjects were wellhandled. A duet " Listen to the fairy feet," wasaung very sweetly; and the two instrumental pieceswere well rendered. The committee would havebeen to hear more of the boys declaim, andttink it might have been effected by omitting- - thereading exercises which had received sufficientprominence in classes.
The exercises and examinations have been credit-able to the institution and all concerned. We wouldsuggest that an improvement might be made inchorus singing, and the school needs a good collectionof glees for such occasions.
We glad to learn that it ia the purpose of thePresident to devote more attention to anotheryear,

ing tbe views of that part of the community thatU so directly interested in the proposed new taxes,that the plans of the Minister of Finance have beenput forward in advance of any Acln to carry themout. As Mr. Davits observes in his letter on thissubject, the Minister have had ample lime to con-
sider these questions, and if tli; flan proposed bythem is not pretty nearly the best general planthat can be adopted, I agree with Mr. Da vies, thatit ought to be, and the Ministers can have no apol-ogy to offer if it is not. His Majesty' Uovernuientmust expect criticism, and they should not askthat their proposals be handled with glove on.Mr. Dayies ha? done a public service by boldlyand promptly attacking the schema of the Govern-ment at every point w here he considers it vulnera-ble, and points seem in Mr. Davies' view toexist pretty nearly all round it. The Select Committee to whom was referred thelaw to amend sections 1 and 3 of the lawrelating to butchering and selling of beef reportedhaving framed a new bill to take the place of thefirst one ; which was read, and the report beingaccepted, the bill passed to its second reading.

After some discussion,the resolution was withdrawn.
Hon. M'. Ilelekunihi presented a resolution.tuut members of the houso be specially invited tobe on hand every day at 10 a. m.

Mr. Barenaba begged to amend, that afine of $1.00 be imposed on every member makinghis appearance after the hour of meeting, and thatthe Sergeant-at-arm- s be instructed to buy "beer"with all monies collected from that source, andplace the same in the back hall for the benefit ofthe members. The majority and minority reports of the coni-- imittee on education, on several petitions relatingto the bureau of Public Instruction and the Super- -
intendeut of schools, together with two bills whichwere laid over to be considered with the report ofthe committee, amending sections 11, 12 and 13 ofan act to amend chapter 10 of the Civil Code, andamending section 25 of the same chapter, relatingto the Board of Education.
On motion, the house went into Committee ofthe Whole on the consideration of the same, theHon. Mr. Nahaku in the chair,
Hon. Mr. S. X. Castle spoke In favor of themajority report of the committee, which recom-- imended the indefinite postponement of the twoacts, and that the school system continue as atpresent.
After considerable discussion, which occupiedthe whole of the afternoon, in which the Hon.Messrs. Castle, Rhodes and Smith spoke for theadoption of the majority report and the rejectionof the bills; and Hon. Messrs. Birch, Kaai,Nawahi and Aholo f poke for the adoption of theminority report and the passage of the tW3 bills :the motion that the committee rise and recommendthe adoption of the majority report was put andlost, and the minority report was then adopted.Adjourned.

Mr. Halstead presented a resolution that theMinister of Finance be instructed to place in theappropriation b'ill the sum of $10,000 for a doctorat the Leper Settlement of Kalawao, Molokai.
His Ex. the Minister of Finance read for thefirst time the Appropriation bill for the two en-
suing years, which ammounts to $1,223,979,74.On motion the bill was ordered to be printed.
The President laid before the Assembly the in-
vitation of Mr. E. P. Adams the chairman of thecommittee af arrangements of the Centennial Cele-bration of the 4th of July, inviting the membersto a public meeting at Kawaiabao Church at 11a. m. on max uay, an i to a picnic at ivenenuna, at3 r. m.
On motion, a select committee consisting otMessrs Green, S. N. Castle, Birch, nalemanu andBarenaba was appointed to draft a reply accept-ing the invitation.
Hon. Mr. Naili read for the first time his proposedamendment to the article 58 of the Constitution.Indefinitely postponed.
Hon. Mr. Ilelekunihi presented a resolution thatwhen the laws passed by this assembly are prin-ted and bound in book form, 4he Minister of In-
terior is instructed to send a copy of the same toeach member of this Assembly, also a copy of re-vised Civil Code and reports of the Supreme Conrt,volume III. Carried.
On suspension of the rules. Mr. Kalaukoa wasallowed to read a petition signed by thirty names,stating that they worked the road between Nuuanuand Liliha street for the sum of 1,000, and askedthe payment of the same amount.
His Ex the Minister of Interior stated that hemade no agreement with those people.
The petition was referred to a select committeeconsisting of Messrs. Pilipo. Kalaukoa, Kaai. W. R.Castle and Aholo.
ORDER OF TUE DAY.
The bill to amend section 1 chapter 41 of thePenal Code, relating to the suppression of liquor,came up on ita second reading in the committee ofthe whole. Hon. Mr. Isenberg was called to thechair.
After a long debate in which Messrs Green andRhodes spoke against and Messrs Kaai, AttorneyGeneral, Preston and Castle spoke in favor, thecommittee rose and recomended the passage of thbill with the amendment that the act shall becomea law in May 1877.
The bill to admit certain articles free of dutycame up on its second reading and on motion wasindefinitely postponed.
The bill to amend section 239 of the Civil Coderelating to estrays, came up on its second reading.Referred to a select committee.
The act requiring Banking houses to take outlicenses came up on its second reading. Referredto a select committee.
