Residence Procedures~Management of your Student Visa~Notification to Immigration and MEXT
As an institution that receives international students, we must report everyone’s status of immigration details to the Immigration Bureau and MEXT.
If you extend or change your residence status or decideto take a semester off or leave the university, pleasecontact the International Center as soon as possible! *We may need to confirm the information on your residence card.
Also, please make sure to confirm your enrollment
status/ attendance at the university every month for
our report to MEXT.

card, allowing you to work.

Once you receive your residence card, you must carry it
with you at all times. ※You may be penalized with a fine up to 200,000 yen if you are not
carrying your residence card, or with a fine up to 200,000 yen or up to 1 year in prison if you fail to show your residence card when ordered to do so by an immigration control officer, police officer, etc.

You need to check your period of stay on your own.★Ritsumeikan University will not notify students when to
extend their period of stay!
★ If you fail to follow the procedures, you will be considered as an illegal resident and may be subject to in criminal punishments.
The extension procedures need to be done at local Immigration Bureau by yourself.
★However, you will need documents provided by the university, so please come to the International Center before you go to the Immigration Bureau.

Notes:Once you extend your period of stay, any previously acquired re-entry permits or “Permission to Engage in an Activity Other Than That Permitted by the Status of Residence Previously Granted” (work permit) will become invalid. You need to reapply for the permits after your stay is extended if necessary.
Once your extension has been approved, you must bring a copy of the front and back of your new residence card to the International Center.
If you have not earned enough course credits, your extension may not be approved, and you will no longer be permitted to stay in Japan(in other words, forced to leave the country).

University is obliged to report long-term absentee to MEXT
MEXT notified national, public and private universities in Japan of the policy that universities are required to report to MEXT if international students are absent from their university for more than one month.
We kindly request students to come to the International Center every month to confirm your resident status “Student”. Please note that international students
who do not comply with the attendance confirmation procedures will be reported to MEXT as long-term
absentees of one month or more.

Working for and doing business in the entertainment industry are strictly prohibited.
• “Entertainment industry” means…
Jobs connected to cabarets, night clubs, pubs, bars where you entertain clients, cafes, mahjong rooms, pachinko parlors, and any places related to the adult
industry. Taking part in jobs related to maintenance or cleaning at these facilities is also prohibited. It is also not allowed to take part in business that provides indecent images over the internet.

Re-Entry Permission ①★Special Re-entry Permission
If your status of residence is longer than 3 months and is not “Temporary Visitor”, you are eligible for Special Re-entry Permission so that you can leave the country for less than 1 year without applying for a re-entry permit.
Instead, you should check 1. I am leaving Japan temporarily and will return. on the ED card for re-entry.

Those who return home to visit or travel abroad during your period of stay in Japan, must check “I am leaving Japan temporarily and will return” on the ED Card to return to Japan with your current status of residence and period of stay.
You must check one of the 2 options.

What is National Health Insurance?
“National Health Insurance” is a public health insurance program intended for students and others who are not covered by other health insurance. It covers part of the medical fees incurred by illness or injury.
All international students who will stay in Japan for 3 months or more are required to join. You cannot withdraw from this program at your own discretion.
If you present your national health insurance card to a medical facility, you only need to pay 30% of the medical fees.
Ex.) You will only have to pay 300 yen for a medical fee of 1000 yen.

Enrollment Procedures and Registration
Bring your ①residence card and ②passport to the insurance and pension division of your ward office or city hall to enroll in the insurance. *If your income from the previous year is below a certain amount, you may receive a reduction on your insurance premiums. (You must reapply every fiscal year)
From the day you complete your “Notification (Change) of Place of Residence”, you are eligible for the National Health Insurance program.Note:①If you do not apply for National Health Insurance after completing your resident registration, you may have to pay backdated fees. ②If you are not covered by National Health Insurance, you must pay the full amountfor medical expenses.
Students who lived in Japan before entering Ritsumeikan are required to join the National Health Insurance program when registering their change of address at the ward officeor city hall where you reside. You cannot use your National Health Insurance card until you change your address!

How to Pay for National Health Insurance
How to Pay - Take the payment slip and payment amount to a convenience store.- Give the payment slip to the cashier and pay the required amount.- Keep the receipt you receive for your records.
Note - Multiple months can be paid at one time by presenting multiple payment slips.- Payments can also be made at the ward office and at most major banks.- Payments can only be made in cash.
You should receive a booklet of payment slipssimilar to this by mail within a few monthsafter signing up forthe insurance.

Please take note:Yearly payment for the National Health Insurance is divided into 10 installments starting in June and ending in March of the following year.
*One payment slip does not correspond to the payment of one month.*The amount you need to pay is calculated based on your income. An
income declaration form will be posted to you at the end of March, so make sure you fill it out and send it back to the return address. Please note that if you do not declare your income, it is possible that you will be charged a much higher premium for the following year.

Benefits: Subsidy of premiums (\5,000 per year)

Eligibility: Privately-financed international students living in Kyoto City with a “Student” status of residence
Benefits: Subsidy of premiums (\700 per month)
Application Period: September (once a year)* Additional application is scheduled in March
* To receive this subsidy, you must apply every academic year.* You will not be eligible for this program if you fail to pay your National
Health Insurance premium.* You must have an account at Japan Post Bank (Yucho Bank) to receive the subsidy payment.

People living in Japan between 20 and 60 years old, including international students, are obligated by law to join the National Pension Plan and pay pension contributions.However, students can apply for the“Special Payment System for Students”, and depending on the results, payments may be deferred. The International Center uses manaba+R as well as the international student mailing list to
provide important information, including information about scholarships, volunteer opportunities,
and events for international students.

◇ Emails will be sent only from the International Center (Kinugasa/BKC/OIC). Students cannot
send emails using this mailing list.
◇ The mailing list is intended to serve as a supplement for the information provided on
manaba+R. (Please be aware that reasons such as not being able to check your email or not
receiving email will not be considered legitimate reasons for missing important information.)
◇ Emails will be written in Japanese or English.

4. Registration
A university email account will be provided to each student upon enrollment. The International
Center will register this email address to the mailing list, so there is no need to apply yourself.
5. Emails sent through the Mailing List
◇ The first email from the mailing list will be sent to your email address around middle of April. If
you do not receive anything by the end of April, please inform the International Center on your
campus.
◇ If you receive an email that is not in English, please let the International Center on your
campus know as soon as possible.
◇ We will be sending you important information, so please check your email on a regular basis.

6. Smartphone Access and Automatic Forwarding System
The email system used by Ritsumeikan University, Office 365, can be accessed via mobile
applications, making it very convenient. The detailed use of this system will be explained at the
orientation held by your college/graduate school. You can set your university email account to
forward emails to your mobile phone or private email address. Please see the Office365 website
below for additional information.

Beyond Borders Plaza (BBP) is a global commons focusing on international exchange and language learning, with a mission to overcome international borders, cultural boundaries, and language barriers and build ties through mutual discovery.
If you have any questions about living in Japan, like how to register for classes or find nearby supermarkets, or if you want to know more about OIC, feel free to ask the BBP Management Staff! Members include international students from China, South Korea and all staff members speak English.

Come browse the books available at BBP! A variety of textbooks can help you brush up on grammar points that you’ve learned and seek out new ones to add to your language skills.Manga and graphic novels are a great way to learn a variety of slang and expressions found in conversational language, and comparing the same manga from one language to another can be very interesting.
Come to BBP to participate in international exchange events that bring together Japanese and international! Check the calendar in front of the AN Office, the BBP website, or the BBP Management Staff social media for event schedules and details.
