T RESOLUTION CONGRATULATING THE VALIANT UNIFORMED MEN AND WOMEN OF THE ARMED FORCES OF THE PHILIPPINES AND THE PHILIPPINE NATIONAL POLICE FOR EXHIBITING GALLANTRY, BRAVERY AND HEROISM AS THEY TRIUMPHANTLY LIBERATED MARAWI CITY, LANAO DEL SUR FROM TERRORISTS WHEREAS, on May 23, 2017, the Maute rebel group took over Marawi City in Lanao del Sur and committed acts of aggression and secession by occupying public facilities such as the Amai Pakpak Medical Center and pledging allegiance to the Islamic State by raising the black flag of ISIS over Philippine soil; WHEREAS, President Rodrigo Duterte who was, at that time, in Russia for a State visit cut his trip short, declared Martial Law in Mindanao through Proclamation No. 216 and suspended the privilege of the writ of habeas corpus allowing the warrantless arrests of those believed to be members of the terrorist group; WHEREAS, recognizing the existence of sufficient basis for the declaration of Martial Law and seeing the wisdom in the declaration of such, the Senate and House of Representatives on July 22, 2017 granted the President's request to extend Martial Law in Mindanao until December 31, 2017 in order to prevent the loss of innocent lives and further damage to property and livelihood and disruption of traditions, customs and institutions such as the family, schools and places of worship; WHEREAS, in the course of the more than 150 days that Marawi City was under siege, a total of 166 soldiers and policemen of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) sacrificed and dedicated their lives to free and liberate this battleground from insidious terrorists; WHEREAS, it was our uniformed men and women's valor that defeated the combined forces of terrorists which ransacked Marawi City and held over 1,800 civilian hostages that slowed down the military's counter offensive; WHEREAS, without regard to their own safety. Special Forces and Scout Rangers of the AFP, supported by the Special Action Force of the PNP, carried on their duties to our country with attacks day in and day out for the past five months, eradicating close to 900 terrorists, including terrorist leaders, Isnilon Hapilon and Omar Maute; WHEREAS, the Senate of the Philippines salutes the courageous uniformed men and women of the AFP and PNP, and honors the valor and heroism of those who fought to preserve the territorial integrity of the country and ensure the safety and security of its people, most especially the fallen soldiers and policemen who sacrificed their lives for the liberation of Marawi City, namely:

CONGRATULATING THE VALIANT UNIFORMED MEN AND WOMEN OF THE ARMED FORCES OF THE PHILIPPINES AND THE PHILIPPINE NATIONAL POLICE FOR EXHIBITING GALLANTRY, BRAVERY AND HEROISM AS THEY TRIUMPHANTLY LIBERATED MARAWI CITY, LANAO DEL SUR FROM TERRORISTS

WHEREAS, on May 23, 2017, the Maute rebel group took over Marawi City in Lanao del Sur and committed acts of aggression and secession by occupying public facilities such as the Amai Pakpak Medical Center and pledging allegiance to the Islamic State by raising the black flag of ISIS over Philippine soil;

NOW, THEREFORE, BE I T RESOLVED, as it is hereby resolved by the Senate to congratulate the valiant uniformed men and women of the Armed Forces of the Philippines and the Philippine National Police for exhibiting gallantry, bravery and heroism as they triumphantly liberated Marawi City, Lanao del Sur from terrorists.
