CACFP AT RISK AFTER SCHOOL (ARAS) – NEW NATIONWIDE WAIVER!• Any school sponsor (new or currently participating)• Currently participating community sponsors• Up to 7 days of distribution is allowed - application must be amended to reflect this
change• Effective immediately and remains in effect until December 31, 2020• ARAS sponsors:
– May provide supper and a snack
– Must include enrichment (can be virtual)
– Must follow CACFP Meal Pattern

EXCESS FUND BALANCE (EFB) FROM SY19-20, NOW WHAT?• Verify on Audited Financial Statements, FID School Meals Report or SLYER report• Funds must be spent on food service program improvements• An acceptable Spend Down Plan of Action for investing in the food service program
will be required in February 2021, or EFB must be spent down by June 30, 2021• Most common ways to invest in food service program improvements:
• improving food quality
• purchasing needed supplies, services, or equipment
• covering reduced meal cost
• additional staffing
• Why work on the spend down plan now? • Working on the plan now will allow districts more time to plan, procure, and spend down the
funds by June 30, 2021, as required.
WHAT CAN SFAS DO NOW IF THEY HAVE AN EXCESS FUND BALANCE (EFB)?
Review Food Service Fund Financials
• If you have an Excess Fund Balance• Reinvest in your food service program. Most Common: Equipment, Higher Quality Foods,
Covering Reduced Meals
• Begin Procurement Activities
• Obtain MDE Approval for Equipment and Capital Outlay (if applicable)
• Finalize Purchase
• If you don’t have an Excess Fund Balance• Monitor Fund Balance and reinvest in the program
EXCESS FUND BALANCE REPORTING AND PROCESS TIMELINE• June – October 2020
– SFA determines if an EFB exists
• February 2021– MDE sends Notifications to SFAs requiring a Plan of Action
• February – June 2021– Submit and Seek MDE Plan of Action approval
• June 15, 2021– Plan of Action Final Due Date
• June 30, 2021– Plan of Action Completed and funds spent down or request a carryover extension

POTENTIAL NEW 31K FUNDING FOR STUDENT MEAL NEGATIVE BALANCE FORGIVENESS
• For School Year 2020/2021 only
• $1 Million to pay off outstanding current student meal negative balances
• Application Process will open by early November
• Districts must apply by 12/1/2020
• MDE must award payments within 60 days
• Funds can be prorated if funding is not enough to cover
• To be eligible districts must adopt meal charge polices that prevent public identification, and all forms of lunch shaming

MEGS+ APPLICATION – DUE DATES
• New sponsors need to submit their SFSP application no later than October 15
• Existing SFSP sponsors must amend their application as soon as possible
MEGS+ APPLICATION – A FEW TIPS• Site Listing page
– Site agreement numbers are not the same as you have in SNP
• Meal Pattern Exceptions and Variations page– Best practice!!! Continue to provide the NSLP meal pattern, but do not have to check box 2 on this
page
• Site page– Site Calendar
• Do NOT delete dates that you checked in the site calendar for traditional SFSP; just add any additional dates for August through December
• Only check dates through December 31, do NOT add January through April
• Claims– Staff are working to approve applications and realize many of you need August claims; as applications
are approved, we are pushing that info to the claim. Please be patient as this process is a bit time consuming
SITE ELIGIBILITY
• COVID-19 site eligibility– All sites need to be checked for eligibility!!
– For a sponsor to select COVID -19 for question 7, all other options to qualify a site must be considered first
• The application will be returned to you if you changed all of your sites to COVID-19 OR if you didn’t review sites for eligibility
I AM PROVIDING MEALS FOR FACE TO FACE INSTRUCTION AND A MEAL DISTRIBUTION IN THE PARKING LOT. HOW DO I FILL OUT THE SITE PAGE?
• Site page, question 13 should reflect congregate meal options. Examples below:
– Breakfast in classroom from 8-8:30, Lunch grab and go from 11:15-11:35
– Breakfast 7:15-7:30, Lunch 10:45-12:00
• Question 14a – 14c will capture non-congregate feeding info for map (all open sites where the community is welcome)
MULTIPLE MEALS IN MEGS+ APPLICATION
• #14a: List your meal service distribution times (start and end).This can be the same time for all the meal types that are distributed.
– Note - if you are doing non-congregate meals, you would NOT check OVS as it is not allowed in this setting.
• #14b: If you are distributing multiple meals - select “yes”
• #14c: List the days you are distributing meals in this format:
– Example: Sponsor is distributing meals on Mondays, Wednesdays, and Fridays
– 14 c. text should look like this: Monday, Wednesday, Friday
• There must be a space after each comma and no other words or punctuation should be in the box.
WHAT HAPPENS IF MY SCHOOL PLANS CHANGE? DO I NEED TO AMEND MY APPLICATION EVERY TIME?
• For school sponsors with an open site; modify MEGS+ to reflect immediate changes
– Continue to provide community outreach
• For school sponsors with open restricted sites; modify MEGS+ no later than the month in which the changes occur
ADULT MEALS IN SFSP• Teachers that are counting meals at POS, making sure kids are taking a reimbursable meal and discarding
leftovers (watching over food safety) CAN be considered program adults and receive a meal. Program adults are defined below.
• Program Adults work directly with the meal service at the site as either volunteers or paid employees. Meals may be served free to adults who meet this definition. These meals may not be claimed for reimbursement, but may be counted as operating costs [7 CFR 225.9(d)(5)].
• When a sponsor chooses to serve meals to adults, the rules below must be followed:– All children (including any person who meets the definition of 7 CFR 225.2) must be fed first
– Income from the sale of adult meals and non-Program funds used to pay for adult meals must be documented as income to the Program to offset documented costs
– Meals served to children (including second meals), Program adults, and non-Program adults must be counted and recorded separately on the daily meal count form
FREE AND REDUCED-PRICE MEAL APPLICATIONS
• All districts must continue to:• Pull the Direct Certification Reports and extend eligibility
to ensure students/households receive benefits they are eligible for
• Collect and process Free and Reduced-Price Meal Applications for Eligible Households
• Collect and process Household Information Reports (CEP districts)
• Why do we need student eligibility?• Waivers end and we return to NSLP/SBP
• These data are reported in the fall general collection and are used for state funding allocations
• Supplemental Nutrition Eligibility Component Overview handout
• Fall Collection certification in MSDS is November 11
• P-EBT benefits (if the program is renewed)
DIRECT CERTIFICATION• CEPI has completed their system maintenance and the direct certification list is accessible. Below
are all the currently posted direct certification refresh dates. The next refresh date is October 8.
10/8/2020 – MSDS Direct Certification Refresh (Includes SRM, Nonpublic Early Roster records submitted by 10/5/20)
10/22/2020 – MSDS Direct Certification Refresh (Includes SRM, Nonpublic Early Roster records submitted by 10/19/20)
11/6/2020 – MSDS Direct Certification Refresh (Includes SRM, Nonpublic Early Roster records submitted by 11/3/20)
11/19/2020 – MSDS Direct Certification Refresh (Includes SRM, Nonpublic Early Roster records submitted by 11/16/20)
12/4/2020 – MSDS Direct Certification Refresh (Includes SRM, Nonpublic Early Roster records submitted by 12/1/20)
VERIFICATION
• National School Lunch Program– Required to conduct verification– Verification activities start October 1st
– Templates and instructions posted to verification webpage
• Summer Food Service Program– Waiting on guidance from USDA - our office will continue to provide
updates as they are available – Hold off on starting verification until the USDA confirms it is required– State agency may approve an extension up to December 15th
*IMPORTANT REMINDERS*• Offer vs Serve is available for congregate meals only. OVS is NOT available
for any non-congregate meals.
• Meal pattern waiver is available for demonstrated interruption in supply chain.
– Communicate menu and schedule changes with your distributor
• Sponsors will be responsible to monitor all Extended SFSP sites per application agreement; monitor review and racial/ethnic data form must be complete by November 15, 2020
– Monitoring is covered in the online training
• Every sponsor must have a program integrity plan that outlines your policies/procedures to assure program integrity
• NSLP Afterschool Snack Program requires monitoring twice a year.
IMPORTANT DATES TO REMEMBER:
• CACFP applications for preschool and/or ARAS are due September 30, 2020
• SLYER (non-public schools) is due September 30, 2020
• NSLP/SBP application due October 1, 2020
• SFSP application for new school sponsors due October 15, 2020
• SFSP monitor review must be completed by November 15, 2020
