• First, keep youth away from situations in which they are at increased risk
• Never be alone or allow another volunteer to be alone with a child (i.e., toileting, showering, changing clothes)
• Avoid one adult/one child interactions • Limited touching (i.e., high fives, hand shaking, side-to-
side hugs, rustling of hair, pats on the head) • Never touch in areas covered by a bathing suit • Physical restraint - Hold a child appropriately (i.e., only
in danger, documented in writing) • Use appropriate verbal & non-verbal communications
Preventing Abuse

• Listen to the child • Reassure the child • Remain calm and collected • Provide any immediate help you can offer the
child to assure safety • Do not promise the child you will not tell
anyone; you MUST report • Do not share the information learned from the
child with the alleged perpetrator
What if a child confides in me?

The Ohio Revised Code established reporting responsibilities to a specific group of individuals: Animal control officers/agents, attorneys, audiologists, child care workers, children services personnel, coroners, day care personnel, dentists, nurses, physicians including hospital interns and residents, podiatrists, psychiatrists, school authorities, employees and teachers, social workers, speech pathologists and other professions identified by Ohio Revised Code Section 2151.421(A)(1)(b).
The report MUST be made to the county Children Services Agency or a municipal or a county peace officer in the county in which the child resides or in which the abuse is occurring or has occurred.
Ø OSU Policy REQUIRES that ALL volunteers report suspected child abuse.

• If you witness child abuse, call 9-1-1 • If you reasonably believe that there is a substantial
threat you must: • Immediately report the child abuse, child neglect,
and/or child sexual abuse to Children’s Services • Document what you saw. • Complete an Incident Form and return to OSUE • Cooperate fully and promptly with any requests for
information • Exercise sound judgment when discussing any
reports with third parties • Do not approach the alleged perpetrator

4-H Activity Fee & Fund Development Efforts
• 4-H Advisory Committee discussed several options, throughout 2015 and voted in October to support establishing the fee
• Senior Fair Board also voted to support the fee & donate to the scholarhsip fund.
• Fee is $10 for Cloverbuds, $15 for members, family cap of $50 • Fee is to be paid to your club at time of enrollment, club then
writes one check for all members to the Extension Office – Due April 1st with club enrollment forms.

• Clubs can do fundraisers and use club funds to pay for their members Activity fee.
• Scholarship application available on Extension website and due to Extension Office March 15th.
• Activity fee gets us part way toward balancing the budget. • Additional fund development efforts will be implemented. • Fundraising Committee to work on a major donor event –
could be a reception and/or dinner event.

General Jr. Fair Rules & Announcements • Ohio Department of Agriculture Rules for Livestock Exhibitions
have been updated and some new rules and definitions added. The most significant changes are: ü Absolutely no drenching of any kind for any species unless prescribed by a
licensed Veterinarian. Ohio defines drenching as the act of using an instrument including a bottle, placed in an animal’s mouth to orally administer a liquid, food, or any other substance. Instruments now include hand, syringe, scoop, or anything used to place a substance in an animal’s mouth.
ü Adhesives are not permitted, hairspray is permitted
• Skillathon can now be completed in Wayne County or at the Ohio State Fair (Note: OSF does not offer Quality Assurance so youth must complete it prior to OSF Skilathon or participate in special QA session at the Extension Office on August 15th to be eligible to exhibit at Wayne County Fair)

Building 10 Committee • Beginner Sewing Workshops to be held June 13th – 15th and June
20th – 22nd at Lackman’s Sewing Center in Applecreek.
• Clothing and Food Judging will be held July 14th at Fisher Auditorium
• Clothing Construction Judging will be held during the day on Friday July 15th at the Extension Office
• Early Still Project, Small Animal, and Gardening Judging will be held July 18th at Fisher Auditorium
• Style Revue will be held July 19th at Fisher Auditorium
• “Late” Project Judging will be August 9th at the fairgrounds

Beef Committee • Animals must be shown at tag-in in January, a beef committee
clinic, a Winter/Spring jackpot or open show, or The Ohio State Fair. Copies of all documentation is due to the Extension Office By August 1st. For safety reasons, unruly animals that cannot be led or shown by the 4- H or FFA exhibitor will be dismissed from the fairgrounds at the discretion of the 4-H & FFA Beef Committee and the approval of the Official fair veterinarian.
• If an exhibitor has a steer/heifer that dies and they receive a payout of the dead steer/heifer fund, that member is in-eligible to show any other beef project within that same class in Section 510.

Beef Committee • All steers/heifers will have a DNA sample taken at tag in. The
samples will be overseen by and kept at the Extension Office. These sample will not be used unless a protest is filed. A protest must adhere to all proceedings as outlined in general rule 27. Once the protest is made, a current DNA sample will be taken and submitted along with the sample taken at tag-in to a DNA testing facility at the choice of the Liaison Committee or Sr. Fair board.
• Market and Dairy Beef will no longer have divisions that go for Grand
and Reserve. They will have an overall top 10 for beef steers and a top 5 for Dairy steers.

Dairy Committee • Charter bus trip for Wayne County Dairy youth to participate in
2016 Dairy Palooza April 30th at the Trumbull County Fairgrounds.
• Modified Jr. Fair rule number 1 to state that all Dairy classes shall
be placed 1 through 10. Ayrshire & Guernseys were previously only placed 1 through 5.
• Check-in time will now be Friday 5:00 – 10:00 pm. Previously check-in went until 11 pm, this makes it consistent with open class check-in time.

Dog Committee • Added “general unsoundness” to Jr. Fair Dog Show rules 3 and
11 as a reason for which dogs can be dismissed from the show and fairgrounds.
• Added “boots” to the list of inappropriate clothing for the show ring.
• Permission to Participate form will be due August 1st with all other Dog forms. However, if a youth chooses to participate in any of the summer clinics, the form will be due at the beginning of the clinic before they’re allowed to participate.

Goat Committee • Modified Jr. Fair rule number 9 to add an upper weight limit of
120 pounds on market goats eligible to show and sell. To be eligible for Jr. Fair show and sale, Meat Goats must weigh between 50 and 120 pounds.
• Market Goats will now be sold by the head instead of pound.
• Clarified that section 558 Mother & Daughter classes includes all breeds except Pygmy. Also clarified that in the Mother & Daughter class 19 – both animals must be shown in another class (excluding showmanship) by the same exhibitor.

Goat Committee • Clarified that in Pack classes – the goat must complete the
course within 5 minutes – not just start the course within 5 minutes.
• Does can now be exhibited, showed, and sold as a market goat.

Horse Committee • Opening Ceremony is scheduled to start at 1 pm instead of 2 pm
on Saturday September 10th
• Added a new rule that says “no person shall alter, in any way change, or attempt to hide the natural markings of a horse by surgery, dye, or in any other manner. The horse entered, stalled and shown at the Wayne County Fair must match, identically in appearance, the horse pictured and described on the horse ID paperwork turned into the Extension Office June 1st of that year. The use of hoof dressing, including dressings that change the color of the feet, is optional and not considered in judging.”

Horse Committee • Removed rule 27 that required a veterinarian or doctor’s excuse
for those who scratch more than 3 classes.
• Added a new rule that says “Any horse left unattended, stall door must be closed.”
• Replaced Hunter Hack and Western Horsemanship events in the Versatility Class with English Equitation and Reining events.
• Changed eligibility for championship classes from top 3 of each class vying for that particular championship to top 2 and judges discretion to add additional.

Horse Committee • Moved Breakaway Dummy Roping classes back to Monday and
Tuesday from Saturday.
• Committee will again hold 2 informational meetings for all Horse Youth, Parents, and Advisors. One will be May 16th to go over reminders and help people prepare for Summer Fun Shows and paperwork due June 1st. The second meeting will be August 29th to go over reminders and preparations for Fair.
• Horse Special Requests will be Due May 2nd this year.

Poultry / Rabbit Committee Poultry
• ODA has lifted the ban on poultry exhibitions so we are planning to be back to normal for poultry shows and sale. However, ODA has advised that if an outbreak of Avian Influenza occurs there is a possibility the ban would be reinstated. All youth that choose to take a poultry project are advised to also take another livestock project.
• NEW for 2016: ABSOLUTELY NO decorations or tack are to be tore down or removed from the barn before 9:30 p.m. Thursday.
• Chickens in the meat pen should be of the same sex and as close as possible to identical weight, but not under 3 pounds or over 8 pounds per bird. Birds over 8 pounds may show, but are NOT eligible for Champion or Reserve Champion.

Poultry / Rabbit Committee Rabbits
• ABSOLUTELY NO decorations or tack are to be tore down or removed
from the barn before 9:30 p.m. Thursday
• All Rabbits, excluding market, must have an identification tattoo in their left ear before the time of check in at the fair. All market rabbits will receive a tattoo at check in at the fair. The committee will provide tattooing at the clinics. If you are unable to be at a clinic, the Extension office will give you contacts to get your rabbits tattooed
• Five or more entries are required to have a rabbit breeding section. If there are not five entries after combining junior and senior, rabbit will be shown in the fancy or commercial other classes
• Meat rabbits under 3.5 lbs. will be sent home. Rabbits over 5.5 pounds may show, but are not eligible for Champion or Reserve Champion.

Sheep Committee • Both Monday and Tuesday Sheep Shows will start no
earlier than 3pm and immediately following the Swine Shows.
• Registration papers on purebred breeding sheep must be available during the fair. (Change being the committee will not check unless there are questions!)

Swine Committee • Monday & Tuesday Swine Shows will start at 8am in the
morning! The Sheep show will follow the swine show both days!
• ABSOLUTELY NO decorations or tack are to be tore down or removed from the barn before 6:00 p.m. Thursday. If decorations or tack are removed before the 6:00 p.m. Thursday deadline the entire club/chapter will lose their premiums for their swine projects.
