Regional Delegate Report

Hello ORSCNA Family!

Last weekend Charles, Sherry & I attended a meeting of the Midwest Zonal Forum (MZF) which was held in conjunction with the Chicagoland Regional Convention in Chicago, IL. NA members from the Buckeye Region announced the decision of their Region to become members of the Midwest Zonal Forum. It was also reported that the Wisconsin Region has temporarily suspended their participation in the MZF as they are focusing their attentions on the development of the United States Service Conference. Seven of ten member regions were present. In business on Saturday morning elections were held for MZF trusted servants. John H. (Madison, WI) & Derreck K. (Goshen, IN) were chosen to serve as Co-Facilitators, Sherry E. (Covington, KY) was chosen to serve as Secretary, and David L. (Cincinnati, OH) was chosen to serve as Treasurer. On Saturday afternoon, Amanda M. (Iowa Regional Delegate) facilitated a workshop on the continuing development and “field-testing” of the Service System Project and Nick E. (NAWS staff member) was available on conference-call to field questions. On Sunday morning, following a brief discussion of financial matters, Pat P. (Poteau, OK / Southern Zonal Forum) and Amanda M. (Iowa City IA / Plains States Zonal Forum) presented the suggestion of a weekend-long service symposium, similar to the Florida Regional Service Symposium, Mid-Atlantic Regional Learning Convenference, or Western States Service Learning Days. If there is support for this idea, the goal would be to have the first such event app. 2 years from now in the late fall or early winter of 2014-2015. We wrapped up business by discussing where & when we will be meeting over the course of the next year and discussing what our possible focus will be at each of those meetings. The following is a (* tentative) schedule of MZF meetings for the remainder of this conference cycle: * June??-??, 2013 MZFNA hosted by the Metro Detroit Region in Detroit, MI * November 15-17, 2013 MZFNA hosted by the Greater Illinois Region in Galesburg, IL in conjunction with the Greater Illinois Regional Convention January 24-26, 2014 MZFNA & Multi-Regional CAR/CAT Workshop hosted by the Michigan Region in Kalamazoo, MI April 30, 2014 Informal MZFNA Meeting to be held at WSC My expenses related to attending the MZF meeting last weekend were as follows: $ 259.10 overnight accommodations (2 nights) at Hyatt Regency / McCormick Place – Chicago, IL 12.10 tolls (driving to and from Chicago) 61.95 gas for round-trip travel $ 333.15 total expenses incurred (1/4/13 – 1/6/13) Recent updates from Narcotics Anonymous World Services (NAWS):

Service System Project – Several NA communities have initiated “field-testing” all or some of the proposals set forth in the Service System Project resolutions & straw polls that were voted on at WSC 2012. More information on this process may be obtained at www.na.org/servicesystem. Any NA communities that are interested in participating in this process, or discussing how the ideas might work are encouraged to write to [email protected] or [email protected] for more information. The goal is to frame a transition plan to be presented to the Fellowship in the 2014 Conference Agenda Report (CAR).

Traditions Book Project – NAWS has started gathering ideas about what this book should look like with a session profile that

is being used at fellowship workshops. This session profile can be found at www.na.org/traditions. Input may be sent to [email protected] or you may use the online form to submit workshop results: www.na.org/traditions. Early this year, NAWS will be initiating a Traditions Discussion Board.

“An Introduction to NA Meetings” – This service pamphlet is out for review and input from the fellowship until April 30th,

2013, to be edited & re-formatted so this piece may be presented in the 2014 Conference Agenda Report to become a Fellowship-approved informational pamphlet.

World Conventions of Narcotics Anonymous (WCNA) – Mark your calendars for WCNA 35 – “The Journey Continues” –

which will be held August 29th – September 1st in Philadelphia, PA. Early registration packages are now available at the discounted rate of $79 which is available through January 31st. Following that date, pre-registration will still be available at a cost of $89. On-site registration will be $99. Members planning to attend are encouraged to pre-register and reserve hotel package in the block of rooms that have been arranged. All who reserve a room in the room block by January 31st are eligible for a drawing for three free hotel nights.

Once again, I give thanks to my Higher Power and the Fellowship of Narcotics Anonymous for another day clean; and thank you for affording me the opportunity to serve our Ohio Region.

The BLASCNA area which serves Lucas, Wood, Ottawa, and Fulton counties sends greetings and would like to report that we are doing well. There are currently 30 meetings in the BLASCNA area with the Simplicity Group adding a Friday Meeting which meets at 7:00pm-8:30pm at 670 Philips Ave. and a Saturday 1:00pm Woman’s Meeting at the same address. I am also proud to report that no groups have folded since the last ORSCNA Meeting. Our meeting schedules were last updated November 12, 2012 and can be found at www.natoledo.com BLASCNA will be mailing a donation of 275.00 as outlined in our policy. The literature for the BLASCNA area is distributed from 4-6pm every Thursday and at our area meeting every first Saturday of the month. The literature is purchased from NAWS and the Michigan Service Office (MSO). This method serves our area well. The vacancies in our area at this time are Vice-Treasurer, Vice-Secretary, and RCM, but I would like to report that nominations were brought to the last area meeting and elections will be held in February. There is hope that these positions will be filled. The BLASCNA area will be presenting TACNA XVI February 1-3, 2013 at the Grand Plaza Hotel in downtown Toledo, Ohio. I also encourage all to visit www.natoledo.com. BLASCNA hosted marathon meeting over both the Thanksgiving and Christmas holidays giving all addicts seeking recovery a safe and fun place to go. In closing, BLASCNA would like to thank all from this region that participated in our areas H and I Learning Day. It was truly a learning experience. Thanks again and BLASCNA is looking forward to seeing everyone at the TACNA XVI convention February 1-3, 2013. Your Humble Servant, Willie H.

COASCNA

Dear Family, Things in the COASCNA area are running smoothly. This past weekend we held our annual area convention and it was quite a success. We had many speakers from out of state, a good deal of merchandise was sold, and addicts stayed clean another day. We also hosted our annual Addithon and New Year’s Eve party, the former with marathon meetings. I will have a complete financial report in April. Since our last RSC several new meetings have begun, including a text discussion meeting that focuses on the new Living Clean book. In October it was proposed that our area no longer read the concept of the month at ASC, and that we change Group Reports to Group Announcements. Both were voted in unanimously. Now when we reach Group Announcements in the agenda, instead of each group reading a report that is very similar to last months or in some cases exactly the same, groups only share updates or upcoming events. Group reports are still included in the minutes for the fellowship to read. This has proven successful. After October’s RSC meeting I shared with my area the idea of a ballot system for voting that seems to have worked for GCASCNA. One of our home groups made a motion to put this into effect, but it was not voted in. Due to neglect of duties by our treasurer, we fell below our prudent reserve. Therefore, we do not have a donation this quarter. However in April we will be bringing a donation to the region. I would also like to verify my email address, as I have not received any minutes from RSC since I accepted the position as RCM. Thank you for allowing me to be of service. ILS, Mariclaire F.

FFASCNA

Hello everyone and Happy New Year! Excited to be back in service at region. What can I say, you guys are the best and I have missed you all! Our area apologizes for the inability to host region in July, we do have the willingness however to host. Our race track has its biggest race that weekend so we had no choice but to pass. If we can host the quarter that HAMASCNA was going to we would like too. However if we have to completely pass we understand. We extend a thank you to HAMASCNA for covering it. Our area is doing well and only 2 positions are vacant at the area level. We currently have 26 meetings serving Mansfield, Ashland, Norwalk, Mt Vernon, Wooster, Plymouth, Bucyrus, and Galion. All of our meetings could use support from members with clean time. However, Norwalk, Ashland, and Plymouth are in desperate need of support, with the possibility of meetings closing. FFASCNA currently covers 6 H&I facilities with our newest meeting going into the Richland County jail. Our H&I literature donations averaged around $900 this last quarter. We still have our own literature chair and have a good working relationship for ordering literature from NAWS. We had our annual OCNA fundraiser on New Year’s Eve and the OCNA committee had stated they would attend however they no showed without even a phone call. Our regional donation is $135. Finally I would like to extend a welcome to our new RCM-A also, Mike F. Thank you all, in loving service Christina M.

Hello Family, I am pleased to come to another opportunity to be of service to the fellowship of NA. The Cincinnati Area, minor challenges and conflicts notwithstanding, seems to be thriving in meeting attendance, group participation, and the creation of new home groups. We have had the creation of several new home groups over the past couple of years and all of which seem not only stable and viable, but growing. Our convention was held this past Thanksgiving and seems to have enjoyed a very high level of support. The final convention report won’t be given until February, as per area policy, but things seem to be increasingly more diverse especially in culture and age demographic. Despite personality and some cultural challenges our area business meetings are still productive and moving forward. In Loving Service, Gerald N.

HAMASCNA

Hi family, addict named Jenny. I am very happy to be here and be of service. Thank you Dascna for hosting. The Hamana area is made up of Butler and Warren counties. We currently have 19 home groups and 22 meetings. We have 5 H&I commitments. We have had 1 new meeting that started since last quarter in Lebanon and it is on our meeting schedule at present. We have 2 open positions at our area, those being Vice Chair and RCM alternate. I would like to introduce Chloe H. she is attending to get a feel for things and to see if RCMA is something she thinks she might be interested in. Our area has been pretty busy this last quarter. We have hosted 3 events; our annual Halloween dance, our annual Christmas narathon, and our annual New Years Eve dance. All events were well attended. So far this quarter, our activities committee has a Valentines Day dance scheduled for February 16th at the Vineyard Church on Princeton Pike in Hamilton. Please see the flier for this event on the NA Ohio website. Our Public Relations committee has been working on getting books and pamphlets into our area schools and libraries. This includes presentations to the school and library officials on introducing NA to them. Hamascna will be hosting the July 2013 Orscna meeting instead of in October. I will be securing a hotel and meeting location and will bring a flier to the April 2013 regional meeting outlining details. If anyone would like to check out our website, you can do so at Hamana.cloudaccess.net Our donation to the region this quarter is $678.75. Total ending balance for our area in November was $1200.00. I will be unable to attend the meeting tomorrow due to another commitment but look forward to seeing you all in April. Thank you for allowing me to be of service. ILS Jenny M. RCM - Hamascna

Hello, I am Matt and I am an addict. This is my first attendance at the ORSCNA Meeting. I feel ill prepared as I had no ESH from our previous RCM to pull from to prepare an RCM Report. However, I am here, eager to learn how to best represent my area at this level of service. Our area currently has 14 home groups that comprise 17 weekly meetings. We are doing well and have 2 events scheduled for the upcoming year. Our Spring Luau is scheduled for Saturday May 4, 2013 at the 17th street Armory and our Annual Friendly Valley NA Convention which will be on September 13-15, 2013 at Camp Ogo in the Shawnee State Forest. I have been sent with a donation of 35.00. In Loving Service, Matt S.

MOASCNA

The geographic are served by the MOASCNA is the counties of Marion, Delaware, Wyandot, Seneca, Crawford, and Sandusky. Our area presently has 13 groups, 20 meetings, and 6 H and I panels. At our last area service meeting, 7 groups were present. In the past three months, 1 new group has formed: High Noon Group meets Mon-Fri at BE Ministries 137 W. Church Street Marion, Ohio 43302 Monthly expenses for the MOASCNA area at our last ASC meeting were 620.41. Total donation from groups to the Area was 135.00. We are making a donation in the amount of 55.41 to the Ohio region this quarter. The MOASCNA are had major expenses toward the upcoming events of Psychedelic 60’s Fundraisers. The MOASCNA area distributes 75.00 worth of NA literature to H and I efforts each quarter, 300.00 per year. The MOASCNA area provides literature to groups upon their request being submitted to the ASC, where upon the area treasurer orders that literature from NAWS, and then distributes it to the requesting groups at the next monthly area service committee meeting. The area positions filled are RCM - Mark W (419-443-5157), Treasurer - John C. (740-361-7636), Bethani T. (740-751-8456), Webmaster - Carol D (740-751-7887) and H and I vice-Chair Mark W (419-443-5157). Obviously, until other addicts step up to fill these several open positions, I as RCM have been trying to fill several hats lately. The MOASCNA area ASC meetings take place every third Sunday of each month and the meeting location rotates to each group within the area per our area policy. We currently have a PR Committee and an H and I Committee. We also have an Ad-Hoc planning Committee for the upcoming OCNA fundraiser (Psychedelic 60’s). Upcoming events hosted by the MOASCNA area are a Speaker Jam and Dance Fundraiser for the 27th Annual Psychedelic 60’s on January 26, 2013 in Tiffin, Ohio; and the actual OCNA Fundraiser 27th Annual Psychedelic 60’s March 16, 2013 in Marion, Ohio. MOASCNA invites all ORSCNA representatives and all addicts to attend and support these big events! Obviously MOASCNA has picked up some addicts to serve at positions and committees at the area level….but is still challenged to fill several open positions. The above events are quite large and fortunately the Ad-Hoc Committee Handling them is quite large. THESE EVENTS ARE fundraisers for OCNA and it would be nice if ORSCNA representatives would attend and support them….becoming visual and available to the recovering addicts hat attend these events that may have never met an ORSCNA member or know what they do.

Spring Retreat

All is going well with the committee. We are now fully staffed. All reservations with the exception of the grills have been made. We are currently seeking out bids for the D.J., so if you know anyone interested we need bids as soon as possible. Amanda W, our kitchen chair received contact information for the financial department at GFS. Through email correspondence we have been given an approval to use the same account number as the Fall Retreat, so we can order the food on a 30 day net, instead of floating checks from which I understand has been the practice in the past years. The committee felt this was the responsible was to conduct business with GFS. We will be having out next meeting after business and lunch today. We will be meeting in the lobby at 3:00pm.We will be discussing who will be picking up food and grills, merchandise, programming and D.J. options. We encourage anyone who wants to help or has questions please attend In Loving Service, John W. 937-877-9127 [email protected]

12 Step Retreat Report

Good morning family I'm Dan and I'm an addict. I'm glad I was able to make it today. I'd like to start off by saying it was a privilege and an honor to serve as your 2012 / 25th anniversary 12 step spiritual retreat chairperson. I know beyond the shadow of a doubt that the majority, if not everyone who attended, was pleasantly pleased with their experience at Tar Hollow. All in all I was very proud of our committee and extremely happy with the final outcome of both the financial and recovery aspect of the event. If not for some of our expenses being higher than recent years, due to the economy and a few bumps on our part, we would have been able to have a donation almost exactly the same as last year. I'd like to say thanks to everyone on the committee this year and a special thanks to Lynette for accepting the position of vice chair and in 2013 I'm positive the committee chosen will do a great and spectacular job and have as much diversity as this year. Here's our treasurers report. Treasurers Report for 2012 12-Step Retreat Below is the Check Register for the year. We took in $17,124.77 in income and had $15,893.10 in expenses which left us with a profit of $1,231.67. The profit has been given back to the Regional Treasurer. Our profit was down from last year about $1100. Comparing with last year, some of the differences are below. Registration income was down (-$750) Merchandising income was down (-$250) Kitchen expenses were up (-$100) Miscellaneous expenses were up (-$300) Programming expenses were down (+$300) Thank you for allowing me to serve as the Treasurer for the 2012 12-Step Retreat. I really enjoyed being a part of this committee and I think everyone did a great job! And that was... In Loving Service, Mark R. While looking over last quarter minutes I did not notice a vote that took place for a new retreat chairperson although there was a nomination for the position in an earlier orscna meeting. I am excited for the New Year and to see where the God of my understanding sees that I may be of service, whether it be at regional, area, or group level. In Ohio or maybe elsewhere.

Verbal Report

OCNA AC

Hey everybody, how you doing? Call me sentimental, but I really look forward to seeing all of you every few months and delivering my little report. It’s nice. Hope everyone enjoyed their holidays. I managed to take a little break from work and enjoyed shopping for gifts, spending time with family and friends, and eating a little too much food. There were only a few disappointments like getting even more throw blankets (which were added to the giant pile in the closet), shampoo and conditioner guaranteed to add bounce and shine, and a yellow shirt that was so bright you could signal aircraft with it. Sure it’s the thought that counts, but what people are thinking, God only knows. The highpoint had to be riding on a “time machine” also known as a sled. With each slide down the hill I was transported back 40 years. The memories were so thick and vivid it was just like being in two places at once. The inevitable crash that tore up my leg also recalled countless rocks and trees and roll-overs and injuries. It was wonderful. I can’t wait to do it again but I’m going to need a much bigger sled. Now if you’ll stop pestering me, I’ll give you an update on the Ohio Convention. Since our last meeting I have had contact with my counterpart Joel S. in the Buckeye Region as well as Talib M. the Treasurer of OCNA 31. First of all, their Committee is intact and planning for this year’s Convention is ongoing. My impression is they’ve had a bumpy ride so far (which isn’t unusual.) This Convention Committee like every other is a group of people with various personalities, levels of experience and organizational skills. What are you going to do? If you can’t get your feelings hurt, you might want to pick a less stressful hobby like crocheting or mixed martial arts. They do have some money in the bank but are stretched thin because fund-raising has not met expectations. I assured Talib that we (the Ohio Region) remain committed to supporting them and confirmed their address for our Areas or Groups to send donations. It is OCNA 31 P.O. BOX 91264, Cleveland, OH 44101. The flyer currently posted on our website is outdated and the price of registration is now $25. The new flyer has or will be sent to our webmaster and he has been advised to make the change as soon as possible. Next up, OCNA 32, Dayton, Ohio 2014. You may remember the Dayton Area put an Ad Hoc Committee together last year to do some preliminary work on the hotel site. That’s completed and the hotel has been selected (it’s the one we’re in right now). They also nominated Alan W. to Chair the Convention Committee at our meeting last quarter. That motion went back to the Areas and the vote should take place later today. I hope and expect that he will be at this meeting to answer any questions you might have. Although it is not our place to do so, we on the Advisory Committee (meaning me) recommend that he be confirmed. His experience and reputation make him an obvious and excellent choice. As usual I have brought a starter package of financial and reference information to pass along. Finally, I have not heard back from Cheryl in Columbus about serving on the OCNA AC and that may be due to incorrect contact information. I’ll get that straightened out and continue my efforts to find a qualified person to participate. I’m working on some other related things which I will get into next quarter. I’m sure you can’t wait. As always, thanks for allowing me to serve and for helping me stay clean. In Service, Joe M.

Sub-Domain Committee

Dear Fellow Members, Seven out of the eight Areas and one Co-op that responded to our request decided that they wanted a sub-domain @ naohio.org. After researching several options, we chose to upgrade our CoreComm account to a Reseller - Standard Hosting plan. ORSCNA's monthly web hosting payment will significantly increase with this plan. However, it will provide an overall savings to participating Areas and Co-ops without taking away their creativity. GCASCNA agreed to be the first Area to make a transition to the new plan. Thanks for all your cooperation, Gina M., Steve F., & Mark R.

RD/RCM ‘s Report

The RD/RCM Meeting began at app. 4:00 pm with trusted servants & other NA members from 10 Areas in attendance. We began by identifying & prioritizing issues to be discussed. UNITY/DIVERSITY This first discussion topic has been an on-going concern of our Fellowship, not only locally but in many NA communities around the world as well. One area in particular – the Greater Cincinnati Area – had reported progress area with their recent area NA convention. In the discussion some suggestions in addressing this issue included:

- Seek inclusion in service, venues, etc… Making an extra effort to involve all members; - Stop talking about it – do something... Be a part of the solution; - Practicing the spiritual principles of acceptance, tolerance, and open-mindedness; - Embrace our diversity… Remembering that everyone doesn’t like to do the same thing; - Be mindful that sometimes “disunity” may simply be our perception; and - Practicing the spirit of rotation in service.

OUTREACH BUDGET & RESOURCES We then discussed the need to establish a budget & resources for the new Outreach Subcommittee. It was mentioned that very general budget information may already be in place in Regional policy. A review of current RSC Policy revealed (in Section 4.1.7.3), “The Outreach subcommittee shall have an ongoing budget of $150 per quarter to be used to cover travel expenses or other requested needs.” There was also concern expressed about developing a more detailed budget without adequate information. After some discussion it was agreed that Outreach should develop their own budget and should be encouraged to utilize the resources of Area Outreach Subcommittees where available. DUAL MEETINGS

Page 15: Ohio Regional Service Committee of Narcotics Anonymous ... Minutes... · Ohio Regional Service Committee of Narcotics Anonymous Quarterly Meeting Minutes January 12, 2013 and January

Ohio Regional Service Committee of Narcotics Anonymous Quarterly Meeting Minutes January 12, 2013 and January 13, 2013

There was considerable discussion about how to deal with “dual” meetings – meetings that seem to be carrying a mixed (AA & NA) message on a regular basis. In their reports, members had shared about problems of this nature in their areas, concerns about the chairs or other regular members attending these meetings carrying a “mixed message”, and a lack of willingness on the part of these members to participate in the service structure. Suggestions offered included:

- Continuing efforts to engage those leading these “dual” meetings with participation in the service structure; - Sharing a clear NA message whenever attending these meetings; - Applying the 12 Traditions; and - Remembering that these situations generally work themselves out in “God’s time.”

12 STEP RETREAT GUIDELINES & SERVICE ROTATION The new Chair of the 12 Step Retreat Subcommittee brought this topic up for discussion. She wondered if there were a set of Guidelines for the spring & fall retreats, similar to the guidelines that were developed for the Ohio Convention. After some discussion, it was revealed that there have been various guidelines and descriptions of service positions used by both subcommittees over the years, but nothing that has been formally approved by the RSC. There seemed to be consensus among those present that some form of general guidelines might be a good idea. A motion will be presented in new business today to develop a set of retreat subcommittee guidelines for review & approval. The RD/RCM Meeting ended around 7:00 pm. Thanks to all those who participated. In Loving Service… Dave L., Regional Delegate Charles F., Regional Delegate Alternate

Spring Retreat

Good Morning All, We held a committee meeting after lunch yesterday which most of the committee attended. We discussed the few loose ends that we needed to tighten down, such as food ordering, paying for the gators, serving the grills we need, what merchandise would be ordered. All is very much on track at this point. We briefly discussed the issue of the GFS account, which I will be bringing up in new business. Our committee is finding it somewhat difficult to do all that needs to be done with the budget we have and yet practices the spiritual principle of accountability and responsibility. Therefore we also have a motion to be discussed in new business. Thank you for allowing me to be of service. In Loving Service, John W. 937-877-9127 [email protected]

Approval of RSC Organizing Guidelines—Draft (RD/RDA): HAS BEEN REMOVED FROM THE AGENDA Tax/IRS Issues (Mark R.): We had done numerous 990 forms but we did not know we were not considered tax-exempt; we should have been filling out a 1120 form for corporations that make a profit even though we really don’t.
