Volunteers Needed for the Cuyahoga EITC Coalition

The Cuyahoga Earned Income Tax Credit(EITC) Coalition is gearing up to kick off the2017­2018 free tax preparation season.The EITC is a refundable tax credit for low­income wage earners and is widely praisedfor its effectiveness in reducing poverty.The EITC is designed to encourage andreward work, offset federal payroll andincome taxes and raise living standards.

Since 2004, this program has brought over$164 million dollars back to Cuyahoga County and Cleveland neighborhoods. Money thatis spent on basic needs such as rent, utilities, and household goods.

The Coalition is currently recruiting volunteers for the coming tax season to work at taxsites as volunteer greeters and tax preparers. Anyone can sign up to become a volunteer,there is no experience necessary. All that is necessary is attend a free training to becomean IRS­certified volunteer tax preparer or greeter. Affordable Housing and Medicaid Costs: Making the Connection

Mark McDermott, Vice President, Ohio Market and Loren Anthes, fellow of Medicaid policyat the Center for Community Solutions were interviewed by Public News Service Ohiomaking the case that safe, affordable housing is one of the non­clinical issues that impactthe cost of health care. In an assessment of Ohio's Medicaid expansion, nearly half ofpeople said it was easier to remain current on their rent or mortgage sinceimplementation. Data released by Enterprise and the Center for Outcomes Research andEducation found secure housing contributed to a 12 percent reduction in overall Medicaidcosts.

What’s In, What’s Out: Senate and House Tax Bills Under Consideration

Tax reform has moved at a whirlwind pace these last few weeks. Last week, the Housepassed its tax reform bill, which would devastate affordable housing and communitydevelopment. The House version of the bill eliminates both the NMTC as well as HousingBonds. The loss of Housing Bonds would undermine the Low­Income Housing Tax Credit

by eliminating 4 percent tax credits, which help finance roughly half of all Housing Credithomes annually.

Meanwhile, Senate Finance Committee Chairman Orrin Hatch (R­Utah) released amodified chairman’s mark for the Senate version of the "Tax Cuts and Jobs Act." It stillretains the Housing Credit; private activity bonds, including multifamily Housing Bonds;and the New Markets Tax Credit (NMTC). It also adds several no­cost proposals tostrengthen the Housing Credit.

What You Should Know: Cuyahoga County Budget Process for 2018­2019

The 2018­2019 Cuyahoga County Budget process is still ongoing. County Council isexpected to share their amendments to during the week of November 27. There are anumber of important housing issues being debated included the County DemolitionProgram, homelessness funding, and the creation of a new and much­needed CountyHousing Fund.
