Where We Have Been• In existence since 1996• Focused primarily on high-risk drinking• Engaging administrators through the President’s Luncheon• Small Ohio College Prevention Association (SOCPA)
Where We Are Going• Partnership with the newly re-established Higher Education
Center for Alcohol and Drug Misuse Prevention and Recovery• Recently added Mt. St. Joseph University, bringing our
membership to 53 Ohio institutions• Broadening our scope to be inclusive of other issues impacting
the success of college students• Utilizing recent Needs Assessment and the OCI Steering
Committee while planning for the future• Continued opportunities for networking, idea sharing, and
training
College Students & Marijuana• 18% of college students reported using marijuana in the last
30 days• They believe that over 75% of their peers have used in the
same time frame• Marijuana use is associated with:• Discontinuous enrollment• Lower academic performance• Increased risk of car crashes• Dependence in 1 in 11 regular users; 1 in 6 if use began in
adolescence

Responsible Ohio• Collecting signatures to place marijuana legalization on the
ballot for November 2015• Legalizes both medicinal and recreational marijuana use • Permits those over 21 to have up to 4 flowering plants (and an
unlimited number of non-flowering plants) as well as possess up to 8 ounces of marijuana
• Would create over 1,100 business permits for retail…there are less than 900 McDonalds in the entire state

•MJ may be legal but the Drug Free Schools Act is still in effect• So universities still don’t allow it•And most won’t accept MJ research $$•MJ may be legal but MJ convictions can

Impacts for Students
• Students 18-20 YOA may seek to get a MMJ card so that they can use MJ legally• Students who live on campus may consume
nearby in their parked cars, which is illegal public consumption• Heightened scrutiny when traveling out of
state: at airport, on highways (plates, stickers)
Impacts for Higher Ed
• Requests to live off campus so that 18-20 YOA students can use their MMJ• Increased Student Conduct violations and/or
local law violations• Increased need for MJ treatment• Options include SBIRT, BASICS, ASTP, Other• Also . . .
MJ Use and Mania, Psychosis
• New research suggests MJ causes mania•MJ use also worsens mania for people with
bipolar disorder• Other studies link MJ use to depression,
anxiety, psychosis, schizophrenia• High-THC content MJ increases psychosis• 3x more likely to have psychotic disorder• 5x more likely if daily user
Young Adult MJ Use & Mental Health
• 25% of college students being treated for mental illness also abuse cannabis
• This cohort suffered significant functional impairment, a greater likelihood of medical leave*
• Nearly half the students with bipolar disorder also had cannabis use disorder
* As compared to peers who used MJ but did not have a mental illness
Adult MJ Use & MH Effects
1. MJ use can cause acute psychotic symptoms during use (Substantial evidence supports)
2. Regular MJ use may cause depression (Moderate evidence supports)
3. MJ use may cause psychosis; likelihood increases with greater use (Limited evidence supports)
4. MJ use may cause anxiety (Limited evidence supports)
