FOREWORD

This is the second edition of the Vessel Directory for the offshore wind industry by Offshore WIND.

The industry is continuing to grow at almost all levels: in installed capacity, wind farm size, and component size, etc. As it would be fair to say that any vessel builder or owner would be proud of a new vessel especially if the vessel is bigger than the one before, so are we proud of this new, bigger Vessel Directory.

We have created the Vessel Directory to be a useful source of information. Useful not only to those of you working directly in the industry, but also for reference to those in peripheral sectors of the offshore wind industry. Following the first edition we received requests for adding vessels that did not fit in the category ‘Crew Transfer Vessels’. In response to this we have now added 3 new categories, Installation & Construction vessels, Accommodation vessels and Cable layers.

And, while the industry is expected to continue to grow and change so there will be changes in the content of this Vessel Directory within the next 12 months before the third edition is published. New vessels built, specification changes, vessels sold and bought.

However, all is not lost, because you can send the details of these vessels to us for inclusion in the online version to be found under the VESSELS tab on OffshoreWIND.biz. This online listing will also be the data base used for the next edition.

Thanks go to all of you who sent the huge amount of data and photographs to us, but don’t stop now, keep us up to date, 24/7, for the 3rd edition in 2016.

The 24 metres and 12 passenger constraints

Elemental to the approach of the MCA is the setting of minimum safety at fleet level, for craft construction, stability and equipment, taking into consideration that vessels of any magnitude represent a considerable investment. Once built it is difficult to go back by imposing safety improvements as significant changes on existing ships, can be costly or impractical.

The economics and capacity of development and maintenance for offshore renewables are largely defined by their logistics, including conveying technicians to and from their workstations. Workboats or crew boats are therefore key to the logistics modelling. It is concluded that current and future renewables projects that are larger in scale and/or further from the shore, will seek different or new solutions, whilst some reassurance is required from maritime regulators.

Operators in the Northwest European market for renewables, ‘crew transfer’ craft will be conscious of two effective constraints. Craft sizes in the sector have been rising in size in recent years, progressively shoving against the 24 metre length ‘ceiling’, (and increasing in breadth through multi-hull designs). The 24 metre ceiling may be more apparent than real for craft built to ‘class standards’. A challenge is whether the 24 metres and/or 12 persons can be overcome to provide for increased freedom in standards that are in essence acceptable (to flag and coastal State), while also being economically viable and sustainable.

The 12 passenger ceiling for non-passenger ships is of long standing and is inviolable for a host of reasons, not the least of these being for the safety of the travelling public. The principle is enshrined in various national and international legislation and its importance should never be underestimated. The issue was recognised

The MCA is responding to the achievements of its one-stop-shop rules approach in the Code Small Commercial Vessels. It has been a substantial element in developing a fleet of under 24 metre, 12 workers ‘crew transfer’ vessels for the offshore wind sector. Flag States, including the UK, are prime safety regulators and standards setters for commercial shipping. But for small ships, and, especially if under 24 metres in length, there is some autonomy from the standards driven by international Conventions, (but with caution, if craft are to maintain liberties to operate internally without the direct rights offered by such treaties).

by the MCA as early as in 2011, responding to the need by proposing to develop and to establish the concept of industrial personnel,

firmly in the domain of international shipping; while offering some credit for survival training and physical fitness. It should be pointed out that the need is based equally, although with slightly different characteristics, in offshore oil and gas as well as renewables. Offshore renewables have been one catalyst, imposing offshore objectives upon coastal States that would not

previously have had an interest of their own, or an offshore industry to respond to. At the same time, investment and developments in technology,

vessel design and in personnel transfer have opened up new, practical possibilities.

Why are such developments international and not domestic? For the most part, the UK will expect ships intended to operate in open seas from its ports to comply with best practices in international standards, in the interests of promoting safety, transparency and free trade. The success and future sustainability of 12+ persons and/or 24+ metre specialised vessels, will depend upon craft being permitted to operate in international markets, where the principle of offshore workers being accepted as industrial personnel has gained acceptance only very recently. At the same time as it being established that craft may be non-passenger craft, special standards must apply. These will inevitably require enhancements from what is already established for 12 persons and 24 metre workboats. Craft construction standards aimed at this sector by the class societies (UK recognised organisations),

are vital to progress as is dialogue between industry and regulators on an international scale.

For ‘crew transfer’ purposes, standards will be based upon the IMO High Speed Craft Code for Cargo Craft. Some elements of the principles are already reflected in the 2014 MCA published guidance, Marine Guidance Note MGN515 (available online). While the industry can expect positive developments to take place over the next few weeks or months, there is still much work going on behind the scenes with direct discussions taking place between maritime administrations. Although I am confident that there will also be progress through the IMO, there is no guarantee that the outcomes there are sufficiently imminent to provide a lead for the immediate future.

The continued quest for marine finance

The Crew Transfer Vessels sector is now a defined market in its own right. You only have to walk along the pontoon at the annual Seawork International event in Southampton, UK, to see the massive development of the CTVs over the last 5 years. The latest Iceni vessels, built by South Boats (IOW) are quite simply staggering in terms of build quality, attention to detail and passenger comfort. Indeed, it is hard to imagine life without the larger vessels now.

Funding challenges caused by the run to large vesselsWhy are O&M contracts asking for larger vessels? I suppose the first answer that comes to mind is simply that they can. Therefore, the case for CTV operators chasing the O&M contracts is that they now have to order new larger stock, just to secure O&M work. However, it does seem strange to me that for a less demanding role, the wind farm owners

are asking for larger vessels. It is certainly something that our funders are struggling to get their brains around.

The impact of this move to larger vessels is causing the funders to question original vessel demand forecasts and to a degree also look closely at pre-set residual values. All of the CTV operators know that the utilisation rates have fallen for the smaller vessels and there in lies the funding challenge. As we have sought to educate the banks on our sector, so they now have access to the latest tools like AIS (Marine Traffic) and vessel directories like this publication to help them monitor our marketplace.

To help offset a fall in utilisation rates for the smaller vessels, the funders now have to start playing their part in providing a solution. Simple, if your vessel is not working, then the loan repayment for that month should be substantially reduced.

Cast your mind back only 5 years and remember the scene at Ramsgate during the early days of the construction of London Array Offshore Wind Farm. Many 14 and 16 metre vessels were plying their trade transporting technicians to and from the offshore building site. I am sure that no one then thought these vessels would soon become dated and considered too small for the task ahead. Indeed, everyone thought that once the construction phase was finished, only the smaller vessels would be needed for the O&M work. How wrong they were.

Crowdfunding is coming into the marine spaceTraditional bank borrowing can no longer provide all the finance needed, so what else can a CTV operator look for? My first answer to that question would be to engage a specialist marine finance arranger to help you, as he will know what other products are on the market and who else to contact.

It was only a matter of time, before the funding phenomena known as crowdfunding was to make its way into the CTV space. Crowd funding is a way of raising money, to buy assets, by asking a large number of people to invest very small sums. Also called peer to peer lending, it is now an accepted avenue of funding and is ideal for the CTV sector.

per metre. From a finance perspective most of the funding requests now start at £1.5m and go past £3m per vessel. With some customers ordering 4 vessels at a time, it is not unusual to be negotiating funding lines of between £5m & £10m. We expect to write something in the region of £50m of new marine finance business in 2015.

Where will the next 5 years take us?I suppose that is the question at the top of everyone’s list, and if you are an early entrant into the market and get the right vessel mix, then I am sure you will do very well. My view of the future will be larger vessels up to 35 metres, full acceptance of the rules for 24 passengers and a move to mother ship on station, where the role of the CTV’s will change. However, I think that as we move to larger vessels, a demand for some 14 and 16 metre stock will return.

Crowdfunding can also be used, in certain circumstances to top up traditional bank loans.

How to secure the best finance deal on large vesselsMy view is that there is always a trade off between interest rate and loan to value (LTV). If you are only borrowing 60 per cent of a very solid marine asset, then you are going to get the lowest bank margin. Conversely, instead of getting one vessel with a 40 per cent deposit, why not consider 4 vessels at a 10 per cent deposit (each). It is the same amount of initial cash, but your earnings capacity is four times as high. In many cases CTVs only need to work for 7 to 10 days per month to cover the loan repayments.

As these vessels have increased in size from 14 metres to the maximum allowed under the 24 metre rule, so the prices have risen accordingly. Old guidelines of vessels costing £100k per metre, should now read up to £150k

PORTABLE DYNAMICPOSITIONING SYSTEM

Thrustmaster’s Portable Dynamic Positioning System is a turn-key solution that includes a modular system of azimuth thrusters, power modules and controls to allow for quick dockside conversion of any work barge or ship into a self-propelled and dynamically positioned vessel. Previously used in upgrading derrick barges, pipelay vessels, cable lay barges, accommodation vessels, FPSO’s, heavy lift vessels, and more, this system is ideal for upgrading existing jack-ups into offshore wind farm construction vessels as it requires no major hull penetrations or costly modifications to existing vessels.

A wide variety of options are available with power ranges from 225 kW to 2,250 kW per thruster, dynamic positioning systems, controls, and deck mounted hydraulic power units. The system is best suited for ships and barges from 30 m to 180 m in length and can be provided per DPS-0 to DPS-3 requirements of any classification society.

The Portable Dynamic Positioning System was recently utilized in Europe for the “Wind Pioneer”, a 56m x 28m offshore construction jack-up vessel for offshore wind turbine installation and maintenance. The system, which was installed dockside without the need for any major hull modifications, uses four azimuthing thrusters at 750 kW each.
