• EVE (Ente Vasco de la Energía) is the energy agency of the Basque Government. Its
mission is:
to propose energy strategies for the Basque Country, based on criteria of supply
security, cost competitiveness, sustainability and technological development; and
to take active part in developing these strategies and to contribute to delivering
the related targets.
Mission
VO.1 To contribute to energy saving
VO.2 To contribute to the generation of energy from RES
VO.3 To contribute to the security of energy supply
VO.4 To position the Basque Country as a benchmark of
knowledge and an industrial leader in the energy sector
VO.6 To generate values and public opinion in line with defined
strategy
VO.5 To secure funds to ensure the organisation is self-financing

(UK Government, Tecnalia, etc.)
ICOE 2010. Conference and exhibition
SINAVAL 2013.
International projects:
WAVEPLAN (Intelligent Energy - Europe Program). Develop tools, establish
methods and standards and create conditions to speed up the introduction of ocean
energy onto the European renewable energy market.
SOPHIA (Intelligent Energy - Europe Program). Facilitate the development of
European wide coordinated, unified and streamlined environmental and socio-
economic Impact Assessment (IA) tools for offshore wave energy conversion
developments.
MARINET (VII European Framework Program of R&D). Bring together the best
ocean energy research facilities already existing within Europe.
Atlantic Power Cluster (INTERREG). Transnational marine energy strategy in the
Atlantic area (Portugal, Spain, France, ...).

Bimep: Project Biscay Marine Energy Platform
14
MISSION:
Infrastructure for research, demonstration and operation of offshore Wave Energy
Converters (WEC), with a view to placing the Basque Country at the forefront of ocean
energy and creating a technological and industrial sector around this energy.
OBJECTIVE:
To provide WEC manufacturers with the opportunity to install their equipment in this
infrastructure either for operational / demonstration purposes (to generate electricity)
or for testing purposes.

Strategy
Conclusions And
final comments
21
Strategic commitment of the Basque Country to marine energy (waves and offshore
wind) and renewable energy forms in general (onshore wind, solar thermal, etc.).
The Basque Country, a focus of technology in renewable energy.
For industry, marine energy is an opportunity similar to the development of other
sectors (wind, etc.) in the Basque Country.
The need for collaboration and cooperation between the government, industry
(energy, naval, etc.) and R&D Centres.
URGENT need in Spain to set up a regulatory framework favouring the development
of marine energy (provided for within Renewable Energies Plan 2020).
The need to eliminate administrative barriers.
Bimep as a driver of sector development.
