Dear Whitman County Voter,

If you have election questions or need a replacement ballot, we are ready to help at 509-397-5284 and [email protected]. All of our ballot boxes are open and ready for you. You can vote and return your ballot as early as the day you receive it.

We need your help to make sure your vote is counted. During every election we receive ballots that cannot be counted for one reason or another. Here are some common reasons that prevent us from counting your vote:

• Returning the security envelope only. If we don’t have a signed declaration, we can’t count your ballot. When you return the security envelope alone, we have no way to contact you. These ballots can’t be counted.

• No signature on the return envelope voter declaration. State law requires you to sign the declaration on your return envelope for your vote to be counted.

• Signature doesn’t match the one we have on file. Copying someone’s signature is nearly impossible and our signature checkers are trained by the Washington State Patrol. Don’t sign a voter declaration for anyone else, even for your spouse or child. If we challenge your signature, we send you a letter asking you to update your signature. If the update matches the signature on the envelope, then we can count your ballot.

• Using power of attorney to sign a ballot. Power of attorney cannot be used to sign someone else’s ballot.

• Late postmark. We cannot count the ballots that have postmarks after Election day.

Make an impact on your community by voting. For this November General Election, all sealed and signed ballots must be dropped into a ballot drop box by 8 p.m. or postmarked by Election day, November 2, 2021.

1.The ballot packet will be mailed to you and will include your official ballot, a security sleeve, and a postage-paid return envelope.

2.To vote the ballot, fill in the oval next to your choice with a blue or black pen. Vote for only one in each contest or measure.

3.Place your voted ballot into the security sleeve. If you forget the security sleeve, your ballot will still be counted.

4.Put the ballot/security sleeve into the return envelope and seal.

5.Sign and date your return envelope. Your signature on the return envelope is required for your ballot to be counted.

6.Return your ballot to the Whitman County Elections Office by ballot drop box or mail.

Voting Instructions

To Register to Vote, You Must:• Be a citizen of the United States;• Have lived at this address in Washington for at least 30-

Washington State felony conviction.

How to Register to Vote or Change Your Address in Time for the General Election:

Go to MyVote.wa.gov on or before October 25 if you have a current Washington State driver license or I.D. card.

Complete and return a Washington State Voter Registration Form. Forms must be received in the Auditor’s Office by November 2. Registration forms are online, or can be obtained by contacting the Whitman County Elections Office.

Come into the Whitman County Elections Office, by 8:00 pm on Election Day.

Registration Deadlines for the General Election:

Voter registration and address changes online or by mail must be received by October 25.

After October 25, visit our office to register to vote or change your address by 8:00 pm on Election Day.

Military or Overseas Voters:

Whitman County

Proposition No. 1Emergency Communication Systems and Facilities The Board of County Commissioners of Whitman County adopted Resolution No. 084321 concerning a proposition to increase the sales and use tax. The proposition would increase the sales and use tax within Whitman County by one tenth of one percent for the purpose of providing funds for the cost associated with financing, design, acquisition, construction, equipping, operating, maintaining remodeling, repairing, re-equipping and improvement of emergency communication systems and facilities.Should this proposition be approved?[ ] Yes[ ] No

Explanatory StatementThis proposition would authorize Whitman County to impose a one-tenth of one percent sales and use tax dedicated to emergency communications. Tax proceeds would be used for the purpose of providing funds for costs associated with financing, design, acquisition, construction, equipping, operation, maintaining, remodeling, repairing, re-equipping, and improvement of the emergency communication systems and facilities. The proposed tax would increase the current sales and use tax rate in Whitman County from 7.8 percent to 7.9 percent. As an example, each $1,000.00 of purchases which are subject to sales tax would require the payment of an additional tax of $1.00.

Argument ForWhitman County’s emergency radio communication system does not have enough infrastructure to provide adequate radio coverage to the emergency responders in parts of our county. Vast geographically diverse rural areas and more and larger buildings in the cities both impede radio signals that our responders rely on to talk with 911 dispatchers as they respond to emergencies daily in our county, as well as large emergencies such as the fires in Pine City, Malden and Colfax just a year ago.

The current county system consists of radio tower sites spread out through the county but is inadequate and needs more sites to complete the network. Current funding is not enough to get the job done as these sites are expensive to build and maintain. Emergency responders deserve better communications systems than currently exists.

Users of the county system include the 911 WHITCOM dispatchers, every law enforcement officer in county, all the city and rural fire departments, all the emergency medical services (EMT) members and the ambulance services. The biggest benefactor to system enhancements will be the citizens of Whitman County. When someone dials 911 and needs help, they need to be assured the responders can be notified and updated while responding to your emergency. This is a small price to pay for the safety of responders and citizens.

We urge you to vote yes. This is a small price to pay to improve the safety of our citizens.

To that end, I fully support the St. John Proposition 1 as a means to further advance the overall sustainability we’ve enjoyed.

From the street improvements to other public works undertaken in the past, all have generated a direct benefit to St. John. Public funds have been well spent in the past, and I anticipate the funding provided by Prop 1 will again pay great dividends.

Argument AgainstI believe that we should vote no on this levy for street maintenance.

Most of us have 4-wheel drive vehicles and can get around fine. Certainly, well-kept street that are in good repair raise property values and make our town more attractive but is that really important? By voting this down you could save around $15 a month in taxes to test the four-wheel drive system on your vehicle and lower the overall value of real estate in town.

I met my Wife Shortly After college, moved to Seattle Washington working in Sales and as A Certified Wire Rope and Rigging Inspector. Recently moved home, interested in reviving Sports and raising children in my home town.

Explanatory StatementThe Proposed Special Levy of $65,000.00 continues to support the operation, maintenance, and capital improvements for the swimming pool and existing buildings. Operation costs include lifeguard salaries, office supplies, utilities, and pool chemicals. Maintenance costs include professional services, cost of repairs, construction, and paint supplies. Recent improvements included repainting the pool, electrical repairs, and plumbing repairs. Future improvement will include the purchase of new tarps, repair or replacement of our main pump, and repair or replacement of old plumbing. This levy makes it possible for us to keep our pool functioning for our community.

Argument ForPlease support the pool levy. Our community pool becomes the life-blood of our community in the summer months. The pool provides health recreation for children, youth, and families. Having a pool allows Lacrosse children to participate in an organized swim team through the Tri-County Swim League. Patrons utilize the pool for swim lessons and water aerobics. Having a pool gives our children and youth a positive and healthy recreational choice when there are so few choices in our small, rural, and remote community. In addition, maintaining a pool in our community offers employment opportunities for many of our youth. Thank you for your consideration and support of this important levy.

Argument AgainstI understand that the pool is a big deal for our community, but it is not something that everyone uses. Families are living in tough times right now and paying taxes is not helpful for them. I believe our tax dollars should be prioritized elsewhere.

Garfield Park & Recreation District No. 2 | Proposition No. 1

Argument ForThe Garfield Pool is important to our families and Community. Over the years hundreds of children have learned to swim in Garfield Pool. Each vote for Garfield Parks and Recreation District #2 keeps these unique facilities open, maintains enhanced property values, and ensures the vibrant legacy of our neighborhood. Levy monies benefit the pool by providing monies for wages and salaries, maintenance, equipment, insurance and utilities, property taxes, chemicals, equipment, heating oil, swim lessons and so much more. Each vote for the Garfield Parks and Recreation Levy endorses a way of life that values families, community neighborhoods, with safe, fun recreation. Without your approval of this levy the district would not have operation monies to keep the facility open. Even though Garfield Parks and Recreation received grant monies the grants are to only be used to reconstruct the actual facility itself and are not to be used for operation costs. Please vote yes to continue proving a fun and safe summer experience for our children and community members.

The Oakesdale community pool and park are an integral part of the vitality of our community. Public pools and parks provide a safe place for community members to get outside and be active, as well as provide a gathering and connecting place. The Oakesdale pool provides swimming lessons, which increases public safety, and the pool provides access to fitness class and adult lap swim. Not only does the pool provide fun and healthy entertainment, but it also creates jobs for our community’s teens and young adult as lifeguards and pool staff.
