"(4) A dealer shall not be charged back on a claim when adealer performs a repair covered by the manufacturer's ordistributor's warranty, and the dealer reasonably demonstrates thatthe repair resolved the condition which the customer presented forresolution, and the dealer documents what has been repaired and theprocess utilized to accomplish the repair.

B. The color and design of the license plate shall be selected bythe Louisiana Hospice Association, provided that it is in compliancewith R.S. 47:463(A)(3).

C. The prestige license plate shall be issued, upon application,to any citizen of Louisiana in the same manner as any other motorvehicle license plate.

D. The charge for the prestige license plate shall be the standardmotor vehicle license tax imposed by Article VII, Section 5 of theConstitution of Louisiana, plus an annual royalty fee of twenty-fivedollars for each license plate to be collected by the department everytwo years upon renewal of the plate, which shall be disbursed inaccordance with Subsection E of this Section. A handling fee of threedollars and fifty cents for each plate shall be charged and retained bythe department to offset a portion of administrative costs.

E. The annual royalty fee shall be collected by the departmentand forwarded to the American Cancer Society, Mid-South Division.The monies received from the royalty fees shall be used solely by theAmerican Cancer Society, Mid-South Division's mission deliveryprograms, within the state of Louisiana.

"C. If an initial license is issued after January first of any year,the assessment shall be prorated to the remaining portion of the yearending December thirty-first.

Section 2. For licenses issued prior to August 15, 2011, andrenewed between August 15, 2011, and December 31, 2011, this Actshall apply to those licenses as of the first renewal date on or afterAugust 15, 2011. Assessments for all licenses renewed betweenAugust 15, 2011, and December 31, 2011, shall be prorated to coverthe period from the date of renewal until December 31, 201l.

Section 3. For initial licenses issued between January 1, 2011,and August 14, 2011, or licenses renewed between January 1, 2011,and August 14, 2011, this Act shall apply to those licenses as of thefirst renewal date on or after August 15, 2011. Assessments forrenewals of all initial licenses issued between January 1, 2011, andAugust 14, 2011, or previously renewed between January 1, 2011,and August 14, 2011, shall be prorated to cover the period from thedate of renewal until December 31, 2012."
