CHURCH COVENANT
As a body of believers, having confessed with our mouth the Lord
Jesus Christ and having believed in our hearts that God have raised
him from the dead, we are saved. Hereby, on the public expression of
our faith, having been baptized in the name of the Father, and of the
Son, and of the Holy Ghost, in the presence of God and His Holy Word,
we do now enter into covenant with one another as one body in Christ.
We, agree therefore, by the leadership of the Holy Spirit, to love the
Lord our God with all our heart, soul and mind; to love our neighbor
as ourselves, and to walk together in Christian love by assembling
ourselves together to worship and to experience Christian fellowship.
We also agree to watch over one-another in brotherly love; to
remember one another in prayer; to aid one-another in sickness and
distress; to promote family and private devotions; to search the
scriptures; and to be in attendance of Sunday School, Worship Service,
and other programs offered to the church.
We further agree to live by the principals set forth in the
Organizational Discipline, and to contribute cheerfully and regularly
to the support of the ministry, to the expenses of the church, to the
relief of the poor, and to the spread of the gospel to our neighbor.
We moreover agree to unite ourselves together in a fellowship of
holiness, to go into the highways and hedges compelling the lost to
come, and to carry out the spirit of this covenant and to the principles
of God’s Word.

Minutes of the April, 2018
Special Session
On Saturday, April 7, 2018, at 6:00 PM, the Lumber River Conference of the Holiness Methodist Church
met at the Conference Building Headquarters, Pembroke, NC.
Bishop Jimmy F. Locklear was Presiding Bishop. Opening song “Amazing Grace” was sung and
prayer requests were given and prayer was lead by Rev. Robin Hammonds. Welcome was given by
Bishop Locklear and the roll was called by the Secretary. The following persons were unexcused
absences at the meeting:

Old Business:
Bishop Jimmy F. Locklear along with Rev. Dwayne Lowry discussed the importance for the
persons inputting the information for the Quarterly Reports. This report can be beneficial but
must have complete and correct information.
New Business:
Church Safety – Bishop Jimmy F. Locklear reported on the meeting held with Travis Bryant,
Associate Vice Chancellor of the Campus Safety & Emergency Operations with UNC-Pembroke.
This information is to help secure our churches to eliminate problems that might arise. A copy of
his Security and Safety Training guide is to be sent to all Church Pastors and if a plan is not already
implemented, Church Trustee’s need to be on board in getting a working plan in place. Mr.
Bryant has agreed that he would be willing to assist in any way possible to any Church that does not
have a plan in place.
Survey – Rev. Dwayne Lowry discussed the meeting with the Conference Ministers held on March
11, 2018, with the Reverend Dr. Mike Cummings as the guest speaker. The course concentrated
on four elements of church renewal, re-vitalization, replanting and building: Vision, Relationships,
Program and Management.
Bishop Locklear is to make a decision as to who would participate in completing the Survey and
report back at the August Special Session.
Road Side Clean-Up – Rev. Robin Hammonds discussed how the road sides in Robeson and
neighboring counties were in desperate need to Adopt A Highway to clean up the debris that litters
our highway and some of these highways are located on Major Highways (I-73/74). There are
three (3) churches in the Conference that have already adopted highways. He stated there are
three (3) reasons to Adopt A Highway: (1) His World, (2) It works and (3) It’s a witness. Let’s be

good stewards and raise our children to be more responsible good adults.
Supernumerary Status - Rev. Robin Hammonds discussed the current health problems concerning
Rev. Tom Morgan. It is his recommendation that Rev. Tom be placed on Supernumerary Status.
The recommendation was approved. Approval for Supernumerary Status for Rev. Tom Morgan
will go to August Special Session.
Union Chapel Preacher Status - Bishop Jimmy Locklear discussed that at Annual Conference
Bishop Willie Scott, Jr., was to return to Union Chapel Holiness Methodist Church as the current
Pastor. However, because of declining health problems, Bishop Scott stepped down as Pastor
January, 2018. Therefore, Rev. Christopher Miller has been installed as interim Pastor of Union
Chapel Holiness Methodist Church for the 2018 Conference year. Bishop Locklear is to hold a
meeting with the local Board Members and the Church members to confer with this approval.
Closing prayers was offered up by Rev. Bryan K. Oxendine.

Minutes of the August, 2018
Special Session
On Saturday, August 4, 2018, at 6:00 PM, the Lumber River Conference of the Holiness Methodist Church
met at the Conference Building Headquarters, Pembroke, NC.
Bishop Jimmy F. Locklear was Presiding Bishop. Opening song “Sanctuary” was sung and prayer
requests were given and prayer was lead by Rev. Christopher Miller. Welcome was given by Bishop
Locklear and the roll was called by the Secretary. The following persons were unexcused absences at the
meeting:

Old Business:
Survey - Presiding Bishop Jimmy Locklear discussed that there are some churches that have not
completed their Church Survey. It is most important that these surveys be completed as soon as
possible. These surveys can identify where our churches needs work to improve the overall health
of our churches. These surveys identifies where we are weak as well as where we are strong.
Supernumerary Status – Rev. Robin Hammonds made a recommendation at the April Special

Session for Rev. William Tom Morgan to be placed on Supernumerary Status. Rev. Morgan is
approved in Supernumerary Status as requested.
New Business:
A copy of the April Special Session minutes was presented, read and were approved with
corrections as to the unexcused absences of one of the members.
Pastoral Election – Bishop Locklear discussed the upcoming Pastoral Election which was approved
at the 2017 Annual Session, second day, for a two year term. The election is for a recommendation
only. This new term will begin with the 2019 conference year. The Church members will only
vote every other year. However; the term of the Pastors is not final and the assignment will come
out of the Cabinet Session with the Presiding Bishop and the Delegates from each Church. If there
are no problems reported, there is a possibility that the Pastor would continue to serve his Church.
Election of Sunday School Officers and Teachers – Rev. Christopher Miller had discussed this on
the Sunday of the 2017 Annual Session and is now bringing it for approval. He discussed a draft
copy of the requirements for the election for Sunday School Officers and Teachers. He also had a
ballot that could be used in each Church. Motion approved with a correction in the draft copy.
Conference Youth Pastor – Rev. Christopher Miller gave a discussion concerning the need of a
Conference Youth Pastor that has the following qualities:
A young man dedicated to preaching God’s gospel.
He needs to be gifted to work with the youth at the Conference churches.
Would need to have a salary.
Should preach one Sunday at each Church during the Conference year.
Should be able to preach to the youth of each Church and not to the older generation.
Rev. Miller made a recommendation that he will proceed with this and is to included Rev. Robin
Hammonds, Rev. Perry Roberts and Sis. Twila Blakley, Conference Lay Leader . This is to go to
the 2018 Annual Conference for approval.
Habitual Absence – Rev. Scott Hammonds discussed the habitual absence of Church members.
According to the Doctrine and Discipline of the Holiness Methodist Conference, there is a question
concerning the Church members attendance. If a Church member is not attending the Church

Rev. Anthony Chavis, Conference Superintendent opened the beginning of the 118th Annual Service with
a sermon. The ritual of the Lord’s Supper was administered to ministers and then to the congregation.
Song and praise prayers delivered. Intermission was observed.
118th Annual Session Minutes
Call to Order and Preliminaries: Bishop Jimmy F. Locklear called the 118th Annual Conference to order
and welcomed the Bar. The roll was called by Sis. Dianne Belcher, Conference Secretary/Treasurer.
The seating of the Bar was the first 8 pews on the right side of the Church. The times of opening, recess
and closing are in the program. Bishop Locklear welcomed all visitors.
Election of the Conference Bishop: Bishop Jimmy F. Locklear voted in by acclamation.
Nomination Committee Report: Sis. Connie Bullard read her report for the Nomination Committee
recommendation for the Conference Lay Leader, Conference Secretary/Treasurer and Conference
Sunday School Supervisor. The individuals now holding these positions have consented to serve if
elected.
Conference Lay Leader: Sis. Twila Blakley was elected and approved.
Conference Secretary/Treasurer: Sis. Dianne Belcher was elected and approved.
Conference Sunday School Supervisor: Bro. Crawley Locklear was elected and approved.
Securing Names, Addresses and Telephone Numbers of Members: Request was made for any corrections to
the addresses and telephone numbers of Members. No updates requested.
Character of Ministers and Conference Members: Rev. Anthony Chavis read his report of the Character

of Ministers and Conference Members. He stated that there were no complaints of Ministers or
Conference members. Approved and seconded as read.
August Special Session Minutes: A copy of the minutes of the August, 2018, Special Session was given out
as a handout. The minutes were read and accepted with correction.
Program Committee Report: Bro. Jennings Bullard, Chairman of Program Committee, read his report.
Report approved and accepted as read.
Treasurer’s Report: Conference Treasurer, Sis. Dianne Belcher, presented a copy of her Treasurer’s
Report. Approved and accepted as presented.
Trustee’s Report: Rev. Crites Oxendine read his Trustee’s Report. Report approved and accepted as

Steward’s Report: Rev. Perry Roberts read the Steward’s report. Approved and accepted as read.

Rev. Hammonds stated that he had been approved as chaplain for Hoke County High School Campus.
Rev. Hammonds asked that he be approved for this position. He is to obtain records. Approved as
requested. Need an addendum to be placed on Conference web-site once a written copy is supplied.

Home and Foreign Mission Board Report: Rev. Bryan Oxendine read his report for the Home and
Foreign Mission Board. Approved and accepted as read.
Budget Committee Report: Rev. Dwayne Lowry read his report for the Budget Committee Report.
Approved and accepted as read. He made a request that the Conference Logo shown to have a legal
trademark. Bishop Locklear had talked to Rev. John Edward Bullard about the procedure and he knew
the procedure to complete this process. This was approved and a committee was formed and the
following individuals were approved to work with Rev. Bullard: Bro. Tim Locklear,
Bro. Jennings Bullard, Rev. Dwayne Lowry and Rev. Anthony Chavis.

Approved and accepted with a request to change the Sunday School literature. A meeting to be held in
February with the Sunday School Supervisor, Bro. Crawley Locklear, and all Church superintendents.
Special Committee’s Report: None reported
Special Assignment Reports: Rev. Crites Oxendine is a minister at Mission Church.
Rev. Oscar Henderson is a minister at Mt. Carmel Church. Letters were received from both churches.
Both ministers are in good standing with our Conference. Reports were approved as presented.
Individual Reports: All reports of Pastoral and Assistant Pastoral reports were presented and approved.
Unfinished Business from Prior Sessions, Special Meetings (if any) – Rev. Robin Hammonds discussed the
finding of a Conference Youth Pastor. Previous committee members and all Church Lay Leaders are to
attend when meeting is scheduled. To be continued at the April Special Session.
New Business (if any): Rev. Scott Hammonds discussed the voting of the Pastors, habitual absences and
holding Church members accountable for continued absences. After much discussion concerning the
matter at hand, a committee was established by Bishop Jimmy with the committee members to include
himself, Bro. Jennings Bullard, Rev. Anthony Chavis, Bro. Crawley Locklear and along with all Class
Leaders of each Church. To be brought back to the April Special Session for discussion.
Bro. Jennings Bullard said that we should continue on with the theme of the 2018 Annual Conference for
the upcoming year and establish an outreach goal in the community and add to the Resolution of Thanks
the following: “We, as a Conference, are to implement in our churches the 2018 Theme: Evangelism –
The 3 P’s (Preparation, Planning and Practice) for the upcoming year. We are to evangelize an outreach
goal in the community”.

Program Committee: Bro. Jennings Bullard, and Sis. Janice Bryant was appointed.
Home & Foreign Mission Board: Rev. Bryan Oxendine, Rev. Marvin Locklear and
Rev. Dwayne Lowry was appointed.

Education Committee Report 118 Annual Session
2017-2018
To the 118th Annual Conference:
The Education Committee met on several occasions and the following programs for the year were
proposed and accepted:
1. On March 17, 2018, we hosted a Self Defense Class for the women of the Conference. The class
was held from 1:00 – 3:00 PM with Valerie Harris, Self Defense & Firearm Instructor with the
N. C. Department of P. S.
2. On March 18, we had a Church Security Workshop with Travis Bryant from UNCP.
3. On June 1 and June 2, a youth retreat was held along with the Lay Leaders in conjunction with
Conference Family Day at Camp Grace.
A. The theme was the struggle for purity, relationships and dating for christian youth.
B. The speakers for both days were Tommy and Ashton Vincek.
C. The Hopewell Praise & Worship Team presented the Friday night part of the worship
service.
4. On August 10, the Education Committee and Lay Leaders met at Union Chapel Church to hold
the annual Back to School with Jesus Retreat from 5:00 PM to
8:00 PM.
A. The guest speakers for the event were Tommy and Ashton Vincek.
B. We served 130 children along with adults.
C. There were a total 150 gift cards given out as prizes to the people that were in
attendance. A special thanks to Sis. Kathy Oxendine for her help in getting donations
and also to the churches.
5. On Sunday August 12, 13 and 14, the Annual Conference Study Course was held at New
Prospect. The study course’s theme was Evangelism: Planning and Practice. The
instructors were Bro. Tim Locklear and Rev. Dwayne Lowry. The average number of
attendees for the 3 day course was 113 people.
We would like to thank the Conference for their support in making these workshops to be a success
and we still need your support and help to continue on with our efforts.

The Home and Foreign Mission Board disbursed $2,000.00 to the mission field in Trinidad,
West India, and disbursed $2,500.00 in Lover Offerings during the 2018 Conference Year.

Conference Lay Leader Summary
A thank you to Mr. Jimmy Oxendine and Mr. Billy Oxendine for cooking at Camp Grace (Family Day,
June 2, 2018). There were over 190 people in attendance on this day. A thank you to Mr. Allen
Oxendine (Maxton Holiness Methodist Church) and family assisting with face painting at Conference
Family Day. Thanks to all ministers who supported our Conference events. Congratulations to all our
graduating seniors of high school and college. Thanks to all churches that supported our Youth Rally. A
special thanks to Cherokee Holiness Methodist Church for hosting our Youth Rally. A special thanks to
Union Chapel Holiness Methodist Church for hosting our Back to School with JESUS. A special thank to
Mount Carmel Church for contributing to our Conference Back to School with JESUS.
Recommendations to the Annual Session
It is my recommendation for the Annual Conference Session: to revamp the events aside each year for
the youth.

Program Committee Report 118th Annual Session
2017 – 2018
The Program Committee met on Saturday, August 11, 2018, at 4:30 PM to decide a title for the
program for the 118th Annual Session of the Lumber River Conference of the Holiness Methodist
Church. We wanted a program that would benefit our Conference. A song was led by Sis. Janice
Bryant and prayer by
Bro. Jennings Bullard.
After much thought, we chose a most benefitting program entitled, Evangelism-
“The 3P’s” (Preparation, Planning and Practice).
Songs and scriptures were then chosen to go along with our Theme, Theme Song and
ScriptureTheme. Please see copy of Program for further detail.
Meeting was adjourned with a prayer by Bro. Bobby Oxendine.

To the 118th Annual Lumber River Conference of the Holiness Methodist Church:
The Reverend William Perry Roberts, Steward of the Lumber River Conference, met at New Prospect
Church with the Conference Lay Leader, Sis. Twila Blakley, and Conference Treasurer,
Sis. Dianne B. Belcher, on Tuesday, October 30, at 6:30 PM. The financial records were examined and I
had a discussion of the finances and both were found to be in order and accurate.
Reverend Scott Hammonds was unable to attend due a last minute emergency.

Superintendent’s Report 118th Annual Session
2017-12018
We have gathered here today to examine and report on our labors of work for the Kingdom of God. We
also are here to set a vision for the next year’s work.
We must never forget that we are Christians and that we should remember daily whose Kingdom we are
working for. It is all about Jesus.
I would like to thank all the churches for their support during this Conference year.
My labor is as follows:
1. All Quarters were met.
2. There were no written complaints against our Clergy or Conference Bar.
3. I tried to emphasis to all Church Boards and Pastors to follow the Doctrine and Discipline
to the best of their ability.
4. That all the churches need to make sure all probationers are taught the Book of Doctrine
and Discipline before they become full members so that they understand what it means to be
a member of our Conference and that the official boards are to set the example for the rest of
the Church.
5. That when possible and permissible, that Church members, that are in good standing,
should be used to help with the work of the Church and Conference.
6. That the Ordained Clergy and pastors try to set up a schedule to let all our local preachers
and ministers in traveling connection to have adequate exposure to all the churches in the
Conference.
And in closing, we should be careful by what we allow in our churches. The Church is going to be
respected or disrespected by the things we allow or accept in our Church. Let us pray for each other.

CHURCH IMPROVEMENTS
MAXTO N – New riding lawn mower, gas range and tree work
NEW BETHEL – Repainted sanctuary, new refrigerator in fellowship hall, repainted old fellowship hall
and installed new cabinets.
NEW PROSPECT – None
RIVERSIDE – None
HOPEWELL – None
MACEDONIA – Markers to indicate the septic tank, barrel fence and clean the Church steeple.
UNION CHAPEL – New Security system, exterior lights and re-did the sidewalk.
SHOEHEEL – 30’ x 30’ music room
CHEROKEE CHAPEL – Remodeled the fellowship hall, added a new kitchen, repaint the sanctuary, new
carpet, re-padded the Church seats, re-surfaced the parking lot, new charcoal grill, new camera system
and safety locks on outside doors
CONFERENCE HEADQUARTERS - Purchased new copy machine, metal top on storage building and
resurfaced and re-marked parking lot.

Dear Bishop Locklear and Conference Bar Members:
Pastor Robin Hammonds has filled out the appropriate paperwork and been approved to speak and help
on behalf of Fellowship of Christian Athletes. FCA is highly run by volunteers like him, so we are happy
to have him serve. Coaches and athletes from Hoke County High School have already asked him to be a
