Aims of the European Canopy Formation Championships & World Cup 2019:

To determine the World/Continental Champions and World Cup winners, in

Canopy Formation in the following events:

2-way Sequential

4- way Sequential

4-way Rotation

To determine the world standings of the competing teams.

To establish Canopy Formation world records.

To promote and develop Canopy Formation competition.

To exchange ideas and strengthen friendly relations between the sport parachutists of all nations.

To allow participants to share and exchange experience, knowledge and information.

To improve judging methods and practices.

To improve technology.

The event will take place at Strejnic - LRPW, „Gheorghe Valentin Bibescu” public Airport and

Drop Zone.

Ploiesti, is located in the Southern Part of Romania. The airfield is situated 2km W of Ploiesti,

which in turn is located 60km N of Bucharest, the capital of Romania.

County Prahova, Romania.

We recommend flying to International Airport Henri Coandă – Otopeni (OTP) Bucharest.

The City of Ploiesti is 50 km (40 min by car) from International Airport Henri Coandă – Otopeni

(OTP) Bucharest, which is the biggest airport in Romania. Every major city has connections to

OTP.

By train: all the trains passing through PLOIESTI (Prahova). After arriving in Ploiesti, a

car/minivan it will pick you from the train station. Please inform the organizer about your

estimated time of arrival.

By car: on DN 1, from Bucharest to Brasov, on the west side of Ploiesti Ring road, there is a

traffic sign which shows Strejnicu to the left. After taking the third exit at the roundabout to

Strejnicu, continue forward for about 900m. The airfield is situated on the right side.

Transportation:

For those booked prior June 21st, the organization will provide free transport from and to

International Airport Henri Coandă – Otopeni (OTP) Bucharest. Please inform the organizer

about your estimated time of arrival.

All competition days, organization will provide free transportation - shuttle hotel-DZ-hotel.

Entry fees & Registration:

Entry fees:

1. Competitor one event: 820 Euro (including FAI Sanction fee 110 Euro). 2. Competitor two events: 1000 Euro 3. Officials: 570 Euro (including FAI Sanction fee 110 Euro). 4. Accompanying persons: 450 Euro.

Entry fees cover:

For all competitors: competition jumps, re-jumps and tie break jumps; FAI sanction fee for all

competitors and officials, five times hotel accommodation in 3 – 4 stars Hotel rooms with double

occupancy, including five times breakfast, five times lunch, five times dinner including Farewell

banquet, airport transport from Otopeni Airport to the hotel / DZ on arriving day, and back to the

airport on departure day, local transport (shuttle hotel-DZ-hotel) for those booked prior June 21st,

the organization will provide free transport from and to International Airport Henri Coandă –

Otopeni (OTP) Bucharest.

Note! Single bed rooms upon request and availability will cost an additional fee of

30 euro /person /night.

Entry dates:

As SC5 states Preliminary Entry Form of a NAC must reach the Organizer at least 75 days prior to the start of the competition (May 20th, 2019)

The Final Entry Form and the Payment must reach the Organizer at least 45 days prior to the start of the competition (June 21st, 2019). Late entry fee EUR 50 per person.

Number of teams allowed: specified in CF Competition Rules 2019.

Each NAC must send its endorsed Preliminary/ Final Entry Form to: [email protected] and cc: [email protected].

Please note that each attending competitor must complete 3 additional attachment documents (1. Application for parachute documents validation; 2. Application for skydiving license acknowledgment and 3. Statement of honor as regards to the health condition (applicable to owners of licenses issued by other States) required by Romanian Civil Air Regulations and it will be send it together with the Final Entry Form in order to make registration on site easy. You will find these documents as Annexes attached to this bulletin. These official documents are written in both Romanian and English.

The Drop Zone offers facilities like a Seminar room, a Briefing Area, Wi-Fi internet, a large parking area, an indoor packing area, rigging services, manifest, judging area, media area, internet connection, photocopier capacity, and computer and printer availability, on-site food services, drinking water, toilets and other facilities for organizing a big competition.

Aircraft to be used for event Aircraft to be used will be 3 identically configured AN-2 (left door exit) and 1 GA8 AIRVAN (left door exit).

Pre event training:

The organizer will provide the aircraft, presented above for training jumps before the competition From August 11th, to August 15th, 2019

Training, before August 11th, will be possible. The Organizer requests all interested parties to notify their possible arrival for pre-competition training at least one month earlier, in order to provide effective arrangements.

Pre event Jump costs: The price of training and orientation jumps is 20 Euro / Jump.

Accommodation for competition:

CENTRAL HOTEL 1st Republicii Avenue, Ploiesti enjoys a central position in Ploiesti, within 10 km of the airfield, 10 – 15 minutes by car, in a building of neoclassical architecture, within walking distance to nearby shopping centers and museums. All rooms at the Central Hotel have free Wi-Fi, a cable TV, a minibar, a safety deposit box and a private bathroom with a hairdryer, bathrobes and slippers. An elegant terrace is open during the summer season.

It offers free access to a fitness room, a hot tub, a small heated pool and a sauna. A modern

conference center consisting of 5 meeting rooms with a capacity ranging between 20 and 250

seats is available for events. Free parking is available on site. Bucharest Henri Coanda

International Airport is 51km from the hotel. Cost for accommodation during competition is

covered by Entry fees.

During a training camp it is possible to find accommodation in the town 40 Euro/room per day.

At the vicinity of the DZ are all types of accommodation (pensions, hotels, privates, with various

prices).

Equipment:

Personal requirements:

- Helmet and hook knife are mandatory.

- The reserve repacks cycle in Romania is 180 days.

- AAD is not mandatory for Canopy Formation in Romania, but organizers strongly

recommend this type of security device during the course of the competition.

Competitors requirements: a valid FAI Sporting License; a valid skydiving/ parachuting national license and medical certificate (according ICAO standards or equivalent, minim class 2) or Statement of honor as regards to the health condition (applicable to owners of licenses issued by other States). These documents are required by Romanian Civil Regulations and you will find them as an attachment to this bulletin.

Equipment requirements:

It is the responsibility of the competitor that the parachuting equipment to be used is certified as being airworthy by competent authorities. The Organizer has no responsibility in this regard; the responsibility rests fully with the Delegation and competitors. The Organizer validates only the airworthiness documents for the equipment. Competitors must complete an application for parachute documents validation and you can find this as an attachment to this bulletin.

Due to Romanian Civil Regulations reserve parachutes must be packed within the last 180 days.

General medical services:

On-site medical care will be provided at all times.

Available emergency medical personnel will be available at the event.

Available emergency response services for ambulance (SMURD) average response times is 5 – 7min. SMURD emergency response for Helicopter average response times is 15 min.

The nearest emergency care hospital is located in Ploiesti City – 2 km from the DZ, several important emergency care hospitals in the Capital of Romania – Bucharest 60 km from DZ.

Insurance details:

Personal Health insurance and repatriation coverage are the responsibility of each participant

and is highly advisable. All competitors must have full third party liability insurance valid in

Romania. The Organizer provides liability insurance coverage to third parties for the event.

This does not apply for any damage caused by a participant in free fall or under canopy. Any

such damage is the responsibility of the parachutist.

Any damage to the hotel rooms etc. is the responsibility of the person/persons involved.

Personal items and equipment are the responsibility of each participant.

Visa information:

The organizing committee will provide support for obtaining a visa. For assistance, please contact the organizer.

Rules and Regulations:

Competition Rules

We will use the Competition Rules for Canopy Formation 2019 Edition Effective 1st March 2019 and FAI Sporting Code Section 5 - Parachuting Class G – Parachuting and Indoor Skydiving

2019 Edition, Effective March 1st, 2019.

Dropzone Rules

National Regulations are:

RACR-SPAR edition 2018;

RACR – LPAN P/ 06.02.2017;

PIAC-LPAN P/ 24.05.2017;

PIAC-CP/ 04.05.2018.

Doping requirements and control

We advise that Doping tests according to WADA regulations are possible.

The World Anti-Doping Code (Code) is the document that harmonizes regulations regarding

Anti-doping in sport across all sports and all countries of the world. The Code provides a

framework for anti-doping policies, rules, and regulations for sport organizations and public

authorities. These tests will be carried out by the Romanian National Anti-Doping Agency.

Weather:

Statistical meteorological data, based on information of the past 5 years.

The climate is similar to that of the nation's capital, Bucharest. According to the Köppen climate classification, the city falls within the temperate humid continental climate (Dfa) of the hot summer type. The average annual temperature is 10.5 °C, with record minimum registered on January 25th, 1952 of -30 °C while record maximum was registered on July 19th, 2007 of 43 °C.

Average annual precipitations are 600 mm; 30–40 mm in January and 88 mm in June. Throughout the year, there are on average 104 days with rain, 26 with snow, 112 with clear skies, 131 with clouds and 122 with no sunshine.

The climate of Ploiesti is influenced by the winds coming from north-east (40%) and south-east (23%), having an average speed of 3.1 m/s. On average, there are 11 days throughout the year with wind speed exceeding 11 m/s and only 2 days characterized by winds over 16 m/s. Atmospheric pressure is 748.2 mm.

Other matters:

National flag and anthem (as per SC5)

The FAI sporting code requires that each delegation must bring its own national flag and its

national anthem in a MP3 format to be used in ceremonies. The recommended flag size is

100cm x 150cm, and depending on a maximum number of potential medalists in one

category.

The Bulletin #2 will be provided no later than June 14th, 2019
