MEETING NOTICE Meeting of: PERSONNEL COMMITTEE Members: M Porlier, S Berger, D Pagel, F Schuster, R Hegg Date/Time: Monday, August 7 @ 4:30 P.M. Location: Weston Municipal Center (5500 Schofield Ave) – Board Room Agenda: The agenda packet will be emailed out 3 days prior to the meeting,

and posted on the Village website at www.westonwi.gov. Attendance: Committee members and Department Directors, please indicate if

you will, or will not, be attending so we may determine in advance if there will be a quorum.

A quorum of members from other Village governmental bodies (boards, commissions, and committees) may attend the above noticed meeting in order to gather information. No actions to be taken by any other board, commission, or committee of the Village, aside from the Finance Committee. Should a quorum of other government bodies be present, this would constitute a meeting pursuant to State ex rel. Badke v. Greendale Village Bd., 173 Wis.2d 553,494 N.W.2d 408 (1993). Wisconsin State Statutes require all agendas for Committee, Commission, or Board meetings be posted in final form, 24 hours prior to the meeting. Any posted agenda is subject to change up until 24 hours prior to the date and time of the meeting. Any person who has a qualifying disability as defined by the Americans with Disabilities Act requires that meeting or material to be in accessible location or format must contact the Weston Municipal Center, by

noon the Friday prior to the meeting so any necessary arrangements can be made to accommodate 12 each request.

Village of Weston; Personnel Committee Meeting Minutes for March 6, 2017

Monday, May 1, 2017, at 4:30 p.m.

CALL TO ORDER. Meeting called to order by Committee Chair/Trustee Porlier at 4:31 p.m. ROLL CALL. Roll call indicated 3 members present. Member Present Porlier, Mark YES Berger, Scott YES Hegg, Robin YES Pagel, Deb NO Village Staff in attendance: Weinkauf, Guild, Jacobs, Donner, Skerven and Lenhard. Former Trustee Schuster and Trustee White were also in attendance. OPPORTUNITY FOR CITIZENS TO MAKE PUBLIC COMMENTS. No comments. ANNOUNCEMENTS, AWARDS, & RECOGNITIONS. 5/23/17 mandatory officials workshop at 5:30, Municipal Center elected and appointed official’s discussion on effectiveness. PRESENTATIONS. iWorkZone software presentation from Daniel Guild Guild gave a presentation on the software, which is for performance management and hiring. APPROVAL OF PREVIOUS MEETING MINUTES: March 6, 2017 Motion by Berger, second by Penza to approve the minutes from March 6, 2017.

1. Discussion and consideration of Police Officer Greg Schremp grievance letter. Guild stated Weinkauf found a way to get the data, which took a lot of time to gather.

2. Modifications to Personnel Handbook, Section 12.04, “Deferred Compensation” of the Village of Weston Employee Personnel Policies and Procedures Handbook.

Motion by Hegg, second by Berger to recommend the Board of Trustees approve the Modifications to Personnel Handbook, Section 12.04, “Deferred Compensation” of the Village of Weston Employee Personnel Policies and Procedures Handbook. Yes Vote: 3 No Votes: 0 Abstain: 0 Not Voting: 1 Result: PASS

3. Modifications to Personnel Policies and Procedures Handbook, Section 5.14, “Clothing and

Equipment” and Section 10.01 “Appearance” of the Village of Weston Employee Personnel Policies and Procedures Handbook.

Donner discussed how some of the employees have had the same uniforms for the past 20 years. The Joint Employee Management Committee has selected new uniforms for the service division. Berger suggested having a policy that if employees wear any type of hat it must have a village logo. Motion by Berger, second by Hegg to recommend the Board of Trustees approve the modifications to Personnel Policies and Procedures Handbook, Section 5.14, “Clothing and Equipment” and Section 10.01 “Appearance” of the Village of Weston Employee Personnel Policies and Procedures Handbook, with the contingency all head coverings worn are with a Village logo. 4. Skerven Reclassification Motion by Hegg, second by Berger to recommend the Board of Trustees to approve the reclassification for Skerven to grade H (step 4) in the class matrix. Donner discussed how Skerven has been with the Village a little over a year. Donner did research on the Utility Operator pay around the state. Skerven did receive his certification, which would qualify for a reclassification. Yes Vote: 3 No Votes: 0 Abstain: 0 Not Voting: 1 Result: PASS

5. Utility Technician Recruitment Update Donner stated this is more of a status update. The Utility Technician ad will get posted on the Village website through the end of May.

6. Review LMDP Class 2 Evaluation Report Guild will bring this item back to committee in June for further review.

REPORTS FROM STAFF.

7. Department Directors Donner reported Deputy Director Wodalski received Member of the Year for outstanding new member of the American Public Works Association. He also said Lenhard and Behnke are attending the APAW conference in Des Moines, IA.

8. Clerk/Employee Resource Manager Weinkauf is attending an online HR class through IPMA.

9. Administrator White will be attending an Armed Intruder or Active Shooter training on May 24. A new employee wellness challenge has started. Guild is exploring a relationship with Snack Nation to offer healthy snacks to the employees. There was a short discussion regarding employee ID badges and when they should be worn.
